ATFM is a service provided with the objective to enhance the efficiency
of the ATM system by,
 Strategic and Tactical balancing of the demand against
available capacity;
 optimising the use of available resources ;
 adopting a collaborative process through Collaborative
Decision Making (CDM) involving all stake holders
 AND through pre-defined management techniques

C-ATFM ORGANISATION

 Phase 1 C-ATFM operations involve


− a CCC at Delhi and
− 6 TMUs at the ACCs of
• Delhi, Mumbai, Chennai, Kolkata, Bangalore and Hyderabad
• These cities’ airports handle about 60% of Indian traffic
• Most of the congestion is associated with these airports/ACCs

In general, the ACC TMUs are responsible to monitor air traffic operations within their area,
participate in periodical nationwide ATFM planning conference calls, help CCC develop and adjust
TMIs and communicate with area airspace users and airports on flow problems

AIR TRAFFIC FLOW MANAGEMENT
IMPLEMENTATION

Integrated C-ATFM implementation in India Is planned in a phased manner.

First phase ( 2015 )


C-ATFM System will consist of CCC at Delhi and TMU at SIX MAJOR INDIAN Airports

Second Phase (2016 )


C- ATFM system will cover the entire Indian airspace

Third phase (TBD)


Indian ATFM will be integrated with neighboring States to cover the traffic flow
from/to & over Asia Pacific Region.

PROCEDURES
ATFM IN PHASES: OVERVIEW

• Strategic (up to six months in advance)


– DCB analysis on the basis of biannual Strategic Network Operations
Plan
• Pre-Tactical (tomorrow up to seven days in advance)
– Objective: Refined DCB analysis on the basis of Pre-Tactical Network
Operations Plan
• Tactical (current day operations)
– Accurate prediction of ATFM measures, which may still be modified
based on CDM up to six hours in advance of operation
• Post-Operational
– Analysis on the basis of executed flights

CDM PROCEDURE

• To a varying extent, CDM is already in practice with


– Airports (as far as using A-CDM)
– Aircraft Operators (Domestic flights via A-CDM)
• In Phase 1 C-ATFM operations;
– CDM regarding ATFM measures – Telecon, Web , Through CCC….
– CDM Partners ( Airlines) are provided with the capabilities to adjust
their schedule to optimize their operations on the basis of available
capacity and TMIs

FPL PROCEDURES

• The current procedures regarding Flight Plan submissions will


continue during Phase 1, except that submission must be at least
three hours in advance (up to five days in advance)
• During Phase 1, all FPL will be internally routed by AAI to CCC
• All domestic airlines will be required to submit RPL files to CCC in
addition to the existing submissions
• Online FPL to be routed to CCC in addition
• Changes regarding FPL procedures regarding Change/ Mod/ Cancel/
Suspension are to be described in AIP Supplement
