Canadian Strategic Highway Research Program (C-SHRP) SUPERPAVE Binder Specification and Test Methods November 1995 Technical Brief # 9 Under the Strategic Highway Re- search Program (SHRP), a specifi- cation was developed that classifies asphalt binders based upon the physical and rheological properties which relate to pave- ment performance. Standard Specification For Performance Graded Asphalt Binder, AASHTO Designation MP1 (Edition 1A, Sep- tember 1993), has been widely distributed and its specification table is reproduced herein as Table 1. Readers are advised that some minor revisions to adjust the specification are underway. This technical brief highlights the test. methods and specification MP1-93 which form part of the SUPERPAVE system. In the SUPERPAVE performance based specification, all grades of binder must meet the same per- formance requirements, but these are determined at different tem- peratures for different grades, de- pending on the climate in which the binder will be used. Under the SUPERPAVE system, tests on the binders are conducted at both the high and low service tempera- tures. In contrast, viscosity graded and penetration graded specifications of the past have dif- ferent physical property require- ments for different grades, but these are measured at the same temperature for all grades. In penetration graded specifications such as the Canadian General Standards Board (CGSB) specifi- cation, the grading is at an inter- mediate temperature near the mean annual pavement tempera- ture. Therefore, these specifica- tions relate somewhat to fatigue resistance, but only poorly to other pavement distress modes. The CGSB specification is an im- provement over previous penetra- tion graded specifications, in that it controls the viscosity at 60°C as well as the penetration at 25°C, so there is some relationship to re- sistance to permanent deforma- tion. ‘The SUPERPAVE binder specifica- tion directly addresses the three main pavement distress modes: + rutting, caused by permanent deformation of the paving mix, + fatigue cracking which is re- lated to the energy absorbed during repeated load applica- tions to the pavement, and + thermal cracking, which 1s caused by accumulation of stress in the pavement when it Is cooled to low tempera- tures. SUPERPAVE™ is the product of the asphalt research undertaken as part of the Strategic Highway Research Pro- gram (SHRP) and it integrates performance based specifications, test methods. equipment, testing protocols, and a mixture design system. SHRP was established by the United States Congress in 1987 as a five-year, $150 million re- search program to improve the performance and durability of highways and to make them safer for motorists and highway workers. As one of four technical programs, the asphalt program received $50 million for the development of performance based asphalt specifications to directly relate laboratory analysis with field performance. As a follow- on prgram to SHRP, Congress established in the Intermodal Surface Transportation Efficiency Act of 1991 programs to implement SHRP products and to continue SHRP’s long-term pavement performance (LTPP) program.
