PREFACE

Scope This document describes the changes and the bug fixes
compared to the previous 9155 version (V6.8 build 2973) and
current major known errors in the release V6.9 of Alcatel-
Lucent’s 9955 Radio Network Planning Tool (SW build 3340).

Readership Profile This document is aimed to all users of 9955 V6.9.

The 9955 V6.9 Release Notes includes bug fixes (chapter2),


several changes and new features (chapter3) but also some
known problems (chapter4). A compact summary of the main
items is listed below.

For details about how to use the features of 9955 V 6.9, please
refer to the User Manual [1] and the online help inside 9955.

PRC-Generator Concerning the 9955 PRC-Generator Module (current version


3.7 build 475) for interfacing towards the OMC-R, please refer

Export Image with Computation Zone

When using the Select area tool in the toolbar to define the
area to be exported, and then use File->Export image...
command to export either to tif or bmp, the computation zone
appears in the exported picture.

GSM/GPRS/EDGE Bug Fixes

Frequency Band Overlap Error Message

FREQUENCY_RANGE field from the transmitter table is not


correctly written in COF files. This will generate wrong
changes when importing the planning data into OMCR and will
trigger some warning messages.

AFP Bug Fixes

MAIO is not Allocated if Synchronization Point is Bigger than Site for DFH

In case of DFH allocation, at the end when MAL is constructed


from ARFCNs and MAIO is allocated, in case the synchronization
point is bigger than 1 site (for example 2 sites) MAIO was not
assigned in the whole synchronization point.

Invalid path loss matrices

If we have calculated CINR with UDP, then modify some


parameters for a few sites and press OK button in UDP all the
path loss matrices become not invalid (even in case of no
modifications).

UMTS Greenfield

Transmitters with two carriers can’t be deployed using the


Greenfield Module. The deployed transmitters always will have one
carrier.

1.2 Major Changes and New Features


This chapter is a brief overview of the major changes and features. More
details can be found in chapter 3.

New General Functionality

• The user can now calibrate the clutter losses along a


user-defined distance from the receiver. In the
previous releases, this distance was set to zero for
calibration and had to be fixed by the user after the
calibration process.

• Coverage predictions stored in XML template files are


directly available in the Calculations menu of the
context menus of the Transmitters folder, of a group of
transmitters, and of a single transmitter.

• 9955 now provides the possibility of displaying


statistical information of selected numerical data in
data tables.

• The user can now merge the CW measurement data of


a same transmitter in a unique table. Thanks to this,
the user can work with the filtering assistant on
several measurement data related to the same
transmitter.

• In 9955 it can be created user density traffic maps


from sector traffic maps. User density traffic maps
created from sector traffic maps extract and display
the exact number of users per unit of surface, i.e.,
the density of users, taking into account any clutter
weighting defined for the sector traffic maps.

• 9955 now allows the user to group sites, transmitters,


and microwave links by either the computation zone
or the focus zone.

• Inactive transmitter symbols are shown empty


(without any colour fill) in the Map window.

New GSM/GPRS/EGPRS Functionality

• The Subcells table has been improved. Instead of a


single Subcells table with all information, there are
now three tables: Subcells Table, Traffic Data and AFP
Indicators.

• Coverage by C/I level and Interfered zones coverage


predictions have been improved. 9955 now enables the
user to study interference on a single channel.

• A new output is available in the results of the


dimensioning model in order to display the number of
required TRXs before dimensioning. It permits to
evaluate the delta between the initially estimated
number of required TRXs and the number of required
TRXs estimated by 9955.

• The channel search tool can generate a report listing


all the transmitters that use the searched channel (co-
channel) and its adjacent channels (adjacent or twice
adjacent).

• 9955 now offers the user the same flexibility in data


management in the subcell tables as in other tables.
For example, the user is able now to copy and paste
also import and export data.

New UMTS Functionality

• A new type of service "Packet (HSPA) Constant Bit


Rate" in the service property dialogue is used to
describe the VoIP service.

• The user can assign carriers to sectors individually in a


station template.

