2.6 How will the proposed position complement existing training in the public sector?
(will the position be an offered as a rotation to public sector trainees or will it operate separately?)
The position is to be offered as a one year appointment at the SCF and will supplement
Dermatology training in the public sector. Appointees will be trainees who have been
accepted into the Victorian training program of the ACD and who will complete required
training in the public sector.
This position will complement training in the public sector by providing the trainee with
• .Experience in a range of consultative and procedural Dermatology clinics not
accessible in the public sector
• Experience in a private practice and community service environment
3.1 What educational need will the position address and how was the need
identified? (why is there a need to provide training outside the public hospital system,
was the need identified by Colleges, health services, trainees, supervisors?)
Educational needs addressed by this position were identified by surveys conducted by the
Australasian College of Dermatologists and by the Director of Training of the Victorian Faculty
of the Australasian College of Dermatologist.
3.3 Are there any other factors that support the need for this position?
(eg local workforce shortages, particular health needs of the local community)
There is a local, rural and statewide workforce shortage of specialist Dermatologists. This position
will be an additional training position and will help meet the workforce need in both the short and
longterm. Participation of the trainee in the visiting rural service provided by the Victorian Faculty
of the ACD will help service rural centres and provide exposure of the trainee to rural private
practice.
3.4 How does the proposal meet the requirement that positions represent a genuine
expansion in training positions?
4.1 Who will employ the trainee? Will the trainee’s public sector employment
entitlements be maintained?
The employer will be the Skin and Cancer Foundation. Public sector employment
entitlements (at this stage) will not be automatically maintained however the
trainee appointed to this position will be advised of this issue and advised to
consider options such as arranging 12 months unpaid leave. (Discussions with the
State Health Department will be undertaken regarding this matter).
4.2 How will you ensure that the trainee has appropriate medical indemnity insurance
(including run off cover) and workers compensation insurance while working in the
proposed position?
The trainee is covered by the medical negligence insurance policy covering all clinicians working at the SCF. In addition, to
obtain clinical accreditation at the Skin and Cancer Foundation Inc., trainees are also required to obtain (and provide
evidence to the Medical Advisary Board) of appropriate medical indemnity insurance. The employer undertakes to meet the
cost of run off cover for a appropiate number of years if the trainee does not require medical indemnity insurance from an
outside provider in subsequent positions.
The trainee will be covered by the worker’s compensation insurance policy applicable to all employees of the SCF.
The trainee will be appointed following the annual selection process of the
Australasian College of Dermatologists and on recommendation of the Training
Committee (Heads of Hospital Committee) of the Victorian Faculty of the
Australasian College of Dermatologists.
4.4 What supervision arrangements will be put in place for the trainee?
The trainee will work under the supervision of senior specialist clinicians who attend the SCF. The
Supervisor of Training at the SCF and Chairman of the Medical Advisory Board at the SCF will be
responsible for the trainee’s clinical and training activities at the SCF. The Director of Training
(Victoria) will supervise and coordinate the trainee’s training activities.
4.5 Will the trainee have the opportunity to participate in formal educational
activities?

5.1 Has the position been accredited by the relevant specialist medical college? If the
position has not been accredited, outline what progress has been made towards
accrediting the position and the anticipated date of accreditation.
Support for accreditation of the position has been provided by the ACD (see
attached letter). Accreditation of the position is anticipated to occur by 1
November 2007.
5.2 Is the proposal supported by the public health service in your region? Where the
position is to be offered as part of a rotation involving a public hospital or health
service, has agreement been reached on how the position will operate?
