III. BACKGROUND
Based on the awareness of the importance of the involvement by PLHIV both individuals and groups to
accommodate the needs to achieve equality over the rights of health through advocacy and
collaborative work with peer support system within the human rights framework. In the year of 2014,
50 PLHIV from 21 provinces that represent PLHIV catalyst groups and peer support group gathered in
Jakarta to declare a national network organisation named Jaringan Indonesia Positif (JIP) or Indonesia
Positive Network (IPN - English).

IV. TYPE & NATURE OF ORGANIZATION


JIP is a development organisation. It's a non-government, not-for-profit and non-sectarian, non-
partisan organisation working for the social development of PLHIV for legal advocacies. JIP could also
be labelled as an implementing organisation that design to implements various developmental and
advocacy projects with the financial and technical support of international/local donor agencies and
the government.

To achieve PLHIV in Indonesia as a healthy individual, equality and actualise a high quality of life.

VI. MISSION
Fight for right to health of PLHIV through peer support system by meaningful engagement of PLHIV in
efforts on preventing the epidemic of HIV.

VII. OBJECTIVES
• Research and collecting data to support advocating behalf of the needs of PLHIV
• Advocacy for the needs of PLHIV to achieve equality over the rights of health both formally and
informally in the human rights framework with upholding gender equality in a massive way and
structured.

VIII. SPECIFIC OBJECTIVES


• Build capacity and empowering PLHIV to take part in the process of advocating in several
aspects, which is health, education, social, economic welfare;
• Encourage PLHIV to take more significant involvement in policy-making, planning,
implementing, monitoring in the effort to fight against AIDS epidemic's programs;
• Promotion of gender equality & women empowerment, and address gender-based violence
issues;
• Improving knowledge on HIV and Antiretroviral Treatment among PLHIV through treatment
literacy activities, advocacies and campaigns;
• Reduce stigma and discrimination against PLHIV.

IX. GEOGRAPHICAL FOCUS


The primary social capital of Jaringan Indonesia Positif is its constituent members in provincial and
district level. From 34 province in Indonesia, 26 of them, JIP has local representatives both individual
and many groups of peer support that serve to encourage PLHIV to have a better quality of life.

X. LEGAL STATUS
Jaringan Indonesia Positif is a registered body. The Organization is registered under a Ministerial Decree
of Law and Human Right, register number : AHU-0001715.AH.01.07.TAHUN 2105.

The National Secretariat governs Jaringan Indonesia Positif. The Secretariat together with the national
board is the critical policy-making and governance body of the Organization and works independently.
It formulates and approves policies and organisational systems and evaluates the overall performance
of the Organization on the periodic basis. The National board consists of six members (both male and
female) and the national secretariat is headed by Meirinda Sebayang as Chairperson. The
Organization’s national secretariat comprises of development professionals, academicians, activists
and individuals that has many experiences in HIV/AIDS programs. The Chairperson of national
secretariat serves and report to the national board and the Organization’s constituent members
annually. The Secretariat works in the guidelines of the Organization’s strategic planning manual
(Renstra).

XII. MEMBERSHIPS
Jaringan Indonesia Positif has it constituent members in 26 provinces and 75 districts in Indonesia.
Currently, member of JIP are 12 individuals who living with HIV/AIDS (PLHIV) and 78 PLHIV peer support
groups, and they are the highest mandate holder of the Organization. Each Member is the leading social
capital of the Organization that becoming the core of JIP programs.

XIII. PARTNERS
Jaringan Indonesia Positif greatly values and acknowledges the support of its partners who provided
their great support to JIP for its previous and current projects. These include The Ministry of Health,
Provincials and Districts AIDS Commission, Global Fund for AIDS Tuberculosis and Malaria, UNAIDS,
WHO, UNFPA, UNDP, LINKAGES, USAID, PPH Atma Jaya, Coalition Plus, Indonesian Drug Users Network
(PKNI), Indonesia AIDS Coalition (IAC), Spiritia Foundation, Indonesia Sex Workers Organization (OPSI),
GWL-INA, Association of Indonesian Positive Women (IPPI), etc.

XIV. EXPERIENCE PORTFOLIO


• Create infographics related to the lack of support for children who are living with HIV/AIDS, based
on NASA (National Aids Spending Assessment). It provides the picture to the public that there is still
much lack of support among children who are living with HIV/AIDS (published through social media
Facebook);
• Make an infographic about the benefits of National Health Insurance System; it helps to encourage
awareness among PLHIV about the importance to have access of JKN (published through social
media Facebook).
• Make a position paper, to response ARV stock out and expired and direct posting to the minister of
health (published through social media Facebook, email of members and stakeholders who were
related to the issue) and published in the newspaper edition October 2nd, 2016, Kompas.

• Make a position paper related to the discourse of paid ARV and direct send to Minister of Health
(published through social media Facebook, email of members and stakeholders who were
connected to) and contained in the newspaper edition on November 30th, 2016, Kompas.
• Member of JIP DKI and Tangerang with some organisation intimately involved in a peaceful rally at
BPOM to urge the government to register on Direct Acting Antiviral (DAA) drugs.
• Funded by Coalition Plus, JIP is a consulting organisation for Spiritia Foundation and PKNI (Indonesia
Drug User Network) in related to HIV-Hepatitis C programs 2017 - 2018.
• JIP is one from many community representative members in both Technical Working Group (TWG
HIV) and Country Coordinating Mechanism (CCM) In Global Fund for AIDS, Tuberculosis and Malaria
"New Funding Model Mechanism".
• Funded by Linkages through Provincial AIDS Commission, JIP has developed a guideline for tracking
PLHIV who are Loss to Follow Up in DKI Jakarta, 2018.
• Funded by Linkages, JIP has developed a Strategies for improving Antiretroviral Treatment
Initiation, retention and compliance for PLHIV, 2018

XV. BUDGET

XVI. PRIORITY NEEDS


• As a new organization, JIP really needs to improve its management and financial capacity.
o Planning, including determining the advocacy roadmap that will be implemented,
specifically related to increasing the number of PLHIVs who access ARV treatment
(including retention and compliance of the treatment); reducing stigma and
discrimination against PLHIV;

o Organizing, including the division of effective work responsibilities between boards,


national secretaries, regional secretaries and constituents,
o Implementation, including the use of strategies that have been designed so that
they can be implemented effectively, efficiently and on target,
o Monitoring and evaluation, including measuring and assessing the implementation
of activities that have been planned and implemented.
• JIP needs support to be able to audit both finance and programs as a form of public
accountability.
