Before Solicitation begins the applicant must submit for inspection by the City Secretary
the following:
1. Written proof of identity. ( driver's license or comparable)
2. Identification letter from firm which orders are to be solicited.
3. Application must be accompanied by a $5,000 Surety Bond signed by the applicant
and Co-signed by a Surety Company authorized in the State of Texas. This must be
done for each agent.
4. Once approved a license fee for Solicitation in the City of Aledo will be $500 annually
per agent and must be presented in cash or money order.
5. A fee of $100 must be paid for each additional agent registering at the same time as
the applicant. Anyone registering alone will be required to pay the $500 per agent.
The process for a Solicitor's permit takes up to 3 weeks for completion.

Door-to-door solicitors must now display their city solicitation license and wear an
orange safety vest at all times. City ordinance requires a license for anyone engaging in
such sales.
It is now an offense to solicit at a residence with a "No Solicitation" sign posted. Such
signs must be posted in a conspicuous place near the main entrance and be
weatherproofed. The sign itself must be three by four inches in size with the words "No
Solicitation" in letters at least two-thirds of an inch in height.
Door-to-door selling is prohibited before 9 a.m. at all times. It is prohibited after 6 p.m.
during Central Standard Time and after 7 p.m. during Daylight Savings Time.
AZLE

New Solicitor Ordinance
On May 12, 2016, the Bedford City Council approved an ordinance amending Chapter
90 "Peddlers and Solicitors" of the Bedford Code of Ordinances.
The amended ordinance provided for the following major changes:
Section 90-5: Do Not Solicit List - Creation and distribution of a list by the Bedford
Police Department containing the addresses of residential property in which the
owner/occupant has elected not to permit soliciting on their property. This list will be
provided to all permitted solicitors, as well as any requesting member of the public, and
will be available via the City's website.
Section 90-1: Vest Requirement - requires permitted solicitors to wear a traffic safety
vest making them visible to motorists and to easily identify them as being registered with
the City.

BOYD

A person shall not engage in solicitation activities in the city without first registering with

Department. Minors who are engaged in solicitation activities involving fund-raising for

Door-to-Door Sales (Solicitor) Permits are required in accordance with city ordinance.
The ordinance was developed to address the safety and welfare of our residents. Any
persons conducting door-to-door sales or solicitor activities is required to have a proper
permit issued by the City and will present it upon request by any police officer or

DALLAS
As of January 22, 2014 the Dallas City Council passed an ordinance requiring anyone
soliciting within the city limits of Dallas to register with and obtain a solicitor's permit
from the City of Dallas. The only exceptions to this ordinance would be charitable and
non-profit organizations. The City of Dallas solicitor's permit identification card will be
valid for one year from the date of issuance. The solicitor's permit identification card
must be conspicuously worn by the solicitor and visible at all times.

A permit holder may conduct home solicitation between the hours of 9 a.m. and sunset,
Monday through Saturday, excepting New Year's Day, Martin Luther King Jr. Day,
President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day,

DECATUR

DENTON

The Farmers Branch Police Department is reminding residents that anyone selling any
product or service door-to-door must have a permit issued by the Police Department.
Information has been received that residents in the area of Millwood Circle recently had
a visit from a solicitor that did not have proper authorization.
Police Chief David Hale said residents should decline to contact any solicitor that cannot
show a proper permit from the City. Additionally, never let a door-to-door solicitor inside
your residence and call the Police Department if they act suspiciously or ask a lot of
questions about neighbors.

FLOWER MOUND

GARLAND
The City of Garland has an ordinance where if someone wants to solicit door to door,
whether it be direct sales or just dropping off fliers, they are required to obtain an permit
from the police department and wear it around their necks.

GODLEY
Any person desiring to engage in the business of itinerant merchant or that of peddling
within the city shall make written application for a license to do so to the City Secretary,
which application shall show the name and address of the applicant, the name and
address of the person whom the applicant represents, the kinds of goods, wares and
merchandise offered for sale and whether the applicant upon any such order so
obtained will demand, accept or receive payment or deposit of money in advance of final
delivery, and the period of time the applicant wishes to take orders in the city.
No licenses hereunder shall be issued, until the written application has been filed with
the City Secretary for a period of 24 hours.

GRAND PRAIRIE
Upon completion and presentation of the application, the regulatory authority shall issue
a permit in the form of a certificate, which must be kept by the permittee in a place
where it is visible by the general public at all times while conducting business. Such
permit shall contain the signature of the issuing officer and shall show the permittee's
name, address, kind of goods to be sold thereunder, the date of issuance, and the
expiration date of such permit. The regulatory authority shall keep a permanent record
of all permits issued.
No person shall go upon any residential premises and ring the doorbell or rap or knock
upon the door or create any sound in a manner calculated to attract the attention of the
occupant of the residence for the purpose of engaging in or attempting to engage in the
business of an itinerant vendor, merchant or peddler prior to 9:00 a.m. or after 8:00 p.m.
of any day, Monday through Saturday, or at any time on a Sunday, New Year's Day,
July 4th, Labor Day, Thanksgiving Day or Christmas Day.

GRANBURY
It shall be unlawful for any person to sell or solicit in the city without carrying the permit
required by this section on his person while engaged in such soliciting or selling.

HASLET
No person shall engage in the business of selling, offering for sale, renting or offering for
rent any goods or services as a vendor, peddler, commercial solicitor or itinerant
merchant within the city without first obtaining a permit therefore in accordance with the
terms and provisions of this article.

