INTRODUCTION

The Problem and Its Background

Drug use has never been a new issue in society. Nowadays, its not

surprising to hear news and reports flashed almost everyday on television,

radios, and newspapers such as an eight year old raped by her father bank

robbed by several gunman, a government official ambushed, wife murdered,

farmers massacred and priests, nun and students, kidnapped for ransom. An

anti-crime watchdog has warned that many kidnapping cases in the Philippines

are not for ransom alone and are linked to illegal drugs (Aurelio, 2014). It would

be remiss not to point out that the commission of this crime is to obtain money to

buy expensive illicit drugs is due not primarily to the pharmacological effect of

drugs, but to the artificially high cost of drugs, which results from drug controls

and employment (Ray and Ksir, 2002).

The commission of these heinous crimes is by criminals, who are believed

under the influence of drugs (Zulueta and Magay, 2005). The basis for concern

was the belief that drug use causes crime. There are several senses in which it

might be said that drugs cause crime, but the most frightening possibility is that

drug use somehow changes the individual's personality in a lasting way, making

him or her into a criminal type (Ray and Ksir, 2002). A drug is nothing but a

chemical substance until it comes into contact with a living organism. The World

Health Organization (WHO) defines a drug "as any substance that, when taken

into the living organism, may modify one or more of its functions. According to

Drug Abuse Board, a drug is any chemical substance that brings out physical,

emotional or behavioral changes in a person taking it. When the use of these

drugs, lawful or unlawful, results in an individual's physical, mental and emotional

or social impairment there is drug abuse (Panopio and Rolda, 2004). From the

beginning drug has always been overused, misused and abuse. Drug abuse is

the repeated and excessive use of chemical substances capable of changing the

chemical composition of the body and modifying the person's behaviors.

Meanwhile, due to rapid socio-economic changes, drug addiction, drug

dependence and tolerance has been added to the context of drugs.

Psychological addiction is contracted when a person still desires the drug for

purely psychological reasons. Drug dependency gives rise to mental, emotional,

biological or physical, social and economic instability.

Functionalist generally assume that drug use is a means of escaping

unpleasant social condition that have been risen as society has become

disorganized (Coleman and Cressey, 1980). This condition may be aggravated

by broken homes, parental rejection, in consistent disciplinea and a system of

permissiveness especially in child rearing which equip youth with an anomic

super ego (Girdano, 1976 as cited by Salcedo, et. al. 2002) Poverty is the most

prevalent factor that prompts pushers and users alike to indulge in dangerous

drugs. Many abusers use dangerous drugs as a vehicle for escaping the realities

of poverty and its concomitant problems (Zulueta and Magay, 2002).

Figure 1 is the Conceptual Framework of the study, the study included

the respondents which has direct relationship to personal, social and

psychological factors causing under the influence of drugs in terms of age,

gender, civil status, work, socio economic and crime committed. Therefore

assessments of the factors causing under the influence of drugs shall lead to

program formulation.

Statement of the Problem
