Figure 1 details the approximate location of the proposed Memorial. The Memorial is sited on a
reverse slope of the Paterson Levee between the toe of the levee batter and the sealed park walkway
described as Ritchies Mill Walk. Kings Park is bound to the west by a restaurant carpark and to the
east by concrete wastewater infrastructure. The proposed site overlooks the South Esk River and is
screened from Bridge Street by established park trees.

Figure 3 shows an inactive view of the Memorial from the walkway and details how the size and height
of the Memorial will blend in with the slope of the Paterson Levee. The design drawings shown in
Appendix A show a rectangular shaped Memorial with predominantly horizontal and vertical lines.
Figure 4 shows these horizontal and vertical lines rising from the Kings Park surface with adequate
clear space around the Memorial to highlight the significance and importance of the memorial.
Figure 5 is a slightly different perspective showing the orientation of the proposed Memorial. Figure
6 shows the proposed Memorial with the Paterson Levee in the background. The presence of this
structure does not detract from aesthetic vista in this area of Kings Park.
Figure 7 shows the restaurant carpark with the bridge infrastructure and old quarry in the background.
The Bailey Bridge panel components of the Memorial relate to the bridge infrastructure and the
concrete and blockwork foundation relate to the disused quarry. Both bridging and quarrying are
significant aspects of military engineering.
Figure 8 and Figure 9 show the view from the proposed Memorial back to the Peace Garden and the
South Esk River.
Figure 10 and Figure 11 show the adjacent park infrastructure and Memorials. The proposed Memorial
in the designated location will complement the significance and meaning of the other Memorials as
pedestrians meander along Ritchies Mill Walk. Figure 12, Figure 13 and Figure 14 show an indicative

representation of the proposed Memorial and how it will fit the existing park to preserve the scenic
value of Kings Park.
2. LANDSLIP RISK
Figure 1 shows the proposed location for the Memorial on a reverse slope between the Paterson Levee
and the South Esk River. Figure 2 shows the proposed location for the Memorial in relation to the
topographic relief and slopes.

The Paterson Levee to the south is an earthwork bund constructed under a controlled process. The
earthwork batter appears stable and there was no evidence of tension cracking on the the batter
surface. The area designated for the proposed Memorial is most likely uncontrolled fill material
overlying marine sediments. Figure 3, Figure 7, Figure 8, Figure 9, Figure 10 and Figure 13 show the
bituminous sealed walkway. There is no significant tension cracking in the walkway surfacing.
Therefore, based on visual inspections of the proposed Memorial site, the landslipping risk is low.
3. Site Supervision
An experienced, accredited and qualified senior civil engineer will supervise the construction process
for the proposed Memorial including earthworks.

Corporal Richard Atkinson tragically lost his life whilst in Afghanistan on February 2 nd 2011.
Corporal Atkinson leaves behind his fiancé, Dannielle, his parents Ross and Kate,
brother James and sister-in-law Sumah.
Corporal Atkinson was born in Hobart in 1988. He joined the Army in 2007 and in the
same year successfully completed his recruit and combat engineer basic training prior
to being posted to the 1st Combat Engineer Regiment based in Darwin.
Corporal Atkinson was leading his combat engineer section as a search commander
when he was killed in action.
Corporal Atkinson has been awarded the Australian Active Service Medal with Clasp:
International Coalition Against Terrorism (ICAT), Afghanistan Campaign Medal, the
Army Combat Badge, the Australian Defence Medal, and the NATO Medal with ISAF
Clasp.
During Corporal Atkinson’s service in the Australian Army, he deployed on the following
Operations:
Corporal Atkinson’s story has sadly been repeated another 40 times since the start of the
Afghanistan Campaign. Of these 40 casualties 8 of these were Corporal Atkinson’s Combat
Engineer brothers.
Sargent Brett Till, Corporal Ashley Birt, Corporal Scott Smith, Sapper Jamie Larcombe,
Sapper James Martin, Sapper Jacob Moreland, Sapper Rowan Robinson, Sapper Darren
Smith.
Lest we forget.
Our aim as a group of former and serving Combat Engineers is to create a Memorial to
honour our fallen brothers.
We have sourced two Bailey bridge panels which was the border around the parade ground
of the School of Military Engineering at Moorebank, NSW. We believe that these will create
a lasting reminder of their ultimate sacrifice. The significance of panels is that all of our
fallen brothers would have marched on this parade ground on numerous occasions.
