Rough Outline of Fair Housing Task Force Council Policy Resolution

Whereas statements….
• Adoption of the Fair Housing Task Force Report and Analysis of Impediments to Fair Housing Choice for FY 2020-
2024.
• Identifies the support of providing affordable housing options reflective of the broad and diverse array of
housing needs as a community priority, including persons and households suffering from homelessness, persons
with disabilities, and the elderly, single mothers with children, minority populations and low to moderate
income families.
• Council values promoting racial and economic integration in the development of affordable housing and
supports the revitalization of neighborhoods in need of further investment, as well as expanding affordable
housing opportunities in desirable neighborhoods near transit corridors, employment and other desirable
amenities.
• Supports a comprehensive affordable housing strategy that includes serving the entire continuum of affordable
housing needs including the importance of providing supportive housing for homeless populations, affordable
and high quality rental housing and increasing access to owner-occupied housing.
• Defines “affordable housing” in accordance with the federal definition of housing for which the occupant(s)
is/are paying no more than 30% of gross monthly income for gross housing costs including utilities.
• Values addressing specific categories of household income with programs to increase affordable housing
options.
• Values the role of energy efficiency, storm water enhancements, universal design features, durability, healthy in-
door air quality, and amenities, while ensuring the overall goal of producing more affordable units to meet the
growing needs of low income households as the primary goal of City resources for affordable housing.

Now Therefore Be it further resolved….

• City Council adopts the federal definition of affordable housing into its existing programs and policies. The
Community Development Director shall keep on file an annual level of income based upon HUD Area Median
Income as annually updated by HUD.
o Very low: 0-30% AMI
o Low: 30-50% AMI
o Low to moderate: 50-80% AMI
o Workforce housing: 80-120% AMI
• Create a Housing Trust Fund Account to be located within the Housing Programs Division of the Community
Development Department to be funded in accordance with affordable housing strategy outlined within each 5-
Year Consolidated Plan and citizen participation plan under the Community Development Commission, as funds
are available and while not removing funds from existing City priorities.
• Council directs staff to identify vacant City owned lots in areas of high propensity to transit and employment
centers.
• Council supports the Community Development Department to procure a firm to identify the development of
additional incentives to further foster the development of affordable housing in neighborhoods in close
proximity to transportation corridors and employment centers.
• Work with the Chamber of Commerce and central city neighborhoods to develop a neighborhood
redevelopment toolkit to support developers in engaging the neighborhood prior to development applications.
• Work with the County of Boone to:
o Identify short-term and long-term alignment of resources to support efforts to address homelessness.
o Examine tax assessments valuations of CLT properties to ensure residents are taxed a rate based upon
resale restricted prices.
o Identify additional opportunities to minimize the impact of rising property values in historically lower
income neighborhoods being impacted by redevelopment.