• 9955 now models soft handover for HSUPA channels.


Soft handover is considered in Monte-Carlo
simulations, coverage predictions and point analysis.

• More than one preferred carrier per service can be


modeled by 9955. For this, you have to add a new
field in the Services table.

New CDMA Functionality

• 9955 enables to model VoIP over EVDO Rev. A. This


feature is not available by default; the user must add
new fields in the database in order to activate it.

• An additional indoor loss can now be defined per


frequency band. If this additional indoor loss is
defined, the total indoor loss used in calculations is
the sum of the indoor loss defined per clutter class
and this additional indoor loss per frequency band. In
order to be able to define frequency-dependant
additional indoor loss, you must first add a new field
in the Frequency Bands table in the database.

New TD-SCDMA Functionality

• The automatic neighbour allocation has been


improved. As TD-SCDMA networks work in N-frequency
mode, the neighbour allocation is performed for
master carriers only.

• In addition to the total connection success rate per


cell, the connection success rate for each service is
also available.

New Microwave Radio Link module Functionality

• The line of sight report can be calculated for two


different k factor values. In addition to the default set
of fields calculated by 9955, you can now include
other information (e.g., site parameters) in the
report.

• In addition to the default set of fields calculated by


9955, you can now include other information (e.g.,
site, link, and frequency band related parameters) in
the report.

• A channel search tool is now available. It allows you to


view the channel reuse on the map.

• You can save the selection of fields to be displayed in


the link budget report in a configuration file, enabling
you to quickly apply the same settings every time you
calculate a link budget report. Link budget report
results can be calculated for two BER values.

New WiMAX Functionality

• The segment number and cell permbase corresponding


to the current preamble index are displayed in the
Cells table and in the Cells tab of a transmitter’s
properties dialogue.

• A new coverage display option is available for the


Effective Signal Analysis (DL) coverage prediction that
colours pixels according to the segment number
derived from the preamble index of the serving cell.

• Allocated bandwidth in terms of the number of


subchannels is now also listed in the point analysis
details on the Signal Analysis tab.

• The useful signal level calculation may exclude the


energy corresponding to the cyclic prefix part of the
total symbol duration, hence taking into account only
the energy belonging to the useful symbol duration.

New LTE Functionality

• TDD frame configurations now also include the


configuration "D-UUU D-UUD" for half-frame switching
point periodicity.

• The user can now carry out a Coverage by C/(I+N) (UL)


and display the uplink transmission power used at each
pixel.

• Fractional uplink power control modelling has been


added.You can set the fractional power control factor
(alpha) and the maximum PUSCH C/(I+N) per cell. The
fractional power control factor is used in
compensation of the path loss from the best server.
The maximum PUSCH C/(I+N) gives the nominal PUSCH
power parameter for all the mobiles served by a cell.

• 9955 V6.9 enables to calculate the importance of


neighbour relations when the neighbour relations have
been imported. The calculated importance can then
be used by an AFP tool to assign frequencies.

• You can define a limit on the received signal level with


respect to the thermal noise level. This value is used
as a filter criterion on interferers. Interferers with a
signal to thermal noise level lower than this value will
be discarded.

• 9955 now supports RSRP, RSSI, and RSRQ as defined by


the 3GPP.

New AFP Module Functionality

• The ‘minimal Change/Highest benefit scenario’ will


consist in the search and removal of the worst problems
in a frequency plan by minimizing the operational effort
in implementing a better solution.

• A new frequency plan is to be allocated as a base for


introducing the GPRS/EDGE feature in the network. As
additional inputs for this FP allocation there will be the
GPRS parameters that will determine the frequencies
allocation. The resources will be allocated according to
a GPRS allocation strategy.

• The goal of this algorithm is to create standard timeslot


configurations for the TRXs according to their frequency
band, number of TRXs and CAE cell type.

• Frequency plan assessment tool evaluates the frequency


plan quality based on comparisons with T180 matrix and
RMS interference matrix.

