ACKNOWLEDGMENT
With the objective to provide a summary of overall
performance of the province under PIPIP, the Program
Management Unit, PIPIP has been preparing the Annual
Report at the end of each financial year as one of its
monitoring functions. This report contains district wise
detail of the executed civil works under Punjab Irrigated
Agriculture Productivity Improvement Project (PIPIP),
during the year 2016-17 in Punjab. It is expected that this report will be a source of
authentic information for all those who are directly or indirectly related to this
project.
Collection of information and analysis of data for a program spread over the
entire province, does involve dedicated efforts on the part of PMU team. In the
preparation of this edition I have been fortunate in being able to count on the
support of all the colleagues of the PMU. Their team spirit, enriched with
commitment and devotion has made this report a presentable document. I am
especially appreciative of Mr. Riaz Ahamed, Deputy Project Director and Mr. Tariq
Mahmood, Deputy Director Technical for their professional contributions. I hope
that the whole PMU team will keep up the same professional approach with the
same zeal & zest in future.

EXECUTIVE SUMMARY
Each project is unique in its nature. It involves the individuals who are new to it
and the circumstances which are most of the time different than the overall working
environment. In development projects things often turn out differently than expected.
Projects even with a good planning, adequate organizational machinery and sufficient
flow of resources cannot automatically achieve the desired results. There must be some
warning mechanism, which can alert the organization about its possible successes and
failures, off and on. Constant watching not only saves wastage of scarce resources but
also ensure speedy execution of the project. Hence, an affective and dynamic monitoring
system has proved to be the linchpin for success of a project. Monitoring is systematic
collection and analysis of information to identify and measure progress over a period of
time. It enables a continuing critique of the project implementation. The PMU, PIPIP is
one of the few successful examples of such interventions in Punjab. It has been
affectively performing the function of continuous monitoring and has been
providing the required warning mechanism for the NPIW & PIPIP during the last
thirteen years of the PMU life.
After the successful completion of National Program for Improvement of

Watercourses in Pakistan, Punjab Component (NPIW), Punjab Irrigated Agriculture
Productivity Improvement Project (PIPIP) was launched in the year 2011-12
encompassing five components. A new intervention of High Efficiency Irrigation System
(HEIS) was included as core component to persuade farmers for adopting newly evolved
techniques to irrigate their crops rather than sticking to traditional methods. The object
was to increase the production of more profitable crops through HEIS in order to meet
increasing domestic needs and enhancing exports. Other four components of the
project were Improvement of Unimproved (Regular) Watercourses, Additional
Lining of Partially Improved Watercourses, Rehabilitation of Irrigation System in Non-
Canal Commanded Area and Provision of LASER Units to Farmers/ Service Providers.
Year 2011-2012 was the pilot phase of the project and the regular project is for a
period of five years from July, 2012 to June, 2017. This mega initiative envisages
installation of Drip and Sprinkler Irrigation Systems on 1,20,000 acres, improvement

of 5500 unimproved watercourses, completion of lining on 1500 partially improved
watercourses, installation of 2000 irrigation schemes in non-canal commanded area
and provision of 3000 LASER units to farmers/ service providers in the province at a
total cost of 36,000.705 million bifurcated into Rs. 21,249.997 million and Rs. 14,750.708
million as Govt. Share and farmers’ contribution respectively.
This Annual Report, which is 13th in a row, pertains to the financial year 2016-17.
Like previous few, this year also proved to be a bit difficult. During the year under
review, component wise achievement of targets is as under: -
A. Improvement of Regular (Unimproved) Watercourses: A target of 1760

watercourses was assigned for the year 2016-17, against which, upto 30-06-2017, 2066
(117%) ICR-I, 1949 (111%) ICR-II and only 1700 (97%) FCR were verified by the
consultants (PSC). Muzaffar Garh (93%), Multan (57%), Khanewal (89%), Vehari
(83%), Jhang (90%), Sahiwal (90%), Pakpattan (93%), Okara (76%), Nankana Sahib
(82%), Hafizabad (93%), Sargodha (86%), Bhakkar (97%) and Mianwali (96%) are the
districts who failed to achieve 100% targets. Other districts achieved 100% or more.
B. High Efficiency Irrigation System: Against the target of installation HEIS at

