NAVTTC has also been entrusted with the implementation


and execution of Prime Minister’s Youth Skill Development
Program (PMYSDP), a country-wide mega project for
expansion of the pool of skilled workforce in country.
Vision 2025 of Planning Commission has strong provisions
for Human Resource Development (HRD) and Skill
Development of youth in country.

Moreover, the globally agreed Sustainable Development


Goals (SDGs), a universal agenda for ending poverty,
protecting the planet and ensuring socio-economic
prosperity at all levels, also underpins the significance of
quality education and technical and vocational education and
training. The Target No.4.3, 4.4 & 4.5 chalked out under
Sustainable Development Goal No.04 includes;

 By 2030, ensure equal access for all women and men to


affordable and quality technical, vocational and tertiary
education, including university education
 By 2030, substantially increase the number of youth and
adults who have relevant skills, including technical and
vocational skills, for employment, decent jobs and
entrepreneurship
 By 2030, eliminate gender disparities in education and
ensure equal access to all levels of education and
vocational training for the vulnerable, including persons
with disabilities, indigenous peoples and children in
vulnerable situations

development institutes will be set up and Vocational

employability”.

As an apex body at the federal level for policy making,


standardization, regulation and coordination of the TVET
sector, NAVTTC is striving hard for development and uplift
of the sector in Pakistan. In accordance with the objective of
attaining socio-economic development of youth through
technical & vocational trainings chalked out under Pakistan
Vision-2025, capacity building and infra-structure
development of technical & vocational training sector in
Pakistan is the pivotal necessity to uplift this neglected
sector, infested with meager skill development facilities and
obsolete technologies of 70s and 80s era.
In line with the above objectives, NAVTTC has
devisedacomprehensive plan which encompasses multiple
projects to cater to the needs of local job market, including
enhanced job opportunities opened up under CPEC, and
international job market for enhanced foreign remittances
including provision of skilled workforce for Middle Eastern
and Gulf states etc.

The instant project has been carved out of the above larger
package which connotes the most urgent and immediate
needsfor the uplift of TVET sector in Pakistan to enable it to
respond effectively to the dual challenge of positive
engagement of Pakistani youth and incrementing industrial
productivity through skill development in the latest
technologies. The convergence of demographic dividend
arising from our huge bugle and the opening of employment
opportunities in the wake of mega projects under the China
Pakistan Economic Corridor (CPEC) projects is an historic
moment in the history of our country. Construction and
hospitality have emerged as the most demanded sectors in
terms of skilled workforce, both for CPEC as well the major
international destinations of Pakistani migrant workforce,
i.e. the Middle East and GCC. Due to this increased demand,
there is an urgent need for making the latest technological
skills available to our youth. The instant PC-1 comprise the
most urgent and unavoidable initiatives required for
enabling the TVET sector to respond effectively to the needs
for skilled workforce required in the Construction and
Hospitality sectors for CPEC as well as international job
markets. Through the following projects, immediate,
unavoidable and essential capacity will be created in the
TVET sector to provide latest technical skills in the
construction and hospitality sectors for CPEC projects as
well as the international job market.

This project will be funded out of Federal Public Sector


Development Program (PSDP) as a special initiative by the
Government for supporting the socio-economic fabric of
country during the financial years 2018-19 &2019-20. The
overall amount of this project will be Rs.1,801.00 Million
and details of project covered under the subject PC-I are
provided below.

NAVTTC has initiated a broad based reform strategy for the


uplift of the TVET sector in Pakistan, with the specific
objective of bringing this sector at par with the international
standards. Upgrading of the obsolete training facilities and
creating latest and most demanding training opportunities
for Pakistani youth are the essential components of this
reform strategy. NAVTTC has already incorporated the
component of up-gradations of labs, workshops,
infrastructure, of public sector institutes under Phase-IV of
the Prime Minister Youth Skill Development Programme,
2017-18 & 2018-19 which was approved by ECNEC on
23rdof June, 2017. But the incorporated component for up-
gradation of labs & workshops in PMYSDP (Phase-IV) is
not sufficient to cater to the needs of technological up
gradation demanded in the wake of CPEC and technological
advancement in the international job markets. It is an
undeniable fact that years of neglect has reduced Pakistani
TVET to an obsolete and non-productive sector, incapable
of responding effectively to the opportunities opened up by
CPEC and as well as in the international job market.
Immediate and urgent action is therefore required for the
uplift of TVET sector in Pakistan to revamp the obsolete
practices and facilities in TVET sector through up-gradation
of labs and workshops. This program will serve as an
extensive effort of the government to augment the mandated
functions of NAVTTC for bringing the Pakistani TVET
sector at par with international standards.

