ABOUT DAHANA
DAHANA adalah Badan Usaha Milik Negara (BUMN) di bidang industri strategis yang menawarkan layanan
bahan peledak terpadu untuk sektor Migas, Pertambangan Umum, Kuari dan Konstruksi dan bahan peledak
pertahanan.
DAHANA is the State Owned Enterprises (BUMN) in the field of strategic industry offering integrated explosives
services for Oil & Gas sector, General Mining, Quarry and Construction and defence explosives.
PT DAHANA (Persero) atau “DAHANA” adalah
badan usaha milik negara terdepan yang melayani
kebutuhan negara dan komersial dalam bidang
bahan berenergi tinggi baik di dalam negeri maupun
luar negeri khususnya di ASEAN.
DAHANA menyediakan jasa peledakan komersial
terpadu, jasa peledakan untuk bidang pertahanan,
dan jasa pendukung lainnya.
Sejarah DAHANA sebagai pionir di industri ini
berawal dari proyek yang dipelopori oleh Angkatan
Udara Republik Indonesia (AURI) pada tahun 1966
yang dikenal dengan Proyek Menang, berlokasi
di Tasikmalaya, Jawa Barat.
Kemudian, pada tahun 1973 secara resmi berubah
menjadi Perusahaan Umum DAHANA berdasarkan
Peraturan Pemerintah No. 36/1973. Terakhir,
ditetapkan sebagai Perusahaan Perseroan pada
tahun 1991.
Sejak berdiri sampai tahun 2012, DAHANA telah
teruji dan terbukti mampu menyediakan jasa
peledakan menyeluruh untuk berbagai kebutuhan
dan kondisi secara memuaskan, termasuk bench
blasting, trench blasting dan underwater blasting
yang cukup kompleks. DAHANA mampu menangani
proses peledakan secara menyeluruh mulai dari
perancangan, kalkulasi, persiapan drill hole,
konfigurasi peledakan, penyediaan bahan peledak,
pelaksanaan peledakan, hingga pengamanan
operasional.
Inovasi menjadi kata inti DAHANA untuk terus
berkembang baik dari segi inovasi produk maupun
proses manajemen yang menjadi pendukung.
DAHANA telah berhasil mendirikan Pabrik DANFO,

PT DAHANA (Persero) or “DAHANA” is the leading
state-owned enterprise that serves the needs of
the country and commercials in the field of high-
energy materials both domestically and abroad
particularly in ASEAN.
DAHANA provides integrated commercial blasting,
blasting services for defence, and other support
services.
DAHANA history as a pioneer in this industry is
originated from a project that was spearheaded by
the Indonesian Air Force (AURI) in 1966 that was
known as Winning Project, located in Tasikmalaya,
West Java.
Then, in 1973 it was officially changed into
Public Company DAHANA based on Government
Regulation no. 36/1973. Finally, it was set up as
a Limited Liability Company in 1991.
Since its establishment until this 2012, DAHANA
has been tested and proven able to provide a
thorough blasting services for various needs and
conditions satisfactionally, including bench blasting,
trench blasting and underwater blasting that is
quite complex. DAHANA is able to handle the
whole process of blasting from design, calculations,
preparation of drill hole, blasting configuration,
providing explosives, blasting implementation, to
operational security.
Innovation is the main word of DAHANA to continue
growing both well in terms of product innovation
and management process as supports. DAHANA
has been successful in establishing the DANFO
Factory, Bulk Emulsion Factory, On-site Plant,
Pabrik Bulk Emulsion, On-site Plant, Pabrik Electric
dan Non-electric Detonator, Pabrik Ammonium
Nitrate, dan Pabrik Booster, serta mendirikan
gudang penyimpanan bonded magazine.
Inovasi terkini pada tahun 2012, DAHANA
menyelesaikan pembangunan fasilitas
pengembangan dan manufaktur terbesar di ASEAN
yang dinamakan Energetic Material Center (EMC)
berlokasi di Subang, Jawa Barat.
Sebagai services company, DAHANA sadar
tumpuan hidup perusahaan terletak pada
pengelolaan sumber daya manusia yang mumpuni,
sistem manajemen yang efektif, dan tata kelola
perusahaan yang baik. Hal ini ditunjukkan

construction of the largest development and
manufacturing facilities in ASEAN that is called
as Energetic Material Center (EMC) that is located
in Subang, West Java.

Tahun 2012 pertumbuhan ekonomi Indonesia sangat
baik, bahkan menjadi salah satu yang terbaik di
dunia diangka 5,3%. Demikian juga 2013 mendatang,
pertumbuhan ekonomi ini bahkan diprediksi berlanjut
dengan kecenderungan semakin baik yakni di kisaran
5,6-6%. Hal ini sungguh menjadi momentum yang
menguntungkan yang harus bisa ditangkap menjadi
peluang untuk bertumbuh bagi perusahaan.
Dengan beroperasinya Energetic Material Center di
Subang, Jawa Barat menjadi pencapaian positif yang
penting bagi perusahaan untuk menangkap peluang
pasar tersebut. Para ekonom mengatakan pasar
Indonesia saat ini bagaikan “gadis cantik” yang siap
dipinang banyak investor baik dalam maupun luar
negeri. Oleh karena itu kami berharap, dengan
dukungan EMC, DAHANA bisa semakin menjadi
tuan rumah di negeri sendiri dengan menguasai
pasar energetic industry secara dominan.
Perusahaan memandang bahwa sumber daya
manusia merupakan aset yang penting. Dengan
persaingan yang semakin ketat, Perusahaan berusaha

Indonesia’s economic growth in 2012 is very good;
even it is one of the best in the world with the
growth of 5.3%. Similarly, in 2013, economic growth
is going to be predicted to continue with the trend
that is even better in the range of 5.6 to 6%. It is
really a favorable momentum that must be captured
into an opportunity to grow for the company.
The operation of Energetic Materials Centre in
Subang, West Java became the important positive
achievement for the company to capture such market
opportunities. Economists said that the Indonesian
market today likes a “pretty girl” that is ready to
groom by many investors both within and outside
the country. Therefore we hope, with the support
of EMC, DAHANA could become the host country
itself by dominating the energetic market industry
dominantly.
The ompany considers that human resources are an
important asset. With the very thight competition,
the Company try to develop its human resources
untuk mengembangkan sumber daya manusia yang
dimiliki melalui program pelatihan dan pengembangan
yang komprehensif. Program pelatihan tersebut
ditujukan untuk meningkatkan kemampuan teknis,
marketing dan operasional karyawan. Program
pelatihan juga mencakup bidang-bidang lainnya
seperti tata kelola perusahaan dan manajemen resiko.
Penyiapan manusia cerdas dan terampil sangat
perlu seiring dengan rencana penggunaan dan
penciptaan teknologi baru menghasilkan material
energetik yang tepat manfaat dan kompetitif dalam
harga dan mutu. Ini merupakan kebijakan yang
sejajar dengan kondisi saat ini dimana DAHANA
telah memiliki penguasaan teknologi di bidang bahan
peledak komersial dan militer serta memiliki fasilitas
produksi yang terintegrasi: Pabrik Ammonium Nitrate
dan EGAN, Pabrik detonator, pyrotechnics, propelan
munisi, propelan roket, mixing high explosive, pabrik
Danfo, Bulk Emulsion, dan Cartridged Emulsion,
fasilitas pergudangan bahan peledak, dan area
uji coba bahan peledak. Kesemua teknologi dan
fasilitas tersebut membutuhkan orang-orang yang
mumpuni di bidangnya masing-masing sehingga
dapat memuaskan pelanggan dalam berbagai aspek
termasuk keamanan (safety) yang menjadi prioritas.
Dengan kinerja Direksi DAHANA yang cukup baik
pada tahun 2012 ini, Dewan Komisaris menyampaikan
penghargaan dan apresiasi kepada Direksi dan seluruh
karyawan untuk kerja keras dan dedikasinya. Pada
kesempatan ini kami juga menyampaikan penghargaan
kepada seluruh pihak yang berkepentingan, kreditur,
supplier serta mitra kerja lainnya atas kerjasama yang
baik selama ini. Terima kasih juga kami sampaikan

