In fact, in Romeo’s case, it lifted him above the
pack, helping the convict-costumed bulldog win first
prize in the Navy Exchange’s Howl-o-ween pet cos-
tume contest on Oct. 16.
Thirteen dogs competed in the event that not only
provided some fun for canine lovers but also pro-
moted the newly enlarged pet department at the Na-
