REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL
(BADAC) AND THEIR ROLE IN DRUG CLEARING OPERATION WHEREAS, The Local Government Code of 1991, other National Laws and Memoranda mandates all government to revitalize the local special bodies, boards Council and other civic organization in their respective locality. WHERAS, the Department of the Interior and Local Government issued the Memorandum Circular No. 2015-63 on Revitalization of the Barangay Anti-drug abuse Council (BADAC)and their Role in Drug Clearing Operation. WHEREAS, drug related have been constantly present in our country in related in multiple crime. The barangay as the first line of defense should lead the fight against illegal drugs through the campaign ‘ Mamamayan, Sugpuin ang Illegal na Droga” (MASID) WHEREAS, this memorandum Circular is issued to emphasize to local authorities, specially barangay officials , their principal responsibilities in support of over all efforts to address peace in order ,particularly to curb illegal drugs and other substances. WHEREAS,the Sangguniang Barangay Sto. Domingo firmly believes in participatory governance to be able to effectively responds to the needs of community. NOW THEREFORE, I WELSON C. MORALDE, Punong Barangay of Sto. Domingo, Bombon, Camarines Sur by virtue of the power vested on me by the Local Government Code of 1991 and other existing laws do hereby direct the following: SECTION 1. Revitalized the Barangay Anti-drug Abuse Council (BADAC) in Barangay Sto. The function of Barangay Anti-drug Action Council are the following; Conduct regular meeting at least once a month and call for a special meetings whatever necessary Plan strategized, implement and evaluate program and projects on drug abuse prevention in the barangay organized the BADAC Auxiliary to compose an ideal number of 25 members per 2,000poulation of the barangay representing streets, purok, subdivision or sitios Equip Barangay Tanod and BADAC Auxiliary Team on their roles and functions in the campaign against street level illegal drugs trade through seminars or trainings. Coordinate and collaborate with other institutions implementing programs and project on drug abuse prevention at the barangay level; Continuously gather and update data on illegal drug related incidents and iys effect on the peace in order situation in the barangay including listing of suspected drug user and pusher Submit a monthly report to the City/Municipal Anti-Drug Abuse Council copy furnished the DILG City/Municipal Field Office : Refer expected drug users to the C/MDAC and other institution for corresponding counseling and/or rehabilitation; Conduct information. Education Campaign (IEC) on Illegal Drugs demand reduction; Monitor disposition and progress of drug related cases filed; and Performed other related functions. Section 3. Roles & Responsibilities
Prepare a confidential list of suspected users, pushers financiers and/or protector of illegal drug trade found in the LGU’s area or jurisdiction to be submitted to the City/Municipal Anti-drug abuse Council copy furnished the PNP Anti-Illegal Drugs Special Operations Task Force (AIDSOTF)and Establish rehabilitation referral Desk and process application for rehabilitation of drug dependents. Pre-Operations Identification of drugs affected house cluster, work places, streets purok and sitios where manufacture, delivery, sale or use of illegal drugs are being conducted and to report the same immediately to the PNP or Philippine Drug Enforcement Agency (PEDEA) Conduct administrative searchers of suspected drugs dens/laboratories. Conduct briefings, meetings prior to the launching of operations to ensure positive result and safety of the operating teams and the community During Operations Ensure safety of the community and regulatory of the operations. Any barangay elected official present during the operations to witness the inventory of seized drugs/paraphernalia. Extend such other necessary assistance to the PEDEA and PNP authorities in its operation against illegal drugs including but nor limited to the prevention on evidence and protection of witness and suspects against unlawful acts. Post Operation The elected barangay official present during the operations to execute an affidavitand actas witness in court hearing in the prosecution of drug cases. Submit reports during clearing operation conducted, if any, to the City/Municipal Anti-Dug Abuse Council copy furnished the DILG City/Municipal Field Office. For operation conducted/initiated by the PEDEA/PNP an elected barangay official should be involved immediately after the raid and be present to stand as witness during the conduct of inventory.

Roles and responsibilities
Coordinate and collaborate with other institutions in the barangay if any, (i. e. Barangay Intelligence Network (BIN) “T he eye in the Barangay “ Barangay Peacekeeping Action Team (BPAT), etc. in implementing program and projects on anti-illegal drug abuse. Conduct consultative meetings with organization in the barangay such as the Parents Teachers Association (PTCA) Youth Boys and Girls Scout, religious organizations, senior citizen, homeowner associations, neighborhood associations, purok and Tricycle Operators and Driver Association (TODA) and other organization existing in the community to get their commitment to assist in curbing the drug menace in the community: Strengthen the family by promoting values parental care and guidance that will prevent children from attempting to and/or use of prohibited drugs; Strengthen the linkage of the Barangay Officials with the community , higher LGU’s local police and PEDEA on anti-illegal drug campaign ; Conduct necessary seminar for the community on the dangers of illegal drugs with the PNP. Empower the community in reporting drug related cases through an award commendation system; and Identified and implement sustainable livelihood project as a reintegration program to former drug pusher and drug addicts. Section 4: Meeting- The Barangay Anti-drug Action Council shall meet every 1st Friday of the month at the barangay hall of Sto. Domingo, Bombon, Camarines Sur. Section 5: Effectivity- this executive order shall take effect immediately.