b.  Provision in the current There is no provision for this project under the Current year
years PSDP/ADP PSDP, but has been proposed to be included in the Federal
PSDP for 2018-19 and 2019-20. Moreover, the project has
been presented before the honourable Prime Minister of
Pakistan and has also been approved by National Assembly
Standing Committee to be included in the PSDP for 2018-19.
5. Project Objectives

with Sectoral objectives. Emergence of multiple development projects related to
Construction, Infrastructure, Hospitality and Energy sectors
has highly persuaded the policy formulating agencies to
ponder the existing gap between demand and supply of
skilled workforce in country. This is especially true in the
context of CPEC, which requires reliable hands-on skills in
sophisticated and technologically advanced machinery. To
bridge this gap of skilled workforce for the international job
market and local projects like CPEC, capacity building and
infrastructure development of Pakistani TVET sector is an
immediate necessity, which calls for commensurate
intervention by the federal Government, for initiating
projects aimed specifically at skill upgrading and TVET
sector uplift.

NAVTTC has precisely chalked out this project targeting


the Capacity Building and Infrastructure Development of
Technical & Vocational Training Sector in Pakistan
through Establishing Center(s) of Excellence at “National
Training Bureau (NTB)”, “National Institute of Science
& Technical Education (NISTE), Islamabad” and
“Creation of Training Facilities for Heavy Machinery
Operators in 13 Districts across Pakistan”] to enable
TVET sector in Pakistan to positively engage Pakistani
youth on one hand and ensure a constant stream of high
skilled workforce for CPEC, Pakistani industry as well
the international job markets, on the other.

Sectoral Background

With a population of 207.77 Million (Urban 75.58 M and


Rural 132.19 M), Pakistan is projected to the 4th most
populous country in the world by 2050. 60% of Pakistan’s
population is youth, below the age of 35 years. Unless the
potential of this huge youth bulge is geared in the right
direction, there is every possibility of their involvement in
anti-social activities, which could face the country with
disastrous eventualities. Conversely, the potential of this
huge demographic dividend could play a vital role in
national progress and development, through increased
industrial productivity and efficiency, if their potential is
adequately utilized through providing them skills in
accordance with standards and requirements of both national
and international markets.

Foreign remittances are one of the main planks of Pakistan's


economy and have, over the years, contributed substantially,
in reducing our budgetary gaps. However, in the recent

years, Pakistan has faced stiff competition from its
competitors in the international market. Due to the weak
skill levels of our migrant workforce, we have lost
substantial space in the international labour markets to
competitors. Majority of our workforce is employed in the
international job markets as unskilled workers, earning as
less as one third of the salaries paid to skilled workers. Apart
from compromising their personal wellbeing, the lesser
salaries paid to Pakistani migrant workforce seriously
undermines our foreign remittances. In the above backdrop,
it can be safely averred that we can increase our foreign
remittances by at least three times by providing
internationally recognized skills to Pakistani workforce. The
social benefit accruing to the families of Pakistani migrant
workforce will be an added bonus, contributing towards
poverty alleviation as well socio-economic prosperity.

One of the primary factors responsible for the abysmally low


international competitiveness of Pakistani industry is the
non-availability of high skilled workers. Any industry with
low productivity and poor quality of goods cannot compete
in today's extremely competitive global market. Pakistan's
dwindling exports, despite the availability of such favorable
conditions as the GSP+, is a matter of grave concern. The
only course to disentangle Pakistani industry from this
vicious web low productivity and inferior quality is through
the availability of high skilled workforce, capable of
meeting the challenge global markets. This project, along
with other projects under the TVET sector capacity and
infrastructure development programme, are conceived
specifically keeping these needs of the Pakistani industrial
sector.

