1 Objectives & Outline

The Japan Foundation, Kuala Lumpur (JFKL) offers grants to support activities which promote,
introduce and deepen understanding of Japan, as well as to support projects which encourage
multilateral cultural exchange between ASEAN and Japan.

1.1 All programmes must be in the fields of arts, sports, and intellectual exchange in the social
sciences and humanities.
1.2 Projects below are NOT eligible for any of the Japan Foundation Grant:
- Projects related to natural science or technology
- Profit-oriented projects
- Projects aiming to spread certain policies or opinions, and/or project with political or
religious purposes.

There are 2 types of grants available under JFKL as below.

Type A JFKL Small Grant

1.4 【Objective】The grant aims to deepen understanding of Japan in other countries; to


promote mutual understanding through introduction of Japanese culture and arts overseas;
to encourage intellectual activities to address international issues; and to contribute to the
creation and development of culture and arts in the region.
1.5 [Activity Type] Projects which promote/introduce/deepen understanding of Japan or
contribute to the development of culture, arts and intellectual exchanges with Japanese
guest(s) or theme related to Japan.
1.6 [Place of Program Implementation] Malaysia, Brunei and Singapore.
1.7 [Possible Program Example] Inviting guests from Japan conducting Japan themed/related
project with or without guest from Japan, such as performance, exhibition,
Artist-in-Residence (only in Malaysia from Japan), conference, film screening, workshop,
master-class, publication, lecture, and research.
1.8 [Ineligible Projects] Activities to visit / travel to Japan and other countries. Activities which
do not have any specific relation to Japan in terms of theme or guest (ex. Penang Culture
day in KL).

Type B Asia Center Small Grant Malaysia

1.9 【 Objective 】 The grant aims to expand the base of exchange, to promote mutual
understanding and friendship, and to foster an awareness of empathy and coexistence
among the people of Asia through working together in each field.
1.10 [Activity Type] Bilateral/ Multilateral projects, which encourage mutual understanding,
grassroots exchange of citizens or students, and professional collaboration in Southeast Asia
and Japan.
1.11 [Place of Program Implementation] Malaysia, Brunei and Singapore. It is also possible to
travel to countries in Southeast Asia and Japan for the purpose of research and/or
preparation of the project.
1.12 [Possible Program Example] Joint arts & cultural activities by citizens or students,
co-production / co-creation of performing arts or art projects, workshop and conference for
professionals and students, and joint research trip (including travelling to Japan and other
Asian countries) etc.
1.13 [Ineligible Projects] Project without any element of exchange (ex. Concert by Japanese
singer).

2 Eligibility and Duties of the Applicant

2.1 Applicants must be based in Malaysia, Singapore or Brunei.


2.2 The applicant must be an organization that has registered status in the eligible countries.
Eligible organizations include: schools and academic institutions, research institutes,
libraries, galleries, museums, registered NGOs and NPOs, Arts and Culture related
registered organizations or companies. The grant will NOT be given to individuals.
2.3 The project proposed for the grant must be not-for-profit oriented. However, considering the
number of registered non-profit organizations in Malaysia and Brunei, the applicant’s
organization may take the form of a For-Profit Company or Corporation in Malaysia and
Brunei as long as the project itself is not-for-profit oriented. Applicants from Singapore
must have non-profit status.
2.4 Applicants must be able to run the project with full respect to local laws and regulations, as
well as to fulfil the responsibility that comes from receiving support from governmental
funding. It is the applicant’s duty to conduct clear accounting, publicity and reporting.
2.5 The grant will only cover partial costs of the project: the grant will NOT cover 100% of the
cost. Projects must be based on cost sharing, and applicants are encouraged to find other
resources together with this grant, including other sponsors, grants, donations, income from
the project such as ticket sales and participation fees, as well as the applicant’s own
funding.
2.6 If it is necessary to apply for VISA for the foreign artist, such as performance VISA, shooting
VISA (i.e. PUSPAL), applicants must fulfil the duty of obtaining the visa for foreign artist as
well as permits from the local authorities for hosting the event (ex. DBKL, MBPJ & etc.), if
applies. (Refer Appendix : Contact Information)
2.7 Applicants must inform the Foundation if they are also applying or receiving support from
other Japanese governmental organizations or agencies, including the Embassy of Japan,
any Ministries of Japan, Agency of Cultural Affairs (Bunkacho), JICA, JETRO, JNTO,
Japanese local government, and any other entities established by national/local government
of Japan.
2.8 Applicants must NOT be receiving any support from other Japan Foundation resources for
the same project, including grants from the Japan Foundation headquarters’ grant from
Tokyo, local grant from other Japan Foundation country offices, Center for Global
Partnership, China Center and Asia Center headquarters’ grant from Tokyo.

3 Amount of Grant:

3.1 TYPE A (JFKL Small Grant)


The amount of the grant is from RM500 to RM14,000.00 (fourteen thousand ringgit) to cover
specified items.

3.2 TYPE B (Asia Center Small Grant Malaysia)


The amount of the grant is from RM500 to RM30,000.00 (thirty thousand ringgit) to cover
specified items.

3.3 Proposed amount from the applicant will be screened and may be reduced.

4 Grant Coverage:

Grant shall cover the cost of the specified items as below:

4.1 Honorarium / Artist Fee


4.2 Per Diem allowances to cover daily food, minor transportation costs (ex. taxi and bus within
a city) and telecommunication cost
4.3 Major transportation cost including international and domestic flight, hired coach or van
4.4 Freight costs for transporting necessary items(ex. artworks and musical instruments) for
the project
4.5 Accommodation
4.6 Production of proceedings & reports
4.7 Rental fees for venue & equipment
4.8 Publicity
4.9 Fee for visa and permit application
4.10 Other costs agreed by JFKL
5 Application’s Procedures:

5.1 【Eligibility Check】Interested applicants are requested to download the checklist of


eligibility. If your project fulfils the eligibility, please proceed to download an Application
Form.
5.2 【Submission】The Application Form along with supporting documents shall be submitted
before the deadline stated below. We accept submission by mail, e-mail, and by visits to the
JFKL office with appointment. The applicant is required to submit the original form with
signature after submission by e-mail.
5.3 【Consultation】 Please note that after the submission of your application form, there will
be further consultations before the application is completed and accepted. This process will
usually take 2-3 weeks.
5.4 【Screening】After the application is finalized, it will be screened internally.
5.5 【Result】The final result will be announced approximately one month after receiving the
completed application form.
5.6 【T&C】The applicant will be required to agree to the terms & condition before receiving
grant.
5.7 【Report】The applicant will be required to send a report of the project, including the
financial report, 1 month after the project.

6 Deadline
6.1 Application for the Grant is open throughout the year, while allocated budget last.
6.2 Deadline for each project is as below.
6.3 Budget allocation for the grant will be renewed every April based on the fiscal year of the
Japan Foundation (April to March). Applications for projects planned in April may be
accepted throughout the year, however, due to the fiscal year, they will only be approved in
mid-April provided the grant budget is approved by the government.

Deadline for TYPE A:


(1) First Proposal: 3 month before the first day of the project
(2) Submission of the Application Form: 2 months before the first day of the project

Deadline for TYPE B:


(1) First Proposal: 4 months before the first day of the project
(2) Submission of the Application Form: 3 month before the first day of the project
