General questionnaire for waste to energy projects

Answers to the following questions give us a better understanding of the project and its
drivers. You are helping us in the decision making process by answering as many
questions as possible.

1. General
1.1 Name of the project.

1.2 Location of the site, country.

2. Waste quality
1.3 Yearly waste quantity [t/a] for thermal treatment in the incineration plant?
(Municipal refuse, trade- and industrial waste similar to municipal refuse and other
not usable waste, which is admitted to incineration plants).

1.4 Composition and variation in composition of the waste?

1.5 Average and lower heating value [kJ/kg waste] of waste?

3. Waste management
1.6 Who is collecting the waste and who is paying for this service?

1.7 What’s the origin of the waste and who takes the responsibility for this waste?
Who is the owner of the waste and who will pay the costs to treat the waste?

1.8 What today’s method to deal with the waste? How high are today’s costs for
transportation and landfill?

1.9 What kind of waste management methods are under discussion? Do some of
them compete against EfW?

4. Waste legislation
1.10 Is a statutory tax to be paid for waste disposal? How high is this tax today? How
will the tax develop over the next years and why?

1.11 Are there any plans to impose a ban on landfill? When shall the ban be in force?

1.12 Any other waste management targets to be meet?

5. Financing of the project


1.13 Who will be the owner of the waste to energy facility? Is this a private or a
governmental organization?

1.14 How will the project be financed? How high is the equity ratio? Who is bringing in
the equity? Which financial institutes will give a loan?

1.15 In which time should the loan be paid back?

1.16 What’s the main income of the plant? (gate fee for waste treatment or selling of
energy) How high are feasible energy and waste treatment prices?

1.17 Do you have already a waste management contract in hand? For which amount of
the planned capacity? For how many years?

1.18 If you have to compete with the project for waste management contracts:
 Who would be your client?

 Who are the competitors?

 Do all the competitors offer a waste to energy facility or have you to compete
against other technologies or landfill?

6. Site
1.19 Is the incineration plant’s location defined? Has the site assignment already taken
place?

1.20 Do the permissions for the location, for the construction and for the operation of
the incineration plant exist? If not, what has to be done the get the permissions?

1.21 Do have to face an opposition against the project?

7. Operation of the plant
1.22 Who will operate the plant? A private company? Government?

1.23 Are you interested in a service contract for the operation of the plant?

1.24 Who is buying the produced electricity?

1.25 Is it possible to sell district heating or process steam?

1.26 Who will bear the total operation costs? (Consumptions, personal, residues,
maintenance)

8. Project execution
1.27 Does a project schedule exist?

1.28 When shall the plant start operation?


What would happen if the date would not be met?

1.29 How shall the project be structured? Would you like to sign one contract with an
EPC contractor, or do you procure the plant in different lots?

1.30 Which consulting company is working on the project, if any?

1.31 Are there any pre selected suppliers or contractors?