• A new major feature is available now: to accept plan


after 2 iterations instead of one. If the first assignment

is not successful the most degraded TRX of the target


will be changed also.

New RMS module Functionality

• Neighbour ranking introduces a new module which is


able to set the Importance column in Neighbour table
with 2 values obtained based on T180 data.

• Neighbour adding is introducing a new module which is


adding neighbours based on T180 and RMS
measurements.

• Improvements in T180 method

• Enhanced criteria/algorithms for dummy neighbours are


available in RMS and T180.

New ACCO module Functionality

• 9955 ACCO V4.7 version supports 9955 LTE projects.

• In addition to the main pathloss matrix, the extended


pathloss matrix is used as well. In areas where both
overlap, the values of the main matrix will be used. The
main and the extended matrix can have different
resolutions.

• Optionally to the 9955 project clutter data, a different


clutter file can be loaded. It will completely replace the
default clutter file.

• Clutter dependent weight factors can optionally be


based on a separate file which is called zone file. The
format of zone files is identical to standard clutter files.
Each target function can be assigned a separate zone
file.

• Optimization environments with an arbitrary


combination of technologies can now be loaded in
ACCO. Previous versions were only able to load a single
GSM project and a single 3G/4G project. With this new
feature it will be possible to do multi-system
optimizations where e.g. an LTE overlay over a UMTS
network can be analyzed (4G and 3G networks).

• Greenfield: Several memory checks have been


implemented to provide a better trade-off between
runtime performance and memory consumption for
large projects. Thus, Greenfield will free internally
allocated memory when a high memory demand is
detected to be able to continue processing without
running out of available memory. If the available
physical RAM still does not meet the requirement,
Greenfield will present a message before termination
and the user has the option to import the achieved
result back into 9955.

General Problems

Neighbour Visual Improvement

When using the specific .cfg file at start-up, the default zoom
is overwritten to 1:500 – usually is 1:250.000.

GSM/GPRS/EGPRS Problems

Impact on filtering on adjacencies at COF export

In case there are filtered cells, in the neighbours table they


are still displayed as targets in case they are defined as
neighbours to unfiltered cells. When exporting cof files, these
adjacencies displayed in the neighbours table are not
exported, which is ok. But the difference between the filtering
at cof export and table is misleading for the user. These
adjacencies should not be displayed as long as the target cell is
filtered out and is not visible in the Transmitters table.

Dimensioning/KPI for OMC data

Erl B formula not respected in dimensioning when Min


Throughput Reduction factor <> 0%. Workarund is to uncheck

On very large networks, running HSN allocation a few times,
can lead to out of memory exception.

Neighbor importance values

The values in the Importance column in Neighbours table are


considered only if are between 0 and 1. Any value bigger than
1, is considered as 1.

parameters are correct. Since this is a mandatory RNP export

Keyboard shortcuts have been added for previous zoom and
location (Alt+←) and next zoom and location (Alt+→) on the
map.
A keyboard shortcut has been added to open the Add-ins and
Macros dialogue (Alt+F8).
A keyboard shortcut has been added for creating a new 9955
document from an existing database (Ctrl+Shift+N).

3.1.3 Toolbar improvements


Description In 9955 V6.9 Undo and Redo icons are now available in the
Toolbar.

3.1.4 Antenna Positions at Sites

Description As an alternative to defining antenna positions relative to


site locations (Dx, Dy), the user can now choose to directly
enter the actual antenna coordinates for each transmitter.

3.1.5 WLL Propagation Model improvement


Description In 9955 V6.9 the user can define a multiplying factor for
diffraction losses calculated by the WLL propagation model.

3.1.6 Standard Propagation Model Calibration improvement


Description The user can now calibrate the clutter losses along a user-
defined distance from the receiver. In the previous releases,
this distance was set to zero for calibration and had to be fixed
by the user after the calibration process.

3.1.7 Path Loss Tuning


Description The user can now defined the maximum permitted values for
the total and the local correction. The tuning process is limited
by these corrections. It can now be defined a minimum
threshold under which transmitters are not taken into account
for the path loss tuning. Instead of running a path loss tuning in
your project, the user can import tuning points (via .pts files)
coming from another project.

