2. Introduction and General Issues

1. Introduction of Members All Experts
2. The panel agreed that we will test competitors by using All Experts
three individual test projects to be conducted within
three days for a total of 15 to 18 hrs.

From previous TCM, some Experts proposed to replace


Module 2 ASC with Module 3 WSC, however the panel
voted for it to remain.

3. Three modules to be tested are: All Experts


Module1: Mechanical Assembly and Detail Drawing for
Manufacture (5 hrs.)
Module2: Mechanical Fabrication (5 hrs.)
Module3: Reverse Engineering from Physical Model (5
hrs.)

4. The CAD software to be used is Single Host country


license/standalone license of Autodesk Inventor
Professional 2018.
5. Test project will be based on Technical Description of All Experts
the WSC 2017 Abu Dhabi with modifications.
6. Unit of measurement is in metric. All Experts
7. Test projects must be developed within the scope of All Experts
test projects specifications and Technical Description
agreed by All Experts during 1st TCM in 2018.
8. Only experts are allowed to be involved in the test All Experts
projects amendment, marking scheme finalization,
marking and invigilation.
9. The test project question and marking scheme shall be All Experts
prepared in both first angle and third angle projection.
10. For the competitor answer, projection view can be All Experts
either first angle or third angle projection.
11. The test project question briefing will be given to the All Experts
competitors by the groups of country experts on each
day of competition without referring to the drawings or
taking any notes.
12. The test project drawings should only be given to the All Experts
competitors after the briefing.
13. Competitors should raise the question when they have Competitor
problem during the competition using their flash card.
14. During the competition, each competitor is allowed no All Experts
more than 1 checking print of each drawing. The final
printing will take place at the end of each competition
day.
15. a. Test Project Making/Distribution proposed All Experts
i. To follow Hanoi model with open discussion for
every expert – 2 countries work together to
prepare 1 module and discuss during 2nd TCM.

ii. To follow Hanoi model (3 modules with


modification), without open discussion to other
groups – 2 countries work together to prepare 1
module.

iii. To follow modification model (3 modules with 6


sub modules). Every expert needs to provide all
modules.

b. Panel agreed to adopt option (ii), (Hanoi model


without open discussion).
16. Panel agreed for translation of test project to be hand All Experts
written a day before each module tested and pass to
Chief Expert for safekeeping.
A copy of all translated, only text (without sketch and
drawing), test projects shall be given to All Experts at
the end of the competition.
17. Technical Drawing and Dimensioning Competitor
 Panel agreed for standard use in conventional
drawings, and GD&T to follow only latest ISO
standard.
 Panel agreed for 2D drawing to be represented
either in simplified or detail representation
according to ISO standard.
18. Competitors must bring their own tools not more than Competitor
as listed in Appendix 2. Host country will provide 2 sets
of measuring tools for the experts
Panel agreed that additional measuring tools required
for Module 3 e.g. screws, pins to be supplied by module
developer.
19. The marking process will start immediately after every All Experts
competitions end every day.
20 Jury panel agreed that competitors’ monitors should All Experts
not face to the public.
21 Jury panel agreed to allowed, only maximum of 30% All Experts
changes of marking weight by group of experts and the
mark weight will be distributed to another marking
aspect as agreed upon.
3. Discussion/review of Technical Description

No Matters Action
1. Jury panel reviewed the Technical Description of ASC All Experts
2016 and made necessary amendments. The finalized
and agreed new Technical Description will be used for
ASC 2018 competition. The changes are as follow:
 Technical drawings and dimensioning. Thorough
understanding of the rules of technical drawing
and the latest ISO standard that govern those
rules.

 All 3 module test duration changed to equally 5


hours each.
o Data:
 Physical component (Casting or
Machining Part)
 File of part
o Work requested.
 The Competitor may Day produce
sketches on paper which will
serve as the basis for production
the 3D modelling of the
component.
 The physical component will be
given to the Competitors for 2
hours and then taken back.
o Result expected:
 3D models of component
 2D detail manufacturing
 Drawings of component
 Output format
o Files, component, etc. according to the
instructions for the test

 Who develops the Test Project / modules:


o The Test Project/modules are developed
by groups of all experts of participating
countries

 Posting of Test Project proposal in discussion


forum, http://www.wsasean2018.com
 Each Test Project question paper shall be posted
to The Forum by 31st of July 2018 to be
reviewed by other experts at least 95%
complete.

 If an assigned group fails to submit the proposed


question, all the competitors will be given full
marks on the corresponding test module.

 Test Project marking scheme


Additional sentence – ‘The Weightage of each marking
aspects shall be between 0.25 to 0.50’.

 Material, equipment and tools supplied by


Competitors in their toolbox

o Technical manuals or reference


books/handout
o “Space Mouse” will be permitted and is
approved by the Experts and to be
posted on the Discussion Forum.

2. Procedure on how to keep the test project safely All Experts

 NO camera, mobile phone, scanner is allowed in


the competition area.
 Only earplug is allowed in the competition area.

 The Workshop Managers (WM) from 2 countries


must collect all soft copies from the competitors’
station each day of the competition.

 The flash drive must be kept in a sealed


envelope without damage and duly signed by
the Chief Experts in the presence of 2 experts
from 2 countries.