covers other areas such as corporate governance
and risk management.
The preparation of intelligent and skilled people
is essential along with the plan of the use and
the creation of new technologies that produce the
energetic materials that are benefits precisely and
competitive in price and quality. This is a policy
that corresponds to the current condition where
DAHANA has had and conduct the technology
mastering in the field of commercial and military
explosives and has integrated production facilities:
Ammonium Nitrate and EGAN Factories, Detonators
factory, pyrotechnics, ammunition propellant, rocket
propellant, high explosive mixing, Danfo factory,
Bulk Emulsion and Cartridged Emulsion, explosives
warehousing facilities, and explosives testing area.
All the technologies and the facilities need qualified
people in their respective fields so that it can satisfy
the customers in various aspects including security
(safety) that becomes a priority.
With a pretty good Dahana Directors performance in
this 2012, the Board of Commissioners expressed
gratitude and appreciation to the Board and all
employees for their hard work and dedication. On
this occasion we also express our appreciation to all
stakeholders, creditors, suppliers and other business
partners for the good cooperation so far. Thanks
also go to the shareholders for their support and

 yang terdiri dari: redefinisi usaha menjadi service
provider, perluasan pasar untuk produk-produk
jasa drilling & blasting, aliansi strategis dengan
pemasok dan atau pelanggan, serta diversifikasi
usaha dalam lingkup kompetensi inti.
Setelah tahapan “turn-around” tersebut, sejak tahun
2006 perusahaan memasuki tahap pertumbuhan
yang cukup menggembirakan. Seiring dengan
amanat Pemerintah untuk menguatkan industri
Pertahanan dan Keamanan Nasional, DAHANA
mengambil peran dengan menambah fokus bisnis
pada penyediaan kebutuhan bahan peledak militer.
Sehingga, saat ini DAHANA mulai melayani
kepentingan negara dengan lebih baik (serving
the nation better).
Pencapaian 2012
Alhamdulillah, DAHANA mencatat peningkatan
pendapatan sebesar 27,48% pada tahun 2012,
walaupun masih banyak proyek-proyek yang
belum tuntas. Transformasi DAHANA kami yakini
akan menjadi sumber pertumbuhan di masa yang
akan datang meskipun dalam jangka pendek
menyebabkan tertekannya laba usaha.
Sektor pertambangan terutama batubara
melambat pertumbuhannya. Demikian juga
kegiatan eksplorasi di sektor migas. Menurunnya
aktivitas sektor batubara domestik karena
China dan India menurunkan permintaannya.
Sedangkan menurunnya kegiatan migas akibat
tidak ada insentif untuk sektor migas sehingga
menyebabkan berkurangnya kegiatan eksplorasi
dan hanya mengandalkan pada eksploitasi pada
sumur yang ada.
Kemajuan DAHANA dalam menjalani proses
transformasinya selama ini tentunya tidak
terlepas dari dukungan dan kerja keras seluruh
karyawan, dan ini tentunya menjadi modal yang
sangat berarti bagi perusahaan yang kita cintai
ini untuk semakin dapat bersaing menghadapi
perkembangan era global.
Menuju “World Class”
Tahun 2012 menjadi tahun yang menantang bagi
DAHANA, melanjutkan tahun 2011 yang juga cukup
gemilang. Titian langkah yang selama ini yang

After the stage of such “turn-around”, since 2006
the company come to the stage of growth that is
quite encouraging. Along with the mandate of the
Government to strengthen the national defense
and security industry, DAHANA take a role by
increasing business focus on providing the needs
of military explosives. So, at this time DAHANA
began serving the interests of the country better
(serving the nation better).
Achievement in 2012
Alhamdulillah, DAHANA recorded an increase in
revenue of 27.48% in 2012, even though there
are still many projects that are unfinished. We
believe that the DAHANA transformation will be
a source of growth in the future even though in
the short term, it causes the depressed operating
income.
Especially in coal mining sector, its growth is
slowed. Similarly, the exploration activities in
the natural oil and gas sector are also slowed.
The decreasing in domestic coal sector activity
is caused by the lower demand in China and
India. While the decreasing in natural oil and gas
activities is caused by there is no incentive for
the natural oil and gas sector so it leads to the
reduced exploration activities and only rely on
the exploitation of the existing wells.
DAHANA progress in undergoing the process
of transformation during this time, can not be
released from the support and hard work of all
employees, and it is certainly a very significant
capital for companies that we love to be able
to compete to face of the developed global era.
Going to “World Class”
2012 is a challenging year for DAHANA, continuing
the year of 2011 which was also quite brilliant. The
step footbridges that are taken by Dahana till this
time to become the integrated service provider
company in the field of energetic materials, has
been crystallized into a proud achievement.

Terselesaikanya fasilitas pabrik yang canggih dan
lengkap di Subang Jawa Barat yang kami namakan
Energetic Material Center (EMC) menjadi salah
satu tonggak pencapaian yang penting untuk
masa depan DAHANA. Di dalam area tersebut,
telah lengkap tersedia fasilitas produksi untuk
bahan peledak militer dan komersial, pergudangan
bahan peledak, balai diklat penggunaan bahan
peledak dan are uji coba bahan peledak.
Peluang dari segmen handak militer juga disikapi
perusahaan dengan tegas dan jelas yakni dengan
berkomitmen melayani kebutuhan handak militer
dalam negeri.
Komitmen nyata ini terlihat dari dibangun dan
dikembangkannya pabrik dan area khusus untuk
penelitian dan produksi bahan peledak militer serta
persiapan pabrik propelan untuk roket dan munisi.
Diversifikasi usaha di bidang handak militer ini
sesuai dengan kompetensi inti DAHANA di bidang
bahan berenergi tinggi (tidak hanya bahan peledak)
sehingga menciptakan sinergi yang luar biasa di
dalam perusahaan.
Penghargaan
Atas nama Direksi, perkenankan kami untuk
menyampaikan penghargaan yang setinggi-
tingginya kepada segenap pihak yang telah
mendukung DAHANA selama ini. Dukungan serta
kepercayaan yang diberikan kepada DAHANA

