REGULATION OF THE MINISTER OF TRANSPORTATION

NUMBER: PM. 30 OF 2011


CONCERNING
PROCEDURES FOR TESTING AND GRANTING OF
RAILWAY INFRASTRUCTURE CERTIFICATES

BY THE GRACE OF GOD ALMIGHTY

MINISTER OF TRANSPORTATION,

Considering :
a. that Government Regulation Number 56 of 2009 concerning the Implementation of
Railways has regulated the Procedures for Testing and Granting of Railway
Infrastructure Certificates;
b. that based on the considerations as referred to in letter a, it is necessary to stipulate
a Minister of Transportation Regulation concerning Procedures for Testing and
Granting of Railway Infrastructure Certificates;

In view of :
1. Law Number 23 of 2007 concerning Railways (State Gazette of the Republic of
Indonesia of 2007 Number 65, Supplement to the State Gazette of the Republic of
Indonesia Number 4722);
2. Government Regulation Number 56 of 2009 concerning the Implementation of
Railways (State Gazette of the Republic of Indonesia of 2009 Number 129,
Supplement to the State Gazette of the Republic of Indonesia Number 5048);
3. Presidential Regulation Number 47 of 2009 concerning Formation and Organization
of State Ministries;
4. Presidential Regulation Number 24 of 2010 concerning Position, Task and Function
of State Ministries as well as Organizational Structure, Tasks and Functions of
Echelon I of State Ministries as lastly amended by Presidential Regulation Number
67 of 2010;
5. Regulation of the Minister of Transportation Number KM. 60 of 2010 concerning the
Organization and Administration of the Ministry of Transportation;

DECIDES:

Establish: REGULATION OF THE MINISTER OF COMMUNICATION CONCERNING


PROCEDURES TESTING AND GRANTING OF RAILWAY
INFRASTRUCTURE CERTIFICATES.

CHAPTER I
GENERAL PROVISIONS
Article 1

In this Government Regulation what is meant by:


1. Railways are a unitary system consisting of infrastructure, facilities and human
resources, as well as norms, criteria, requirements and procedures for the operation
of rail transportation.
2. A train is a railway facility with motion, both running alone and coupled with other
railway facilities, which will or is moving on railways associated with rail travel.
3. Railway infrastructure is a railway line, a train station, and a railroad operating facility
so that trains can be operated.
4. The railroad infrastructure provider is the party that organizes the railroad
infrastructure.
5. The railway line is a line consisting of a series of railroad tracks which includes the
benefit space of the railroad line, the space belonging to the railway line, and the
railroad supervision room, including the upper and lower sections that are reserved
for railroad traffic.
6. Railways are a construction unit made of steel, concrete, or other construction
located on the surface, below, and above the ground or depending on the device
which directs the course of the train.
7. The train station is a place of departure and train stops.
8. Train operating facilities are all facilities needed for the train to be operated.
9. The technical requirements of railroad infrastructure are technical provisions that
become the technical specifications of a railroad infrastructure.
10. Railroad infrastructure testing is an activity carried out to determine the suitability
between the technical requirements and the conditions and functions of the railroad
infrastructure.
11. Certification of railway infrastructure testing is the process of inspection, testing to
determine the feasibility of operating a railroad infrastructure.
12. The first test certificate is proof of stipulation of the feasibility of the operation of the
railroad infrastructure.
13. Periodic test certificates are proofs of the feasibility of infrastructure operations after
having the first test certificate.
14. Railroad infrastructure testing personnel are personnel who meet skill qualifications
and are authorized to carry out railway infrastructure testing.
15. The Minister is the Minister whose duties and responsibilities are in the field of
railways.
16. The Director General is the Director General of his duties and responsibilities in the
railway sector.

CHAPTER II
TYPES OF TESTING OF RAILWAY INFRASTRUCTURE

Article 2
Every railway infrastructure operated must fulfill technical feasibility and operations
that are proven by testing railroad infrastructure.
Article 3
The infrastructure as referred to in Article 2 consists of:
a. railway lines;
b. railway station; and
c. train operating facilities.

Article 4
The testing of railway infrastructure as referred to in Article 2 is carried out to
determine the suitability of the design, technical requirements, conditions, and
functions of the railroad infrastructure.

Article 5
1. The tests referred to in Article 4 include:
a. first test; and
b. periodical test
2. First test as referred to in paragraph (1) letter a, must be carried out for new railroad
infrastructure and railway infrastructure which undergo changes in technical
specifications.
3. The first test as referred to in paragraph (2) consists of:
a. design test; and
b. function test
4. Periodic Test as referred to in paragraph (1) letter b must be carried out for each
infrastructure that has been operated by carrying out a test of the railway
infrastructure function.

