Ø It is submitted that during the session 2016-17, MDUSC organized 66 Inter College
Tournaments followed by 70 Coaching Camps for imparting instructions/guidance/training
etc. for further participation in Inter-University Tournaments. Our 68 teams have
participated in the North Zone andAll India Inter-University Tournaments.
Ø The University has achieved 34 enviable positions in the North Zone and All India
Inter-University Tournaments under the blessings/guidance of our worthy Vice-Chancellor
and able support of all Coaches/Managers and staff.
Ø Our University Wrestling (M&W) teams continuously achieved remarkable positions at All
India Inter University level for the last 13 years.

Ø During the year 2015-16 MDUSC organised 59 Inter-College tournaments. 63 Teams were
sent for participation in the North Zone/North East Zone and all India Inter University
Tournaments. All the Coaching Camps were organised prior to participation in the Inter-
University tournaments.
Ø The University achieved 21 enviable positions ( List attached) in the North Zone and All
India Inter-University Tournaments in the session 2015-16

VISION
v To create healthy environment, bringing together the youth from different Colleges/Institutions of
the state and the country and provide them opportunities and develop their traits of mutual
understanding, co-operation, brotherhood and patriotism as well as an outlet for their creative
activities.
v To provide the services/facilities of playgrounds, tracks equipped with all modern games facilities
with latest techniques.
v To motivate student players to gain Employment full of respect alongwith healthy life through
competitions of sports tournaments/games and become cool, calm and efforts full towards achieve
their goal(s).
v To impart the training with latest instructions/techniques in morning and evening session daily,
utilizing the services of Swimming Pool, Judo Hall, Boxing Hall, Athletics Tracks, Badminton
Court, Gym Hall (Dr. Mangal Sen Hall) alongwith facilities of National Level for Indoor games/
tournaments to the students and citizens.
v To boost and inculcate confidence among the players for achieving top positions in various games/
tournaments for the University/State and Nation.
With the above visions we hope that in coming days the people from other states may come and see the
sports facilities available in our University campus and also get benefits as well as techniques from
those University players who achieved top positions at National and International Games/ Tournaments
under the blessings of our worthy Vice-Chancellor and valuable support of all Coaches/Managers,
Office Staff, Sports Executive Board, Sports Council and UniversityAdministration.

GENERAL INSTRUCTIONS
1. The Organising Secretary of the game/ tournament must submit the Organising Secretary report with
all relating documents / records immediately within 7 days after the completion of the tournament(s).
3. No team will be allowed to participate in the tournament without a responsible team Manager/ Coach
of the College/Institute concerned.
4. The Org. Secretary will be fully responsible for the proper stay accommodation of the teams & any
kind of dispute which may incur during the tournament(s).
5. The presence of a Doctor is must during the tournament to prevent any kind of eventuality which may
arise during the competition.
6. For the preparation of certificates of winning teams/ individual winner(s), the details of the teams i.e.
Eligibility Performa duly signed, Performa 'B' must be handed over to the official of this office at the
time of selection trials. This office will not be responsible for any delay in preparing the certificates if
the same is/are not handed over to the official of this office at the time of Selection Trial or after
completion of the Tournament/Game.
7. Two fresh passport size photographs are required from the players duly signed by the
Principals/Director on the back of photographs.
8. The Eligibility Performa must be filled in CAPITAL LETTERS. The University Registration number
and the passing year of last degree /course must also be written in the Eligibilty Performa. In case the
University Registration No. is not allotted kindly enter word 'NYA' (not yet allotted) in place of
University Registration No.
9. All the tournaments shall be conducted according to the rules as adopted by the concerned Federation
/Association Indian Universites (A.I.U.) followed by MDUSC.
10. The Eligibility Performa must be submitted at least 7 days before the commencement of the
Tournament / Game.
11. Withdraw form the tournament must be sent at least 15 days before the commencement of the
tournament to the Organizing Secretary & Directorate of Sports by the concerned College/Institute
otherwise Rs. 2000/- will be imposed as penalty. (Regd No. 7 of SEB 5-07-17)
12. The Eligibility Performa must be checked from this office one week before the game/ tournament.
14. The Selection of the University Team in individual games will be made only on the basis of
performance /merit /result of the player during Inter College Tournament/Competition. The
Selection Committee will be invited, if required by the Sports Office.