15,000 acres, commissioning was certified at 10095 acres (67%). Issuance of Work
Order and Verification of Material remained 11120 (74%) and 10256 acres (68%)
respectively. Layyah (114%), Narowal (111%), Sialkot (100%), Gujrat (108%), Attock
(110%) and Chakwal (111%) are the districts who achieved 100% or more. Other all
districts failed to achieve 100% targets. Verification of Commissioning in these
districts remained 12% to 97%. Lowest Commissioning (12%) was verified in
Khanewal district.
C. Provision of LASER Land Levelling Units: Target of 2970 unit was assigned
to the province, against which, 3833 (129%), units were booked, 2990 (101%) Work
Order were issued and 2500 (84%) units were delivered to farmers/ service
providers. Pakpattan (119%), Okara (130%), Lahore (103%) and Sheikhupura (104%)
are the districts, where delivery of units was 100% or more. Other districts achieved
67% to 94% delivery of LASER units.

New Interventions
Punjab Growth Strategy (PGS) 2018 envisages “better use of energy in
Agriculture” and provides exploring means of harnessing renewable and alternate
energy sources to supplement conventional energy sources that are limited and
expensive. National Climate Change Policy (2012) provides use of solar energy and
modern climate resilient irrigation technologies like drip irrigation and tunnels for
enhancing agricultural productivity.
To achieve the objectives of PGS, Chief Minister (CM) Punjab approved Rs. 100
billion “Khadim-e-Punjab Kissan Package” to stimulate growth in the agriculture
sector by providing Climate Smart Technology Package for High Value Agriculture.
Pursuant to above as a Pilot Phase of the Project Promotion of High Value
Agriculture Through Provision of Climate Smart Technology Package, during 2016-17
in addition to activities under PIPIP, some more activities were performed by On
Farm Water Management. PMU, PIPIP also monitored these activities. The detail of
these activities is as under: -
a. Provision of Solar System on HEIS Sites: Under this component a target of
provision of solar systems at 1500 acres was assigned, against which, achievements
were Issuance of Work Order at 3030 acres (202%), Material Supplied at 2526 acres
(168%) and Final Commissioning at 2225 acres (148%).
b. Installation of Tunnels at HEIS Sites: Under this component a target of
installation of tunnels at 300 acres was assigned, against which, achievements were
Allotment/ Booking of Tunnels at 671 acres (224%), Installation of Tunnels by
Farmers at 316 acres (105%) and Inspection by Designated Committee/ Consultant at
316 acres (105%).
c. Rainwater Management in Cotton Fields: This Project has been started in
seven districts of southern Punjab. As a pilot phase during 2016-17 under different
components detail of targets and achievement is as below: -

The Program Management Unit continued to play its positive and effective
role in keeping the programme activities smooth through its coordination,
facilitation and monitoring functions. As per mandate of the PMU, where ever
required, necessary help was extended to OFWM staff in all programme matters for
achieving the desired goals. Role of PMU Regional Offices was substantial in all the
PIPIP targets achieved during the year.
During 2016-17, PMU, Head Office generated weekly, quarterly, annualy

reports and letters addressed to various stakeholders most of them were related to
rectification of shortfalls in civil works, pointed out by the officers of PMU Regional
Offices and Head Office during their site visits. The PIPIP website, established and
being maintained by PMU kept providing live data about all components, completed
during the year under report as well as work done during the previous years.
In addition to above mentioned tasks under PIPIP, PMU was assigned an

additional duty of consultancy for ADP funded project “Optimizing Watercourse
Conveyance EfficiencyThrough Enhancing lining Length” as interim arrangement
uptill the regular consultants are not hired. Under this project during 2016-17,
against the target of 600 watercourses, 971 (162%), ICR-I, 717 (120%) ICR-II and 620
(103%) FCRs were certified by Regional Managers of PMU. Regional Managers
checked 100% FCRs offerred to them, out of which 620 were certified and remaining
were referred back with certain observations inorder to maintain prescribed
standard and quality.
In view of the achievements for the year 2016-17, which was comparatively a
difficult year, it is expected that during the coming years when the Punjab Irrigated
Agriculture Productivity Improvement Project, envisaging multiple modern
challenging initiatives will be under implementation, the same good performance will
be repeated by the PIPIP staff as well as the PMU.
