or partners: New visa points system amended by Australia
The Australian federal government has
introduced a new regional visa and point
system for applicants nominated by a
state or territory government.
According to the Migration Amendment
(New Skilled Regional Visas) Regulations
2019, three new visas have been
introduced to 'assist regional Australia.'
The explanatory statement issued by the
Minister for Immigration, Citizenship
and Multicultural Affairs states, "The
amendments introduce a revised points
system for the subclass 491 visa as well as
existing General Skilled Migration visas.
Points are awarded for attributes that are
linked with the applicant’s ability to make
the greatest economic contribution, as
the key purpose of the skilled migration

partners had the edge over singles as
they could claim extra points on their

Productivity Commission. In its 2016
report, the Productivity Commission
had recommended that the points
system be amended so that secondary
applicants with skills and other desirable

a beautiful sunny day. Many people who
have been regularly coming to participate
in this festival every year had to say that
this year the crowd was much thinner,
attracting students from various west
Auckland schools, eager to create their
own success stories with the help of

that with the opening of the new branch,

The outgoing Indian High Commissioner
of India HE Sanjeev Kohli has been called
by many community leaders, as a ‘people’s
person. Mr Sanjeev Kohli is arguably one

Pregnant women urged to get
early flu shot
Scientists are issuing a flu season
warning, following research that
shows flu hospitalisations are much
higher among pregnant women.
Data from the Institute of
Environmental Science and Research
(ESR) shows pregnant women in
New Zealand with influenza were
hospitalised at a rate three to five
times higher than non-pregnant
women of reproductive age with the
virus.
Those findings were recently published in
the global Journal of Infectious Disease.
Flu season began this month and ESR
epidemiologist Namrata Prasad said
the increased influenza risk was present
throughout the pregnancy.
"When you look at vaccination coverage,
even though the WHO [World Health
Organisation] recommends the flu
vaccine throughout pregnancy, most
women actually get vaccinated ... later on
[in their pregnancy]."
"If we were to give one message to
pregnant women it would be to get
vaccinated earlier, if you're planning to
get pregnant, if you're early on in your
pregnancy, don't hesitate," she said.

Cancer sufferer 'afraid of the way I will die'
Esther Richards is in a race with political
and public sentiment.

If she loses the race, it could cost her a few
precious weeks of life, and perhaps lead to
a very unpleasant end.
After two years of remission, Esther
has just learned her brain tumors have
returned.
"I am not afraid of dying, because I believe
in God," she says. "But I am very afraid of
the way I will die."
An oncologist told her it won't be nice,
and it won't be peaceful.
That prognosis is adding heat to Esther's
support for the End of Life Choice Bill.
"The cancer won't kill me, and the brain
tumors won't kill me. What it does is shut
down my organs one at a time."
She says she will end up bed-ridden, her
muscles atrophied, wearing a nappy and
fed through tubes.
Unfortunately, her first bout of cancer
four-and-a-half years ago means
painkillers that would ordinarily work for
anyone else will not work on her, she says.

My siblings and I help to take care of our
widowed Mum, now in her early 90’s. My
parents migrated from India to Malaysia
where they brought up their children.
Gradually over the last 30 years, we have
all moved to New Zealand.
Among other support, we help Mum
understand her medical care options.
Mum often does not understand all the
nuances of these. I have sometimes been
with Mum when she has been admitted
to hospital. Often when the doctors
discuss her illness and possible options
for treatment with her, she will turn to me
and ask me to explain in language she is
familiar with.
I see many dangers for vulnerable Kiwis
in this bill. Very soon it would become
just one of the normal options for older
patients.
Because such a change is the opposite of
what doctors have always stood for (i.e.
the saving of lives) it would be difficult
enough for any patient but doubly so for
those who do not readily understand
English.
This Bill should be rejected in the
interests of public safety.
I call on all readers to urgently share these
concerns with their MPs – not only your
electorate MP, but any List MPs who are
based in your area by ANZAC Day 25th of

"I would be in serious pain throughout the
ordeal."
In the end, she says, it will come down to
palliative care - something called terminal
sedation.
"They put you into a coma and remove all
of your feeding tubes so you die."
Esther, however, won't wait for that.
"I will become a suicide statistic," she says,
"because I don't intend to live long enough
to suffer the hideous end they have
prescribed me. I will take my own life."
One of Esther's problems is the time
frames involved. She doesn't know how
long she has, and she is banking on a swift
passage into law for ACT leader David
Seymour's End of life Choice Bill.
She has long championed the right of the
terminally ill to have control over their
end.
"I need something to focus on while I wait
for my death to come," she says.
Esther has a best-case scenario worked
out. The Justice Select Committee, which
received 35,000 submissions on the bill,
reports back to parliament early next
month and gets a positive hearing at its
April at the latest. The bill will come up in
Parliament on 1st May and may be voted
on the same day.

She's a New Zealand citizen over 18
suffering a terminal illness likely to end
her life within six months. More generally,
she has a grievous and irremediable
medical condition undergoing an
advanced state of irreversible decline and
she understands the nature of assisted
dying and the consequences.

determine, amongst other things, that the
patient isn't being pressured, and then

and with dignity, surrounded by loved

Last year, Mr Seymour attempted to
suggest adjustments to the bill, including
limiting access to only the terminally
ill rather than including people with
grievous and incurable medical
conditions, specifically stating people
with mental health conditions do not
qualify and holding a binding referendum
on the bill.
The New Zealand Medical Association
(NZMA) is opposed to euthanasia and
doctor-assisted suicide. “We regard these
practices to be unethical and harmful to
individuals, especially vulnerable people,
and society. Accordingly, we do not
support the proposed End of Life Choice
Bill”, as published on their website.
Culturally and spiritually many people
don't feel comfortable with the idea of
euthanasia becoming an acceptable legal
practise, but also the practical fact is that
most of them have never been in that
situation themselves.
The opinions will differ and vary widely
but as a society we have the ability to
talk through these issues and it's an open
process where solutions can be found
with informed speeches and debates.

