The ADÜTDF is active mainly with cultural, religious and sporting events to

Bayern bekannt, die Verbindungen in die rechtsex- tremistische bzw.
verfassungsschutzrelevante islamfeindliche Szene bzw. in die
Reichsbürgerszene aufweisen.
2. GEWALTPOTENZIAL
Gewaltkult Fremdenfeindlichkeit und Rassismus, verbunden mit Hass und Ablehnung von
Demokratie und pluralistischer Gesellschaft, bilden den Nährboden für
rechtsextremistische Gewalttaten. Die Abwertung und die Entmenschlichung
von Menschen und Menschengruppen fördern ein Sinken der Hemmschwelle
zur Gewalt anwendung. Der in Teilen der Szene gepflegte Gewalt- kult, der mit
der Verherrlichung von „kriegerisch-soldatischer Tu- gend“ einhergeht, wirkt
sich ebenfalls auf Gewaltbefürwortung und -anwendung aus.

Die rechtsextremistische OSS hatte sich im August 2014 als zunächst virtuelle
Gruppe bei einem Instant-Messenger-Dienst gegründet. Es entstanden
mehrere Chatgruppen, die hauptsäch- lich zur Kontaktpflege und zum
Austausch rechtsextremistischer Ansichten genutzt wurden. Oberflächliche
völkisch-rassistische Ideologieelemente vermischten sich mit der Ablehnung
von Menschen mit Migrationshintergrund und Muslimen. In der Haupt
chatgruppe waren bis zu 20 Personen aktiv. Die Gruppe ra- dikalisierte sich so
weit, dass Mitglieder sich zum Ziel setzten, in kleinen Gruppen Anschläge zu
begehen. Für derartige Aktionen waren bereits pyrotechnische Gegenstände
beschafft worden.
Seit Sommer 2016 stand eine Gruppe von Hooligans und Rechtsextremisten,
darunter mehrere frühere Aktivisten der Par- tei „DIE RECHTE“ und Mitglieder
der seit März 2016 verbotenen rechtsextremistischen Gruppierung „Weisse
Wölfe Terrorcrew“ (WWT), wegen Bildung einer kriminellen Vereinigung und
Vor- bereitung eines Explosionsverbrechens (§§ 129, 310 StGB) vor dem
Landgericht Bamberg. Ihnen wurde vorgeworfen, mehre- re Straftaten, u. a.
Anschläge auf Asylbewerberunterkünfte in Bamberg, geplant zu haben. Die
Angeklagten wurden am 14. Dezember wegen Sachbeschädigungen,
Körperverletzungen, der Verwendung von Kennzeichen verfassungswidriger
Organi- sationen sowie Verstößen gegen das Sprengstoffgesetz und das
Versammlungsgesetz zu Freiheitsstrafen von bis zu drei Jahren
beziehungsweise zu Bewährungs- und Geldstrafen verurteilt. Die Bildung einer
kriminellen Vereinigung konnte nicht nachge- wiesen werden. Die Urteile sind
noch nicht rechtskräftig.

von sechs Monaten auf Bewährung verurteilt. Die Urteile sind rechtskräftig.

Strukturen aktiv waren. Die Ergebnisse der polizeilichen Auswer- tung zeigen,
dass es sich bei den ermittelten Tatverdächtigen um männliche Personen im
Alter zwischen 18 und 25 Jahren handelt. Dies ist ein weiterer Beleg dafür, dass
rechtsextremis- tische und fremdenfeindliche Propaganda und Agitation in nicht-
extremistische Milieus hineinwirken kann. Häufig stammten die Tatverdächtigen
sogar aus der unmittelbaren Nachbarschaft des angegriffenen Objekts. Einige
Tatverdächtige hatten einen allge- meinkriminellen Vorlauf bzw. Bezüge zur
Hooligan-Szene.
Bei der Mehrzahl der Straftaten gegen Flüchtlingsunterkünfte handelte es sich Gewalttaten gegen
um Sachbeschädigungen. Es wurde jedoch auch eine Gewalttat begangen. Asylunterkünfte
In 13 Fällen wurden auch rechtsextremistisch motivierte Gewalt- taten begangen, Gewalttaten gegen
die sich unmittelbar gegen einzelne Asylbewer- ber richteten. Asylbewerber
Mehrere Personen stellten sich am 30. Juli in den Weg einer Gruppe
afghanischer Asylbewerber, die gerade das Chamer Volksfest verlassen
wollten. Sie attackierten sie zunächst ver- bal. Ein Täter schlug im weiteren
Verlauf einem Asylbewerber mit der Faust ins Gesicht, so dass dieser zu
Boden ging. Er und ein weiterer Täter traten auf ihn ein. Währenddessen riefen
sie „Ausländer raus“, „Scheiß Ausländer“ und „Heil Hitler“ und zeigten den
Hitlergruß. Der Asylbewerber wurde mittelschwer verletzt und verblieb zwei
Tage stationär im Krankenhaus.