The finished factory advanced facilities and
complete in Subang, West Java which we call
as Energetic Material Center (EMC) has become
one important milestone for the future Dahana. In
such area, it has a complete production facility
that is available for the military and commercial
explosives, warehousing of explosives, training
centers of the use of explosives and explosives
testing area.
Chances of military explosives segment are also
addressed by the company firmly and clearly that
is committed to serving the needs of military
explosives in the country.
This real commitment is seen from the construction
and development of the factory and a special area
for research and production of military explosives
and preparation of propellant factory for rocket
propellant and munitions.
Business Diversification in this military field is in
accordance with the main competence of Dahana
in the field of high energy materials (not just
explosives) so it creates tremendous synergy in
the company.
Award
On behalf of the Board of Directors, lets us to

KONDISI EKSTERNAL
EXTERNAL CONDITIONS
Sebagai bagian dari entitas ekonomi nasional,
regional, dan global, kinerja DAHANA tidak dapat
lepas dari pengaruh eksternal—di luar sistem
organisasi perusahaan. Oleh karena itu, DAHANA
selalu melakukan antisipasi akan munculnya
dampak eksternal baik yang negatif maupun yang
positif terhadap kinerja perusahaan.
Politik Hukum
Tahun 2012 kondisi keamanan dan politik nasional
cukup stabil sehingga membawa atmosfir yang
menunjang munculnya kepercayaan diri pada
pelaku bisnis di Indonesia. Oleh karena itu secara
nasional, situasi dan kondisi cukup mendukung
kinerja bisnis DAHANA.
Namun demikian dinamika politik di tingkat
daerah sebagai konsekuensi logis dari penerapan
kebijakan otonami daerah, cukup mempengaruhi
bisnis DAHANA yang melingkupi beberapa
daerah kabupaten dan propinsi di Indonesia.
Munculnya peraturan-peraturan daerah yang
bervariasi menyebabkan rantai birokrasi kian
panjang, sehingga pada akhirnya menghambat
arus investasi dan bisnis di daerah. Banyaknya
pemilihan kepala daerah menyebabkan pelayanan
publik menjadi terhambat dan menyebabkan

As part of the national economic entities, regional,
and global, DAHANA performance can not be
separated from external influences outside
the company organization system. Therefore,
DAHANA always anticipate the emergence of
external impacts both negative and positive on
the company performance.
Political Law
In 2012, the national political and security
conditions are sufficiently stable so as they bring
an atmosphere that supports the emergence of
self-confidence on businessesmen in Indonesia.
Therefore nationally, the situation and the conditions
are sufficient to support business performance
of DAHANA.
However, the political dynamics at the local level
as a logical consequence of the implementation of
regional policy otonami quite affect the DAHANA
business that include some districts and provinces
around in Indonesia. The emergence of local
regulations that are varying cause the bureaucratic
chain increasingly length, which in turn it inhibits
the flow of investments and businesses in the
region. Many regent elections led to public services
become obstructed and cause instability in the
instabilitas di daerah. Mau tidak mau, DAHANA sebagai
perusahaan berorientasi komersial harus menyikapi
dinamika ini secara elegan dengan mengedepankan
prinsip kehati-hatian dan good corporate governance.

keamanan pada tahun 2012 sampai saat ini cukup
menguntungkan perusahaan.
Untuk menangkap peluang ini, DAHANA telah selesai
membangun area khusus untuk pabrik bahan peledak
militer dan juga propelan munisi dan roket.
Ekonomi
Tahun 2012, kondisi perekonomian Indonesia sangat
baik, bahkan salah satu yang terbaik di dunia. Hal
ini terlihat dari pertumbuhan ekonomi nasional yang
berkisar 5,3 %. Nilai tukar rupiah berkisar di angka
Rp. 9.500, sedangkan inflasi berkisar di angka 2 %.
Sedangkan BI rate di angka 5,75% yang merupakan
suku bunga BI terendah sepanjang masa.
Secara industri, keadaan cukup kondusif meskipun
harga produk komoditas sedikit menurun terutama
batubara dan minyak sawit. Minyak dan gas bumi
turun dibandingkan tahun 2011 akibat produksi
yang melimpah dan demand yang tidak sebesar
tahun sebelumnya. Meskipun demikian hal itu tidak
mendorong perusahaan minyak untuk mengerem
upaya meningkatkan produksinya, baik dengan cara
mengintensifkan perolehan dari sumur minyak lama
maupun melakukan eksplorasi baru.

In 2012, the Indonesian economy condition is very
good, in fact one of the best in the world. It is
seen from the growth of the national economy in
the range of 5.3%. The rupiah convention rate is
ranging from Rp. 9,500, while the rate of inflation
in the range of 2%.
While the BI rate at 5.75% which is the lowest
rate of BI all time.
In industry, the condition is conducive although
the commodity product prices declined slightly
primarily on coal and palm oil. Oil and natural
gas are decreased compared to 2011 due to
the abundant production and demand is not as
big as the previous years. However it does not
encourage the oil companies to halt efforts to
increase production, either by intensifying the
acquisition of old oil wells or conducting new
exploration.

 Industri komoditas batubara dan non batubara,
minyak dan gas bumi merupakan industri yang
menjadi target pasar bagi DAHANA. Oleh karena
itu, kondisi industri ini secara umum berkorelasi
kuat dengan kinerja perusahaan. Dengan tren
pertumbuhan yang terus akan melaju di industri
komoditas berbasis tambang maka dipastikan
kinerja perusahaan DAHANA juga tidak akan
mengalami penurunan sepanjang unsur-unsur
lain tetap (ceteris paribus).
Sosial Kultural
Dalam aspek sosial, bencana alam masih menjadi
momok yang menakutkan bagi masyarakat. Tingkat
kesehatan masyarakat masih rendah. Krisis global
yang melanda mengakibatkan banyak orang yang
kehilangan pekerjaan karena di-PHK. Banyak
industri UKM gulung tikar. Tingkat kemiskinan
masih belum menurun secara signifikan. Tingkat
pengangguran dan tindakan kriminalitas pun
meningkat.
Surat Keputusan Bersama 4 Menteri mengenai
UMR memunculkan berbagai gejolak di masyarakat,
terutama kaum pekerja. Demonstrasi-demonstrasi
ramai dilakukan karena adanya ketidakpuasan
ataupun aspirasi yang tidak ditanggapi.
Pembangunan infrastruktur dan sarana umum oleh
pemerintah terus digalakkan meskipun hasilnya
masih dinilai kurang. Masyarakat semakin menuntut
dan pintar dalam memilih dan semakin peduli
terhadap dampak dari pemanasan global.
Faktor keselamatan (safety) dalam segala hal
bahkan sempat menjadi pertimbangan utama
dalam setiap kegiatan.
Teknologi
Globalisasi, telah membuat dunia semakin sempit
dan tanpa batas. Informasi saat ini seakan mengalir
dengan deras dari seluruh dunia. Dengan adanya
fasilitas internet, informasi di tempat lain dapat
diketahui hanya dalam hitungan menit bahkan
saat ini informasi dapat berjalan dengan real time.
Hal ini tentu menguntungkan bagi perusahaan
yang menjalankan operasinya tersebar di remote
area, karena arus informasi dapat berjalan dengan
lancar. Pengambilan keputusan dapat dilakukan
dengan tepat dan berdasarkan pada data yang
lebih akurat.

