B.1. THE MUNICIPAL DISASTER RISK REDUCTION OF THE MUNICIPALITY OF REAL, QUEZON

In consonance with Section 11 of RA 10121, the Municipal Disaster Risk Reduction and Management Council
(MDRRMC) of the Municipality of Real, Quezon, was organized through Executive Order No. 16, Series of 2016,
issued by the Hon. Diana Abigail D. Aquino. However, it must be noted that the previous administrations have also
issued the same directive during their tenure. It is composed of the following officials:

The MDRRMC meets by the average of one to two meetings every three months or as often as necessary to
approve plans, prepare for impending emergencies such as tropical cyclones, address current emergency
situations, prepare for planned events and other necessities requiring immediate action of the body.

Specifically, the MDRRMC has the following functions as provided by RA 10121, to wit:

1. Approve, monitor and evaluate the implementation of the LDRRMPs and regularly review and test the
plan consistent with other national and local planning programs;
2. Ensure the integration of disaster risk reduction and climate change adaptation into local development
plans, programs and budgets as a strategy in sustainable development and poverty reduction;
3. Recommend the implementation of forced or pre-emptive evacuation of local residents, if necessary; and
4. Convene the local council once every three (3) months or as necessary.

B.2. THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (MDRRMO) OF REAL, QUEZON

Section 12 (a) of R.A. No. 10121 states that, “There shall be established Local Disaster Risk Reduction and
Management Office (LDRRMO) in every province, city and municipality, and a Barangay DRRM Committee
(BDRRMC) in every ·barangay which shall be responsible for setting the direction, development, implementation
and coordination of disaster risk management programs within their territorial jurisdiction.” In compliance
thereof, the Municipal Disaster Risk Reduction and Management Office in the Municipal Government of Real,
Quezon, through the enacted of Ordinance No. 19, S-2012, which was approved on 23 July 2012, with functions
as prescribed under RA 10121.

There are only two permanent plantilla position in the existing organizational structure of the Municipal Disaster
Risk Reduction and Management Office, a Local DRRM Officer III designated as its Officer-in-Charge and a Local
DRRM Officer I as his assistant. However, proposals have been made to fill the proposed organizational structure,
as reflected in Figure X, for the office to be able to fully discharge its mandated functions.