Socio-economic progress is the correlating concomitant of


economic growth, poverty alleviation, enhanced gross
national product, equity and social justice. Youth stand at
the confluence of all these factors and the swiftest, easiest
and most effective path of garnering youth potential towards
national peace and prosperity is through providing technical
and vocational training. However, the mere increase in
number of youth trained will only partially address this
critically important aspect of our national development.
There is an unavoidable and urgent need for raising the
quality and standards of our TVET institutes for the
effective utilization of TVET sector as a vehicle of
incrementing national productivity.

TVET Sector in Pakistan:


Human Resource Development (HRD) in general and TVET
sector in particular have remained low priority areas in
Pakistan's development priorities. While HRD received very
low policy attention vis-a-vis infrastructure development, an
even greater neglect was meted out to the TVET sector by
the policy makers in its comparison to the general education.
It will, therefore, not be unfair to claim that even within the
small space allocated by policy makers to the HRD, the

entire focus remained on general education. The persistent
neglect of the TVET sector, over the years, has left it
infested with critical predicaments of both quantity and
quality. One of the prime reasons why parents are extremely
unwilling to send their children to TVET institutes is the
dilapidated conditions of these institutes. Outdated
laboratories, obsolete training equipments, archaic teaching
methods and antiquated curricula could hardly be thought of
as giving any confidence to parents to convince them of
sending their children to these institutes. Resultantly, TVET
sector is reduced to providing refuge to only those of the
youth who cannot be absorbed in the general education
sector. The almost non-existent contribution of TVET sector
in national development is, in the face of these factors, is the
only logical eventuality.

Only recently, realization about the importance of TVET


sector has started to occupy policy makers in Pakistan. With
the establishment of National Vocational & Technical
Trainings Commission (NAVTTC) through an Ordinance in
2005, which was given legal status through an Act of
Parliament in 2011, efforts to organize TVET sector as a
dynamic, vibrant, responsive and productive sector
commenced in systemic and organized manner. Ever since
its establishment, NAVTTC has achieved a number of
milestones in organizing and developing TVET sector on
modern lines, in accordance with needs of both national and
international job markets. With the inception of mega
projects under the CPEC framework, the significance of
TVET sector has enhanced manifolds. Alive to this
challenge, NAVTTC has taken a number of steps optimally
utilize these opportunities by equipping Pakistani youth with
relevant skills, as per the demands of CPEC projects.

Project Objectives and its relationship with Sectoral


objectives

Current facilities for technical and vocational training for


skilling Pakistani youth in market oriented trades are grossly
insufficient, in terms of both quantity and quality. This can
be attributed to a lack of focus on this sector in the past five
decades or so. By current estimates, 60% of Pakistan’s
207.77 million populations comprises of youth. Another eye
opener is that technical and vocational training institutes in
today’s era are still inhaling at the obsolete and outdated
technological installed once in 70s and 80s era.In orderto
provide the relevant skills to the youth population,there is an
urgent need for upgrading and expanding these existing
technical and vocational training facilities in TVET
institutes across country. In the backdrop of massive
economic activities envisaged under the CPEC, the task of
training the youth in relevant skills assumes center stage. To
achieve the two-fold objective of making sufficiently skilled
workforce available for the CPEC projects and at the same
time, utilize the opportunities opened up by the CPEC
project for the socio-economic prosperity of Pakistan, there

is an urgent need for creating technical and vocational
training facilities in the country commensurate with the
demands of emerging new projects in Construction,
infrastructure, hospitality and energy production sectors.
NAVTTCis mandated to establish as well as revamp and
upgrade the existing Technical & Vocational Training
facilities in line with international technological demands.
Keeping in view the regional and international
competitiveness in economic growth and industrial
development, Pakistan has to keep pace with the rapidly
evolving technological landscape. However, the available
technology in Technical and Vocational Training Institutes /
Centers is obsolete and outdated, which doesn’t allow our
workforce to attain hands-on skill in latest technologies.