2.3 NSU-Prozess
Die als Haupttäter erkannten Uwe Mundlos und Uwe Böhnhardt wurden am 4.
November 2011 erschossen in einem von der Polizei umstellten Wohnmobil
aufgefunden. Die als Mittäterin verdächtige Beate Zschäpe stellte sich nach
mehrtägiger Flucht am 8. November 2011 der Polizei. Am 6. Mai 2013 begann
vor dem 6. Strafsenat des Oberlandesgerichts München der Pro- zess gegen
Zschäpe und weitere Beschuldigte u. a. wegen des Verdachts der Gründung
einer terroristischen Vereinigung im Zu- sammenhang mit dem NSU.
Lebenslange Haftstrafe Am 11. Juli verkündete das Oberlandesgericht München die Urteile in den
gegen Beate Zschäpe Strafverfahren gegen Beate Zschäpe und weite- re Beschuldigte. Zschäpe
erhielt wegen zehnfachen Mordes, mehrfachen versuchten Mordes, mehrerer
Raubüberfälle, eines versuchten Mordes durch eine schwere Brandstiftung
sowie Mit- gliedschaft in einer terroristischen Vereinigung eine lebenslange
Haftstrafe. Die besondere Schwere der Schuld wurde festgestellt.
Die weiteren vier Angeklagten erhielten unter anderem wegen Beihilfe zum
Mord und Unterstützung einer terroristischen Ver- einigung mehrjährige
Jugend- beziehungsweise Freiheitstrafen zwischen zweieinhalb und zehn
Jahren. Die Urteile sind noch nicht rechtskräftig.
Reaktionen der Vor allem in der partei- und organisationsgebundenen rechtsex- tremistischen
rechtsextremistischen Szene sorgte das Urteil nur für wenig öffentliche Resonanz. Die Reaktionen
Szene auf beschränkten sich in der Regel auf kurze Kommentare in sozialen Medien und
Verurteilungen den Online-Auftritten einzelner Parteien und Gruppen. Gemeinsamer Tenor der
meis- ten Reaktionen war die Festlegung darauf, dass es sich beim NSU um ein
staatlich gesteuertes Konstrukt gehandelt habe, welches das Ziel hatte, die
rechtsextremistische Szene zu diskre- ditieren. Entsprechend wurden der
Prozess und das Urteil meist als „politisch motiviert und gesteuert“ deklariert.

Die Partei „Der Dritte Weg" (III. Weg) diffamierte auf ihrer Home- page den
NSU-Prozess als „Schauprozess“. In ihrer Reaktion auf das Urteil behauptete sie,
das Gericht habe „trotz fehlender Be- weise, unzählige[r] Ungereimtheiten,
dubiose[r] Verstrickungen mit dem Verfassungsschutz, toter Zeugen und einer
unschlüssi- gen Indizienkette unter dem Druck der Öffentlichkeit“ geurteilt.
Von jetzt ab, da ist eines klar: Das Paulchen jagt bald Antifa!
sowie
Von Wies´n bis DGB Haus ist´s nicht weit, da nimmt sich Paul- chen gerne Zeit.
Der NSU hatte die Figur sowie die Melodie der Serie Paulchen Panther in ihrem
Bekennervideo eingesetzt.

Gewalttaten
Im Jahr 2018 wurden in Bayern 63 rechtsextremistisch moti- vierte
Gewaltdelikte registriert (2017: 68). Dabei handelt es sich überwiegend um
Körperverletzungsdelikte. Von den Gewalt- taten waren 10 (2017: 20)
allgemein neonazistisch motiviert; 9 dieser Delikte waren gegen den politischen
Gegner gerichtet (2017: 14). 49 Gewalttaten (2017: 48) waren fremdenfeindlich
motiviert. Bei 4 der Gewaltdelikte lag eine antisemitische Moti- vation zugrunde
(2017: 0).
Am 22. Februar beleidigte ein Fahrgast in München einen Ta- xifahrer mehrfach
als „Nigger“. Anschließend wurde er gegen- über dem Taxifahrer gewalttätig und
schlug u. a. mit einem aus dem Fahrzeug entfernten Navigationsgerät auf ihn
ein. Der Taxi- fahrer erlitt dabei eine Platzwunde an der Stirn.
Am 26. März trat ein Täter von hinten gegen die Krücke einer Person, die ihr
dadurch aus der Hand fiel. Der Täter schlug der Person daraufhin vor ihrem
Wohnhaus mit der Faust in den Rü- cken, wodurch sie zu Boden stürzte. Dabei
verletzte sie sich am Fuß. Anschließend beschimpfte sie der Täter mit den
Worten „Du scheiß Jude, schreibst niemals mehr was. Das nächste Mal kriegst
du ein Messer in den Bauch!“. Danach flüchtete er. Die Geschädigte schreibt
Blogeinträge gegen Rassismus.
Sonstige Straftaten
In Bayern wurden 2018 insgesamt 1.771 (2017: 1.828) sonsti- ge
rechtsextremistische Straftaten (ohne Gewalttaten) gezählt. Davon waren 980
neonazistisch (2017: 1.248), 603 fremden- feindlich (2017: 440) und 187
antisemitisch motiviert (2017: 141). In den meisten Fällen handelte es sich um
Propagandadelikte (2018: 1.124; 2017: 1.085), aber u. a. auch um
Volksverhetzung (2018: 350; 2017: 345) und Sachbeschädigungen (2018: 106;
2017: 154).

Während eines verbalen Streits in einer U-Bahn in Nürnberg be- leidigte ein
Fahrgast seinen Sitznachbarn und bedrohte ihn u. a. mit den Worten „Ich bringe
dich um, du Jude!“. Der Geschädig- te fragte ihn, was er von Juden wolle. Der
Täter schubste darauf- hin seinen Sitznachbarn von der Bank, so dass dieser zu
Boden fiel und sich am Ellenbogen verletzte.