Coal industrial commodity and non coal, oil and
natural gas is the industry that becomes the market
target for DAHANA. Therefore, the condition of the
industry is generally strongly correlated with the
company performance. With the growth that will
continue in the commodities industry based on
mine, surely the DAHANA company performance
certainly will not also decrease as if the other
elements fixed (ceteris paribus).
Social Cultural
In the social aspect, natural disasters remains a
frightening specter for the people. Public health
level is still low. The evoking global crisis causes
many people lost their jobs for the termination.
Many UKM industries are out business. The levels
of poverty have been declining significantly. The
level of unemployment and the crime action are
increased.
Joint Decree of 4 Ministries on the minimum wage
led to upheavals in society, especially the workers.
Crowded demonstrations are conducted because
of the dissatisfaction or aspirations that are not
addressed. The development of infrastructure
and public facilities by the government continue
to be encouraged even though the result is
still considered less. The public is increasingly
demanding and smart in choosing and increasingly
concerned about the impact of global warming.
Factor of safety (safety) in all respects even had
time to be a primary consideration in all activities.
Technology
Globalization has made the world getting narrower
and without limits. The current information looks
flowing profusely from around the world. With the
internet facility, the information in other places
can be known only in minutes even today the
information can be run in real time. It is certainly
beneficial for the company that runs its operations
spread in remote areas, because the information
flow can run smoothly. Decision-making can be
done properly and based on more accurate data.

 PENGEMBANGAN FASILITAS PRODUKSI
DEVELOPMENT OF PRODUCTION FACILITIES
Sebelum menutup pabrik bahan peledak NG-based,
DAHANA membangun Pabrik Cartridge Emulsion di
Tasikmalaya pada 1991, yang dilanjutkan dengan
Pabrik Shaped Charges empat tahun kemudian
(1995). Beberapa tahun kemudian DAHANA
melanjutkan pengembangan dengan pembangunan
pabrik DANFO masih di Tasikmalaya.
Sesuai dengan perkembangan situasi usaha dan
tingkat persaingan yang semakin terbuka pasca
reformasi 1998, maka dalam rangka memberikan
layanan yang lebih baik dan lengkap kepada
pelanggannya, DAHANA melakukan redefinisi usaha
dan mengembangkan usaha termasuk memperkuat
produksinya dengan berbagai pembangunan pabrik
yang bersifat strategis.
1. Pabrik Detonator Listrik (2004) |
Electric Detonator Factory (2004)
Dengan mengusung semangat kemandirian,
DAHANA mendirikan Pabrik Electric Detonator
yang PERTAMA di Indonesia bekerja sama dengan
PT Pindad (Persero). Pabrik dengan kapasitas

Before closing the explosive factories based on
NG, DAHANA build Cartridge Emulsion Factory in
Tasikmalaya in 1991, followed by Shaped Charges
Factory four years later (1995). Several years later
DAHANA proceed with the development of the
DANFO factory still in Tasikmalaya.
In accordance with the development of the
business situation and the level of competition
that is open after the 1998 reformation, in order
to provide better and complete service to its
customers, DAHANA do the business redefinition
and business development, including strengthening
its production with the development of various
strategic factories.
By carrying the spirit of independence, DAHANA
established an Electric Detonator factory that
is the FIRST in Indonesia in cooperation with
PT Pindad (Persero). Factory with a capacity of
1.500.000 pcs/tahun ini berlokasi di Turen, Malang
Jawa Timur.
Produk yang dihasilkan dari pabrik ini antara
lain, Plain Detonator, Instaneous Detonator,
dan Non Seismic Detonator. Seiring dengan
perkembangannya saat ini Pabrik Eldeto telah
mengembangkan Seismic Electric Detonator.
Hingga kini berbagai inovasi telah lahir dari
pabrik ini, antara lain pengembangan “Squib”
untuk roket Lapan, detonator granat untuk Pindad,
serta adanya upaya peningkatan produksi yang
berkesinambungan.
2. Gudang Berikat (2007) | Bonded Warehouse (2007)
DAHANA juga memberikan pelayanan berupa
jasa drilling & blasting, dan jasa terkait lainnya
diantaranya jasa pergudangan. Kini, setelah
melakukan usaha dan kerja keras DAHANA
telah mendapatkan ijin sebagai Penyelenggara
Gudang Berikat (PGB) dan merangkap Pengusaha
Pada Gudang Berikat (PPBG) berdasarkan pada
Keputusan Menteri Keuangan No. 376/KM4/2008
tanggal 19 Februari 2008. Gudang Berikat milik
DAHANA berlokasi di Desa Sadawarna, Kecamatan
Cibogo, Kabupaten Subang, Jawa Barat, dan
memiliki luas 3.600m2 yang terdiri atas tiga buah
gudang berikat masing-masing untuk bahan
peledak Amonium Nitrat, detonator, dan asesories.
3. Pabrik NONEL (2008) | NONEL Factory (2008)
Non-Electric Detonator (Nonel) merupakan salah
satu accessories yang saat ini makin diminati
oleh pertambangan-pertambangan besar seperti
batubara, emas dan sebagainya, karena dapat
mengurangi dampak peledakan yang berupa
getaran pada lingkungan disekitarnya. Disamping
1,500,000 pcs / year is located in Turen, Malang,
East Java.
Products produced from this factory including,
Plain Detonator, Instaneous Detonator, and
Non-Seismic Detonator. Along with the current
developments, Eldeto factory has developed
Seismic Electric Detonator. Until now, various
innovations have been born from this factory,
such as the development of “Squib” for Lapan
rocket, grenade detonator for PINDAD, as well
as the ongoing efforts to increase production.
DAHANA also provide services such as drilling
and blasting services, and other related services
such as warehousing services. Now, after doing
efforts and hard working, DAHANA have been
approved as a Bonded Warehouse Operator
(PGB) and concurrently Entrepreneurs In Bonded
Warehouse (PPBG) based on the Decree of the
Minister of Finance Number 376/KM4/2008 dated
on the 19th of February, 2008. DAHANA Bonded
warehouses are located in the Sadawarna village,
Cibogo Sun-District, Subang regency, West Java,
and has an area of 3.600m2 that consisting of
three bonded warehouses each for ammonium
nitrate explosives, detonators, and accessories.
Non-Electric Detonator (Nonel) is one of the
accessories that is now increasingly in demand
by big mines such as coal, gold and so on,
because it can reduce the impact of explosion
like vibration on the surrounding environment.
Besides blasting performance using Non-Electric