 Specific Objectives of this Project:  Establishing modern technical and vocational training
facility at federal capital of Islamabad, in the shape of
Center(s) of Excellence for Construction and
Hospitality sectors at National Training Bureau (NTB)
and National Institute of Science & Technical
Education (NISTE), Islamabad equipped with latest
technologies to offer sufficiently skilled workforce to
the CPEC projects and international job market And;
 Establishing state of the Art technical training facilities
for skill development in Construction, hospitality and
other related sectors
 Creating and enhancing skill development facilities to
produce skilled operators in Heavy Machinery
Operations / earth moving machinery for Construction,
Infrastructure and energy production related projects
 Providing constant streams of highly skilled workforce
trained in trades related to international job market,
CPEC and other emerging national projects.
 Positively engaging the huge youth bulge in Pakistan,
by providing them opportunities to channelize their
latent energies in the right direction, and in doing so,
prevent the indulgence of our youth in anti-social
activities.
 Showcasing best international practices in the TVET
sector for the rest of the TVET institutes of the country.
 Providing trainings in demand driven skills of high
quality, in line with international standards.
 Establishing linkages with industry, especially the
industries catering international job market, CPEC etc.,
which are offering new opportunities of employment for
the youth.
 Bridging the demand and supply gap in the labor market
of the country by responding proactively to the
opportunities opened up in international job market and
local projects related to construction, infrastructure and
hospitality.
 Meeting the Human resource requirements of CPEC
and local industry by providingrelevant skills for
enhancing productivity and industrial efficiency
 Enhancing the level and standards of technical and
pedagogical skills of TVT Teachers / trainers by giving

them exposure to the latest technologies and training
methods
 Facilitating research and analysis in the skills related to
construction and hospitality sectors w.r.t. the demand
and supply of local project like CPEC (catering
Infrastructure, road connectivity, energy production,
hotel management in prioritized special Economic
Zones), mass transit projects, hydal projects for
electricity production etc.
 Contributing towards such larger national goals as
poverty alleviation, reducing deprivations and
enhancing socio-economic prosperity through greater
youth engagement.

6. Description and justification of project:

To respond to the above challenge, NAVTTC has envisaged
this project, which will specifically cater to the demand for
skilled workforce needed for the aforementioned
requirements. The justification for establishing all 03
components alongwith the existing facilities and requisite
up-gradations under the subject project are enlisted below
respectively;
i) Establishing Center of Excellence at National Training
Bureau (NTB), Islamabad for CPEC
To establish the proposed CPEC Centre of Excellence at
NTB, 04 acre land is available at National Training Bureau
(NTB), Islamabad, where a purpose built institute can be
established. By its centralized location, in the heart of the
federal capital, the proposed Centre will be ideally placed to
serve Pakistani youth from all across the country. Hostel
facility for youth from distant part of the country is already
available in NTB, which can easily meet the requirements of
the proposed institute. The proposed Centre at NTB will
offer world class training in the following trades;

This project requires civil works for the construction of a
four storey building along with the installation of
equipment, machinery and other physical activities to
establish a modern skill development facility of
international standards for various trades in accordance with
requirements of CPEC projects. Details are provided below.

ii) Establishing Center of Excellence at National Institute


of Science &Technical Education (NISTE),
Islamabad for Construction and Hospitality sector

National Institute of Science & Technical Education


(NISTE) is located in sector H-8/1, Islamabad of the capital
city to provide quality education and training in Science,
Technical & vocational sector. The institute is also
responsible to provide direction, support and an enabling
environment to the public and private sectors to implement
training for skills development in order to enhance social
and economic profile. At present, in addition to Academic
and Administration Block, the Institutecontains the
following facilities at its premises.
 Auditorium and a conference hall
 Library and educational resource centre,
 Computer centre
 Mechatronics and computer aided engineering Block
 Syndicate rooms
 Faculty Offices
 Five hostels for three hundred trainees/students and
visiting national and international guests
However, the technical capacity of institute is limited only to
offering short term skill development courses in IT and
different vocational trades/technical disciplines such as
Industrial or Domestic Electrician, Auto Mobile Mechanic,
Construction and Diploma of Associate Engineering (DAE)
programs. Pedagogical and technical Training of Trainers

