NOTIFICATION
New Delhi, the 13th December, 2017
G.S.R. 1513(E).—In exercise of the powers conferred by Section 25 of the Rubber Act, 1947
(XXIV of 1947), the Central Government hereby makes following rules further to amend the Rubber Rules
1955, namely:—
1. Short title and commencement.—(1) These rules may be called Rubber (Amendment) Rules 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Rubber Rules, 1955 (hereinafter referred to as the said rules), in rule 33, clauses (e) and (f)
shall be omitted.
3. In the said rules, rule 33A, 33B, 33C and 33D shall be omitted.
4. In the said rules, in rule 33E, in sub-rule (1), in clause (a), the words “or any officer of the Board, to
whom the powers under rule 33B have been delegated” shall be omitted.
5. In the said rules, in rule 35, sub-rule (5) shall be omitted.
6. In the said rules, in rule 39, in sub-rule (1), for the words “apply for” the words “apply online for”
and for the word and letter “Form C”, the words and letter “Form C by online” shall be substituted.
7. In the said rules, in rule 39 A,—
(a) in sub-rule (1), for the words “apply to”, the words “apply online to” shall be substituted;
(b) in sub-rule (3), for the words “licence under”, the words “licence online under” shall be
substituted.

8. In the said rules, in rule 40, for the words “apply to the Board”, the words “apply online to the
Board” and for the word, letter and figure “Form E”, the word, letter and figure “Form E by online” shall be
substituted.
9. In the said rules, in rule 40A, for the words “apply to the Board”, the words “apply online to the
Board” and for the word, letter and figure “Form E1” , the word, letter and figure “Form E1 by online” shall
respectively be substituted.
10. In the said rules, in rule 43, in sub-rules (1), (2), (3) and (4), for the words “submit to the Board”, the
words “submit online to the Board” shall be substituted.
11. In the said rules, in rule 43A, for the words “submit any statement”, the words “submit online any
statement” shall be substituted.
12. In the said rules, rule 43B shall be omitted.
13. In the said rules, in the First Schedule,—
(I) in Form D,—
(a) for Sl. No. 1 and the entries relating thereto, the following shall be substituted,
namely :—
1. “Name and office address of the Unit” and “Tel. No.” and “E-mail”…….. (in capital
letters)”;
(b) for Sl. No. 2 and the entries relating thereto, the following shall be substituted,
namely:—
“2. Particulars of requirement of rubber and details thereof: For the period from …….to…………..

(a) Year and Requirement Grades 1 st Year 2 nd Year 3 rd Year 4th Year 5 th Year

(b) Quantity of rubber applied for and

the period for which it is required (show
dry rubber weight in the case of latex)

Grade Tonnes

(c) Actual consumption during the

previous year:

(d) Stock of rubber held on the date of

application or purchased and in transit or
awaiting delivery.”

(c) for Sl. No. 4, and the entries relating thereto, the following shall be substituted, namely:—
“4. OTHER PARTICULARS
(a) Udyog Adhar No.

(b) GST Registration No.

(c) PAN

(d) Local Authority Licence No. & date

(e) Electricity Consumer No. and date of power connection if

power connection already exists/ expected date of power connection, if
power connection is awaited after being sanctioned”;

(d) for Sl. No. 11, 12,13 and the entries relating thereto, the following shall be substituted,
namely:—
“11. DECLARATION: I/We declare that I/We have submitted the monthly K and L
returns upto the month of ” Before the last sentence “I/We declare that the statements
made above are true to the best of my/our knowledge and belief.”;
(e) In the Note,—
(i) in Sl. No. 1, the words “of any cess dues” shall be omitted;
(ii) under Sl. No. 2, for the word “cess”, the word “payment” shall be substituted;
(iii) in Sl. No. 3(b)(i), for the words “Small scale industries or Sales Tax or Value Added
Tax Registration Certificate”, the words and letters “Udyog Adhar Certificate/GST Registration
Certificate/Pan Card” shall be substituted;
(II) In form E,
(a) for the brackets and words “(including imported natural rubber) from registered estates
or licensed dealers in India”, the words and brackets “from estates or licensed dealers or
processors in India (including imported natural rubber)” shall be substituted.
(b) the word “ Year”, shall be inserted in the table before the word “Grade”.
(III) in Forms H, H2, H3 and K,
(a) in the opening para, for the figures, letters and words “20th of the succeeding month”, the
figures, letters and words “15 th of the succeeding month” shall be substituted;
(b) in the Table, under the heading Groups and Grades,—
(i) in Group 2, the word, letters and figure “Cuttings No. 1” shall be omitted;
(ii) in Group 3,

a. for the word, letters and figure, “Cuttings No. 2”, the letters “ISS” shall be
substituted;

b. the words “Off sheet” shall be inserted after the letters “ISS”.

(iii) in Group 4, the letters “FAQ” shall be omitted;

(iv) in Group 5, the words and figure “Smoked blanket” and “Remilled Crepe 2”, shall
be omitted;

(v) in Group 6, the words and figures “Remilled Crepe 3” and “Remilled Crepe 4”
shall be omitted;

(vi) in Group 7, for the words and brackets “Scrap [Dry weight]”, the words and
brackets “Field Coagulam [Dry weight]” shall be substituted;

(vii) the heading “Master batches” and the entries relating thereto shall be omitted;

(viii) the heading “Oil Extended Rubber” and the entries relating thereto shall be
omitted.
(IV) in Form K1, in the Table, under column (1), in entry VI, the words “Water proofed fabrics”, “Sponge”
and “Rubber covered cables” shall be omitted;

(V) in Form L and L1, in the opening portion, for the figures, letter and word “20th of the succeeding month”
the figures, letters and words “15 th of the succeeding month” shall be substituted.
