I. Abstract

This study was conducted to determine whether the municipality of Malolos, along with some of

its Barangays is complying with the requirements of Republic Act 9003, otherwise known as the

Ecological Solid Waste Management Act (ESWMA) of 2000. In line with this, the proponents of this

study conducted interviews in some Barangays in Malolos, and in the City General Services Office

(CGSO) of the city government which is responsible in the city’s waste management. The aspects

considered were awareness of the authority on R.A. 9003, implementation of proper waste segregation,

programs regarding waste management, and proper waste disposal. This study will provide sufficient

information on how the local government handles waste management.

II. Introduction

From a nationwide basis, solid waste management has not been among the top priorities in most

local government units. Generally, people think that as long as garbage is collected from their households,

their garbage problem has been solved, not even thinking about what is happening to their waste. For most

local chief executives, solid waste management is about the collection of garbage. Solid waste is often

improperly disposed, which is limited to collecting and dumping, causing different infectious diseases.

The environment, especially the groundwater, to the leaching of toxic chemicals coming from the

decomposing garbage, and many other such detrimental effects that may occur from exposed dumpsites.

Mostly, those living in the dumpsites that picks waste forliving, most of their families with little children

come to pick waste from the dumps without any means of protective accessories, exposing them to all

kinds of disease-causing agents. These waste pickers would sometimes burn the garbage after all that has

been gleaned, thus actively polluting the environment and again, may cause diseases to the public.
Waste management has always been a serious environmental problem in the Philippines. It had

adverse effects to the health of the community and to the environment. The R.A. 9003 declares the policy

of the state in providing an ecological solid waste management program, creating the necessary

institutional mechanisms and incentives, declaring certain acts prohibited and providing penalties,

appropriating funds, and for other purposes.

Background of the Study

Waste management refers to the collection, transportation, processing and disposal of waste

materials that are collected from the municipal. These waste materials can be solid, liquid and can

even be radioactive substances. The management of these human-generated wastes should always be

done professionally so that the waste materials won’t have any adverse effects on the public health

and also to the environment. There are existing and now improving waste management methods that

include the processing and recycling of the waste materials that are very efficient to the environment

and to the public. Even though there are waste management systems or concepts that other municipal

does, there will always be the universally accepted process or concept which is the 3R’s (reduce, reuse,

and recycle). This consolidates the matter that are directed in every municipal or province in the

Philippines. Therefore, solid waste management programs are designed to improve the management

of solid wastes to the purpose of protecting that health of the public and the environment.

III. Purpose of the Study

The purpose of this study is to study the waste management system that is implemented in Malolos.

Specifically speaking, the purpose of the research is to conduct a study on the waste materials that are

collected, transported, processed and disposed of. This will also raise awareness about the R.A. 9003

because most people don’t know about it. Some people knowsonly about their waste materials are being
collected, and it’s over. Lastly, the study also aims to ensure proper segregation, collection, transportation,

treatment and disposal of solid waste through the formulation and adoption of best environmental practices

thus ensuring the protection of public health and the environment.

IV. Scope and Delimitation

This study aims to know the overall status of the waste management in the municipality of Malolos,

particularly in Brgy. Bulihan, Brgy. San Agustin, Brgy. Sumapang Matanda, Brgy. Atlag and Brgy.

Bagna. It will cover the by-laws, processes, and the practices that the city does for their waste. It will also

focus on the development and implementation of the waste management system that is implemented in

the city/municipal including the penalties that will be imposed to the people who wouldn’t obey.

V. Gathering of Data

Facts and certain information needed for this project are obtained with the used of the internet

websites, encyclopedias and the conducted interviews with the people concern to help the team for the

knowledge of this study.

These are the questions that were answered from the interview conducted:

1. How often do you collects the waste/garbage? What are these days?

2. How do you manage the collected waste/garbage?

3. Where does the collected waste in your area goes?

4. Are you implementing the R.A. 9003? How?

5. Do you have any programs in proper recycling of waste?

6. What are the actions for the people in your barangay to know the R.A. 9003?

7. Is there a suitable clothing and equipment to be used by the waste collectors?

8. What are the punishments and penalties for those who violated the R.A. 9003?
VI. Analysis

A. Time Frame

According to CGSO the garbage collectors have a 3 shift: from 4am to 12 noon, 12 noon to 7pm,

and 7pm to 3am that rounds daily in different areas. In Bagna, Atlag and Sumapang Matanda, it is

every Monday, Wednesday and Fridays. While in San Agustin is every Monday to Saturday and in

Bulihan is 7 days a week since its population is higher than the other areas.