(TOT) programs for TVET teachers / trainer are
alsoconducted in the vicinity of institute for past many years.
The institute is situated at an area of aprox. 26 Acres and
major portion of this land is underutilized. There can be no
better utilization of the unutilized portion of land than to use
it for establishing skill development facilities in the two of
the most demanded trades of construction and hospitality for
our youth. Building plan and cost estimates of the proposed
Center are attached.
iii) Establishing Skill Development facilities for Heavy
machinery Operators at 13 districts of Pakistan
The subject project envisages the Establishment of Facilities
for Skill Development in Heavy Machinery Operators,
which is the most demanded occupation within the
construction sector, at the existing public sector TVET
institutes in 13 selected districts / institutes across Pakistan.
These districts include; Gilgit (Gilgit-Baltistan), Peshawar,
Dera Ismail Khan, Mansehra (Khyber Pakhtunkhwa),
Gujranwala, Faisalabad, Multan, Bahawalpur (Punjab),
Quetta, Gawadar (Balochistan), Sukkur, Hyderabad, and
Karachi (Sindh).
It is an unfortunate reality that not a single Government
owned institute in the Civilian setup possess technical
training facilities to train youth for Operating earth moving
machinery, which is the most demanded trade within the
construction sector. This has left the construction sector in
great misery with acute shortage of high skilled workforce
creating a huge vacuum for exploitation and monopoly of
private enterprises and industrialists in the shape of high
fees and training charges to produce skilled heavy
machinery operators. Apart from increased domestic
demand in the wake of CPEC projects, demand for Heavy
Machinery Operators is also very high in the international
job market, and Pakistani skilled workforce in the trade
carry the potential of earning precious foreign remittances
for the country.Therefore, there is an urgent and
unavoidable need for creating these facilities in public
sector institutes to regulate these training programs and
ensure readily availability of skilled heavy machinery
operators for national construction projects like CPEC as
well for the international job market. The selected districts
for this project either fall on the CPEC route or its close
proximity.
This project envisions the Establishment of facilities for skill
development in Heavy Machinery Operations related to
Construction Sector in 13 Districts / Institutes across
Pakistan. The said initiative by the current Government is to
be funded through regular PSDP during financial year 2018-
19 & 2019-20 for which the allocation is recommended to be
provided in budgetary allocations for 2018-19 & 2019-20.
The subject project will entail the provision of Heavy
Machinery (specifically 06 machines i.e. Excavator, Dozer /
Bulldozer, Grader, Hydraulic Dump Truck, Compaction

Road Roller, Back Hoe Loader), relevant equipment, tools,
necessary civil work [building purpose built shades), staff
rooms, classrooms (subject to availability)].
Justification of above mentioned establishments

Pakistan is faced with a big challenge of raising the capacity


of its TVET System/Institutes to bring it at par with the
demands of national and international job markets. Unless
this is done, there is no immediate alternative to
constructively channelize the potential of its more than 120
Million youth population. For this to happen, there is the
dire need to improve the quality of trainings in TVET
institutes in Pakistan. There is a need to maintain an
internationally acceptable standard and mutual recognition
of qualifications to create employable workforce accepted
by the local and international Industry and market.
Outdated training facilities in existing TVET institutes in
Pakistan are compromising employment prospects of
Pakistan youth on the one hand and on the other, depriving
the industry of maximizing productivity and enhance their
global competitiveness, due to the unavailability of
adequately skilled workforce. Scarcity of quality TVET
institutes offering technical and vocational training at par
with the national and international job markets is adversely
impacting employability of Pakistani youth and preventing
them from playing active role in the socio-economic
development of Pakistan. There is a looming threat that if
these more than 110 Million Pakistani youth are not
productively engaged through appropriate skill training,
there will be a danger of their falling into the hands of anti-
state elements.
NAVTTC's Mandate to undertake the Project

The Commission is established to prepare and review


policies relating to Technical and Vocational Education &
Training sector including the objectives to ensure provision
of technical and vocational training facilities in the country.
Under NAVTTC-Act 2011; it has the mandate to:-
“Prepare National plans, programs and projects in
coordination with stake holders for the expansion of
Technical Education & Vocational Training
infrastructure in the country.”
&
Suggest innovative programs for promotion of technical
education and vocational training among females,
challenged and neglected sections of society”.

