Job Title Logistics Officer

Responsible to Humanitarian Coordinator

Part 1 – Job description

1. Main purpose of the job


To provide a field team with the logistics capacity to implement and manage projects, providing specialist
technical oversight as required for the duration of the Cyclone Idai response in Tearfund Malawi.
Responsible for ensuring professional fleet management, Asset Management, Estate /compound
management, sometime support in procurement and warehouse management (when it becomes
necessary in Tearfund Mozambique).

2. Position in organisation
● Grade: 5
● Reports to the Humanitarian Coordinator
● Liaises closely with CCM Project Officer
● Works closely with Administrative and Finance Officer

6. Duties & Key Responsibilities

6.1. Logistics / Technical Support for Partners


● All as directed and delegated by the Senior Administrative and Finance Officer (with line
management by the Humanitarian Coordinator
6.2. Procurement
● Set up a functional procurement office for procuring services and supplies locally to support
project interventions, monitoring purchase request status and informing stakeholders, and setting
up an effective filing system.
● Liaise with project staff to identify procurement needs and define material specifications, fulfilling
all requests locally where possible in a timely and efficient manner.
● Ensure all staff in the procurement function understand and follow Tearfund’s standard
procedures.
6.3. Vehicle Fleet Management
● Define fleet requirements at the project level, and develop vehicle usage plans to inform Senior
Administrative and Finance Officer and Humanitarian Coordinator.
● Identify local transport sources, hiring suitable vehicles and drivers as required.
● Responsibility for daily use, security and servicing (outsourced as required), fuel and spares/tools
stores and usage for local project vehicle fleet.
● Ensure all those authorised to drive Tearfund vehicles (formal drivers and team members) meet
the standard and have up to date licences valid for the country of operation and are medically fit
to drive.
● Conduct or arrange additional training where necessary for local or expatriate staff to cope with
the local driving conditions and type of vehicles.
6.4. Estate Management
● Identify and commission adequate offices and accommodation and associated utilities to ensure
an effective and efficient working and home environment for staff.
6.5. External Relationships / Representation
● Attend relevant inter-agency coordination meetings as required to establish positive working
relationships with government, local communities, UN, NGOs, procurement agencies and
suppliers at the project level in support of an effective and efficient logistics support function.

6.6. Other duties


● Facilitate the setting up a functioning telecommunications and IT system including electrical
power supply and in ensuring that project staff are trained and proficient in correct equipment
usage and required communications protocols, conducting or arranging additional training as
required.
● Ensure all assets locally are uniquely referenced and able to be tracked on the fixed asset
register and local inventories.