Bestandteil der Propaganda von Rechtsextremisten sind außer- dem sozial-, Neue Themenfelder
wirtschafts- und umweltpolitische Themen. So wird
z. B. Umweltschutz als „Heimatschutz“ interpretiert und in den Kontext der
völkischen Bewegung gestellt. Demzufolge ist der Schutz des eigenen Volkes
untrennbar mit dem Schutz der Um- welt verbunden. Durch Verknüpfung
sozialer Problemfelder mit rechtsextremistischen Theorieelementen wollen
Rechtsextre- misten aus den Sorgen der Bevölkerung Kapital schlagen. Teile
des rechtsextremistischen Spektrums propagieren einen „volks- bezogenen
Sozialismus“ mit dem Ziel, in sozialistisch orientierte Wählerschichten
einzudringen.
Gegen Ende des Jahres schlossen sich Teile der rechtsextre- mistischen
Szene in Bayern der Agitation gegen den „Global Compact of Migration“ der Agitation gegen den
Vereinten Nationen (UN) an. Die „Identitäre Bewegung“ (IB) agitierte auf ihren „Global Compact of
Social-Media-Pro- filen gegen die Unterzeichnung des Pakts und führte in Migration“ der UN
Bayern einzelne Aktionen zum Thema durch. So verteilten Aktivisten an zwei
Infoständen in München und Augsburg am 27. Oktober Flyer gegen den Pakt.
Darüber hinaus agitierten die rechtsext- remistischen Parteien NPD und „Der
Dritte Weg“ im Internet gegen den Pakt, führten in Bayern aber keine
themenbezogenen Aktionen dazu durch.

Leitfaden gegen Die Partei „Der Dritte Weg“ (III. Weg) verbreitet über ihre Web- site einen
Asylbewerberunterkünfte Leitfaden gegen Asylbewerberunterkünfte mit dem Ti- tel „Kein Asylantenheim in
meiner Nachbarschaft! Wie be- bzw. verhindere ich die Errichtung eines
Asylantenheimes in meiner Nachbarschaft“. Der „III. Weg“ beschreibt darin die
vermeintli- chen „Folgen eines Asylantenheims in der Nachbarschaft für die
heimische Bevölkerung“. Er gibt detaillierte Hinweise zur Organi- sation des
Protests sowie zu juristischen Fragestellungen. Insge- samt fügt sich der
Leitfaden in die fremdenfeindlichen Beiträge auf der Website des „III. Weg“ ein
und leitet sich ideologisch aus dem 10-Punkte-Programm der Partei ab. Darin ist
u. a. von einer angeblichen Überfremdung Deutschlands und Gefahren durch
steigende Asylbewerberzahlen die Rede.
Die NPD, der „III. Weg“ sowie die „Soldiers of Odin“ und deren Nachfolge- und
Splitterorganisationen, veranstalteten wieder- holt Patrouillen- und
Patrouillen und Streifengänge in bayerischen Städten. Im Rahmen der Aktionen versuchten die
Streifengänge Rechtsextremisten den Eindruck zu vermitteln, die aktuelle Flüchtlingssituation
rechtsextremistischer führe zu einer dauerhaft erhöhten Bedrohungs- und Gefährdungslage auf
Gruppierungen deutschen Straßen, über die der Staat die Kontrolle verloren habe. Damit
stellten sie das staatliche Gewalt- und Ordnungs- monopol grundsätzlich in
Frage. Teilweise hatten die Durch- führungsorte Bezüge zu Vorfällen oder
Straftaten, bei denen Asylsuchende oder Personen mit Migrationshintergrund
unter Tatverdacht standen.
Kundgebung der NPD In Zusammenhang mit den Ereignissen in Chemnitz, wo es nach einem
in München mit mutmaßlich durch Migranten begangenen Tötungsdelikts vom 26. August zu
geringer Resonanz fremden- und asylfeindlichen Demonstrati- onen mit bundesweiter Resonanz
gekommen war, fand am 2. September in München die NPD-Kundgebung
„Chemnitz ist überall – ganz Deutschland muss zur Schutzzone werden“ statt.

Rechtsextremistische Hetze und Agitation gegen Flücht lin ge sind häufig eng Kampagnen „Volkstod“
verbunden mit der Vorstellung des „Volks todes“. Im deutschen und „Großer Austausch“
Rechtsextremismus ist dieses Konzept seit einigen Jahren zentrales
Agitationselement. Dabei wird angenommen, dass das deutsche Volk aufgrund
von niedrigen Geburtenzahlen und stetiger Zuwanderung „volksfremder“
Migranten ausster- ben wird. Diese Entwicklung werde von den demokratischen
Politikern gewollt und forciert. Die rechtsextremistische Szene greift regelmäßig
im Rahmen von Aktionen und Kampagnen die „Volkstod“-These auf.

Islamfeindlichkeit
Rechtsextremistische Islamfeindlichkeit ist eine moderne Form der
Fremdenfeindlichkeit. Rechtsextremisten verknüpfen dabei häufig auch die
Agitation gegen Asylbewerber mit der Agitation gegen den Islam. Die
Ablehnung der Muslime basiert auf dem rassistischen
„Volksgemeinschafts“-Gedanken: Demzufolge ge- hören Muslime einer
„raumfremden“ Religion an und werden als „undeutsch“ abgelehnt.
Rechtsextremisten beteiligen sich beispielsweise an Diskussionen um den Bau
von Moscheen, versuchen dort, das Wort zu ergreifen und die Veranstaltungen
als Plattform für ihre Agitation zu nutzen. Muslime werden dabei pauschal als
Bedrohung der Inneren Sicherheit dargestellt.
Die Partei „Der Dritte Weg“ (III. Weg) nahm das Ergebnis des
Bürgerentscheides vom 22. Juli in Kaufbeuren im Regierungs- bezirk Schwaben,
bei dem die Vergabe eines städtischen Grund- stücks an einen türkischen
Verein zum Zweck der Errichtung einer Moschee von den Bürgern mehrheitlich
abgelehnt wurde, zum Anlass, eine monoethnische Bevölkerung und den
Zuzugstopp „art- und kulturfremder Ausländer“ in Deutschland zu fordern.
Im Juni und Juli führte die „Identitäre Bewegung Bayern“ (IB Bayern) in
Ingolstadt, Memmingen, München und Rosen- heim mehrere
Transparentaktionen im Zusammenhang mit ihrer Kampagne „#StopFatih“
durch, welche sich gegen eine angeb- liche Islamisierung bzw. „Eroberung“ –
so die deutsche Bedeu- tung des türkischen Wortes „Fatih“ – Europas durch
Muslime