The Commission is also responsible for the development of


mechanism and training programs. To achieve of the above
stated objectives, NAVTTC has been executing different
training courses in collaboration with different public

&private sector institutes / organizations under Prime
Minister’s Hunarmand Pakistan Program, President’s
FanniMaharat Program and Prime Minister’s Youth Skill
Development Program (as specified above).

Provide details of civil works, i) Establishing Center of Excellence at National Training
equipment, machinery and other Bureau (NTB), Islamabad for CPEC
physical facilities required for the
project. Civil work at NTB includes the construction of purpose built
building on the piece of land available at NTB. 20 state of
the art training labs/ workshops and 25 class rooms will be
developed to accommodate latest trades/ technologies
relevant to CPEC as proposed by the local and foreign
experts. Labs and workshops will be equipped with latest
machinery and equipment, as per the skilled workforce
requirements of the CPEC projects. The details of labs/

Machinery Operators in 13 districts of Pakistan
The proposed project targets to equip 13 TVET Institutes
serving under provincial or federal TVET authorities or
other public sector organizations like Armed forces, Law
enforcement agencies working for TVET education in 13
districts across the country with latest earthmoving
machinery. This project will also include the necessary civil
works which includes; purpose-built shades for parking of

Indicate governance issues of the sector TVET sector in Pakistan is plagued with low productivity,
 relevant to the project and strategy to low skills, low enrollments, teacher shortage, quality of
resolve them. vocational training programs, lack of modern training
equipment etc. Technical and vocational training
opportunities in the country are not only scarce but their
quality is also far below the requirements of both national
and international job markets. These issues constrain the
development of technically competent workforce in the
country. Due to these ailments, the existing TVET system
has not been able to cater to the challenges posed by the
new work environment and is unable to meet the
requirements of fast changing technological demands of
modern industry. This creates both quantitative and
qualitative shortage of high skilled workforce, both for
national and international labour markets.

NAVTTC has acquired considerable capability and


achieved many milestones in organizing technical and
vocational training on modern lines. The development of
National Vocational Qualification Framework (NVQF),

adoption of modern training methods i.e. the international
recognized Competency Based Training (CBT), launching
of Recognition of Prior Learning (RPL) as the quickest
means to certify skills acquired through the informal means,
updating of curricula and development of training modules,
training of Instructors and Assessors in modern methods
and revamping of the assessments and examinations are
some of the noteworthy achievements in this direction.
However, all these achievements will be only of limited
efficacy in the absence of institutional setup where these
could put in practice at a large scale. The proposed Centre
of Excellence will provide just the kind of institutional
setup where all these modern components of technical and
vocational training will put into practice for the greater
benefit of both Pakistani youth and the country's economy.
NAVTTC intends to implement its internationally set
training standards (Skill Standards & Curricula, Teaching
Learning Materials (TLMs), Teaching Learning References
(TLRs), and Competency Standards, Tutorials etc.) to
bridge up the technological gap of industry.

In Addition to Above, The Following Sector Specific Information be Provided

In the view of above tabulated figures regarding enrollment


of trainees (youth) under 03 capacity building and infra
structure development projects,more than 100,000 youth will
benefit from the recommended projects within the time
duration of 05 years. In addition to this, industry in general
and CPEC projects in particular, will benefit from the
availability of high skilled workforce, which will enhance
their productivity and efficiency.
 For scholarship projects, indicate the Currently, NAVTTC is executing its national level skill
no of scholarships to be awarded each development programme i.e. the Prime Minister’s Youth
year along-with selection criteria. Skill Development Programme (PMYSDP) as well as other
development partners' skill development program in the
country. Under such programs, the trainees undergoing the
skill development training are provided with the monthly
stipend to meet their traveling & other relevant expenses. It
is estimated that approximately 10,000 to 12,000 such
trainees will be enrolled each year under scholarship
(stipend) based programs. The selection of trainees will be
undertaken through NAVTTC’s prescribed criteria for
selection, for less educated, socio-economically deprived,
disadvantaged segments including physically challenged
individuals of society.