HURST

(a) Within the city, it shall be unlawful for any person to do any of the following:

portion of the person;
(2) Engage in solicitation on public property or while in any doorway, stairway, window,
or opening of any kind abutting thereon, without displaying a currently valid identification

mean other than that listed in the application for the identification card and as authorized
by this chapter; or
(4) Represent, in connection with a solicitation, that the issuance of the identification

methods, services, or merchandise by the city or any of its officers or employees.
(b) When a person uses more than one individual to engage in solicitation on its behalf,
an identification card shall be required for each individual and for the person employing
another person to engage in solicitation.
KELLER
All solicitor permit processing will be handled by the Keller Police Department
A fee of $65 will be charged to conduct a criminal background check on the permit
applicant by the police department
Days and hours of operation for solicitors going door-to-door will only be allowed from
Monday through Saturday during the hours of 9 a.m. to dusk (30 minutes after sunset).
No solicitation will be allowed on Sundays, federally designated holidays or on any day
declared as an "Orange" or "Red" State of Alert by the Department of Homeland
Security
Door-to-door solicitors cannot knock on the door of any residence that has a "No
Solicitors" notice posted. (Free notices are available for Keller residents at the Keller
Police Facility, located at 330 Rufe Snow Drive)

KENNEDALE
It shall hereafter be unlawful for any person to go from house to house or from place to
place in the city, soliciting, selling or taking orders for or offering to sell or take orders for
any goods, wares, merchandise, services, photographs, newspapers, magazines or
subscriptions to newspapers or magazines without having first applied for and obtained
a license so to do from the police department of the city.

KRUM
According to the Krum City Ordinances, it is a violation to solicit within the city limits of
Krum without a permit. You can obtain a permit at city hall during normal business hours
for $50. The permit will be valid for one full calendar year. Violators will be issued a
citation for a Class 'C' Misdemeanor.

LAKE DALLAS
Any person desiring to sell or solicit orders for food, produce, pottery, objects of art,
goods, wares, merchandise, services, photographs, newspapers, magazines or
subscriptions to newspapers or magazines shall make written application to the city
secretary for a license to do so, which application shall show:
(1) The name and address of the applicant;
(2) The name and address of the person, if any, that he represents;
(3) The kind of goods offered for sale;
(4) Whether such applicant, upon any such sale or order, shall demand, accept or
receive payment or deposit of money in advance of final delivery; and
(5) The period of time such applicant wishes to sell or solicit in the city.

LAKE WORTH

LANCASTER
Before the City of Lancaster issues a Peddler's Permit, the Police Department shall
perform an investigation of the elements of the application. Once the Police
Department's investigation is completed, the requestor will be notified by phone of the
approval or denial of the permit application. The issuance of this permit is not an
endorsement by the City of Lancaster or any of its officers or employees.

LEWISVILLE
Solicitors are required to have their permit with them while soliciting and must display it
when asked.

LITTLE ELM
The Town of Little Elm prohibits solicitation or distribution of handbills without first
obtaining a written permit. See code for ordinance.
A criminal background check will be performed by the Little Elm Police Department on
each applicant before a Solicitor’s Permit being issued, and you will be notified when the
background check has been completed.

MANSFIELD

The City of McKinney Requires a Permit Anytime Someone Solicits Within the City
Solicitation means conduct whereby a person or its agent, member, or representative
engages in the following:

Whether orally or in writing, sells or offers to sell goods, services, publications, or
subscriptions;

and a criminal history investigation, the City of Princeton shall approve the application
and issue the permit unless
(1) the application fails to comply with a provisions of Princeton Solicitation Ordinance;
(2) a previous permit issued under this Ordinance was revoked within the past 12
months;

Prosper requires a Solicitor's Permit issued by the Police Department for door-to-door
soliciting. Please feel free to ask the solicitor to show you their permit if you feel they are
soliciting illegally as every person that goes door to door should have one on them

RICHARDSON

Are solicitor permits issued to the company or individual?
Permits are issued to the individual therefore if you have multiple people soliciting for
the same company each person has to have their own permit.
Does a solicitor have to carry their permit at all times?
Yes. It shall be unlawful for any person to engage in a solicitation without carrying the

RICHLAND HILLS
The City Secretary's Office processes and issues Solicitor's Permits. Any person
desiring to conduct solicitation activities within the City of Richland Hills shall complete a
written application and submit to the City Secretary. The permit shall be valid for one (1)
year following the date of its issuance. A person commits an offense if the person
engages in solicitation activities in the City without a valid permit. Please see City
Ordinance 1245-13 regarding Solicitors for more detailed information and exemptions.

ROCKWALL
Sec. 12-64. - Hours of operation.
No peddling or solicitation may occur except between the hours of 8:00 a.m. and 6:00
p.m. local time in Rockwall, Texas
Sec. 12-54. - License required.
It shall be unlawful for any peddler, solicitor or transient merchant to engage in the
business of selling, displaying, or offering for sale any food, beverage, goods, services
or merchandise at any public area within the city without first obtaining a license from
the chief of police or his duly authorized representative.

ROYSE CITY
Sec. 4.05.082 Application for permit
(a) Any person desiring to make home solicitation transactions or distribute handbills
within the city shall file a written application for a permit to do so with the city secretary
or city secretary's designee, which application shall show:

SANGER
It shall be unlawful for any person eighteen (18) years of age or older to engage in
peddling or solicitation activities within the City of Sanger without first obtaining a permit
issued by the city secretary; provided however, that the following are exempted from the
provisions of this section:
No person, while conducting the activities of a solicitor or peddler, whether licensed or
unlicensed, shall enter upon any private property, knock on doors or otherwise disturb
persons in their residences between the hours of 8:00 p.m. and 8:00 a.m.

SOUTHLAKE
A Solicitor's Permit is required for peddlers, canvassers, and solicitors--including door to
door sales and mobile vendors per City Ordinance 850. Door to door hangers with no
contact, require no permit.

THE COLONY