 The thumb drive file size and date must be


written down on paper by Chief Expert.

 All printed drawing output must be kept in a


designated safekeeping place/storage.
4. Discussion of Test Project

1. Although the Test Project was not available at the 1st
TCM, Jury panel discussed and agreed on the following
test project Specifications:

Task/Module for Mechanical Assembly and Detail


Drawing for Manufacture
(5 hrs) – 34 marks

 The output drawing must be plotted in


maximum of A1 size paper.

 Softcopy of 3D components will be provided by


experts. However some of the components can
be given in hardcopy (drawing, skeleton and
illustration)

 The hardcopy drawings must be fully


dimensioned. (No task of measuring directly
from given hard copy).

 The number of components shall be between 20


to 25 components excluding content center
parts (bolts, nut, pins, washer and rivets). One
given sub assembly will be considered as one
given components (No need to list down the
child part in the part list). Maximum parts in the
given sub-assemblies are limited to maximum 10
components. The maximum numbers of sub-
assemblies are limited to 4.

 Exploded view should be completed with the


tweak line shown on the hardcopy. For the sub
assembly is considered as one part. Line type
can be any type.

 The number of parts in the detail drawing shall


be maximum of 4.

 AVI file has to be produced to show assembly


sequence or/and the working principle of
assembly product.
Task/Module for Mechanical Fabrication (5 hrs) – 33
marks

 The test project shall be developed based on


Technical Description requirements.

 The number of Sheet Metal shall be from 2 to 3


parts.

 The number of member of frame shall be no


more than 25 parts.

 The maximum component to be Sub-Assembled


is 25.

 The number of Sub-Assembly to be assembled


shall be no more than 3. The hardcopy drawings
of the sub-assembly and completed Assembly to
be assembled shall be given to the competitor.

 The overall components including sub-assembly


(No need to list down the child part in the part
list) shall be from 6 to 10 to complete the full
assembly.

 AVI file has to be produced to show assembly


sequence or/and the working
principles/processes of assembly product.

Task/Module for Reverse Engineering from Physical


Model (5 hrs)– 33 marks
 The part must be machining or casting parts.
 The proposed model has from 50 to 80 features
and the number of ignoring features is 10%.
 The size of model shall not exceed 150mm in
overall dimensions.
 The output drawing must be plotted in
maximum of A1 size paper.
 The number of the machining surface processing
shall be from 2 to 3.
 The actual part prepared for competitors shall
be from 14 to 16.
2. Jury panel agreed that The Test Project / modules All Experts
would be developed by groups of experts. The number
of the groups depended on the number of
modules/tasks to be competed. Specifically,
group 1 (Malaysia and Singapore for Module 1),

group 2 (Philippines and Indonesia for Module 2),

group 3 (Thailand and Vietnam for Module 3).

Jury panel also agree day 1 for module 2, day 2 for


module 1, day 3 for module 3.

3. Jury panel agreed that the test projects should be


posted in discussion forum,

(without drawing and part list) shall be posted before
31st July 2018 to be reviewed by other experts
4. Disputes resolution during competition days

a. Dead Lock Handling during the competition,


After all countries opinions, 15 minutes still deadlock
then vote.
b. About the Name of Components/Parts/system
of the modules (Generic name that represent the
function of machines or components)
c. Amendment of posted TP is still allowed before
31 Jul. 2018. However only minor amendment can still
be made during 2ND TCM.

5. Discussion of Assessment and Marking Scheme

No Matters Action
1. Taking photo – only allowed in the afternoon session
one hour before the end of the competition with
permission from the Chief Expert. Photo session as per
point 1 above.

To prepare signage:
i. Silence Host county
ii. Do not disturb
iii. Do not go beyond this point
2. No mobile phone allowed during the competition. Experts and
Competitors
3. Jury panel agreed the assessment and marking scheme All Experts
would be finalized at the 2ND TCM in August 2018
based on the initial marking scheme developed.
4. Jury panel will finalize the marking scheme during the All Experts
competition day of each respective test project.
5. Jury panel agree to modify marking scheme if any limit All Experts
to 30%
6. Jury Panel agree to keep 3% of judgement and 97% of All Experts
measurement

6. Discussion of Health and Safety

1. Jury panel was satisfied with the health and safety rules All Experts
and regulation set by the host country.

7. Discussion of Infrastructure List


No Matters Action
1. Jury panel propose infrastructure list to adopt the All Experts
layout used in ASC 2016 with amendments.
However jury panel request the trade to be moved to
another location (to avoid noise from Welding
Technology and Electrical Installation workshops)
2. Jury panel agreed with workshop Installations and All Experts
proposed layout.
3. Jury panel agreed the Materials / Consumables as All Experts
proposed in IL. The list of materials and equipment will
be given on separate pages (see infrastructure list).

8. Materials and Equipment

1. Jury panel discussed and agreed on the list of materials All Experts
and equipment required for the competition. The list of
materials and equipment will be given on separate
pages (see infrastructure list).
3. Due to the increase numbers of competitor, the panel Host Country
agreed to prepare spare/backup CPU (minimum at 4),
without changing the existing layout.
9. Competition Management and Communication
9.1. Competition time table

decided at 2ND TCM meeting in August 2018. (Time