Detonator dinilai lebih baik dibandingkan dengan
Electric Detonator.
Mengingat seluruh kebutuhan Nonel masih
diimpor, DAHANA mendirikan pabrik NONEL yang
PERTAMA di Indonesia. Dengan kapasitas produksi
mencapai tiga juta unit per tahun dengan merk
DAYADET Nonel, pendirian pabrik ini diharapkan
dapat memenuhi permintaan untuk pasar dalam
negeri. Pabrik Nonel berlokasi di Desa Sadawarna,
Kecamatan Cibogo, Kabupaten Subang, Jawa
Barat.
4. DANFO & EMULSION PLANT (2009)
Seiring dengan relokasi pabrik ke Subang, DAHANA
membangun Pabrik DANFO dan Bulk Emulsion
di Subang, Jawa Barat. Pendirian pabrik baru
dengan kapasitas lebih besar dari sebelumnya
ini sebagai jawaban atas tantangan pasar yang
terus meningkat, baik untuk konsumsi ANFO dan
terutama untuk Emulsion yang saat ini memasuki
tren pasar yang meningkat.
5. Pabrik Emulsion Grade Bontang (2011)
EGAN (2011)
DAHANA bekerjasama dengan perusahaan nasional
PT Black Bear Resources Indonesia (BBRI) dalam
bentuk Joint Operation, pada tahun 2010 memulai
pembangunan Pabrik Emulsion Grade Ammonium
Nitrate yang berlokasi di Lhoktuan Bontang.
Pembangunan pabrik EGAN didasari atas kondisi

Regarding that all the Nonel needs are still
imported, DAHANA develop the first NONEL
factory in Indonesia. With a production capacity
of three million units per year with a brand of
DAYADET Nonel, the establishment of this factory
is expected to meet the demand for the domestic
market. Nonel factory is located in the village of
Sadawarna, Cibogo sub-district, Subang regency,
West Java
Along with the plan of factory relocation to Subang,
DAHANA build DANFO and Bulk Emulsion Factory
in Subang, West Java. This new plant establishment
with greater capacity than ever is as a response
to the increasing market challenges, both for AFO
consumption and especially for Emulsion that are
currently come to the market trend that is rising.
DAHANA in cooperation with the national company
of PT Black Bear Resources Indonesia (BBRI) in the
form of Joint Operation, in 2010 start developing
the Grade Ammonium Nitrate Emulsion factory
located in Lhoktuan Bontang. EGAN factory
development is based on the conditions in which
the needs for the raw material of the explosives
dimana kebutuhan bahan baku bahan peledak
yang terus meningkat, sementara pemenuhannya
sebagian besar masih diimpor. Pembangunan
pabrik dengan nilai investasi yang cukup besar ini
diharapkan selesai pada tahun 2013 dan dapat
berproduksi secara komersial.
Pabrik EGAN terdiri dari tiga unit yaitu unit asam
nitrat dan unit ammonium nitrat serta unit Emulsion
Plant yang menggabungkan teknologi Nitrid Acid
dari UHDE Jerman dan teknologi Gridler untuk
unit ammonium nitrat serta teknologi DAHANA
untuk unit emulsi. Pabrik direncanakan akan
menghasilkan produk EGAN sebesar 75.000 MT/
tahun.
6. Pabrik Booster (2012) | Booster Factory (2012)
Setelah menyelesaikan pembangunan Energetic
Material Center (EMC ) yang terbentang di
atas lahan seluas 600 Ha, pada 2012 DAHANA
menyelesaikan pabrik terbaru yaitu BOOSTER &
NITRATION plant. Booster Plant yang merupakan
pabrik PERTAMA di Indonesia ini bertujuan untuk
mensubstitusi impor handak sejenis untuk kegiatan
di sektor pertambangan, baik di pertambangan
umum, kuari maupun migas. Dengan kapasitas
yang dapat dikembangkan sesuai permintaan
pasar, maka diharapkan akan dapat dihemat devisa
yang selama ini dihamburkan keluar negeri untuk
mendukung sektor tersebut diatas.
Booster yang diberi merk DAYAPRIME merupakan
bahan peledak yang peka terhadap detonator
yang digunakan sebagai primer untuk kegiatan
peledakan oleh perusahaan-perusahaan tambang
yang telah menggunakan produk emulsion. Seperti

After completing the development of Energetic
Material Center (EMC) which extends over an area
of 600 ha, in 2012, DAHANA finish the latest factory
namely BOOSTER & Nitration plant. Booster Plant
which is the FIRST plant in Indonesia is intended
to substitute import of explosives similar to activity
in the mining sector, both in the mining, quarrying
and oil and gas. With a capacity that can be
developed according to the market demand, it
is expected to save foreign exchange that has
been dissipated to foreign country to support
the above mentioned sectors.
Booster that is given a brand of DAYAPRIME is
sensitive explosives to detonator used as primers
for the blasting activities by the mining companies
that have used the product emulsion. As it is
known, Dahana has expanded its bussines with
the emulsion product branded as DABEX (Dahana
Bulk Emulsion Explosives) which is produced in
the On Site Plant (OSP) and Mobile Mixing Unit
(MMU) results of design and engineering and
patented by the Dahana engineers.

Blue Rapport for DAHANA
PT DAHANA (Persero) received another award,
such accomplishments are achieved after the
red plate explosive company received the blue
predicate from the Ministry of Environment
(KLH) in Company Performance Rank Program
in Environmental Management (Proper). This
is the first time DAHANA participated in the
assessments this year followed by 1,371
companies from all over Indonesia.
Proper itself grading itself divided ranks into 5
categories. From the best ratings, i.e. gold,
green, blue, red, and black is as the worst
ranking. With such blue value, it means that
DAHANA have done the responsibility, and the
effort that has been required by all regulations
and laws related to environmental management.
DAHANA berhasil mengelola aspek legalitas izin
lingkungan, Amdal, aspek pemenuhan peraturan
perundangan lingkungan, sistem manajemen
lingkungan, limbah, dan usaha perusahaan
dalam bidang lingkungan. Meski mendapat
rapor biru yang berarti menempati peringkat
ke-3, capaian tersebut merupakan sebuah
prestasi yang membanggakan. Hal ini lantaran
Proper tahun ini merupakan Proper yang pertama
kalinya diikuti perusahaan yang kini berbasis
di Subang ini. Rapor biru merupakan rapor
terbaik untuk perusahaan yang diaudit Proper
untuk pertama kalinya.
Hal terpenting dalam penilaian Proper saat ini
yakni fokus pada pengelolaan limbah. Terlepas
dari predikat biru yang disandang DAHANA,
beberapa poin penilaian sangat menentukan,
karena DAHANA sudah menerapkan prinsip 3R
untuk pengelolaan limbah yaitu Reduce, Re-use
dan Recycle.
Dengan kondisi saat ini, menyabet predikat emas
pun bukan hal mustahil untuk tahun mendatang.
Jauh sebelum dilakukan pemeringkatan, DAHANA
telah melakukan pengelolaan lingkungan di atas
standar yang telah ditetapkan. Hal ini bisa dilihat
dari pengangan limbah serta konsep green
building dalam yang dipakai di Energetic Material
Center (EMC).
DAHANA is successful in managing the legality

systems, waste, and the company’s business in
the environmental field. Even though it gets the

such achievement is a proud achievement. This
is because this year proper is the first Proper

in Subang. Blue Rapport is the best report card
for the company that is audited by Proper for
the first time.
The most important thing in the Proper
assessment today is focusing on the waste
management. Regardless of the blue predicate
that is owned by DAHANA, some scoring points
is crucial, because DAHANA has been applying
the principles of the 3Rs for waste management,
namely Reduce, Re-use and Recycle.
With the current condition, winning the title of
gold was not impossible for the coming year.
Long before the grading is done, DAHANA has
conducted environmental management above
the established standards. It can be seen from
the waste management and inner green building

