Drug use has never been a new issue in society. Nowadays, its not
radios, and newspapers such as an eight year old raped by her father bank
farmers massacred and priests, nun and students, kidnapped for ransom. An
anti-crime watchdog has warned that many kidnapping cases in the Philippines
are not for ransom alone and are linked to illegal drugs (Aurelio, 2014). It would
be remiss not to point out that the commission of this crime is to obtain money to
buy expensive illicit drugs is due not primarily to the pharmacological effect of
drugs, but to the artificially high cost of drugs, which results from drug controls
under the influence of drugs (Zulueta and Magay, 2005). The basis for concern
was the belief that drug use causes crime. There are several senses in which it
might be said that drugs cause crime, but the most frightening possibility is that
drug use somehow changes the individual's personality in a lasting way, making
him or her into a criminal type (Ray and Ksir, 2002). A drug is nothing but a
chemical substance until it comes into contact with a living organism. The World
Health Organization (WHO) defines a drug "as any substance that, when taken