3.1.8 Data Table Export


Description In addition to the data within a table, the user can now also
export data from fields (columns) belonging to tables related
to the table being exported. For example, when exporting data
from the Transmitters table, the user can also export site
coordinates stored in the Sites table.

3.1.9 Coverage Prediction Templates


Description Coverage predictions stored in XML template files are directly

3.2 GSM/GPRS/EGPRS Features

3.2.1 Packet Throughput Studies

Description All the packet throughput studies have been grouped a


unique "Packet Throughput and Quality" coverage prediction.
New display options are available in order to show on the map:
• The RLC/MAC throughput per timeslot;
• The Application throughput per timeslot for a user-
selected service;
• The Max Application Throughput taking into account the
number of timeslots used by the terminal (number of
timeslots per carrier and number of carriers in case of
EDGE evolution);
• The End user throughput taking into account the traffic
load and consequently the throughput reduction factor
available in the user-selected dimensioning model.

3.2.2 Subcells Information Display


Description The Subcells table has been improved. Instead of a single
Subcells table with all information, there are now three tables:
• Subcells Table: the basic information defining the
subcell;
• Traffic Data: Information describing the traffic of the
cell. Because subcells share the traffic of the
transmitter, in most cases,the traffic data for all TRXs is
displayed together;
• AFP Indicators: the information displayed comes from
the results of an AFP model.

3.2.3 Modeling of the Frequency Hopping Gain in GSM studies


Description The user can model the increased resistance of the radio link
to fast fading when frequency hopping is used. To model this,
the user has to add fields defining the MAL length in the coding
scheme and codec configurations. 9955 selects the appropriate
optimized codec (resp. coding scheme) which provides a better
quality indicator (resp. throughput) as the MAL increases.

3.2.4 C/I Coverage


Description Coverage by C/I level and Interfered zones coverage
predictions have been improved. 9955 now enables the user to
study interference on a single channel.

3.2.5 Interference Matrix Calculation


Description If for the evaluation of the IM service areas, the C2 option is
selected, the traffic taken into account is the packet-switched
one. In other words, the percentage of interfered traffic is
evaluated over the appropriate type of traffic. 9955 now
enables you to recalculate existing interference matrices,
instead of deleting and recreating them with the same
parameters. This is especially useful when the network has
changed, thereby invalidating the existing interference
matrices.

3.2.6 Traffic Capture Evolution


Description A new option is available when running the traffic capture in
order to assign the traffic of a specific traffic map to a specific
HCS layer. In other words, the overlapping between HCS layers
can be avoided. As a consequence, the user can retrieve the
same amount of traffic per transmitter as an output of the
traffic capture than the traffic defined per transmitter in the
input cell traffic map.

3.2.7 Network Dimensioning


Description A new output is available in the results of the dimensioning
model in order to display the number of required TRXs before
dimensioning. It permits to evaluate the delta between the

3.2.8 Frequency-Dependant Indoor Loss


Description An additional indoor loss can now be defined per frequency
band. If this additional indoor loss is defined, the total indoor
loss used in calculations is the sum of the indoor loss defined
per clutter class and this additional indoor loss per frequency
band. In order to be able to define frequency-dependant
additional indoor loss, the user must first add a new field in
the Frequency Bands table in the database.

3.2.9 Channel Search Report


Description The channel search tool can generate a report listing all the
transmitters that use the searched channel (co-channel) and its
adjacent channels (adjacent or twice adjacent).

3.2.10 Transmitter’s Channel List


Description The Channels column now supports compressed format. The
user can enter channels directly (separating them with a
comma, a semi-colon, or a space) or can enter a range of
channels separating the first and last channel with a hyphen
(for example, entering "1-5" corresponds to "1 2 3 4 5").

