Constance Kessler, date of birth 09/09/1948, was interviewed

telephonically. After being advised of the identity of the interviewing
Agent and the nature of the interview, Kessler provided the following
information:

After several attempts to make contact with Kessler writer was able to
speak to her via telephone on June 4, 2018. Kessler advised that she did
not want to cooperate in the investigation and would not provide any
information, anymore, to law enforcement. Kessler was very distrustful and
believed that "we" were only out to get her daughter. Kessler would not
agree to an in person interview at her residence nor would she come to FBI
Pittsburgh for an interview. Kessler did state that she knew the the
individual in custody in Florida was her daughter Kimberly. When asked how
she knew since. she had not seen or spoke to her for a number of years, her
response was, "I just know it's her." Kessler went on to say that her
daughter was currently being tortured in jail. When asked how she knew
that, she advised she had been receiving calls from Kimberly.

Writer then inquired about the prospect of speaking with her son,
Robert Kessler, and her other daughter, Sarah Kessler-Halsey. Kessler
stated neither would ever speak with law enforcement in regards to their
sister. Kessler would not provide a current number for her Sarah, or an
address, and advised that Sarah had changed phone numbers because of this
incident. It was at this point that Kessler hung up on the phone call.

On June 7, 2018, writer received a phone call from Constance Kessler.

Kessler stated she had done a Google search on writer and confirmed that
writer was an FBI Agent (during our first conversation on the 4th of June
she was provided with the office's main number and. writers squad in order
to confirm identity). Kessler agreed to speak with writer but only via
telephone. Kessler again would not agree to meet in person. After a
lengthy conversation Kessler provided the following:

She was the biological mother of Kimberly and stated the DNA she
provided would show that. She was positive that it was Kimberley who was
currently incarcerated in Florida. Kessler did provide, via text messages
from 724-991-9190, photographs of Kimberley. Kessler them relayed messages