Therefore, the company assigns special training
center to produce professionals in this field by
developing a training and development center in
Energetic Materials Center, which is also called

In Energetic Material Centre complex also
available a trial area for qualified explosive
device with international standard either for
trial or destruction of explosive device. So it is
hope can create professionals who competent
in explosive device field and other high energy
materials.
DAHANA Campus achieve the Greenship
Certificate
Central Management Office of PT DAHANA
(Persero) or better known as DAHANA CAMPUS
that is located in Cibogo Sub- District, Subang
Regency, West Java won the certificate of “green
building”. DAHANA CAMPUS is part of a project
of PT DAHANA (Persero) Energetic Material
Center (EMC) which includes as a center for
research and development, production and
warehousing of high-energy materials that
are the most complete in ASEAN, both for
commercial and defense needs.
EMC development is the result of collaboration
between PT DAHANA (Persero) and PT PP
(Persero) as a contractor appointed as well as
the result of the synergy among BUMN that is
announced by the Ministry of BUMN.

 Sebagaimana diketahui, KAMPUS DAHANA
telah memenuhi standar yang ditetapkan oleh
Green Building Council Indonesia (GBCI) terkait
pemenuhan standar GREEN CONCEPT seperti
standar tahan gempa, keamanan untuk kebakaran
gedung, aksesibilitas penyandang cacat.
Adapun fasilitas EMC yang mendukung GREEN
CONCEPT adalah Land Efficient, Energy Efficient,
Water local & environmental friendly material,
dan healthy indoor air. Dengan begitu, EMC
yang peletakan batu pertamanya oleh Menteri
Pertahanan RI pada 4 Desember 2010 lalu ini siap
menjadi kebanggaan bangsa dengan mengusung
semangat keberpihakan kepada pelestarian alam
dan lingkungan sekitarnya.
Selain itu, Desember 2012 lalu, DAHANA juga
diganjar dengan penghargaan Juara 1 Kategori

As for the EMC facilities that support the GREEN

and healthy indoor air. That way, the EMC where
the first stone was laid by the Minister of Defence
on December 4, 2010 is ready to become the

 Struktur Tata Kelola Perusahaan
Manajemen telah menyempurnakan visi, misi,
dan struktur perusahaan dalam upaya mencapai
Tata Kelola Perusahaan yang baik sesuai dengan
undang-undang dan anggaran dasar dimana
kepengurusan perusahaan dilakukan sepenuhnya
oleh Direksi dan pengawasannya dilakukan oleh
Komisaris yang juga berfungsi sebagai penasihat
Direksi.
Rapat Umum Pemegang Saham (RUPS) wajib
dilaksanakan sesuai dengan anggaran dasar dan
peraturan perundang-undangan.
Rapat Umum Pemegang Saham (RUPS)
Pemegang saham memilik hak untuk berpartisipasi
dalam Rapat Umum Pemegang Saham (RUPS).
RUPS memegang wewenang untuk meminta
pertanggung jawaban Dewan Komisaris dan
Direksi terkait dengan Pengelolaan Perusahaan,
mengubah anggaran dasar, mengangkat dan
memberhentikan Direktur dan Anggota Dewan
Komisaris, memutuskan pembagian tugas dan
wewenang pengurusan di antara Direktur dan
lainnya.
RUPS dapat menjalankan haknya sesuai dengan
anggaran dasar dan peraturan perundang-
undangan, namun tidak dapat melakukan intervensi
terhadap tugas, fungsi dan wewenang Dewan
Komisaris dan Direksi.
Keputusan yang diambil dalam RUPS didasarkan
pada kepentingan Perusahaan dan selalu
dilaksanakan secara adil dan transparan untuk
memastikan kelangsungan bisnis Perusahaan
dalam jangka panjang.
Perusahaan menjunjung prinsip keterbukaan dan
transparansi, dan secara konsisten memastikan
pengungkapan keterangan relevan secara tepat
waktu dan akurat, sesuai dengan peraturan
perundang-undangan yang berlaku.

The Structure of Company Corporate
Governence
Management has perfected the vision, mission
and corporate structure in order to achieve good
corporate governance in accordance with the
laws and the Article of Assosiation where the
management of the company is done entirely by
the Board of Directors and supervision carried
out by the Commissioner who also serves as
adviser to the Board of Directors.
General Meeting of Shareholders (RUPS) shall
be conducted in accordance with the article of
association and regulations.
General Meeting of Shareholders (RUPS)
Shareholders have the right to participate in the
General Meeting of Shareholders (RUPS).
RUPS holds the authority to ask the responsibility of
the Board of Commissioners and Directors related
to the Company Management, change the article of
association, appoint and dismiss the Director and
Member of the Board of Commissioners, decide
the division of tasks and responsibilities between
the management and the other Directors.
RUPS can run its right in accordance with the
article of association and regulations, but it can not
intervene against the duties, functions and powers
of the Board of Commissioners and Directors.
Decisions that are taken in RUPS are based on
the interests of the Company and has always been
conducted in a fair and transparent to ensure the
continuity of Company business in long term.
The company upholds the principle of openness
and transparency, and consistently ensure the
disclosure of relevant information on time and
accurately, in accordance with the legislation in
force.
Sesuai dengan Pasal 78 ayat 2 Undang-Undang
No. 40 tahun 2007 tentang Perseroan Terbatas
dimana RUPS Tahunan wajib dilaksanakan paling
lambat enam bulan setelah tahun buku berakhir,
Perusahaan telah melaksanakan RUPS Tahunan,
serta RUPS tentang Rencana Kerja dan Anggaran
Perusahaan (RKAP) dan Program Kemitraan dan
Bina Lingkungan (PKBL).
Dewan Komisaris
Komisaris bertugas dan bertanggung jawab secara
kolektif dalam melakukan pengawasan pengelolaan
perusahaan oleh Direksi, dan memberikan nasihat
kepada Direksi, serta mewakili kepentingan
pemegang saham dan bertanggung jawab pada
RUPS sesuai dengan anggaran dasar, keputusan
RUPS perusahaan serta peraturan lainnya.
Tugas dan tanggung jawab Dewan Komisaris
mencakup:
• Mengawasi pelaksanaan tugas dan tanggung
jawab Direksi serta menilai kerja Direksi
dalam pengelolaan Perusahaan;
• Mengawasi pelaksanaan kebijakan
pengelolaan Perusahaan dan p engawasan
internal, serta memberikan masukan kepada
Direksi jika diperlukan;
• Memberikan masukan pada rencana strategis
perusahaan, ketentuan-ketentuan Anggaran
Dasar, keputusan RUPS dan peraturan
perundang-undangan yang berlaku;
• Melaporkan hasil pengawasan dan penilaian
kinerja Perusahaan serta tugas dan tanggung
jawabnya kepada RUPS minimal setahun
sekali.
In accordance with Article 78 paragraph 2 of the
Law No. 40 of 2007 on Limited Liability Companies
in which the Annual General Meeting shall be held
no later than six months after the fiscal year end,
the Company has conducted the Annual General
Meeting, as well as the RUPS of the Work and
Budget Plan Company (RKAP) and the Partnership
and Community Development Program (CSR).
Board of Commissioners
Commissioners are collectively served and
responsible for supervising on the management
of the company by the Directors, and providing
advice for the Directors, as well as representing
the interests of shareholders and is responsible
to the RUPS in accordance with the Article of
Association, Company RUPS decision and other
regulations.
Duties and responsibilities of the Board of
Commissioners include:
• Overseeing the implementation of the tasks
and responsibilities of the Directors as well
as assessing the Directors works in the
management of the company;
• Overseeing the implementation of policies of
company management and internal controls,
as well as providing input to the Directors
if required;
• Providing input on company strategic plan,
the provisions of the Articles of Association,
resolutions of the RUPS and the legislation
in force;
• Reporting the results of monitoring and
assessment of the Company’s performance
as well as the duties and responsibilities
to the RUPS at least once a year