Article 6
1. The design test as referred to in Article 5 paragraph (3) letter a is a conformity test
between the design and the physical infrastructure of the railway.
2. The design test as referred to in paragraph (1) is carried out for each type of railway
infrastructure.
3. The design tests do not need to be carried out on the type of structure and / or
structural components that are built in other places using the same type of structure
type and / or structural components that have received the first test certificate.

Article 7
1. The railway infrastructure function test as referred to in Article 5 paragraph (3) letter
b, is carried out to ensure that the railway infrastructure can function in accordance
with the design and technical requirements.
2. The railway infrastructure function test as referred to in paragraph (1) includes the
function test:
a. railroad;
b. bridges and tunnels;
c. station;
d. signaling equipment;
e. telecommunications equipment; and
f. electrical installations.
Article 8
1. The railroad function tests as referred to in Article 7 paragraph (2) letter a at least
includes the test:
a. free space;
b. speed;
c. axle load; and
d. drainage.
2. The bridge and tunnel function tests as referred to in Article 7 paragraph (2) letter b
include at least the test:
a. free space; and
b. axle load.
3. The station function tests as referred to in Article 7 paragraph (2) letter c at least
includes the test:
a. free space;
b. building capacity;
c. platform capacity;
d. speed; and
e. axle load
4. The signaling equipment function tests as referred to in Article 7 paragraph (2) letter
d at least includes the test:
a. negative check;
b. indication of service;
c. accuracy;
d. visible distance;
e. grounding system;
f. data logger; and
g. free space.
5. The telecommunications equipment function tests of as referred to in Article 7
paragraph (2) letter e at least includes the test:
a. selective call;
b. clarity of information / voice received;
c. voice recorder;
d. grounding system; and
e. telecommunications transmission media systems.
6. The function test of the electrical installation as referred to in Article 7 paragraph (2)
letter f includes at least the test:
a. voltage system stability;
b. the system can be interconnected;
c. height and wire deviation trolly;
d. trolly wire wear;
e. detention grounding system;
f. power supply control system / Supervisory Control and Data Acquisation
(SCADA);
g. insulation;
h. Linking Breaking Device (LBD) / Intertriping; and
i. free space.
CHAPTER III
PROCEDURES FOR TESTING OF
RAILWAY INFRASTRUCTURE

Part One
Design Test

Article 9
The design test as referred to in Article 6 must have documents:
a. details of railroad infrastructure design that has been approved by the
Technical Directorate;
b. technical specifications of railway infrastructure that have been approved by
the Technical Directorate;
c. working drawings (shop drawings) that have been approved by the Technical
Directorate; and
d. the result of the drawing (as built drawing).

Article 10
1. The design test is carried out by examining the compatibility between documents as
referred to in Article 9 letter a, letter b and letter c with letter d.
2. In the event that it is needed, then the examination of documents as referred to in
paragraph (1) can be continued with an examination of the physical results of the
railway infrastructure.

Part Two
Function Test

Article 11
1. A free space test is conducted to determine the liberation of the railway line from
obstacles or disturbances that can disrupt the safety of train travel by using a
distance measuring instrument.
2. Free space test as referred to in paragraph (1) is carried out by measuring from the
railroad to the boundaries of free space.

Article 12
1. Speed ​tests and axle load tests are carried out to determine the ability of railways,
bridges, tunnels, and stations that are passed by railroad facilities using a measuring
instrument.
2. Speed ​test and axle load test as referred to in paragraph (1) are carried out by
measuring at least include:
a. lines;
b. arch;
c. slope;
d. rail;
e. welded joints;
f. gap and connecting plate;
g. shaved rail;
h. Railway switch;
i. bearings and fasteners;
j. reply and sub reply; and
k. body of the road.

Article 13
1. Railroad drainage tests are carried out to determine the ability of drainage to drain
water so that it does not interfere with the construction of the railroad by using a high
difference measuring instrument.
2. The drainage test as referred to in paragraph (1) is carried out by measuring the level
of slope of drainage and the water flow distribution system.

Article 14
1. Test capacity of the station building is carried out to determine the suitability of space
with the designation and function of the station by using a distance measuring
instrument.
2. Building capacity test as referred to in paragraph (1) is carried out by measuring the
area of ​the room with utilization.

Article 15
1. Test capacity of station platforms is carried out to determine the availability of
platform area in serving station service users by using distance measuring
instrument.
2. Platform capacity test as referred to in paragraph (1) is carried out by measuring the
area of ​the platform according to the standard.

Article 16
1. Signals for negative check tests are conducted to determine the maximum
functioning of signaling equipment.
2. The negative check test as referred to in paragraph (1) is carried out on the function
of the signaling system in the interlocking table on signaling equipment.