After completion of the project tenure, the facilities will be
handed over to the Institute governing authority with
request to allocate regular annual PSDP / ADP budgetary
allocation to ensure sustainability of the deployed facility.
Likewise, project staff hired for operational activities of the

and evaluation of the project and project staff. The
performance will be assessed by the concerned authority by
taking NAVTTC on board and the induction of the hired
staff will be undertaken under the recruitment / induction
policy of concerned federal / provincial authorities and the
recurring budget to pay the monthly salaries and other perks
& privileges (if applicable and prescribed) under respective
department / authority rules will be disbursed.

In case of all 03 projects, the existing managerial &


administrative posts on which public servants are already

functionality with supplementary new tasks w.r.t. expanded

Course Outlines. NAVTTC, NTB, PVTC and TEVTA’s notified curricula
shall be adopted for the trades /courses. However, priority
will be given to NAVTTC developed Curricula. Further,
NAVTTC can prescribe the adaptation of Traditional /
Competency Based Course Outline / Curricula keeping in
view the technical capacity of an institute. However, the
training rates may fluctuate accordingly.


Accounting Procedure. Disbursement of funds will be undertaken as per
NAVTTC’s prescribed Standard Operating Procedure
(SoPs) which are framed precisely in line with the
directions of Finance Division (from time to time). All the
requisite procurements for the subject project will be
undertaken by following Public Procurement Regulatory
Authority (PPRA) Rules & Regulations.

11.a. Project Benefits and Analysis
 Financial: No direct revenue generation is envisaged from the
proposed project.However, employability of the Pass-outs,
(Income to the project economic activity and entrepreneurship will be enhanced,
along with assumptions). which will directly contribute to the financial strength/
income of the passed-out trainees and their families. This
will contribute in poverty alleviation. The availability of
high skilled workforce will increase the productivity and
economic viability of the projects initiated under the CPEC
projects. However, its quantification is not ascertainable at
this stage.

 Social: Workforce with positive aptitude and professional
(Quantify benefit to the target group) accumulation produced in-line with local and
international needs and the quality of TVET sector
improved at all levels by making it responsive to
the needs of the labour market.
 The socio-economic status of community
members will be up-lifted through increased
income and earning hands.
 Enterprises would have access to qualified
manpower. It will increase their productivity and
capacity for innovation. This will make enterprises
and regions more competitive and will have
positive influence on the investment climate in the
entire country thus enhancing effluence.
 This training will mainly bring into nexus the less
educated/unemployed youth of the country.
Enhancement in their employability will
drastically reduce their chances of falling into trap
of un-lawful and criminal activities.
 By implementing the project in private industry
and institutes, the public sector will cater the
interest and ownership of private sector in TVET.
This will provide an opportunity to evolve a
coordinated training mechanism to chalk out skill
needs, job market analysis, industrial / TVET
institute updating, capacity building of Human
Resource, keeping in view the demands of
Chamber of Commerce and Industry.
 Currently, Government is faced with a major
challenge of positively engaging more than 120
million Pakistan and preventing them from indulging
in anti-social activities. This project will contribute
significantly to supplement Government's efforts in
this direction.
 Environmental: As per decision of the ECNEC (Case No. ECNEC-6/1/2007
(Environmental impact assessment dated 07-03-2007), there is no environmental hazard i.e.
negative/positive) solid/liquid waste and air pollution /impact of the project in
the area.
b. Project Analysis
 Quantifiable output of the project 10,000 to 12,000 trained individuals in different trades of

 Unit cost analysis The unit cost will be at Rs. 81,909in the first year. This
cost will be substantially reduced once the project is
operational. The unit cost would then come down to as
low as Rs. 15,000 which is considerably below the
prevailing market cost of training.

increase in demand for skilled workforce. Delays on
project will, therefore, further increase the gap between
supply & demand for skilled workforce in the economy.

 Delays can be caused incase, if approval by the competent
forum is not ascertained timely w.r.t. various requisite
program activities (i.e. financial & managerial etc.) and
the estimated cost of the project will certainly change as
the cost is accumulated in purview of current economic
position of the country.

delay timely completion of project deliverables.