und deren Kultur richtet. Die Kampagne wurde von der IB Bayern auf ihrer
Homepage dokumentiert und entsprechend inszeniert. Im Rahmen der
Kampagne beschwor die IB die angebliche Ge- fahr einer „islamischen
Unterwerfung Ungläubiger“ in Deutsch- land und Europa und propagierte ihr
identitäres Gesellschaftside- al, das auf die Inkompatibilität unterschiedlicher
Kulturen abzielt.
Antisemitismus
Rechtsextremistischer Antisemitismus ist eine rassistische Form der
Judenfeindlichkeit und ein wesentlicher Bestandteil rechtsextremistischer
Ideologie. Antisemitismus ist inzwischen häufig auch im Gewand des
Antizionismus anzutreffen. Der an- tizionistische Antisemitismus gibt vor, Israel
zu kritisieren, lehnt aber tatsächlich das Existenzrecht Israels ab. Er diffamiert
den jü- dischen Staat, indem er ihm einen „Vernichtungskrieg“ und eine Politik
der „Ausrottung“ vorwirft. Die Feindschaft gegen den Staat Israel wird mit
klassischen Stereotypen der Judenfeind- schaft verbunden: von der jüdischen
Finanzmacht bis hin zur jü- dischen Weltverschwörung. Der
NPD-Bundesverband kommen- tierte das 70-jährige Bestehen des Staates
Israel auf Twitter am NPD-Bundes verband

Israel ist und bleibt der Feind aller Völker, die um nationale und soziale
Befreiung ringen.
Antisemitische Aktionen richten sich in Wort oder Tat in der Regel gegen
jüdische Personen und Einrichtungen. Sie können aber auch Nichtjuden,
Unternehmen und Institutionen zum Ziel haben, denen eine „Komplizenschaft“

auf ihrer Website Handlungshinweise zum „Israel-Boykott“. So empfiehlt die
Partei, Waren zu boykottieren und an Kundgebungen gegen die
„verbrecherischen Völkermordmaßnahmen der Zionisten im Nahen Osten“
teilzunehmen. Außerdem sollten keine „prozio- nistischen Parteien“ gewählt
werden.
Die Holocaust-Leugnerin Ursula Haverbeck wurde am 7. Mai zur Durchsetzung Festnahme der
einer zweijährigen Haftstrafe wegen Volksverhet- zung festgenommen. Mehrere Holocaust-Leugnerin
bayerische NPD-Kreisverbände teilten auf Facebook Solidaritätsbekundungen für Haverbeck

Antiziganismus
Der Antiziganismus, also die Agitation bzw. Feindschaft gegen Sinti und Roma,
ist ein fester Bestandteil rechtsextremistischer und rassistischer Ideologie. Diese
Feindschaft äußert sich in der rechtsextremistischen Szene in Bayern in der
Regel nur anlass- bezogen und führt dabei auch zu konkreten Aktionen. Sie
spielt im Verhältnis zur sonstigen verfassungsfeindlichen Agitation je- doch nur
eine untergeordnete Rolle.
Besonders deutlich ist dies bei der neonazistischen Partei „III. Weg“. Die Partei Konzept des „Deutschen
hat ihre politischen Zielsetzungen in ei- nem 10-Punkte-Programm Sozialismus“ und
niedergelegt, das deutliche Paralle- len zum 25-Punkte-Programm der NSDAP „Deutsche Winterhilfe“
aufweist. Beide Programme propagieren eine auf gemeinsamer Abstammung
basierende Volksgemeinschaft und enthalten u. a. gebietsrevi- sionistische
Forderungen, die auf die Vereinigung aller „Volks- deutschen“ in einem Staat
abzielen. Noch auffälliger werden die Parallelen zum NSDAP-Programm am
Thesenpapier des „III. Weg“ zum „Deutschen Sozialismus“. In diesem Thesen-
papier werden viele arbeits-, wirtschafts- und sozialpolitische Punkte des
NSDAP-Programms wieder aufgegriffen und an die heutige Zeit angepasst. Der
einzelne Mensch wird nur als Teil des Volkskörpers gesehen, in den er sich
einzufügen hat. Das Konzept des „Deutschen Sozialismus“ spielt eine zentrale
Rolle in der Agitation des „III. Weg“.

die soziale Notlagen der deutschen Bevölkerung im Blick habe, während sich
alle anderen politischen Kräfte an- geblich ausschließlich auf Flüchtlinge
konzentrierten. Flüchtlinge sind als Hilfeempfänger explizit ausgeschlossen. Um
die propa- gandistische Wirkung zu vergrößern, wurde die Kampagne mit
Flugblattaktionen und umfangreicher Berichterstattung auf den Internetseiten
der Partei begleitet.

