Before Solicitation begins the applicant must submit for inspection by the City Secretary
the following:
1. Written proof of identity. ( driver's license or comparable)
2. Identification letter from firm which orders are to be solicited.
3. Application must be accompanied by a $5,000 Surety Bond signed by the applicant
and Co-signed by a Surety Company authorized in the State of Texas. This must be
done for each agent.
4. Once approved a license fee for Solicitation in the City of Aledo will be $500 annually
per agent and must be presented in cash or money order.
5. A fee of $100 must be paid for each additional agent registering at the same time as
the applicant. Anyone registering alone will be required to pay the $500 per agent.
The process for a Solicitor's permit takes up to 3 weeks for completion.

Solicitors are required to register with the Allen Police Department before going door-to-
door in Allen. The $90 fee includes a background check and I.D. badge, which they are
instructed to wear on their chest or upper body.

Contractor Registration (PDF) - Licensed contractors must register with the city of Anna
before a permit can be issued. To register with the city Request to register as a
subcontractor, the subcontract must provide the information in accordance with his/her
registration type. For more information see the Anna Code of Ordinances view Part II,
Article 8, Section 2 - Registration of Contractors.

Door-to-door solicitors must now display their city solicitation license and wear an
orange safety vest at all times. City ordinance requires a license for anyone engaging in
such sales.
It is now an offense to solicit at a residence with a "No Solicitation" sign posted. Such
signs must be posted in a conspicuous place near the main entrance and be
weatherproofed. The sign itself must be three by four inches in size with the words "No
Solicitation" in letters at least two-thirds of an inch in height.
Door-to-door selling is prohibited before 9 a.m. at all times. It is prohibited after 6 p.m.
during Central Standard Time and after 7 p.m. during Daylight Savings Time.
Solicitors have to fill out an application.
Once approved they will get a badge that must be displayed.

New Solicitor Ordinance
On May 12, 2016, the Bedford City Council approved an ordinance amending Chapter
90 "Peddlers and Solicitors" of the Bedford Code of Ordinances.
The amended ordinance provided for the following major changes:
Section 90-5: Do Not Solicit List - Creation and distribution of a list by the Bedford
Police Department containing the addresses of residential property in which the
owner/occupant has elected not to permit soliciting on their property. This list will be
provided to all permitted solicitors, as well as any requesting member of the public, and
will be available via the City's website.
Section 90-1: Vest Requirement - requires permitted solicitors to wear a traffic safety
vest making them visible to motorists and to easily identify them as being registered with
the City.

Solicitors must fill out an application and pass a background check.
They will have a copy of the permit to show upon request.

A person shall not engage in solicitation activities in the city without first registering with
the city and obtaining a registration certificate and identification badge from the Police
Department. Minors who are engaged in solicitation activities involving fund-raising for
nonprofit organizations, charitable organizations, religious organizations, civic
organizations, or public or private schools or groups directly affiliated with such schools
are exempt from the provisions of this ordinance.
The registration certificate must be carried by the solicitor while engaging in solicitation
activities. The solicitor shall also wear the identification badge so that it may be easily
read by those being solicited. If a badge becomes damaged, the solicitor shall return it
to the city and receive a replacement badge. A registration certificate and an
identification badge shall be used only by the person to whom they were issued and
may not be transferred to another person.

Each solicitor must show, upon request, a valid US Government issued photo ID and the
Solicitor’s Permit issued to them.

All licensees under this article are required to exhibit their licenses at the request of any

Solicitors will received a laminated permit that must be shown upon request.

A permit is required and can be obtained through the Police Department. Permit holders
are required to have their permit on them when conducting any business granted by the
permit and are required to show it upon request of any citizen.

All persons desiring to solicit door-to-door must appear in person at the Coppell Police
Department, 130 Town Center Blvd., Monday through Friday, 8 a.m. to 5 p.m. and
complete the necessary paperwork. Background checks will be conducted on
individuals who will be soliciting goods or services. A non-refundable, $25 permit fee will
be due upon submittal of each application. After review of the registration or permit
application, the City has ten working days to either issue a certificate of registration or
permit, or notify the applicant that the application for registration or permit does not
comply with the requirements of the Ordinance.

Door-to-Door Sales (Solicitor) Permits are required in accordance with city ordinance.
The ordinance was developed to address the safety and welfare of our residents. Any
persons conducting door-to-door sales or solicitor activities is required to have a proper
permit issued by the City and will present it upon request by any police officer or

As of January 22, 2014 the Dallas City Council passed an ordinance requiring anyone
soliciting within the city limits of Dallas to register with and obtain a solicitor's permit
from the City of Dallas. The only exceptions to this ordinance would be charitable and
non-profit organizations. The City of Dallas solicitor's permit identification card will be
valid for one year from the date of issuance. The solicitor's permit identification card
must be conspicuously worn by the solicitor and visible at all times.

