SCHOOL BOARDS: NANTU AND NANSO PRO. CIRCULAR FOR FORMAL EDUCATION: FORM. BD. 07/2015 SUBJECT: INTRODUCTION OF A SECONDARY SCHOOL GRANT IN 2016 ACADEMIC YEAR 1. Introduction . The Government of the Republic of Namibia, through the Ministry of Education, Arts and Culture is committed to en education agenda that is holistic and aspirational, leaving no-one behind. To achieve the objectives of Education for All, the ministry joined the international fora to commit towards Education 2030 under the Sustainable Development Goals (in particular, SDG4), under the theme “Ensuring inclusive education and equitable quality education and promote lifelong learning opportunities forall”. 2. Background As per Constitutional Provision “all persons have the right fo education and the Government / shall provide reasonable facilities to render effective this right for every resident within \,__ Namibia by establishing and mainiaining state schools” (Circular on the Inrcuction of Secondary Schl Gran 2016 Page | ‘Against this background the Government ofthe Republic of Namibia through its 9" Cabinet resolution of 17.062014/001 approved the “abolishment of examination fees in all pubic secondary schools” as from 2016 academic year and further more approved “the abolishment cof compulsory parental contibutions to the school development fund”. The Ministry of Education, Arts and Culture is pleased to provide the following directives to Directors of Education, Arts and Culture and School Principals for the introduction of @ Secondary School Grant to complement resource provision to State and State-subsidised schools 3. Directives on the Secondary School Grant 34 32 33) 36 4a For the academic year 2016, contribution to School Development Fund is not compulsory, but voluntary and can be in form of contributions, donations and money objained from all fundraising activities. Grade 10 and Grade 12 full-time school learners are exempted from paying examination ‘ees; whereas fulltime learners at private schools and NAMCOL. part-time learners as well as other parttime learners are obliged to pay examination fees, Parents! Guardians of secondary learners who have already paid contributions to school development find at schools where their leamers are registered for 2016 are commended and advised to see this as a voluntary investment in the quality of the secondary education oftheir learners. In situations where parents! guardians re in need of a refund, written application with original receipt attached for refund ean be made to the School Principal State and State-subsidised sesondary schools offering Grades 8 to 12 will recvive a Secondary School Grant from the Directorate of Education, Arts and Culture in the respective region, Funds allocated to a region and to respective schools for this purpose may not he diverted for any other purposes than disbursement to schools in form of this Secondary School Grant. Attached kindly find Implementation Framework for the administration of the grant, Conclusion ‘The Ministry of Education, Arts and Culture directs the Directors of Education, Arts ‘and Culture in the Region to bring the content of this circular under the attention of the Regional Governors, Chief Regional Officers, Regional’ Constituency Councillors and Regional Education Forum Members, as well as the School Boards and Parents! Guardians. (Circular on the Invoduton of «Secondary School Grant 2016 Page? 42 43 44 Yours sincerely, All the challenges experienced at school level, during the implementation of above directives should be communicated swiftly to the respective Circuit Inspectors of Education. Inspectors of Education should report to their Deputy Directors with conerete proposals and interventions to addtess the challenges through the regional structures. Deputy Directors should compile a regional report on the utilisation of the Secondary School Grant. ‘The Director of Education, Arts and Culture should write quarterly reports to the office of the Permanent Seeretary on the impact ofthe grant on the efficiency indicators. ‘The Ministry of Education, Arts and Culture trusts that the expansion of access to secondary education would strengthen and improve the completion rates, survival and retention rates of learners in all secondary school, Previous Circular NUMBER: CIRCULAR: FORM.