Leugnung des Im Rahmen von rassistisch motivierten Bürgerwehr- und Pat- rouille-Aktionen
staatlichen und Sicherheitsinitiativen schüren Rechtsextre- misten Ängste vor Migranten und
Gewaltmonopols suggerieren, dass der Staat und seine Sicherheitsorgane nicht mehr in der Lage
seien, die Si- cherheit der Bürger zu gewährleisten. Sie inszenieren sich dabei
als Mahner, Kümmerer und vor allem als vermeintliche Gewähr- leister von
Schutz und Ordnung im öffentlichen Raum.
Die Aktionen der verschiedenen Gruppen haben das gemeinsa- me Ziel, das
Sicherheitsempfinden der Bevölkerung nachhaltig zu beeinflussen und den
Rechtsstaat und das staatliche Ge- waltmonopol generell in Frage zu stellen.
Im Vordergrund steht meist der virtuelle Effekt der Aktionen. Diese Aktionen
werden dokumentiert und über die sozialen Medienkanäle der jeweiligen
Organisationen verbreitet. Nach Möglichkeit soll Resonanz in der
Berichterstattung klassischer Medien hervorgerufen werden. Ihre
Aktionsformate richten sich danach, Präsenz im öffentlichen Raum zu zeigen,
um nicht zuletzt auch Nichtdeutsche, Personen mit vermeintlich nichtdeutschem
Aussehen sowie politische Gegner einzuschüchtern.
„Defend Europe Mission Unter dem Slogan „Defend Europe Mission Alpes“ beteiligten sich im April etwa
Alpes“ und 100 Aktivisten der „Identitären Bewegung“ (IB) aus ganz Europa an der
„GrenzschutzAktion“ der vorgeblichen Sicherung des Alpen- passes Col de l’Échelle an der
Identitären Bewegung französisch-italienischen Grenze gegen mutmaßlich illegale Immigranten. Die
mit einheitlichen blauen Jacken bekleideten Aktivisten, darunter auch Mitglieder
der in Bayern aktiven IB Schwaben, errichteten einen provisori- schen Zaun
und platzierten ein englischsprachiges Transparent sowie mehrere Schilder, die
jeweils mit Parolen gegen Flücht- linge und Einwanderer beschriftet waren. Im
Rahmen der insze- nierten Grenzsicherungsaktion setzten die Aktivisten auch
zwei Hubschrauber sowie mehrere Fahrzeuge ein. In Stellungnahmen zur
Aktion agitierten die IB-Aktivisten gegen die europäischen Regierungen und
warfen ihnen Untätigkeit im Zusammenhang mit der Bekämpfung illegaler
Einwanderung vor.
Vom 28. bis 30. September führte die IB etwa 500 Meter vor dem
deutsch-österreichischen Grenzübergang Melleck-Steinpass in
Schneizlreuth/Berchtesgadener Land die Aktion „Grenzcamp“ mit dem
Zusatztitel „Grenzschützer – Pro Border – Pro Nation“ durch. Etwa 20 Personen
nahmen daran teil, darunter auch der Bundesvorsitzende der „Identitären
Bewegung Deutschland“

Die NPD führte in den Monaten September bis Dezember in Nürnberg sog.
„Schutzzonen“-Streifen durch. An einer Streife Mitte November beteiligte sich
auch der Stadtrat der rechtsextremistischen „Bürgerinitiative A“, Ralf Ollert. Die
Aktivisten waren mit einheitlichen Westen, auf denen das Logo der „Schutz
zonen“- Aktion abgebildet war, gekleidet. Sie brachten Klebezettel an Mas- ten
an und versuchten, Passanten im Bereich der Innenstadt anzu- sprechen und „Schutzzonen“Aktion
Informationsmaterial der Partei zu verteilen. der NPD
Die NPD propagiert bereits seit August 2017 die Errichtung so- genannter
„Schutzzonen“ für Deutsche. Ausgehend von der Be- hauptung, es bestehe
eine „Notwehrsituation“ in Deutschland, fordert die Partei ihre Mitglieder und
Anhänger dazu auf, selbst aktiv zu werden. Auf der Partei-Website finden sich
u. a. kon- krete Hinweise, wie eine Schutzzone praktisch umzusetzen sei und
welche juristischen Aspekte dabei Berücksichtigung finden müssten. Ferner hat
die NPD zur Bewerbung der Aktion einen Internetshop eingerichtet, wo
Sympathisanten Westen, Base- ballmützen, Flyer und Sticker mit dem
Schutzzonen-Logo sowie Reizgas und Taschenalarme bestellen können.
Die Kampagne weist im Hinblick auf die verwendete Rhetorik und Terminologie
teilweise Parallelen zum rechtsextremisti- schen Konzept der „Nationalbefreiten
Zone“ auf. Letzteres zielt darauf ab, öffentliche „Freiräume“ zu schaffen, die
dem Zugriff des demokratischen Rechtsstaates entzogen sind und in denen
Rechtsextremisten originär staatliche Ordnungs- und Schutz- funktionen für
sich beanspruchen können.
Die Partei „Der Dritte Weg“ (III. Weg) führte sog. Nationale Streifen durch. Nationale Streifen des

Der Ursprung der SOO geht auf eine gleichnamige internationale Gruppierung
zurück, die im Oktober 2015 in Finnland gegründet wurde. Im Juni benannte sich
die Gruppe in „Wodans Erben Ger- manien – Division Bayern“ (WEG) um. Sie
versuchte im Internet, Kontakte zu anderen Bürgerwehrgruppierungen
aufzubauen.

