Back Pay for Federal Service Contractors
Purpose
This amendment creates a Deficit-Neutral Reserve Fund to provide back pay to service
contractors impacted by the recent federal government shutdown,

Summary
‘When the longest shutdown of the federal government in modem history ended, the more than
800,000 federal employees who had gone without pay for 35 days had the government's
assurance that they would be compensated for their missed wages. Their contractor colleagues —
many of whom perform essential functions like cleaning, food service, and security ~ did not
have the same guarantee and continue to go without the pay they would have otherwise eamed
uring that period
This amendment would create a Deficit-Neutral Reserve Fund to ensure that these valuable
public servants’ wages are made whole and they are treated with the respect they deserve.

SEC. xx. DEFICIT-NEUTRAL RESERVE FUND TO PRESERVE RETIREMEN’
SECURITY OF CIVIL SERVICE EMPLOYEES
‘The Chairman of the Committee on the Budget of the Senate may revise the allocations of a
committee or committees, aggregates, and other appropriate levels in this resolution, and make
adjustments to the pay-as-you-go ledger, for one or more bills, joint resolutions, amendments,
amendments between the Houses, motions, or conference reports related to compensating federal
service contractors for back pay they would have accrued during the recent lapse in
appropriations by the amounts provided in such legislation for those purposes, provided that such
legislation would not increase the deficit over either the period of the total of fiscal years 2020
through 2024 or the period of the total of fiscal years 2020 through 2029.