Description • You can now directly calculate the required number or
TRXs based on traffic figures. Instead of extracting a
traffic demand from a default traffic capture, you can
now use the user-defined traffic demand present in the
subcells table.
• The Dimensioning/KPIs calculation dialogue has changed
so that you can select either the default traffic capture
of the subcells table for the required traffic demand.
• The commands to run dimensioning or KPIs calculation
has moved. Instead of running these from an existing
capture, they are now available from the Transmitters

3.3 AFP Features

3.3.1 Minimal change/ highest benefit Frequency Plan


Description The ‘minimal Change/Highest benefit scenario’ will consist in
the search and removal of the worst problems in a frequency
plan by minimizing the operational effort in implementing a
better solution. The purpose of this scenario will be to offer an
alternative to a complete new FP for a network. It will be
designed to support the fast creation of a FP just for the worst
cells in the network by detecting and solving the major
problems, without overall MLU needed in order to apply these
new frequencies in the network. It will be faster than changing
all the frequencies and applying the new FP through MLU
activation.

3.3.2 GPRS/EDGE introduction/ optimization


Description In V6.9 it will be introduced GPRS/EDGE feature:
o It will allow the introduction of the GPRS/EDGE
feature into a network without changing the

frequency plan in the network. The idea will be to


find the best frequencies in the network in terms of
interference conditions as target for GPRS allocation
and to allocate for those TRXs the GPRS parameters.

and GPRS/EDGE existing. This will optimize the
GPRS/EDGE by re-arranging the GPRS parameters so
that the best frequencies in the FP will get the GPRS
parameters.

3.3.3 GPRS parameters allocation in Greenfield scenario

Description A new frequency plan is to be allocated as a base for introducing


the GPRS/EDGE feature in the network. As additional inputs for
this FP allocation there will be the GPRS parameters that will
determine the frequencies allocation. The resources will be
allocated according to a GPRS allocation strategy.

3.3.4 Timeslot configuration allocation


Description The goal of this algorithm will be to create standard timeslot
configurations for the TRXs according to their frequency band,
number of TRXs and CAE cell type.

3.3.5 Accept plans after 2 iterations


Description This will be an improvement related to the way used by the tool
to solve violations and will improve the overall cost in “Fast
aggressive” method: Currently, the tool checks after each
frequency modification if the overall PI cost is improved and it
rolls-back in case worse PI is obtained. This feature will
improve the efficiency of such approach. It will be done in 2
steps (not only one step): it might be possible for the tool to
tolerate relatively worse average PI cost in an intermediate
stage (after changes done in 1st step) if it can solve the
violation by changing another frequency of a nearby cell. If the
tool will fail to improve the overall cost after the second step,
it should roll-back to the initial situation and try another
frequency to solve the initial violation.

3.3.6 Frequency Plan assessment tool

Description This tool will evaluate the frequency plan quality based on
comparisons with T180 matrix and RMS interference matrix.
With this tool, a comparison of different scenarios generated
by the AFP module (Pure RMS scenario, 70% RMS vs. 30%
topology, DFH, BBH) will be possible.
This will also ease fine tuning process as the output of this tool
provides the co and adjacent channel violations (whether
based on RMS or T180 indicators) and its severity (for instance
BCCH-BCCH co channel interference has higher severity than
TCH-TCH co channel interference).

3.3.7 Same Weight on Interference and Topological


This feature will allow increasing the numerical values of RMS

PI costs; so that at 50% weight between RMS and topology,
violations due to RMS & those due to neighbors/exceptional
pairs will have almost same weight (comparable numerical
values & same priority).

3.3.8 Final PI cost for DFH networks


For DFH TRXS during the allocation and optimization of the

Description In pure RMS scenario (where it is supposed that user trusts RMS
interference matrix 100%), AFP assigns adjacent channels for
co-site cells if the interference probability at “C/I Threshold
adjacent channel” (usually -6 dB) if it equals 0.

obtained based on T180 data. Based on these values the AFP
will allocate better frequencies for the neighbours with higher
importance.

3.4.2 Neighbour adding


Description This feature will introduce a new module which will add
neighbours based on T180 and RMS measurements. This will help
to identify the missing neighbours in the network and thus will
create a complete handover plan.

