CHAPTER I - INTRODUCTION
A. RATIONALE
The Comprehensive Land Use Plan for 2002-2008 is an
integrated plan which covers the economic, social,
environment, infrastructure, development administration &
financing and land use aspects for the development of the city.
The preparation of this plan is consistent with National
and Regional Plans; the BLIST (Baguio City, La Trinidad, Itogon,
Sablan, and Tuba) Masterplan, North West Luzon Growth
Quadrangle Masterplan, Regional Physical Framework Plan,
National Urban Development and Housing Framework, and
pertinent rules and regulations and standards set by the
Housing and Land Use Regulatory Board (HLURB) in
coordination with other sectoral agencies.
The ultimate goal for the plan period is to enhance the
quality of life of the populace. The plan attempts to realize the
fullness of its resource potential. It attempts to satisfy the
ever-increasing resource requirements of the people through
the rational allocation, judicious utilization, optimum
generation, timely conservation and protection of the city’s
limited resources. Specifically, the plan is prepared for the
following reasons:
1. To guide the orderly development of the city to promote
health, safety, welfare and convenience of the
population;
2. To provide/delineate guidelines for use of natural
resources;
3. To translate socio-economic policies into a physical
plan;
4. To preserve special natural features and

environmentally critical areas;
5. To serve as basis for reclassifying land;
6. To promote an efficient circulation system; and
7. Allocation and delineation of different land uses to
promote sustainable development.
B. LEGAL BASIS FOR PLANNING
The preparation/updating of this plan is mandated by
the Local Government Code of 1991. Book I, Section 106 ,
which requires local government units to prepare
comprehensive multi-sectoral plans initiated by its Local
Development Council and approved by its Sanggunian. This
plan must be harmonized with national development plan,
goals and strategies to optimize the use of limited fiscal and
physical resources.
Along with this, Section 1 of Executive Order No. 72
provides that cities and municipalities shall continue to
formulate or update their comprehensive land use plans, in
conformity with the land use planning and zoning standards
and guidelines prescribed by the Housing and Land Use
Regulatory Board and to national policies.
The rendering of technical assistance to the Local
Government Units by Key Housing Agencies is in line with the
provisions of Section 40, art. X of the Urban Development and
Housing Act (UDHA) which provides that the Housing and
Urban Development Coordinating Council (HUDCC) through the

3. Approval and Adoption of the CLUP/Zoning

Ordinance

This plan and Zoning Ordinance has been

approved and adopted through Sangguniang
Panlungsod Ordinance No. 051, s. 2001 and duly
ratified by the HLURB Board of Commissioners in
accordance with Executive Order No. 72. The Zoning
Ordinance was prepared as a tool to implement the
Land Use Plan. It states therein the boundaries of the
prescribed land use districts or zones, the allowable
uses per land use and all other regulations pertaining to
land uses.