Seit März agiert unter der Bezeichnung „Vikings Security Germa- nia Division „Patrouillen“ der
Bayern“ eine von den SOO abgespaltene Gruppie- rung. Mit einer Strukturierung „Vikings Security
in Chapter und der Aufnahme von „Anwärtern“ orientiert sich die Gruppierung in Germania Division
ihrer Organisa- tionsstruktur an Rockerclubs. In Bayern „patrouillierte“ die Grup- Bayern“
pierung 2018 in Augsburg, Donauwörth, Landshut, Nürnberg, Regensburg und
Straubing.
Wenngleich bislang weder durch die SOO/WEG noch durch die „Vikings
Security Germania Division Bayern“ gewalttätige Akti- onen begangen wurden,
lassen das teils martialische Auftreten sowie der kämpferisch-aggressive
Duktus ihrer Beiträge in den sozialen Medien eine grundsätzliche Affinität der
Gruppierungen zu Gewalt erkennen. In einem Facebook-Beitrag der Gruppe
SOO/WEG vom 11. März heißt es u. a.:
Familie ist nicht immer mit wem man sein Blut teilt … sondern für wen man
bereit ist, welches zu vergießen!
Der Leiter der „Vikings Security Germania Division Bayern“ be- suchte in
Serbien einen Personenschützerlehrgang und präsen- tierte sich in seinem
Facebook-Profil u. a. mit einem Foto, auf dem er eine Kalaschnikow und eine
Axt hält.
Sie knüpfen damit an die u. a. vom ehemaligen NPD-Bundesvor- sitzenden Udo Wortergreifungsstrategie
Voigt propagierte „Wortergreifungsstrategie“ an, nach der sich
Rechtsextremisten unauffällig an öffentlichen Ver- anstaltungen beteiligen und
diese als Plattform zur Verbreitung ihrer Propaganda nutzen sollen.
„Wortergreifung“ meint dabei die gezielte verbale Konfrontation mit Vertretern
der demokrati- schen Zivilgesellschaft in Diskussionsrunden und Informations-
veranstaltungen. Dabei machen sie sich zunutze, dass für die- se Aktionsformen
in der Regel keine behördliche Anzeige oder Anmeldung notwendig ist, und
versuchen dadurch, das Risiko eines vorherigen Verbots oder Ausschlusses zu
verringern. Dabei geben sich die Rechtsextremisten nicht offen zu erkennen,
son- dern tarnen sich als „besorgte Bürger“. Auch in Internetforen,

eine zunehmende Rolle. Oft richten sich die Freizeit- und Fest- veranstaltungen
ausdrücklich auch an die Ehepartner und Kinder der Aktivisten. Durch die
Schaffung eines vorgeblich familien- freundlichen Aktivitätsangebots versuchen
rechtsextremistische Gruppen das Gemeinschafts- und Zugehörigkeitsgefühl
ihrer Mitglieder zu stärken und gleichzeitig deren Familienangehörige frühzeitig
an die Szene zu binden und zu indoktrinieren.
Stützpunkte der Partei „Der Dritte Weg“ (III. Weg) berichteten regelmäßig über
parteiinterne „Gemeinschaftsaktivitäten“ wie Museums- und
Ausstellungsbesuche und Wanderungen.
Die „Identitäre Bewegung Bayern“ organisierte für ihre An- hänger mehrere
Bergwanderungen. Die „Identitäre Bewegung Schwaben“ führte zwei sog.
Aktivistenwochenenden in Ba- den-Württemberg durch, an denen auch
zahlreiche bayerische Mitglieder teilnahmen. Diese halbjährlich stattfindenden
Tref- fen dienen zur Kontaktpflege, zur ideologischen Indoktrinierung sowie zur
kampfsportlichen Betätigung. Neben verschiedenen Workshops und
ideologischen Vorträgen über den „metapoliti- schen Aktivismus“ wurden u. a.
auch Selbstverteidigungskurse für den „Straßen-Aktivismus“ angeboten.

3.2.5 Kampfsportveranstaltungen
Für mich als nationalen Aktivisten, der seine Weltanschauung selbst im Alltag
mehr oder weniger offen zum Ausdruck bringt und sich deshalb stets einer
feindlich gesinnten Umwelt und ei- ner steigenden Zahl von Feinden gegenüber
ausgesetzt sehen muss, ist diese Kampsportart somit das ideale
Betätigungsfeld, um in etwaigen kritischen Situationen für eine handfeste
Ausein- andersetzung gewappnet zu sein!
Der „III. Weg“ gründete die Arbeitsgruppe „Körper und Geist“. Sie soll vor allem
der körperlichen Ertüchtigung der Parteimitglie- der dienen sowie deren
Aktivitäten vereinen und koordinieren. Der Fokus der Arbeitsgruppe liegt
deutlich auf dem Kampfsport- bereich. Es wurden mehrere Kampf- und
Selbstverteidigungs- kurse angeboten. Im Juli fand ein Selbstverteidigungskurs
in Oberfranken statt. Ein weiteres Training wurde im Rahmen ei- nes
Schulungswochenendes des Gebietsverbandes Süd am 8. und 9. September
durchgeführt. Drei Parteimitglieder nahmen an der rechtsextremistischen
Kampfsportveranstaltung „Kampf der freien Männer“ am 9. Juni in der Nähe
von Chemnitz teil. Der Leiter des Stützpunktes Nürnberg-Fürth und frühere
Vorsit- zende des Gebietsverbandes Süd des „III. Weg“, Kai Zimmer-

9. Mai über die Feier zum Jahrestag der Gründung des „Batal- lion Azov“. Am
14. Oktober nahm zudem eine Delegation des „III. Weg“ mit bayerischer
Beteiligung am „Marsch der Nation“ in Kiew teil, der u. a. von einer zur
„Azov-Bewegung“ gehören- den Organisation veranstaltet wurde.
Kontakte der Aktivitas Mitglieder der Burschenschaft „Danubia München“, deren Ak- tivitas als
der Danubia München rechtsextremistisch bewertet wird, unternahmen am Wochenende des 21./22.
nach Frankreich Juli eine Reise nach Straßburg und Colmar und besuchten dort den Treffpunkt
„L’Arcadia“ der Gruppierung „Bastion Social Strasbourg“. „Bastion Social“ ist
Bestandteil der im Jahr 1968 gegründeten und im Jahr 2011 wiederbelebten
französischen „Group Union Défense“ (GUD). Die GUD ist nach eigenen
Angaben bemüht, eine „nationalrevo- lutionäre Gegengesellschaft“ zu schaffen.
Sie sucht „kamerad- schaftliche Verbindungen“ zu anderen europäischen
Organisati- onen und orientiert sich an der italienischen neofaschistischen
Gruppierung „CasaPound“.

