1 INTRODUCTION

onemilegrid has been requested by Cbus Property to undertake a Car Park Management Plan for
the approved mixed-use development at 37-39 Langridge Street & 61-71 Wellington Street,
Collingwood.
The preparation of this report comes in response to Planning Permit Conditions 19 & 20 which state:
19 Before the development commences, a Car Park Management Plan to the satisfaction of
the Responsible Authority must be submitted to and approved by the Responsible Authority.
When approved, the Car Park Management Plan will be endorsed and will form part of this
permit. The Car Park Management Plan must address, but not be limited to, the following:
a) the number and location of car parking spaces allocated to each tenancy;
b) the allocation of tandem spaces to one tenancy;
c) details of way-finding, cleaning and security of end of trip bicycle facilities;
d) policing arrangements and any consequential formal agreements;
e) a schedule of all proposed signage including directional arrows and signage,
informative signs indicating location of disabled bays and bicycle parking, exits,
restrictions, pay parking system etc.;
f) the collection of waste and garbage including the separate collection of organic waste
and recyclables, which must be in accordance with the Waste Management Plan
required by Condition 19; and

g) details regarding the management of loading and unloading of goods and materials.
20 The provisions, recommendations and requirements of the endorsed Car Park Management
Plan must be implemented and complied with to the satisfaction of the Responsible Authority.

2 APPROVED DEVELOPMENT

The planning permit issued for development of the subject site (Ref: PLN15/0641) allows a multi-
storey mixed-use development, containing residential, commercial and retail uses, as shown in
Table 1.

A total of 160 car spaces are proposed in a multi-level basement car park, with access via a
crossover to Derby Street approximately midway along the site frontage.
A total of 148 bicycle spaces are to be provided within the ground and first basement car parking
levels.

3 CAR PARKING

3.1 Car Parking Allocation


The proposed car parking allocation for the various components of the development is shown in
Table 2.
A total of 160 car spaces to be provided within the car park, with access via a crossover to Derby
Street approximately midway along the site frontage. Two car spaces will be allocated between
the three commercial tenancies, one space will be allocated to the café tenancy, and the
balance of parking allocated for residential use.
The proposed allocation of parking is shown in Table 2, whilst the location of the commercial and
café parking is shown in Figure 1. The commercial/cafe parking includes 3 spaces directly opposite
the loading bay.
All remaining spaces will be allocated to residential apartments, as per the table below.

It is noted that three tandem pairs of parking spaces are provided on the basement level car
parking areas. Each tandem pair will be allocated to one of the 3-bedroom apartments, to ensure
useability of both spaces.
The current parking allocation for individual apartments and car spaces is provided in Appendix A.

3.2 Access Control


Access to the car park is provided via a double crossover to Derby Street, mid-way along the site's
southern boundary. The access point will be controlled by a tilt-up door, located approximately 2.5
metres into the site.
The roller door will be operated by remote control, with remote units provided to the owners of
each car space, including both residential, office and café owners and tenants.
No visitor parking is provided on-site, therefore access to the car parking area will not be required
by those who do not own a car space within the parking area. Consequently, manual methods of
operating the roller door are not required at the car park access point.

3.3 Signage and Linemarking


Each car parking space within the car park will be individually line-marked with a simple numbering
system to identify each car space, as shown on the architectural plans.
This numbering system will allow each car space to be allocated to the individual tenancies and
residences, with the Owners Corporation able to monitor and enforce car space usage.
Signage and line marking plans for each of the car parking levels are provided in Appendix B.
Exit or directional signage is not required within the car park, as all users will have allocated parking
and will be familiar with the car park layout and operation.

4 BICYCLE PARKING
Bicycle parking will not be allocated to particular dwellings or tenancies, instead remaining as a
communal resource for all building occupants.
The bicycle parking locations are shown in Figure 2 and Figure 3.

No bicycle end-of-trip facilities in the form of showers and change rooms are to be provided on-
site, considering that the vast majority of bicycle users will be residents, with access to facilities
within each dwelling.
The ground floor bicycle storage area includes a bicycle maintenance area, which can be utilised
by all residents and tenants.

4.1 Access Control


The bicycle parking areas are located on the ground-level and Basement Level 1, and primary
access is provided via the car park vehicle access point. Alternatively, access on foot is provided
via the following pedestrian access points:
Passenger lifts located in the residential foyer; or
Derby Street pedestrian entry.
Access into the larger bicycle storage area will be secure, and will require the use of remote control
(or swipe card) for access.
To enable visitor access to bicycle parking within the car park, residents or employees will be
required to meet a visitor at the car park access, and open the door for them.

4.2 Signage
Wayfinding signage will be installed adjacent to the Derby Street access directing cyclists to
bicycle parking areas.
No signage is proposed within the bicycle parking area to allocate particular bicycle spaces to
specific users to ensure usage of the bicycle parking area is optimised.
The Owners Corporation will be responsible to monitoring and enforcement of bicycle parking
usage.

5 LOADING & WASTE MANAGEMENT

A dedicated loading bay is to be provided on-site, located immediately adjacent to the waste
room and lift core on the ground level.
The loading bay will be signed and line-marked for exclusive use by approved users only under the
control of the Owners Corporation.
Loading and waste collection will be scheduled to occur outside of peak commuting periods in
order to minimise inconvenience to those allocated parking spaces on the ground level.
Details regarding the frequency and manner of waste collection will be provided within the Waste
Management Plan required by Condition 15 of the development's planning permit.