A permit holder may conduct home solicitation between the hours of 9 a.m. and sunset,
Monday through Saturday, excepting New Year's Day, Martin Luther King Jr. Day,
President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day,
Veterans Day, Thanksgiving Day, and Christmas Day.
The permit process begins with a completed application. Along with the completed
application, each applicant will need to provide a valid photo ID or Driver License.
Upon approval, each applicant will receive a solicitor permit letter and must be present
at all times while soliciting in the City of Decatur.

Solicitors, handbill distributors, and itinerant merchants are required to obtain a permit to
conduct such business within the city limits. The Denton Police Department reviews
these applications and issues the permits.

Solicitors can apply for a permit and must provide it upon request.

Permit required.
Except as otherwise provided for by this chapter, no person shall conduct business
within this jurisdiction as a peddler or a transient merchant without first obtaining a city
permit, as provided for in Chapter 13. Solicitors need not be licensed, but are required to
register with the city pursuant to Chapter 13.

Euless now requires solicitors to wear an identifiable traffic safety vest and an
identification badge. If a solicitor appears at your door, ask to see their permit if it's not
prominently displayed. The badge will provide the name and address of the solicitor,
solicitor's employer, principal or organization, kind of goods or services to be sold or
offered for sale. In hopes to keep deceptive practices out of Euless, solicitors who ask
for cash deposits or advance payments for future delivery of services are now required
to pay a bond.

Solicitors must fill out an application and provide a surety bond up to $1,000.
They must provide proof of permit upon request.

The Farmers Branch Police Department is reminding residents that anyone selling any
product or service door-to-door must have a permit issued by the Police Department.
Information has been received that residents in the area of Millwood Circle recently had
a visit from a solicitor that did not have proper authorization.
Police Chief David Hale said residents should decline to contact any solicitor that cannot
show a proper permit from the City. Additionally, never let a door-to-door solicitor inside
your residence and call the Police Department if they act suspiciously or ask a lot of
questions about neighbors.

All solicitors must wear the photo identification badge provided by the Police
Department at all times while soliciting within Flower Mound’s jurisdiction.
Solicitation is allowed Monday through Saturday and is not permissible on Sunday or
holidays. Solicitation is allowed after 9 am and all solicitation activities must end at 9 pm
or after dark, whichever comes first.
Solicitation is not allowed on public property.

The Door to Door Application must be completed and registered with the Planning and
Development Department prior to any Door to Door solicitation. You may download the
form and return to City Hall, or apply through email.

Frisco suspended its solicitor ordinance in 2016.

The City of Garland has an ordinance where if someone wants to solicit door to door,
whether it be direct sales or just dropping off fliers, they are required to obtain an permit
from the police department and wear it around their necks.

Any person desiring to engage in the business of itinerant merchant or that of peddling
within the city shall make written application for a license to do so to the City Secretary,
which application shall show the name and address of the applicant, the name and
address of the person whom the applicant represents, the kinds of goods, wares and
merchandise offered for sale and whether the applicant upon any such order so
obtained will demand, accept or receive payment or deposit of money in advance of final
delivery, and the period of time the applicant wishes to take orders in the city.
No licenses hereunder shall be issued, until the written application has been filed with
the City Secretary for a period of 24 hours.

Upon completion and presentation of the application, the regulatory authority shall issue
a permit in the form of a certificate, which must be kept by the permittee in a place
where it is visible by the general public at all times while conducting business. Such
permit shall contain the signature of the issuing officer and shall show the permittee's
name, address, kind of goods to be sold thereunder, the date of issuance, and the
expiration date of such permit. The regulatory authority shall keep a permanent record
of all permits issued.
No person shall go upon any residential premises and ring the doorbell or rap or knock
upon the door or create any sound in a manner calculated to attract the attention of the
occupant of the residence for the purpose of engaging in or attempting to engage in the
business of an itinerant vendor, merchant or peddler prior to 9:00 a.m. or after 8:00 p.m.
of any day, Monday through Saturday, or at any time on a Sunday, New Year's Day,
July 4th, Labor Day, Thanksgiving Day or Christmas Day.

It shall be unlawful for any person to sell or solicit in the city without carrying the permit
required by this section on his person while engaged in such soliciting or selling.

No person shall engage in the business of selling, offering for sale, renting or offering for
rent any goods or services as a vendor, peddler, commercial solicitor or itinerant
merchant within the city without first obtaining a permit therefore in accordance with the
terms and provisions of this article.

