NOTIFICATION
New Delhi, the 25th February, 2015
No. 18-12/2012. Siddha (Syllabus-PGDip).—In exercise of the powers conferred by clauses (i), (j) and (k)
of sub-section (1) of section 36 of the Indian Medicine Central Council Act, 1970 (48 of 1970), the Central Council of
Indian Medicine, with the previous sanction of Central Government, hereby makes the following regulations to regulate
the Post-Graduate Diploma Course in Siddha, namely:—

1. Short title and commencement.—(1) These regulations may be called the Indian Medicine Central Council (Post-
Graduate Diploma Course in Siddha) Regulations, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions.—In these regulations, unless the context otherwise requires,—
(a) “Act” means the Indian Medicine Central Council Act, 1970;
(b) “Council” means the Central Council of Indian Medicine;
(c) “recognized institution” means an institution having permission of the Central Government under Section
13A or Section 13C of said Act.
3. Aims and Objectives.—The aims and objectives of the Post-Graduate Diploma Course in Siddha shall be —
(a) to produce efficient Siddha specialists in clinical specialities;
(b) to produce the experts in various specialities for research and development in the field of Siddha like
Maruthuvam, Varmam, Vathanoigal, Puramaruthuvam, Kuzhanthaimaruthuvam and Yogam; and
(c) to have the skills and competence to diagnose and manage the conditions in respective area of specialities.
4. Specialities for Post-Graduate Diploma in Siddha.—The specialities available in the Post-Graduate Diploma in
Siddha shall be the following, namely:—
a) Post-Graduate Diploma in Thol Maruthuvam (Dermatology);
b) Post-Graduate Diploma in Muthiyor Maruthuvam (Geriatric Medicine);
c) Post-Graduate Diploma in Kan Maruthuvam (Ophthalmology);
d) Post-Graduate Diploma in Vatha Noi Maruthuvam (Rheumatology);
e) Post-Graduate Diploma in Neerizhivu Maruthuvam (Diabetology);
f) Post-Graduate Diploma in Karuvakka Maruthuvam (Fertility Medicine);
g) Post-Graduate Diploma in Marunthu Seilyal (Pharmaceutics);
h) Post-Graduate Diploma in Kayakarpam and Yogam (Rejuvenation and Yoga);
i) Post-Graduate Diploma in Mana Noi Maruthuvam (Psychiatric Medicine);
j) Post-Graduate Diploma in Putru Noi Maruthuvam (Oncology); and
k) Post-Graduate Diploma in Noianuga Vithi Ozhukkam (Preventive Medicine).

5. Nomenclature and subjects of Post-Graduate Diploma Course.—The nomenclature, subjects of Post-


Graduate Diploma Course in Siddha and the Department under which the said courses are included shall be as
specified in Schedule-I.
6. Mode of Admission.—(1) A person possessing a degree in Siddha Maruthuva Arignar (Bachelor of Siddha
Medicine and Surgery) of a University or Board or medical institution, specified in the Second Schedule, Third
Schedule, and Fourth Schedule of the said Act shall be eligible for admission in the Post Graduate Diploma
Course in Siddha.
(2) The candidates should have registered their names in the Central Council of Indian Medicine or State
Council of Indian Medicine or Medical Council of the respective country.
(3) Selection of candidate shall be made strictly on the basis of merit.
7. Period of study and attendance.—(1) The period of course for obtaining a Post Graduate Diploma in Siddha
shall be two years including the examination period.
(2) The students shall have to attend at least seventy-five per cent. in theory, practical or clinical and seminars,
to become eligible for appearing in the examination every year, as specified by the Council.
(3) The students shall have to perform all hospital duties and other duties as may be assigned to them during
the course of study.
(4) The students shall have to attend special lectures, demonstrations, seminars, study tours and such other
activities as per the curriculum prescribed programme.
(5) The students shall participate in all the teaching and training programmes and other activities of the
Department.