Aktivisten der in Bayern und Baden-Württemberg aktiven „Iden- titären EU-weite Kontakte der
Bewegung Schwaben“ unterhalten Kontakte im europä- ischen Ausland. So IB Schwaben
beteiligten sie sich im April zusammen mit rund 100 IB-Aktivisten aus ganz
Europa unter dem Slogan „De- fend Europe Mission Alpes“ an der vorgeblichen
Sicherung des Alpenpasses Col de l’Échelle an der französisch-italienischen
Grenze gegen mutmaßlich illegale Immigranten. Im Rahmen der inszenierten
Grenzsicherungsaktion errichteten die Aktivisten
Am 10. Juni berichtete der Münchner Stadtrat Karl Richter von der
NPD-Tarnliste „Bürgerinitiative Ausländerstopp München“ auf seinem
Facebook-Account über die Teilnahme an einem internationalen Kongress der
rechtsextremistischen „Liberalde- mokratische Partei Russlands“ in Moskau.
Am 23. Juni veröf- fentlichte Richter auf Facebook den Text seiner
Kongressrede. Diese zeichnete sich durch einen für Teile des rechtsextremisti-
schen Spektrums typischen strikt antiwestlichen und prorussi- schen
Standpunkt aus.

nalen Diskussionen werden in den sozialen Medien, Foren oder Blogs neben
strafrechtlich sanktionierten Äußerungen auch ver- fassungsschutzrechtlich
relevante rechtsextremistische Äuße- rungen durch Einzelpersonen getätigt.
Wegen zwei Fällen von Volksverhetzung und des Besitzes einer verbotenen
Waffe verurteilte das Amtsgericht München einen 55-jährigen Münchner im März
rechtskräftig zu einer Geldstrafe von 90 Tagessätzen zu 30 Euro. Der
alleinhandelnde Täter hatte in einem sozialen Netzwerk den Holocaust
geleugnet.
Am 14. Juni fand erneut ein bundesweiter Aktionstag zur Be- kämpfung von Bundesweiter
Hasspostings im Internet statt. Die bundesweit unter Koordinierung des Aktionstag gegen
Bundeskriminalamtes und der Landes- kriminalämter durchgeführten Hasspostings und
Durchsuchungsmaßnahmen erfolgten überwiegend anlässlich politisch rechts Netzwerkdurchsetzungsgesetz
motivierter Kriminalität.

Die NPD diskreditierte das NetzDG als „Anschlag auf die Mei- nungsfreiheit“.
Gleichzeitig verbreiteten die Partei bzw. mit ihr assoziierte Personen auf
Facebook wiederholt extremistische und strafrechtsrelevante Aussagen. Am 27.
Januar, dem Tag des Gedenkens an die Opfer des Nationalsozialismus,
verhöhnte beispielsweise der NPD-Kreisverband Ingolstadt in einem Bei- trag
auf Facebook den Gedenktag und insbesondere die Opfer des Holocaust. Im
betreffenden Beitrag fragte er nach Gedenk- stätten für Opfer der
„Alliierten-Besetzer-Besatzer-Kriege“ und zeigte dazu ein Bild des
Eingangstores des Konzentrationslagers Auschwitz. Ein Follower der Seite
kommentierte den Beitrag mit den Worten:

Internetseite veröffentlicht die Partei weiterhin fast täg- lich aktualisierte
Propagandabeiträge. Darüber hinaus hat sie eine APP entwickelt, die sie ihren
Sympathisanten auf der Parteiweb- seite zum Download anbietet. Diese spiegelt
im Wesentlichen die Inhalte der Parteiwebseite wider. Daneben nutzt der
„III. Weg“ auch die Social Media-Formate Instagram und das russische Netzwerk
„vk.com“ für seine Propagandazwecke. Am 18. Janu- ar verlinkte die Partei auf
„vk.com“ auf den Bericht „Gedenktag: Reichsgründungstag“ zur
Kaiserproklamation im Jahr 1871. Eine vk-Nutzerin postete zu diesem vk-Beitrag
ein Bild von Adolf Hitler.

Auch die „Identitäre Bewegung“ (IB) setzt im Rahmen ihrer po- litischen
Propaganda auf die Wirkung von Musik. Der führende Aktivist der IB im
deutschsprachigen Raum, Martin Sellner, pro- duzierte für seinen
YouTube-Kanal zwei Videos, in denen er die Musikrichtung „Neofolk“ vorstellt.
Dabei empfiehlt er seinen Zu- schauern Neofolk als die richtige Musik für
Identitäre, da sie der antimodernen Grundausrichtung der Identitären sehr
nahesteht.

