The Director of Medical & Rural Health Services welcome all the participants of
the State Level Expert Committee Meeting on prevention of quackery & medical
malpractice with a special reference to “Home Deliveries”.
The following points were discussed in the meeting:

1) The Committee decided unanimously to follow three approaches ie. Educational


approach, Service approach and legal approach to curtail the home delivery
practices.

2) The Committee decided to give a complaint in Cyber Crime to remove all the
unscientific messages posted by unqualified and unauthorized persons in Local,
Social and other medias and they have to take steps to avoid publishing such
matters.

3) All JDHS are requested to convene the District Level Committee Meeting
immediately and take similar action to curtail home delivery practices.

4) The Committee decided to complaint through existing provisions of various Acts


as follows:

a) IPC
b) TNPH Act, 1939
c) I T Act
d) Drugs and Cosmetics Act
e) IMC Act

5) Unqualified and unauthorized persons doing medical malpractice should be


dealt with as per law.

6) Health Education regarding Hospital deliveries with reference to facilities and


amenities should be given to People by the ANM/Nursing students and all staff

7) Awareness about Hospital deliveries should be given by qualified Doctors in


medias. ICDS workers and women Self Help Groups may be involved in
such awareness programmes.

8) It is suggested that the State Level Expert Committee Meeting may be


convened in every Quarter.