3.4.3 T180 matrix adding new details


Description New details will be implemented for saving of the T180 matrix:
o Add in the T180 IM: the time period chosen,
C400/C401/C402 info, SOC factor used for IM creation
o Add the number of HO attempts to each relation in the
T180 IM to see its relevance (like for RMS IM)
o Indicate weather the T180 IM relation is coming from
direct neighbor or second order neighbors
o Make the use of SOCs optional in the T180 IM creation

be deleted will be chosen based on the comparison between
number of interferers with the number of neighbours and the
value of handover request.

Description While choosing the dummy neighbors for a certain transmitter
based on the interference probability (from predicted
interference matrix), the tool will consider the BCCH of

bandwidths at cell edges in order to decrease interference and
improve the CINR.
Which third fraction of the channel bandwidth is used by any cell
depends on its PSS ID. Therefore, you can now create fractional
frequency plans automatically using the automatic physical cell ID
allocation feature.
The definition of cell edge is based on the difference between the
path loss from the second best server and from the best server. A
coverage prediction option is also available in the Effective Signal
Analysis (DL) coverage prediction for studying which pixels
belongs to the depending on this delta path loss.

3.10.9 Fractional Uplink Power Control


Fractional uplink power control modelling has been added.

You can set the fractional power control factor (alpha) and the
maximum PUSCH C/(I+N) per cell. The fractional power control
factor is used in compensation of the path loss from the best
server. The maximum PUSCH C/(I+N) gives the nominal PUSCH
power parameter for all the mobiles served by a cell.

The physical cell ID allocation now takes into account the

physical cell ID allocation now has an impact on the fractional

the PSS ID allocation.

9955 now supports RSRP, RSSI, and RSRQ as defined by the 3GPP:

- The RSSI: Received Signal Strength Indicator. This is the sum of
all the signal powers, from the server and interferers, and
thermal noise received over the used channel bandwidth.
- RSRQ: Reference Signal Received Quality is the ratio of RSRP
to RSSI.
-The cell edge definition is now based on RSRP instead of the
reference signal C/N. The per-cell Reference Signal C/N
Threshold has been replaced with a Min RSRP value. When
opening existing documents, the Reference Signal C/N Threshold
values are automatically converted into min RSRP values. It is
recommended that you verify that the conversion has been
correctly carried out.
- These calculations are available in coverage predictions as
well as Monte Carlo simulation results.

3.10.23 Downlink Transmission Power Calculation


- You can directly set the downlink reference signal energy per

- You can now set separate power offsets for PBCH and PDCCH.

• 3 new default GPRS/EDGE configurations have been
added to introduce the new coding schemes (DAS and
DBS) and related thresholds.
• Some information (Modulation, EDGE or GPRS) previously
contained in GPRS/EDGE configurations has been
transferred to the read-only coding scheme table.
• The Coding Scheme prediction study has improved so
that results will be not given any more in term of index
(value intervals) but in term of coding scheme name
(discrete values). To keep the previous coding scheme
studies consistent, the user has to re-run them with the
new display option.

Indexes > Index Distribution. The Distribution Histograms
dialogue appears. Each bar represents a preamble index, its
height depending on the frequency of its use.

addition to the new ones so that the before and after
allocation scenarios are compared easily.

ERROR GRAVITY

5 ERROR GRAVITY
In case that error occurs during the acceptance test, they have
to be noted in detail. The gravity (severity) of the error is rated
from G0 (critical) to G4 (cosmetic) according to the following
definition:

Major fault which has a significant impact on
G1 major
the commercial use or a key function of the
product
Partial or full operation of a key function is
G2 workaround
possible only by using a temporary solution
Minor fault which does not unduly impact the
G3 minor
normal operation
Minor fault which has no consequence on the
G4 cosmetic
product or its use, but would improve the
image of the product

9955 is constantly being improved, and it is possible that the


test descriptions in this document don't match exactly the
handling of the tool under test. These tests must not be
considered as failed, if the required user actions are intuitively
clear.
