APPROVAL OF MAINTENANCE ORGANISATIONS
1. Organisations involved in the maintenance of complex motor powered aircraft or of aircraft
used for commercial air transport, and components intended for fitment thereto, shall be
approved in accordance with the provisions of this CAR.
2. Note:
(i) ‘Large Aircraft’ means an aircraft, classified as an aeroplane with a maximum
take-off mass of more than 5700 kg, or a multi engined helicopter.
(ii) ‘Certifying staff’ means personnel responsible for the release of an Aircraft or a
component after maintenance.
(iii) Maintenance’ means any one or combination of overhaul, repair, inspection,
replacement, modification or defect rectification of an aircraft or component, with the
exception of pre-flight inspection;
(iv) Organisation’ means a natural person, a legal person or part of a legal person.
Such an organisation may hold more than one CAR 145 approval;
(v) ‘Pre-flight inspection’ means the inspection carried out before flight to ensure that
the aircraft is fit for the intended flight;
(vi) Component’ means any engine, propeller, part or appliance.

(LICENSING OF AIRCRAFT MAINTENANCE ENGINEERS)
Licence categories-
(a) Aircraft maintenance licences include the following categories:
- Category A
- Category B1
- Category B2
- Category B3
- Category C
(b) Categories A and B1 are subdivided into subcategories relative to combinations of
aeroplanes, helicopters, turbine and piston engines. The subcategories are:
- A1 and B1.1 Aeroplanes Turbine
- A2 and B1.2 Aeroplanes Piston
- A3 and B1.3 Helicopters Turbine
- A4 and B1.4 Helicopters Piston
(c) Category B3 is applicable to piston-engine non-pressurised aeroplanes of 2000 kg
MTOM and below.
Aircraft groups-
For the purpose of ratings on aircraft maintenance engineers licences, aircraft shall be
classified in the following groups:
2. Group 2: aircraft other than those in Group 1 belonging to the following subgroups:
— sub-group 2a: single turbo-propeller engine aeroplanes
— sub-group 2b: single turbine engine helicopters
— sub-group 2c: single piston engine helicopters.

TYPE TRAINING)
Applicability-
For the purpose of this CAR, the competent authority shall be DGCA.
This CAR is applicable to :-
M.1
For the purpose of this CAR, DGCA shall be the competent authority:
1. for the oversight of the continuing airworthiness of individual aircraft and the issue of
airworthiness review certificates.
2 for the oversight of a maintenance organisation as specified in M.A. Subpart F.
3. for the oversight of a continuing airworthiness management organisation as specified
in M.A. Subpart G.
4. for the approval of maintenance programmes.
(i) For aircraft registered in India.
(ii) For aircraft used in commercial transport by Indian Operator, if
agreed by State of Registry.
(iii) By derogation from paragraph 4(i), when the continuing airworthiness of an aircraft
not used in commercial air transport is managed by a continuing airworthiness
management organisation approved in accordance with Section A, Subpart G of CAR-M
not subject to the oversight of the State of registry, and only if agreed with the State of
registry prior to the approval of the maintenance programme.
i) For the purpose of this CAR Category 1 “Light Aircraft” means the following aircrafts
ii a balloon with a maximum design lifting gas or hot air volume of not more than 3400
m3 for hot air balloons, 1050 m 3 for gas balloons, 300 m3 for tethered gas balloons;
iii an airship designed for not more than two occupants and a maximum design lifting
gas or hot air volume of not more than 2500 m 3 for hot air airships and 1000 m 3 for gas
airships
(J) For the purpose of this CAR Category 2 “Light Aircraft means the following aircraft
(i) an aeroplane with a Maximum Take-off Mass (MTOM) of 2 000 kg or less that is not
classified as complex motor-powered aircraft;
(ii) a sailplane or powered sailplane of 2 000 kg MTOM or less;
(iii) a balloon;
(iv) a hot air ship;
(v) a gas airship complying with all of the following characteristics:
— 3 % maximum static heaviness,
— non-vectored thrust (except reverse thrust),
— conventional and simple design of structure, control system and
ballonet system, and
— non-power assisted controls;
(vi) a Very Light Rotorcraft.
-SUBPART F
(MAINTENANCE ORGANISATION)
This Subpart establishes the requirements to be met by an organisation to qualify for the
issue or continuation of an approval for the maintenance of aircraft other than complex
motor powered aircraft and components to be installed therein not used by air operator
certified in accordance with Schedule XI of Aircraft rule 1937
M.A.619 Findings
(a) A level 1 finding is any significant non-compliancse with CAR-M requirements which
lowers the safety standard and hazards seriously the flight safety.
(b) A level 2 finding is any non-compliance with the CAR-M requirements which could
lower the safety standard and possibly hazard the flight safety.
(c) After receipt of notification of findings according to point M.B.605, the holder of the
maintenance organisation approval shall define a corrective action plan and
demonstrate corrective action to the satisfaction of DGCA within a period of 7 days and
30 days for level 1 & level 2 findings respectively including appropriate corrective action
to prevent recurrence of the finding and its root cause.