A Legitimate Solicitor
* Has a valid Highland Park issued Solicitor Permit that is fully visible
* Introduces themselves and the purpose of the solicitation
* Is not aggressive
* Does NOT ask to enter the Residence

With exceptions for solicitation for and by local youth organizations, all door-to-door
solicitors must have a permit issued by the City Secretary's office, City of Hurst. Such
permits must be carried and displayed by the solicitor(s) upon request.

Sec. 27-2. Identification card required to engage in solicitation.
(a) Within the city, it shall be unlawful for any person to do any of the following:
(1) Enter upon a private premises within the city to engage in solicitation of the
occupants, without displaying a currently valid identification card on the upper front
portion of the person;
(2) Engage in solicitation on public property or while in any doorway, stairway, window,
or opening of any kind abutting thereon, without displaying a currently valid identification
card on the upper front portion of the person;
(3) Engage in solicitation for any purpose, at any time of day, or using any method or
mean other than that listed in the application for the identification card and as authorized
by this chapter; or
(4) Represent, in connection with a solicitation, that the issuance of the identification
card by the city constitutes an endorsement or approval of the purposes, means,
methods, services, or merchandise by the city or any of its officers or employees.
(b) When a person uses more than one individual to engage in solicitation on its behalf,
an identification card shall be required for each individual and for the person employing
another person to engage in solicitation.

applicant by the police department
Days and hours of operation for solicitors going door-to-door will only be allowed from
Monday through Saturday during the hours of 9 a.m. to dusk (30 minutes after sunset).
No solicitation will be allowed on Sundays, federally designated holidays or on any day
declared as an "Orange" or "Red" State of Alert by the Department of Homeland
Door-to-door solicitors cannot knock on the door of any residence that has a "No
Solicitors" notice posted. (Free notices are available for Keller residents at the Keller
Police Facility, located at 330 Rufe Snow Drive)

It shall hereafter be unlawful for any person to go from house to house or from place to
place in the city, soliciting, selling or taking orders for or offering to sell or take orders for
any goods, wares, merchandise, services, photographs, newspapers, magazines or
subscriptions to newspapers or magazines without having first applied for and obtained
a license so to do from the police department of the city.

According to the Krum City Ordinances, it is a violation to solicit within the city limits of
Krum without a permit. You can obtain a permit at city hall during normal business hours
for $50. The permit will be valid for one full calendar year. Violators will be issued a
citation for a Class 'C' Misdemeanor.

Any person desiring to sell or solicit orders for food, produce, pottery, objects of art,
goods, wares, merchandise, services, photographs, newspapers, magazines or
subscriptions to newspapers or magazines shall make written application to the city
secretary for a license to do so, which application shall show:
(1) The name and address of the applicant;
(2) The name and address of the person, if any, that he represents;
(3) The kind of goods offered for sale;
(4) Whether such applicant, upon any such sale or order, shall demand, accept or
receive payment or deposit of money in advance of final delivery; and
(5) The period of time such applicant wishes to sell or solicit in the city.

Solicitors must apply for and receive a permit.

Before the City of Lancaster issues a Peddler's Permit, the Police Department shall
perform an investigation of the elements of the application. Once the Police
Department's investigation is completed, the requestor will be notified by phone of the
approval or denial of the permit application. The issuance of this permit is not an
endorsement by the City of Lancaster or any of its officers or employees.

Solicitors are required to have their permit with them while soliciting and must display it
when asked.

The Town of Little Elm prohibits solicitation or distribution of handbills without first
obtaining a written permit. See code for ordinance.
A criminal background check will be performed by the Little Elm Police Department on
each applicant before a Solicitor’s Permit being issued, and you will be notified when the
background check has been completed.

Solicitation Permit Applications are available to the public within the City of Mansfield
from the Records Unit at the Mansfield Police Department Public Safety Building or by
printing the application on the internet.
Completed applications will only be accepted Monday & Friday 9 a.m. - 12 p.m. and
Wednesday 12 p.m. - 4 p.m.
There is currently a $10 fee per solicitor and after the 10th solicitor the fee is $5 per
solicitor to apply for a Solicitation Permit. For more information on how to obtain a

It shall be unlawful for any peddler, solicitor or handbill distributor to do business within
the City of Melissa unless he or she carries a valid permit on him or her at all times.
Every peddler, solicitor or handbill distributor shall display his or her permit upon request
of any person and failure to so display such permit shall be grounds for revocation or
constitute a violation of this article.