(6) The institution shall conduct at least one seminar in a week and every student should participate in that
seminar and every student shall make presentation on an identified subject in the seminar, and such
presentation has to made in at least ten seminar to make a student eligible to appear in the final year
examination.
8. Method of training.—(1) Intensive training shall be provided in classical knowledge along with comparative and
critical study in the respective speciality.
(2) The emphasis shall be given on intensive applied training.
(3) In the clinical training the student shall undertake the responsibility in the management and treatment of
patients independently and deal with emergencies so as to acquire the knowledge of independent work as a
specialist.
(4) The students shall have to undergo training of investigative procedures, techniques and management in the
related specialties.
(5) The theoretical, teaching and practical training shall be as per syllabus specified by the Council from time to
time
9. Medium of instruction.—The medium of instruction for the courses specified in these regulations shall be Tamil
or Hindi or any recognised regional language or English.
10. Project work.—(1) In the last six months of the second year of the course, the student shall submit the project
work on the subject allotted by the authorities concerned.
(2) The subject of project work shall be practical oriented, and helpful in the development of competence in the
respective specialties.
(3) The subject of the project work shall have relation with the subject matter of the speciality.
11. Examination and assessment.—(1) Examination in any clinical subject shall consist of theory, clinical or
practical and viva-voce.
(2) Examination in any non-clinical subject shall consist of theory and practical and viva-voce, if necessary.
(3) The Post-Graduate Diploma course in Siddha shall have examinations in the following manner:
(a) Theory: There shall be a total of six theory papers (Four papers in first year and two papers in second
year) and one paper out of these shall essentially be based on the concerned speciality;
(b) Clinical: Clinical examination of the subject shall be conducted to test and assess the knowledge and
competence of the candidate for undertaking independent work as a specialist;
(c) Practical: Practical examination shall be conducted to assess the practical skill and competence in the
respective specialities;
(d) Viva-Voce: The Viva-voce examination shall be in detail and shall aim at assessing the candidate’s
knowledge, competence, understanding of the subject and his communication skill in the concerned
subject, which shall form a part of the examination;
(e) The preliminary examination shall be conducted by the institution where students are undergoing
training at the end of one academic year after admission to make the students eligible to appear in the
final examination;
(f) The final examination shall be conducted at the end of the second academic year and the students will
have to pass preliminary examination at least ninety days before appearing for final examination;
(g) The examination shall be aimed to test the clinical acumen, ability and working knowledge of the
student in the practical aspect of the speciality and his fitness to work independently as a specialist;
(h) The clinical or practical examination shall be aim at careful assessment of the competence of the
student;
(i) The viva-voce part of the practical examination shall involve extensive discussion on any aspect of the
speciality;
(j) Minimum passing marks shall be fifty per cent in theory and practical separately and maximum grace
marks will be five in one paper only;
(k) The number of papers and marks for theory or practical for the first and second year shall be as
mentioned in schedule II;

(l) The final examination conducted by the University at the end of two years shall cover seventy-five per
cent syllabus of second year and twenty-five per cent. syllabus of first year;
(m) The question paper of University shall cover each and every topic of the syllabus;
(n) Minimum of fifty percent shall be pass mark, however, the result will indicate only “Satisfactory” or
“Non Satisfactory”.
12. Eligibility to get awarded with a Post Graduate Diploma in Siddha.-The candidate should have passed all the
subjects prescribed for Post Graduate Diploma in Siddha examinations and got his project work approved by the
authorities concerned.
13. Examiner.-The Examiner shall be appointed as per the norms of the University concerned from time to time and
the Examiner should possess a Post Graduate Degree in Siddha.
14. Minimum requirements for conducting Post Graduate Diploma Course in Siddha.-(1) Post Graduate Diploma
course in Siddha shall be conducted in the Siddha Medical College, which is conducting the Post Graduate course in
Siddha recognized by the Central Council of Indian Medicine and affiliated to the University concerned; and
(2) The Centre shall have adequate infrastructure, equipments, faculty and facilities required for training in the
related specialty and subjects.
15. Teachers students ratio.-Five seats of Post-Graduate Diploma Course in Siddha shall be provided where there is
one additional teacher with Post-Graduate qualification in the concerned subject and where there is no additional
teacher, only two seats will be provided.
16. Number of students for each course.-The number of students shall be proportional to the intake of admission to
the Post- Graduate degree courses in Siddha or a maximum of five student in each subject.
17. Criteria for conducting Post-Graduate Diploma Courses in Siddha.-(1) Post-Graduate Diploma course in
Siddha can be conducted only by those institutions establish with the previous permission of the Central
Government as specified in section 13A or Section 13C of the said Act;
(2) The institutes refer to in sub-rule (1) shall satisfy the minimum requirements of Under-Graduate and Post-
Graduate courses training as specified by the Council depending upon the type of training to be conducted in
Diploma;
(3) All the facilities of ancillary departments should be made available.
18. Fee.-(1) Fee shall be fixed by the Council, from time to time with the prior permission of the Central Government;
(2) The recognised institution shall levy Hostel, Laboratory and Library charges, and shall not levy any other
charges like capitation fee or donation.
19. Withdrawal of permission for admission in Diploma course.—The permission for admission in Diploma course
shall be withdrawn, if –
(i) an Institute fails to meet the minimum standards and requirement in conformity with the norms of the Council;
(ii) students are admitted more than the strength sanctioned by the Council.
(iii) donation and capitation fee are charged.
(iv) tuition, hostel and library fees are charges more than the prescribed fee.
20. Procedure of permission.-(a) Any recognised institution shall apply to the Central Government for permission,
from the 1st December to 31st December of every year, along with the required fee, scheme and the consent for
affiliation from the concerned university, as prescribed in the Establishment of New Medical College, Opening of
New or Higher Course of Study or Training and Increase of Admission Capacity by a Medical College Regulations,
2003, dated the 15th March, 2004 and published in the Part III, Section 4 of the Gazette of India on the 16th March,
2004 and its amendment Regulations, 2013 dated 28th March, 2014.
(b) the application shall be forwarded to the Council by the Central Government on or before the 31st January of
the succeeding calendar year;-
(c) after receipt of the application, the proposal will be examined by the Council and desired information if any
will be obtained from the college and the college shall be visited by the council, and the Council shall make its
recommendation to the Central Government on or before the 28th February of the year referred to in clause (ii);
and

(d) the Central Government after satisfying or giving opportunity of hearing, shall issue the letter of Permission or
rejection by 31st March of the year referred to in clause (ii) as the case may be.