 Hubungan Direksi dan Dewan Komisaris
Direksi dan Dewan Komisaris saling menghormati
tugas, tanggung jawab dan wewenang masing-
masing sesuai peraturan perundang-undangan dan
anggaran dasar. Dewan Komisaris memperoleh
akses atas informasi Perseroan secara tepat waktu
dan lengkap.
Masing-masing anggota Dewan Komisaris dan
Direksi dapat melakukan hubungan kerja yang
bersifat informal; namun tidak mempunyai kekuatan
hukum sebelum diputuskan melalui mekanisme
yang sah sesuai dengan peraturan perundang-
undangan dan anggaran dasar Perseroan.
Komite Audit
Pembentukan Komite Audit merupakan komitmen
Perseroan dalam melaksanakan prinsip keterbukaan
dalam penerapan GCG seperti yang termuat di
dalam keputusan Direksi No. Kep/069/X/2010
tentang Pedoman Penerapan Praktik Good
Corporate Governance PT DAHANA (Persero).
Komite Audit diangkat berdasarkan surat
keputusan Dewan Komisaris No. Skep/01/Kom/
DHN/IV/2007 tanggal 2 April 2007, yang diikuti
dengan penandatanganan Piagam Komite Audit
pada tanggal 4 Juli 2007.
Pembentukan Komite Audit mengacu pada
Undang-Undang No. 19 tahun 2003 tentang
BUMN pasal 70 yang menyebutkan bahwa
Komisaris dan Dewan Pengawas BUMN wajib
membentuk Komite Audit. Selain itu, Peraturan
Menteri Negara BUMN No. PER-05/MBU/2006
(yang merupakan perubahan dari Keputusan
Menteri BUMN No. 103 tahun 2002, serta
keputusan sebelumnya yaitu Keputusan Menteri
Negara BUMN No. KEP-133/M-PBUMN) dan
Keputusan Menteri BUMN No. KEP-117/M-
MBU/2002 tentang penerapan praktik Good
Corporate Governance pada BUMN yang juga
mengatur tentang Komite Audit.

Relations between Directors and Board of
Commissioners
Directors and Board of Commissioners respect
eac other on duties, responsibilities and authority
in accordance with the regulations and article of
association. The Board of Commissioners get the
access on the Limited Company information on
time and completely.
Each member of the Board of Commissioners
and Directors may conduct informal working
relationships; however the do not have the force
of law before it was decided through a legal
mechanism in accordance with the laws and
regulations and the articles of association of the
Company.
Audit Committee
Establishment of an Audit Committee of the
Company’s commitment in implementing the
principles of openness in the implementation
of GCG as contained in the Board’s decision
No. Kep/069/X/2010 on Guidelines for the
Implementation of Good Corporate Governance
Practices of PT DAHANA (Persero).
The Audit Committee is appointed based on
the decree of the Board of Commissioners No.
Skep/01/Kom/DHN/IV/2007 April 2, 200t that
was followed by the signing of the Charter of the
Audit Committee on July 4, 2007.
The establishment of Audit Committee refers
to Law No.19 of 2003 on BUMN article 70
which states that the Commissioner and the
Board of Supervisor of BUMN shall establish an
Audit Committee. In addition, the State Owned
Enterprises Minister regulation No. PER-05/
MBU/2006 (which is the change of State Owned
Enterprises Ministerial Decree No. 103 of 2002,
as well as the previous Decree of the Minister
of State Owned Enterprises No. KEP-133/M-
PBUMN) and Decree No. SOE. KEP-117/M-
MBU/2002 on implementing of good corporate
governance practices on BUMN that also
regulates the Audit Committee.
Tugas dan tanggung jawab Komite Audit
diantaranya:
• Melakukan penelaahan atas informasi
keuangan yang akan dikeluarkan oleh
Perseroan;
• Melakukan penelaahan atas pelaksanaan
tugas pemeriksaaanoleh Internal Audit;
Melakukan penelaahan atas pelaksanaan
pemeriksaan oleh auditor eksternal;
• Melakukan penelaahan atas resiko yang
dihadapi perseroan dan masalah lain
yang terkait dengan kegiatan perusahaan.
• Melaporkan seluruh hasil penelaahan dan
rekomendasi kepada Dewan Komisaris.
Selama periode 2012, Komite Audit telah
melakukan penelaahan terhadap laporan atau
hal-hal yang disampaikan oleh Direksi kepada
Dewan Komisaris serta mengidentifikasi hal-hal
yang memerlukan perhatian Dewan Komisaris.
Komite Manajemen Risiko
Komite Manajemen Risiko membantu Perseroan
mengambil langkah-langkah antisipatif dan
pengendalian terhadap berbagai risiko yang
berkaitan dengan penyelenggaraan Perseroan.
Tugas dan tanggung jawab Komite Manajemen
Risiko diantaranya:
• Menentukan strategi, kebijakan dan prosedur
manajemen risiko DAHANA;
• Mengawasi pelaksanaan kegiatan manajemen
risiko dalam operasional DAHANA;
• Mengembangkan budaya manajemen risiko
di segenap jajaran DAHANA.