B. Waste Management

Waste from Malolos is being segregated from biodegradable and non-biodegradable and

recyclable materials are being separated and reused. There is strictly a “No Segregation, No

Collection” policy and no burning of solid waste implemented. However other people are not

complying and as a result, it consumes a lot of time collecting the garbage. In Bulihan, there is a

separated segregation area because of limited sacks accepted in City Material Recovery Facility

(CMRF). The collected wastes are being directed to the CMRF located at Brgy. Matimbo here in

Malolos then transfers to Wakuman Sanitary Landfill in Norzagaray.

C. Implementation of Ecological Solid Waste Management Act

Community Environment and Natural Resources Office (CENRO) are the officials supervising the

seminars, trainings and discussion of ESWMA in every barangay. Barangays and CENRO are

cooperated with each other to disseminate information and giving away reading materials containing

on how to manage solid waste.

D. Appropriate Clothing and Equipment


CGSO of Malolos provided all the needed clothing and equipment in every staff that collects waste.

Uniform, masks, shoes, boots, raincoat, gloves and even a hat are given to the collectors.

E. Fines and Penalties

In accordance with Section 49. Fines and Penalties, any person who violates the rules and

regulations of R.A. 9003 has punishments upon conviction. The sanctions are a fine 300-1,000,000

pesos, render a community service for not less than 1-15 days to an LGU where such prohibited acts

are committed, imprisonment of not less than 1 day up to 6 years, and a fine plus an amount 5-10% of

annual income during the previous year. It depends on the number of violation in Section 48.

Prohibited Acts.

Barangay officials aside from City officials has also jurisdiction over this matter. The usual cases

happen in barangays are improper disposal of wastes. In Bagna, Atlag and Sumapang Matanda their

first offense is a fine of 500 pesos and a second offense of 1000 pesos. While in Bulihan and San

Agustin are 1000 pesos for first offense and 2000 pesos for second offense. In Bulihan, if the person

cannot pay the fine they will impound the vehicle of the violator. In fact, there is a recent case that

they impounded a tricycle because of improper disposing of garbage.

VII. Discussion

A. Summary

The Municipality and Barangay help each other to implement the Republic Act No. 9003 to its

community. The Municipality is taking the bigger responsibility to make sure that the said Act are

really implemented and followed in their own area. As to obey this, the officials of CENRO conducted

seminars, trainings in proper segregation and discussion of the ESWMA in all barangays. There is a

different schedule in collecting waste in each barangay, some are collected thrice a week and some are
daily. Collectors are properly uniformed and has equipment to avoid dangerous materials and toxic

chemicals. Wastes are properly segregated before they bring it to CMRF and Wakuman Sanitary

Landfill. The recyclable materials are being saved and separated as residuals. The one that can be

decompose are buried on the ground and the one which can be recycled are brought to Sanitary Landfill

Wakuman, Norzagaray. The LGU-Malolos are responsible to private hauler that will bring the garbage

to Sanitary Landfill. The officials of the city government and barangays are the one responsible to

those who disobey the said Act.

Based on our interview in barangays, the officials said that they are aware of the ESWMA and

they implement and follow the rules and regulation. Although,not all stated in the R.A. 9003are

implemented and known by them.

B. Conclusion

In general, City of Malolos, Bulacan are complying with the requirements of RA 9003 or

Ecological Solid Waste Management Act. It implements and continuously aims for a clean

environment through proper implementation of Zero Waste Management. However, not all wastes are

collected in a barangay, with a high population, due to limited accommodation of wastes in City

Material Recovery Facility at Matimbo. Also, some areas are not reached by the government to collect

its waste.

To improve the waste management, the R.A. 9003 must be completely enforced to avoid future

complications and preserve our natural resources.