BJP reiterates abrogation of Article 370, enactment of

Uniform Civil Code and Ram Temple in 2019 poll manifesto
Abrogation of the Article 370 of the
Constitution, which gives special status to
Jammu and Kashmir, the construction of
a Ram Temple in Ayodhya and enactment
of Uniform Civil Code are among promises
that BJP reiterated in its 2019 election
manifesto.
However, while the promises were also
part of BJP's election manifesto in 2014
Lok Sabha elections, this time the party
has given prominence to national security,
zero-tolerance against terrorism, and
sustainable creation of job opportunities.

some of the key issues that Bharatiya
Janata Party highlighted in its manifesto
released on Monday for the 2019 Lok
Sabha elections.
While the BJP's 2014 document focuses
on commitment for tracking down and

Digital India, employment, Beti Bachao -
Beti Padhao, Skill India and Samajik Nyay
(social justice) and Samajik Samrasata
(social harmony) among other things,
the 2019 manifesto has put the focus on
national security, zero-tolerance against
terrorism, and sustainable creation of job
opportunities.
In its 2019 manifesto BJP said it will bring
down the percentage of families living
below the poverty line to a single digit in
the next five years. It has also promised to
ensure 'Pucca' houses for families either
living in 'mud' houses or without access to
housing by 2022.
Terming the manifesto as a vision
document for the "New India", the BJP's
'Sankalp Patra' promised to create growth
opportunities for the people of India as
the BJP sought continuity for the sake of
stability.
In the agriculture sector, the party
reiterated its commitment to providing
Rs 6,000 per year to the farmers as
mentioned by the NDA government in its
interim budget.

If you’re a landlord in New Zealand you
need to understand the insulation laws. It
is time to make sure your rental property
meets the insulation regulations.
• Insulation is compulsory in all Kiwi
rental homes from 1 July 2019.
• Ceiling and underfloor insulation
must be installed, where reasonably
practicable.
• Failing to meet the insulation
regulations is considered an unlawful act.
• You could face a penalty of up to $4,000.
• All new tenancy agreements must
include an insulation statement.
• Wall insulation is not compulsory.
If you’re not sure whether your rental
property is insulated, or you’re not
positive that the insulation is up to
scratch, now is the time to check. If
there’s no insulation at all, you’ll need
to install insulation that complies with
the regulations. If the place is insulated,
this should be at least 70mm thick. If
the insulation is less than 70mm thick,
you’ll need to top it up with additional
insulation in order to comply with the
regulations that come into force on 1 July
2019.
If the insulation is 70mm or thicker,
you’re good to go, assuming the
insulation remains in reasonable
condition. This means there are no gaps
or spots missing (except around lights
and other heat sources), and no defects,
such as insulation that is wet or damp.

Fewer jobs and opportunities are on the
horizon, and Kiwis will be hit harder as
the slowdown in the economy faces New
Zealand.
Labour inherited an economy
growing three to four per cent, but
the Government has squandered that
momentum with bad policies, more taxes
and wasteful spending.
A weaker economy means less money in
the back pockets of New Zealanders and
less money for core services like health
and education. Yet Labour’s solution is to
impose even more taxes.
Westpac’s employment confidence survey
shows workers are less confident, while
ANZ’s business confidence survey has
dropped to a net negative 38 per cent
expecting the economy to deteriorate.
Businesses have become gloomier about
the economy and their own prospects,
according to the latest NZIER’s quarterly
survey and the Reserve Bank now says
it may cut interest rates to support an
economy that is slowing considerably
under this Government.
This should be a real warning sign for
the Government. However, it has been
too willing to dismiss evidence that its
policies are damaging New Zealand’s
economy and think it knows best.
It’s time for the Government to focus on
policies that help New Zealand to prosper
instead of discouraging enterprise and
putting roadblocks in the way of our
innovators and entrepreneurs.
A case in point. The proposed Capital
Gains Tax would tax people saving for
their retirement, investors, small business
owners, farmers and people living on
lifestyle blocks. It adds to costs and hurts
our economy.
In fact, tax officials advised the
Government 15 months ago that our small
companies, start-ups and innovators were
better off without a Capital Gains Tax. In
December 2017, Inland Revenue officials
told the Government that the absence of
a Capital Gains Tax in New Zealand was
advantageous to start-ups.
Keeping the barriers to innovation low
and making it as easy as possible for
Kiwis to start a business, create jobs, and
build industries are the pillars of growth
which the government should continue to
support. People who take risks with smart
ideas and build something bigger than
themselves shouldn’t be discouraged.
Other anti-growth policies adopted by
this Government include a fees-free
policy that failed to deliver any additional
students; an ideologically driven ban
on oil and gas exploration that fails to
reduce emissions but devastates the
Taranaki economy; a regional slush fund
with no real accountability; higher fuel
taxes, restrictions on foreign investment
and introducing union-friendly labour
reforms.
National has a proven track record as
competent managers of the economy.
We believe Kiwis should keep more of
what they earn and that Government
has a responsibility to spend tax dollars
carefully and in a way that delivers results.
