REVISING THE BARANGAY GAD FOCAL POINT SYSTEM OF


BARANGAY II, ROXAS CITY

Whereas, the Philippine government committed to pursue women’s empowerment and promote gender equality in
the country pursuant to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Beijing
Platform for Action, Republic Act No. 7192 (Women in Development and Nation-building Act), Republic Act No. 9710 (Magna
Carta for Women) and the Millennium Development Goals;

WHEREAS, in accordance with Executive Order (EO) No. 273 (Approving and Adopting the Philippine Plan for Gender-
Responsive Development, 1995-2025), agencies are mandated to institutionalize Gender and Development (GAD) in
government by incorporating GAD concerns in their planning, programming and budgeting processes; the same Executive
Order also mandates agencies to incorporate and reflect GAD concerns in their agency performance commitment contracts,
annual budget proposals, and work and financial plans;

WHEREAS, Joint Memorandum Circular (JMC) No. 2013-01 issued by the Philippine Commission on Women (PCW),
Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM) and the National
Economic and Development Authority (NEDA) enjoins LGUs to establish and/or strengthen their GAD Focal Point System
(GFPS) or similar GAD mechanisms to accelerate gender mainstreaming within their localities;

WHEREAS, the said JMC also enjoins the LCEs to issue appropriate issuances to institutionalize the establishment,
reconstitution and/or strengthening of the GFPS in their respective LGUs;

NOW, THEREFORE, I, Luzminda L. Dela Cruz, Punong Barangay of Barangay II, Roxas City, Capiz, by virtue of the powers
vested in me by law, do hereby order:

Section 1. Creation and Composition of Barangay Gender and Development Focal Point System:

Sec. 2. FUNCTIONS. General Functions of the GAD Focal Point – The GFP shall ensure and sustain the Barangay’s
critical consciousness and support on women and gender issues. The GFP shall take a lead role in direction-setting,
advocacy, planning, monitoring and evaluation, and technical advisory on mainstreaming GAD perspectives in the
Barangay programs, projects, activities, and processes. In doing so, the GFP shall:

1. Lead the assessment of the gender-responsiveness of policies, strategies, programs, activities, and
projects of the Barangay based on the priority needs and concerns of its constituency, and the
formulation of recommendations and ensure their implementation;

2. Assist in the formulation of new policies such as the GAD Code in advancing women’s status;

3. Lead in setting up appropriate systems and mechanisms to ensure the generation, processing, review,
and updating of sex-disaggregated data or GAD database to serve as basis in performance-based
gender-responsive planning;

4. Coordinate efforts of different offices/divisions/units of the Barangay and advocate for the integration
of GAD perspectives in all their systems and processes;

5. Spearhead the preparation of the annual performance-based GAD Plans, Programs, and Budgets in
response to the women and gender issues of their employees/constituencies, following the format
and procedure prescribed by the Philippine Commission for Women (PCW);

6. Lead in monitoring the effective implementation of the GAD Code and any other GAD related policies,
and the annual GAD Plans, Programs, and Budget;

7. Lead the preparation of the annual Barangay GAD Accomplishment Report and other GAD reports
that may be required under Republic Act 9710;

8. Promote the participation of women and gender advocates, other civil society groups and private
organizations in the various stages of the development planning cycle; and

9. Ensure that all personnel of the barangay are capacitated on GAD.

Sec. 3. EFFECTIVITY. This Executive Order shall take effect immediately.