Article 17
1. An indication test of signaling equipment services is carried out to determine the
functioning of all indicators in the service panel.
2. The service indications test as referred to in paragraph (1) is carried out by
functioning and deactivating all indicator functions in the service panel can operate
according to their respective functions and in accordance with conditions in the field,
through:
a. indications of the train route being formed;
b. indication of track circuits, signal displays, railway switch and blocks;
c. indication of emergency services; and
d. indication of the power supply condition.
Article 18
1. Accuracy testing of signaling equipment is carried out to ensure that the process of
forming a train route is carried out appropriately in accordance with the route table or
interlocking table as a requirement for the safety of a formed route.
2. Accuracy test as referred to in paragraph (1) is carried out automatically by electrical
interlocking and / or manually including:
a. inspection of railway route formation;
b. examination of the establishment of emergency routes; and
c. inspection of routes for yard.

Article 19
1. The visible distance test of signaling equipment is carried out to ensure that the
signal display is able to show safe or unsafe indications clearly in all weather both
sunny and nighttime and must be seen by train drivers who come close to the signal
from visible distance that has been set.
2. Visible distance test as referred to in paragraph (1) is done visually.

Article 20
1. The grounding system detention test is carried out to ensure that the grounding
resistance of the electrical installation is in accordance with the technical
specifications specified by using a test device to measure the earthing tester.
2. The resistance test of the grounding system as referred to in paragraph (1) is carried
out by measuring ground resistance.

Article 21
1. Data logger signaling equipment test is carried out to ensure that data logger
equipment can record train travel service activities.
2. The data logger test as referred to in paragraph (1) is done by looking, including the
results of printed activities and visual checking.

Article 22
1. Tests for selective calls for telecommunications equipment are conducted to
determine the suitability of the intended call objectives.
2. The selective call test as referred to in paragraph (1) is carried out by means of
simulation using the equipment call button and must be in accordance with the
intended call destination.

Article 23
1. Test of clarity of information / sound received by telecommunications equipment is
carried out to determine the clarity of information / voice received.
2. Test of clarity of information / sound received as referred to in paragraph (1) is
carried out by measuring the sound received by using a decibel meter measuring
information / sound received that must be in accordance with the specified technical
specifications.
Article 24
1. Telecommunications equipment voice recorder tests are conducted to ensure that the
voice recorder complies with the technical specifications specified by playing back
the results of the voice recorder.
2. The voice recorder test as referred to in paragraph (1) is done by playing back the
results of the voice recorder.

Article 25
1. Tests for telecommunication equipment transmission media systems are carried out
to determine the quality of data on the sending side and data received on the
receiving side using equipment at least a bit error test.
2. Test of telecommunication equipment transmission media system as referred to in
paragraph (1) is carried out by comparing the quality of data on the sending side sent
through the transmission media with the data received on the receiving side.

Article 26
1. The stability test of the voltage system of an electrical installation is carried out to
ensure that the voltage produced must be stable according to the technical
specifications specified using a volt meter device.
2. Voltage system stability test as referred to in paragraph (1) is carried out by
measuring the voltage using a volt meter device.

Article 27
1. Test systems can be interconnected with electrical installations to ensure that the
system can be interconnected.
2. Test of interconnected systems as referred to in paragraph (1) is carried out in a
simulation by disconnecting one of the power supplies in accordance with the
specified technical specifications.

Article 28
1. The elevation test and wire trolly deviation of the electrical installation is carried out to
ensure that the height and deviation of the wire trolly are in accordance with the
specified technical specifications.
2. The test of the height and deviation of wire trolly as referred to in paragraph (1) is
carried out by measuring and using height and deviation measuring devices.

Article 29
1. Wire trolly wear tests for electrical installations are carried out to ensure that the wire
diameter of the trolly complies with the technical specifications specified using the
trolly thickness gauge.
2. Trolly wire wear test as referred to in paragraph (1) is carried out by measuring the
thickness of the trolly.
Article 30
1. The electrical installation control (Supervisory Control And Data Acquisition / SCADA)
test is carried out to ensure that the control of the power supply / SCADA is in
accordance with the specified technical specifications.
2. The test of the power supply control system (Supervisory Control And Data
Acquisation / SCADA) as referred to in paragraph (1) is carried out by means of a
simulation.

Article 31
1. Electrical insulation isolation tests are carried out to ensure that electrical installation
isolation is installed according to the technical specifications specified using megger.
2. The isolation test as referred to in paragraph (1) is carried out by measuring the
isolation of the electrical installation.

Article 32
1. The electrical installation Linking Breaking Device (LBO) test is conducted to ensure
that if one of the power supplies (substation) trips, the associated power supply will
trip automatically.
2. The Linking Breaking Device (LBO) test as referred to in paragraph (1) is carried out
by simulation.

Article 33
The railway infrastructure function test form as referred to in Article 7 paragraph (2) is in
accordance with attachment 1 which is inseparable from this Regulation.