The Risk Management Committee assist the
Limited Company to take anticipatory measures
and control the risks associated with the
implementation of the Limited Company.
Duties and responsibilities of the Risk
Management Committee are:

management activities in the operation of

Audit internal membantu pelaksanaan manajemen
Perseroan yang baik dengan cara mengevaluasi
dan meningkatkan efektivitas manajemen risiko,
pengendalian, dan proses tata kelola perusahaan.
Audit internal dilaksanakan oleh Satuan Pengawasan
Internal yang melapor dan bertanggung jawab
kepada Direktur Utama, dan juga melaporkan
hasil pemeriksaannya kepada Dewan Komisaris.
Tugas dan tanggung jawab Satuan Pengawasan
Internal diantaranya:
• Melakukan pengawasan internal dan
memberikan rekomendasi perbaikan bersifat
independen dan objektif tentang kegiatan
yang diperiksa pada semua tingkatan
manajemen.
• Menyusun dan melaksanakan rencana

Pedoman Perilaku dalam Perusahaan
Pedoman Perilaku terhadap Etika dan Hukum yang
disahkan oleh Direksi pada tanggal 20 Januari
2011 berfungsi sebagai pedoman dasar dan
standar etika bagi seluruh karyawan DAHANA
dalam menyelesaikan pekerjaan dan dalam
melaksanakan semua kegiatan bisnis Perusahaan.
Pedoman ini menguraikan perilaku terhadap nilai-
nilai etika dan hukum yang harus diterapkan oleh
seluruh karyawan dalam bekerja dan memuat

Employees must avoid any action that leads to
acts of corruption.
In addition, these guidelines avoid conflicts of
interest in the work and set standards of behavior
to avoid actions that are manipulative, collusive
and corrupt.
Protection on the confidential information belonging
to the Company becomes another important factor
that is set in this rule. This protection applies
continuously without limit of time, except for the
matter to be disclosed to the public.
This regulation also supports the creation of equal
employment opportunity and make the workplace
free from violence and harassment. The positive
working environment becomes fundamental in
supporting the creation of the company conditions

bukan hanya kewajiban, namun juga misi DAHANA
untuk tumbuh bersama mitra dan memberikan
manfaat berimbang antara keuntungan bisnis
dengan perkembangan masyarakat sekitar. Dana
untuk pelaksanaan program Corporate Social
Responsibility (CSR) dialokasikan secara rutin
dari sebagian keuntungan Perusahaan.
Kegiatan CSR DAHANA berfokus di bidang
pengembangan kemitraan UKM, bidang pendidikan,
bidang kesehatan, dan bidang keagamaan, serta
pemberian bantuan di daerah yang terlanda

Kegiatan-kegiatan ini dikelola secara efektif,
terfokus dan mandiri melalui Program Kemitraan
dan Bina Lingkungan (PKBL) oleh tim khusus yang
tidak merangkap jabatan struktural. Program PKBL
sesuai dengan Peraturan Menteri Negara BUMN
No.05/MBU/2007 tanggal 27 April 2007 tentang
Program Kemitraan BUMN dengan Usaha Kecil
dan Program Tanggung Jawab Sosial.
Program Kemitraan dan Bina Lingkungan (PKBL)
Sepanjang tahun 2012, DAHANA telah melakukan
berbagai kegiatan sesuai dengan misi Program
Kemitraan dan Bina Lingkungan yaitu pemberdayaan
potensi sosial ekonomi masyarakat dan membantu
menciptakan perekonomian yang tangguh dan
mandiri di masyarakat sekitar daerah operasi
perusahaan.

conducted various activities in accordance with
the mission of the Partnership and Community
Development progrms namely the potential socio-
economic empowerment of the community and
help create a strong economy and independent

DAHANA juga memberikan bantuan pinjaman
dana dan hibah untuk kegiatan usaha kecil dan
koperasi sebagai modal kerja. Sedangkan untuk
meningkatkan profesionalisme mitra binaan,

Kinerja Program Kemitraan (PK)
Agar Program Kemitraan dapat berjalan dengan
efektif, DAHANA memokuskan wilayah binaan di
provinsi Jawa Barat, meliputi Tasikmalaya, Ciamis,
Subang, dan sekitarnya. Dengan sektor yang dipilih
meliputi perindustrian, perdagangan, pertanian,
peternakan, perikanan, dan jasa.
Kinerja Program Kemitraan DAHANA cukup baik.
Tahun ini, DAHANA telah menyalurkan Rp 2.239,30
Juta untuk fungsi Pinjaman Modal Kerja dan Hibah.
Untuk Pinjaman Modal Kerja telah tersalur Rp
2,09 miliar kepada mitra Binaan atau 97,42% dari
rencana tahun 2012 yang sebesar Rp 2,15 miliar.

PKBL Aid providing and disbursement procedures
refer to the existing regulations namely Minister
of State Owned Enterprises regulation No. PER-
05/MBU/2007 and Unit Operational Guidelines
of PT DAHANA (Persero) PKBL.
DAHANA also provides assistance loans and grants
for small businesses and cooperatives activities
as working capital. Meanwhile, to improve the
professionalism of trained partners, DAHANA
PKBL team also provides consulting services on
business management knowledge and builds a
harmonious communication with partners.
Performance Partnership Program (PK)
Partnership Program in order to be effective,
DAHANA focus on target area in the province of
West Java, include Tasikmalaya, Ciamis, Subang,
and surround. With selected sectors include
industry, trade, agriculture, livestock, fisheries,
and services.
The performance of Partnership Program of
DAHANA is pretty good. This year, DAHANA has
disbursed Rp 2.239.30 million for the functioning

Sedangkan cakupan wilayahnya terbatas pada
Kabupaten Tasikmalaya, Kota Tasikmalaya,
Kabupaten Ciamis dan Kabupaten Subang.
Tahun ini, total dana telah tersalur sebesar Rp.
564,52 juta untuk program Bina Lingkungan dengan
alokasi terbesar untuk BUMN Peduli dan sarana

 Bidang Pendidikan dan Pelatihan
DAHANA memberikan bantuan di bidang pendidikan
dan pelatihan dalam bentuk:
• Beasiswa
Bantuan beasiswa diberikan kepada p a r a
pelajar berprestrasi dan tidak mampu dengan
dilengkapi keterangan dari pihak sekolah,
orang tua dan RT/RW setempat;
• Fasilitas pendidikan dan pengadaan sarana
dan prasarana sekolah (umum, pesantren,
madrasah) berupa perbaikan sarana dan
prasarana pendidikan serta usaha-usaha
dalam proses penelitian dan pengembangan
pendidikan masyarakat;
• Pelatihan kepada warga sekitar guna
menambah keterampilan dan kompetensi
masyarakat, seperti pelatihan mengemudi,
kursus komputer, dan kursus membatik.
Program Keagamaan
Bantuan diberikan untuk membantu kegiatan
seremonial keagamaan berupa bantuan
pembangunan dan perbaikan rumah ibadah,
pengadaan sarana ibadah, dan pengadaan sarana
penunjang lainnya agar dapat meningkatkan fungsi
dan kegunaan fasilitas tersebut bagi masyarakat.

Education and Training Sector
DAHANA provide assistance in the field of education
and training in the form of:

Bantuan ini ditujukan bagi peningkatan
fasilitas kesehatan masyarakat yang meliputi
pembangunan dan renovasi sarana pelayanan
kesehatan, pembangunan dan renovasi sarana
sanitasi umum, sunatan massal, pengobatan
gratis masyarakat, pengadaan obat-obatan,
serta kegiatan yang menyangkut pelayanan
kesehatan masyarakat lainnya.
Pengembangan Sarana Umum
Bantuan pengembangan sarana dan prasarana
umum ditujukan untuk membangun dan
memperbaiki fasilitas umum sehingga dapat
meningkatkan fungsi dan kegunaannya bagi
masyarakat setempat, meliputi jalan umum,
jembatan, sarana olahraga, dan fasilitas umum
lainnya.
Community Health Improvement Program
This assistance is intended for the improvement of
public health facilities, including the development
and renovation of health care facilities, the
