payment gateway (SADAD) instead of discreetly each government biller

revenue of government billers to MoF and allow to onboard new billers
easily to SADAD without the need to implement their own special
integration with SADAD.
Participation
 Opportunity assessment and defining the business model that works for Elm and MoF.
 Technology assessment, technology partners review and negotiation.
 Solution design and defining the system modules and its interfaces beside to the used cases of the
system.
 Define and breakdown of system use cases.

that links different billers and banks to enable the consumers to use banks
electronic channels to pay their bills.
