INTRODUCTION

Surabaya City is the center for

business, trade, industry, and education
in the eastern part of Indonesia. It is the
most advanced city in the country and is
home to the headquarters of many large
companies.
HISTORY

Surabaya is derived from two words,

Sura (shark) and Baya (crocodile), which
together portray two large, strong
forces—colonial force and local force,
respectively. It also means courage and
danger.

Government Resources Management

Information System (GRMS) is an integrated
local government financial management
system covering all bureaucratic activities
from upstream to downstream, in the context
of expenditure.
GRMS

GRMS includes the following services:

• e-Budgeting; • e-Controlling;
• e-Project Planning; • e-Performance; and
• e-Procurement; • e-Payment
• e-Delivery;
GRMS

“If activities are carried out without using

electronic methods, most of our time will be
spent on handling administrative issues. That
would imply that there will not be any time left
to deliver services directly to the public.”
E-SAPAWARGA

CRM is an IT-enabled business strategy

which optimizes profitability, revenue, and
customer satisfaction by organizing around
customer segments fostering customer-
satisfying behavior and implementing a
customer-centric process
E-SAPAWARGA

Through e-Sapawarga, the residents

started to have interactive dialogues with
the city government, including inquiries
about issues that related to the recruitment
of civil servants, discussions on schedules
and public transportation routes, and so on
BROADBAND LEARNING CENTER

BLC is an IT facility intended to promote

learning for residents of Surabaya city free
of charge, as well as a way to accelerate the
overarching goal of the realization of
Surabaya Cyber city.

BROADBAND LEARNING CENTER

The Surabaya City government faced

many obstacles during its implementation,
including but not limited to, shortfalls in
infrastructure and human resources.
However, its success allowed people to use
BLC to search for all manner of information.
LESSONS

Risma’s philosophy toward work

underlies her hardworking ethos and
courage to do anything that she
considers right: “Work until you are
no longer able to work; talk until you
are no longer able to speak; pray until
you are no longer to pray.”
LESSONS

Surabaya City has made substantial

advances and used great sophistication
in applying or adopting ICT. This was
made possible by opting to use the in-
house option for developing GRMS
Surabaya.
SUMMARY