Mit dem „HandIungsIeitfaden zum Umgang mit Rechts(rock) konzerten und Handlungsleitfaden gegen
jene Gemeinden, welche mit solchen Veranstaltungen effektiv und sachgerecht Konzerte
umgehen müssen und vielfach nur eine sehr kurze Vorbereitungszeit für die
Prüfung von Untersagungsgründen, Anordnungen oder Auf- lagen zur
Verfügung haben. Ergänzend zum Leitfaden berät die BIGE Kommunen im
konkreten Einzelfall. Ziel ist es, bereits im Vorfeld derartige Veranstaltungen –
soweit möglich – zu verhin- dern und eine Etablierung oder Verfestigung einer
rechtsextre- mistischen Szene vor Ort zu unterbinden. Das strikte Vorgehen der
bayerischen Sicherheitsbehörden führte bereits wiederholt dazu, dass
Musikveranstaltungen nicht stattfanden bzw. in be- nachbarten Regionen
außerhalb Bayerns durchgeführt wurden.
Neben Musik umfasst die Angebotspalette auch Textilien, Fah- nen, Flugblätter,
Plakate und szenetypische Devotionalien wie Bücher und Aufkleber sowie
zunehmend Accessoires für den All- tag wie Sonnenbrillen oder Gürteltaschen.
Szeneläden sind mitt- lerweile die Ausnahme. Nahezu alle Händler bieten ihre
Waren auf zum Teil professionell gestalteten Verkaufsplattformen im In- ternet
an. Die Betreiber rechtsextremistischer Betriebe verfolgen insbesondere
wirtschaftliche Interessen, manche unterstützen mit ihren Einnahmen auch die
rechtsextremistische Szene.

Das Bayerische Staatsministerium des Innern, für Sport und Integration hat am
23. Juli 2014 das neonazistische Netzwerk „Freies Netz Süd“ (FNS) verboten,
da es die verfassungsfeindli- chen Bestrebungen der verbotenen „Fränkischen
Aktionsfront“ weiterführte. Darüber hinaus wurden Gegenstände des Sze-
ne-Versandhandels „Final Resistance“ Versand beschlagnahmt und
Klage des „Final eingezogen. Der „Final Resistance“ Versand unterstützte die Aktivitäten des
Resistance“ Versands FNS, indem er Agitations- und Propaganda- material zur Verfügung stellte. Er
gegen Beschlagnahme hatte sich in den letzten Jahren zu einem der bedeutendsten
erfolglos Szene-Versandhandel in Bayern entwickelt. Mit Urteil vom 7. Juni wies das
Bayerische Verwal- tungsgericht Bayreuth die Klage gegen die Einziehung des
„Final Resistance“ Versandes ab.

Seit 13. November 2017 betreibt die Partei „Der Dritte Weg“ unter der
Bezeichnung „Revolution auf Sendung“ ein Internet- radioformat. Neben
Nachrichten, Interviews sowie Musik- und Liedbesprechungen werden im
Rahmen der Sendungen auch Aktionen der Partei präsentiert und propagiert.

Rechtsextremistisch genutzte Immobilien sind solche, die po- litisch ziel- und
zweckgerichtet sowie wiederkehrend genutzt werden. Erfasst werden dabei
Immobilien, bei denen Rechtsex- tremisten über eine uneingeschränkte
grundsätzliche Zugriffs- möglichkeit verfügen, etwa in Form von Eigentum,
Miete, Pacht oder durch ein Kenn- und Vertrauensverhältnis zum Objektver-
antwortlichen. Davon abzugrenzen sind Objekte, die von Rechts- extremisten
nahezu ausschließlich zu Wohnzwecken genutzt werden. Rechtsextremisten
nutzen Immobilien, um regionale Strukturen und Anlaufstellen zu schaffen. Sie
sind in Ballungsräu- men ebenso wie im ländlichen Raum ständig auf der Suche
nach Räumlichkeiten für Feiern, Konzerte, Schulungen, Parteiveranstal- tungen
oder interne Treffen. Für kleinere Treffen nutzen Rechts- extremisten häufig
auch ihre privaten Wohnobjekte. Sie haben in der breiten Öffentlichkeit keine
Akzeptanz, und mögliche Ver- mieter lehnen eine Vermietung an
rechtsextremistische Gruppie-

Wenn Rechtsextremisten eine ernsthafte Kaufabsicht haben, set- zen sie meist
harmlos erscheinende „Strohmänner“ ein, um den rechtsextremistischen
Hintergrund des Erwerbs zu verschleiern.
Das Bayerische Staatsministerium des Innern, für Sport und Integration hat am

da es die verfassungsfeindli- chen Bestrebungen der verbotenen „Fränkischen
Aktionsfront“ weiterführte und sich zum größten kameradschaftsübergreifen-
den neo nazistischen Netzwerk in Bayern entwickelt hatte. Das Verbot ist seit
14. Dezember 2015 bestandskräftig. Im Zuge des Verbots beschlagnahmte das
Bayerische Staatsministerium des Innern, für Sport und Integration das
Grundstück Oberprex 47. Seit dem Jahr 2010 wurde die beschlagnahmte
Liegenschaft in Oberprex kontinuierlich als Treffpunkt und Veranstaltungsort für
die rechtsextremistische Szene im Umfeld des FNS genutzt. Mit Urteil vom 7.
Juni wies das Bayerische Verwaltungsgericht Bay- reuth die Klage gegen die
Einziehung der Liegenschaft Oberprex 47 ab. Das Urteil ist noch nicht
rechtskräftig.
Seit Einrichtung der BIGE im Frühjahr 2009 wurden in 71 Fäl- len Kommunen in
Bayern im Hinblick auf Kauf, Pacht, Anmie- tung oder sonstige längerfristige
Nutzung von Immobilien durch Rechtsextremisten beraten. In mehreren Fällen
konnte ein Kauf von Gasthöfen mit Unterstützung der BIGE verhindert werden.
