INVITATION TO SUBMIT PROPOSALS FOR THE PROCUREMENT OF HOUSE 
AND LOT PACKAGES UNDER THE NHA’S TYPHOON YOLANDA   
PERMANENT HOUSING PROGRAM  
   
The National Housing Authority (NHA), through the Bids and Awards Committee 1 for Infrastructure/Civil Works
(BAC1) is soliciting proposals from Proponents/Contractors of fully serviced lots with completed housing units of a
maximum of 1,000 units or as may be determined by NHA on the basis of the remaining balance housing need based
on housing data as shown below. The proposed sites shall be located within the cities/municipalitiesdeclared by the
government as “safe zone” as follows:

The NHA now invites bids for the above­cited projects to be implemented under the Design and Build scheme as
provided for under the “Annex G” of the Implementing Rules and Regulations (IRR) of the Republic Act 9184 (RA
9184). Bidders should have completed a single contract similar to the Project costing at least fifty percent (50%) of
the ABC. The description of an eligible bidder is contained in the Bidding Documents, in Section II. Instructions to
Bidders.
   
Bidding procedures will be conducted using non­discretionary pass/fail criterion as specified under “Annex G” of the
2016 Revised IRR of RA 9184, otherwise known as the “Government Procurement Act”.
   
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five
percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. 
   
A complete set of Bidding Documents shall be issued only to bidders/authorized official representative or employees
of the Contractor who can show proof of Notarized Authority to secure bid documents for the specific Project and
Official Company ID upon submission of Expression of Interest (EOI), presentation of original PCAB License, Contract
Agreement and Certificate of Completion/Acceptance for completed similar project/s upon Cash Payment of non­
refundable fee of P30,000.00 for contracts costing up to P100,000,000.00; P40,000.00 for contracts costing above
P100,000,000.00 to P200,000,000.00, and P50,000.00 for contracts costing above P200,000,000.00 starting on
February 24, 2017 to March 10, 2017 and may submit their specific proposals/offers in accordance with the TOR
addressed to the General Manager, Attention: The Chairperson, Bids and Awards Committee 1 (BAC1), 3rd Floor,
NHA Main Building, National Housing Authority, Elliptical Road, Diliman, Quezon City. 
   
A Pre­Bid Conference shall be conducted on March 14, 2017, 9:00 a.m. at the Operations Center, 3rd floor, NHA Main
Building, Diliman, Quezon City, which shall be OPEN ONLY to bidders who have purchased the Bidding Documents.
   
Submission and Opening of Bids for Ref. No. 2017­029 will be on March 29, 2017. All bids shall be submitted not
later than 9:00 a.m at the Operations Center, 3rd floor, NHA Main Building, Diliman, Quezon City. 
 
To facilitate the opening of bids, prospective bidders are requested to register with the NHA BAC1. Bidders are
reminded that applications for registrations are processed on a “First Come, First Serve “Basis. The BAC1 will only
process applications for registration for bidders with complete supporting documents. The registration forms may be
downloaded at the NHA website at www.nha.gov.ph.
   
All Bids must be accompanied by a bid security in any of the acceptable forms and amount as stated in Bid Data
Sheet (BDS). Bid Opening shall follow immediately after the deadline of submission of bids at the same venue. Bids
will be opened in the presence of the Bidder’s representatives who choose to attend at the address below. Late bids
shall not be accepted.
   
The NHA assumes no responsibility whatsoever to compensate or indemnify for any expenses incurred in the
preparation of their proposals. NHA reserves the right to accept or reject any bid, to annul the bidding process, and
to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder/s.