Article 34
Provisions regarding the implementation guidelines for railway infrastructure testing are
further stipulated in the Director General of Railways regulations.

CHAPTER IV
IMPLEMENTATION OF TESTING AND GRANTING OF
RAILWAY INFRASTRUCTURE CERTIFICATION

Article 35
1. Testing of railway infrastructure as referred to in Article 4 is carried out by:
a. directorate General of Railways; or
b. legal entities or institutions that have accreditation from the Minister.
2. Further provisions regarding accreditation of legal entities or railway infrastructure
testing institutions are regulated separately by Ministerial Regulation.

Article 36
1. Applications for testing railroad infrastructure as referred to in Article 35 shall be
submitted by the operator of railway infrastructure to the Director General by
attaching:
a. detail of railroad infrastructure design that has been approved by the
Technical Directorate;
b. technical specifications of railway infrastructure that have been approved by
the Technical Directorate;
c. working drawings (shop drawings) that have been approved by the Technical
Directorate;
d. drawing results of implementation;
e. maintenance data;
f. inspection data;
g. photocopy of proof of ownership or mastery (for new applications); or
h. photocopy of certificate (for extension applicants);
i. certificate of loss from the Police (for replacement lost); or
j. damaged certificate (for replacement that is damaged).
2. After the application has been received in full as referred to in paragraph (1), a
maximum of 30 (thirty) working days will be tested.

Article 37
1. Railroad infrastructure that has been tested as referred to in Article 36 and declared
to have passed the test, no later than 14 (fourteen) working days shall be given a test
certificate.
2. The railway infrastructure test certificate as referred to in paragraph (1) consists of:
a. First Test Certificate; and
b. Periodic Test Certificates.

Article 38
1. First Test Certificate as referred to in Article 37 paragraph (2) letter a applies as long
as the railway infrastructure is operated, unless it experiences changes in technical
specifications.
2. Periodic Test Certificate as referred to in Article 37 paragraph (2) letter b is valid for 4
(four) years.

Article 39
1. The railway infrastructure test certificate as referred to in Article 38 is issued by:
a. Directorate General of Railways; or
b. legal entities or institutions that have accreditation from the Minister.
2. The railway infrastructure test certificate provided by a legal entity or institution as
referred to in paragraph (1) letter b must be verified by the Minister.
3. Further provisions regarding accreditation of legal entities or certifying institutions for
railway infrastructure are regulated separately by Ministerial Regulation.

Article 40
The First and Periodic Test Certificates as referred to in Article 38 shall at least
contain:
a. the legal basis underlying the issuance of certificates;
b. infrastructure data consisting of type of infrastructure, location / cross, year of
construction, name and address of owner of infrastructure (government / legal
entity);
c. name of agency conducting testing;
d. test result;
e. date of issuance of a test certificate;
f. validity period of the testing certificate;
g. official authorized to sign a test certificate; and
h. provisions that bind test certificates

Article 41
Holders of railway infrastructure test certificates in operating infrastructure must:
a. operate railroad infrastructure in accordance with operating standards;
b. maintain railroad infrastructure in accordance with maintenance standards;
c. inspect railway infrastructure in accordance with inspection standards;
d. report if there are heavy / major repairs or modifications.

Article 42
1. The railway infrastructure test certificate can be revoked if the railway infrastructure
test certificate holder violates Article 41.
2. Revocation of the railway infrastructure test certificate as referred to in paragraph (1)
shall be carried out through written warnings in 3 (three) consecutive times within a
period of 7 (seven) working days.
3. If the warning as referred to in paragraph (2) is not heeded, it will continue with the
suspension of the railway infrastructure test certificate for a period of 30 (thirty)
working days.
4. If during the freezing as referred to in paragraph (3) there is no improvement effort,
the railway infrastructure test certificate is revoked.

Article 43
The railway infrastructure test certificate is revoked and declared invalid if:
a. severely damaged due to extraordinary extraordinary events;
b. experiencing changes in technical specifications.

Article 44
Warning, suspension or revocation as referred to in Article 42 and Article 43 shall be carried
out by the Director General.

Article 45
The form, format, content and color of the railway infrastructure test certificate as referred to
in Article 38, as in the example in attachment 2, are inseparable from this Regulation.

CHAPTER V
TRANSITIONAL PROVISIONS

Article 46

Within a maximum period of 2 (two) years from the date this Regulation comes into force,
procedures for testing and issuing certificates of railway infrastructure must conform to the
provisions stipulated in this Regulation.
CHAPTER VI
CLOSING PROVISIONS

Article 47
The Director General oversees the implementation of this Regulation.

Article 48
This regulation shall come into force as from the date of stipulation.

For public cognizance, this Regulation is promulgated by placing it in the


State Gazette of the Republic of Indonesia.