The City of McKinney Requires a Permit Anytime Someone Solicits Within the City
Solicitation means conduct whereby a person or its agent, member, or representative
engages in the following:
Either orally or in writing, asks for a ride, employment, property, financial aid, money, or
any article representing monetary value, for any purpose;
Whether orally or in writing, sells or offers to sell goods, services, publications, or
Distributes without remuneration goods, services, publications, or subscriptions; or
Solicits signatures on a petition or opinions for a survey
The term "solicitation" shall include persons engaged in the delivery of handbills or
circulars door-to-door for the solicitation of money, products, services or other items of
pecuniary value. An offer of membership in any organization is expressly excluded.

Sec. 8-226. - Permit required; health card required for sale of food item.
No merchant shall engage in, or attempt to engage in, any home solicitation transaction
unless that merchant has in his immediate possession a valid solicitor's permit issued to
him under the provisions of this Code.

The City of Plano requires a permit for commercial solicitation. Charities, non-profit
organizations, and political solicitation do not require a permit but must obey the
ordinance including avoiding locations with a posted "No Soliciting" sign.

NONREFUNDABLE FEE: $200.00 per company
Each applicant must appear in person and provide proof of identification through
submission of a valid driver’s license or other valid, official photo identification deemed
acceptable by the Princeton Police Department (PPD). After review of the application
and a criminal history investigation, the City of Princeton shall approve the application
and issue the permit unless
(1) the application fails to comply with a provisions of Princeton Solicitation Ordinance;
(2) a previous permit issued under this Ordinance was revoked within the past 12
(3) the PPD determines the applicant has been convicted of a felony;
(4) the PPD determines that the applicant has furnished false information or
(5) the applicant has a warrant out for their arrest;
(6) or a court of law has issued an emergency protective order against the applicant.

Prosper requires a Solicitor's Permit issued by the Police Department for door-to-door
soliciting. Please feel free to ask the solicitor to show you their permit if you feel they are
soliciting illegally as every person that goes door to door should have one on them

Are solicitor permits issued to the company or individual?
Permits are issued to the individual therefore if you have multiple people soliciting for
the same company each person has to have their own permit.
Does a solicitor have to carry their permit at all times?
Yes. It shall be unlawful for any person to engage in a solicitation without carrying the
permit on his or her person or without visibly displaying the permit provided by the city.

The City Secretary's Office processes and issues Solicitor's Permits. Any person
desiring to conduct solicitation activities within the City of Richland Hills shall complete a
written application and submit to the City Secretary. The permit shall be valid for one (1)
year following the date of its issuance. A person commits an offense if the person
engages in solicitation activities in the City without a valid permit. Please see City
Ordinance 1245-13 regarding Solicitors for more detailed information and exemptions.

Sec. 12-64. - Hours of operation.
No peddling or solicitation may occur except between the hours of 8:00 a.m. and 6:00
p.m. local time in Rockwall, Texas
Sec. 12-54. - License required.
It shall be unlawful for any peddler, solicitor or transient merchant to engage in the
business of selling, displaying, or offering for sale any food, beverage, goods, services
or merchandise at any public area within the city without first obtaining a license from
the chief of police or his duly authorized representative.

Sec. 4.05.082 Application for permit
(a) Any person desiring to make home solicitation transactions or distribute handbills
within the city shall file a written application for a permit to do so with the city secretary
or city secretary's designee, which application shall show:

It shall be unlawful for any person eighteen (18) years of age or older to engage in
peddling or solicitation activities within the City of Sanger without first obtaining a permit
issued by the city secretary; provided however, that the following are exempted from the
provisions of this section:
No person, while conducting the activities of a solicitor or peddler, whether licensed or
unlicensed, shall enter upon any private property, knock on doors or otherwise disturb
persons in their residences between the hours of 8:00 p.m. and 8:00 a.m.

A Solicitor's Permit is required for peddlers, canvassers, and solicitors--including door to
door sales and mobile vendors per City Ordinance 850. Door to door hangers with no
contact, require no permit.

Due the storm that came through the area, we wanted to remind you that if solicitors
come knocking, they must have a solicitors permit on them. A picture with their name
and dates issued must be visible.

Permit is good for 45 days from the issue date.
Peddler must have permit on them at all times and be able to present it when requested.
No hard sales will be tolerated.
If you are asked to leave you must leave.
No elderly abuse.
No peddler may operate within the city between the hours of 6 p.m. and 9 a.m. Monday
through Saturday or anytime on Sunday, Thanksgiving Day, Christmas Day, or New
Year's Day.
Violations of any of the above may result in a revoked permit.

A solicitor’s permit is required.

4. A permit request under this Article shall be issued for the length of time requested, not
to exceed six (6) months.
5. Each person soliciting and/or distributing handbills shall carry with him/her and
produce upon request a valid driver's license or other valid/official photo id, the permit
issued by the City of Wylie and a copy of the valid state sales tax certificate, if
