A RESOLUTION APPROVING THE ISSUANCE OF DEVELOPMENT PERMIT TO GOLDCREST

AGRIVENTURES TO CONSTRUCT, OPERATE, AND MAINTAIN A TUNNEL-VENTILATED POULTRY
FARM AT BARANGAY NAYA, PURA, TARLAC.

WHEREAS, Goldcrest Agriventures Inc., is presently operating a Poultry Farm with

Conventional Housing Units in Barangay Naya, Pura, Tarlac;

Whereas, After several years of operation, the operator decided to replace the
conventional and old housing units and adopt an environment-friendly modern design of
poultry farm to minimize odor and prevent the proliferation of flies in the area;

Whereas, Goldcrest Agriventures Inc., submitted to the Sangguniang Bayan their

request for permit to establish and construct a tunnel-ventilated poultry farm with a capacity of
100,000 to 150,000 chicken heads to respond to the demand of the market;

Whereas, the Sangguniang Barangay of Naya, through Resolution No. ___ interposed no
objection to the proposed upgrade and renovations to be implemented by Goldcrest
Agriventures;

Whereas, the establishment of the modern poultry farm will create employment and
revenues for the government and will spur economic growth of barangay Naya and the
Municipality as well;

Whereas, the lot where the proposed modern poultry farm will be constructed is
compliant with the CLUP and Zoning Ordinance of the municipality;

Now therefore, upon unanimous motion by the members of the Sangguniang Bayan in
session assembled;

RESOLVE as it is hereby RESOLVED, to approve as it is hereby approves, the issuance of

development permit to Goldcrest Agriventures Inc., for the construction, establishment and
operation of tunnel-ventilated poultry farm at Barangay Naya, Pura, Tarlac, subject to pertinent
laws, ordinances, rules and regulations and payment of appropriate tax, fees and charges to the
Local Government Unit of Pura, Tarlac;

Resolve Further, that copes of this resolution be furnished….

Subject:
This is with reference to the request of Goldcrest Agriventures for the “Issuance
of Development Permit to Construct, Operate and Maintain an Environment-Friendly
Tunnel Ventilated Poultry Farm at Barangay Naya, Pura, Tarlac” referred to the joint-
committee for review and appropriate action.

Action Taken:
A Committee Hearing was conducted on March 1, 2018 attended by the Barangay
Council of Naya, members of the Sangguniang Bayan, and the operator of Goldcrest
Agriventures inc.
During the hearing, The Joint Committee was informed of the following:
1. Goldcrest Agriventures Inc., is presently operating a Poultry Farm with Conventional
Housing Units in Barangay Naya, Pura, Tarlac. After several years of operation, and
as a matter of social responsibility, the operator decided to replace the conventional
and old housing units and construct an environment-friendly modern design of
poultry farm to minimize odor and prevent the proliferation of flies in the area.

2. The operator of Goldcrest Agriventures Inc., submitted to the Sangguniang Bayan

their request for permit to establish and construct a tunnel-ventilated poultry farm
with a capacity of 100,000 to 150,000 chicken heads to respond to the demand of
the market.

3. The operators committed to the Barangay Council and to the Sangguniang Bayan
that they will cooperate and be of help in whatever government undertakings that
they could participate on. They also assured the committee that the establishment
of the modern poultry farm will create employment and additional revenue for the
government and will spur economic growth of barangay Naya and the Municipality
as well.

4. The Sangguniang Barangay of Naya, through a Resolution, interposed no objection

to the proposed upgrade and renovations to be implemented by Goldcrest
Agriventures
 5. Upon inquiry from the Municipal Planning and Development Coordinator (MPDC)
and concurrent Zoning Officer, she informed the body that the lot where the
proposed modern poultry farm will be constructed is compliant with the CLUP and
Zoning Ordinance of the municipality.

Recommendation:

In view of the foregoing, the Joint-Committee recommends the adoption of a

resolution approving the issuance of development permit to Goldcrest Agriventures Inc.