15. DISPUTES, PROTESTSAND PENALTIES
Ø Any college, playing an ineligible student in the tournament or in any other way, breaking the rules
and regulations of the M.D.University Sports Council shall render itself for disqualification.
Ø If for any reason, before or during a tournament/fixture either team wishes to lodge a protest, the team
Manager shall submit his written protest with a protest fee of Rs. 1500/- to an official of the M.D.U.
Sports Council or in his absence, to the Principal of organizing college. The match, however, shall be
played and completed.
All complaints or protests in connection with the tournament must be lodged to the
organizing secretary till the next match of the concerned team, and must be addressed, in the
first instance, to the Secretary or President, M.D.U. Sports Council, accompanied by a
deposit of Rs. 1500/- which shall be forfeited in the event of the protest not being sustained.
Such protests, in which the discrepancies or defects are already known to the protesting
party, shall not be entertained unless made on the spot in writing to the official in-charge of
the match. Such defects should invariably be brought to the notice of the authorities of the
other party before the commencement of the game and a protest may be lodged only if the
party concerned pays no heed to such a warning.
There shall be a jury of appeal consisting of the Organising Secretary (both Principal and
Lecturer Physical Education) of the organizing college, observer of the zone and two other
neutral persons co-opted by the Principal of the organizing college with the consent of both
Managers of the teams. If the team of host college is involved in the protest, the jury of appeal
shall comprise of observer of the zone and two other neutral persons co-opted by the
observer of the tournament and the Principal and Lecturer, Physical Education of the host
college shall not be the member of Jury of Appeal in the case. The Jury of Appeal shall decide
the dispute, if the circumstances are beyond control, the matter can be referred to the
Secretary, M.D.U. S.C. then the Executive Board shall decide the dispute.

Letter to Principals/Directors for Services of Faculties
To
Sir/Madam,
Faculties of your College/ Department/ Institution (list attached) have been nominated as Chairman,
Secretary & Member(s) on various selection committees of MDUSC, Rohtak to select the University teams
for participation in the North Zone/ All India Inter-University Tournaments for the session 2016-17. The
services of the faculties will be required from time to time for the selection of the University teams. Their
services may kindly be made available for this office as per schedule given in the Sports Calendar/ Booklet.
Their TA/DA and remuneration charges, if any, will be paid to them out of MDUSC funds as per university
rules.
Note : 1. No separate correspondence in this regard will be made to anyone. Only if there is any change
in schedule, the same will be intimated either telephonically or in written. The letter under
reference be treated as invitation.
2. Due to bad weather conditions or any other unavoidable circumstances, the Secretary,
MDUSC has the right to make changes in the schedule & venue of the tournament.
3. The Chairman/ Chairperson and respected members of game/ tournament Selection Club-
Committee(s) is/ are allowed to visit the place of game/ tournament at the level of Semi-
Final/ Final.

Subject: Revised Eligibility Rules for participation of students/ athletes in
National University Games 2017-18 onwards.
1. The matter with regard to revised Eligibility Rules was considered and discussed thread-bare
in the meeting. Sports Board decided to adopt and approve the decision of International
University Sports Federation (FISU) regarding the amendment/change in “Age Limit” for
participation of student athletes in FISU sporting competitions from 2017-18 onwards.
Accordingly, the new approved “Age Limit” from 17 to 25 years shall be applicable for
participation of Indian Universities contingent/ teams in all the sporting events, including the
discipline of Basketball organized by the FISU.
2. Lot of queries have been pouring in AIU office form the member universities regarding
Revised Eligibility Rules as these are mandatory for the purpose of admission and selection of
teams for participation at zonal and Inter Zonal (National) tournaments.
3. Further, it was also decided to implement the above age limit from 17 to 25 years along with
existing “eligibility conditions” put in place for participation of bonafide and full time
(regular) students, for participation in National University Games from 2017-18 onwards
along with following additional terms and conditions.
4. Accordingly, a copy of Revised Eligibility Rules is uploaded on our website www.aiu.ac.in
for advance information and necessary action of all the stakeholders. Further, a copy of the
same is being circulated to all members universities for advance information of all the
stakeholders in due course of time.
l Age limit of the students shall be minimum 27 years and maximum up to 25 years.
l Only a bonafide, full time student, who is enrolled for a course of the University,
which is of a minimum duration of one academic year, and whose examination is
conducted by the university, shall be eligible to participate in the Inter-University
tournaments.
l Students of open Universities shall be considered to be bonafied students and shall be
eligible to participate provided they fulfill other conditions.
l Not more than 8 years have elapsed since a student passed the examination qualifying
him/her for first admission to a university or college affiliated to a university. The 8
year period mentioned above shall be described as below:-

i. Not more than 5 years after passing 10+2 or equivalent while
pursuing graduate courses/ studies.
ii. Not more than 3 years after passing Graduation or equivalent while
pursuing post graduate course/ studies irrespective of any other conditi9ons
like change of class/course/faculty, joining lower class from higher,
changing academic to professional course or vice versa, provided that
students admitted after passing 10+2 examination, to graduate course of
more than 3 years duration like Medical, Engineering, Agriculture,
Pharmacy etc. shall be eligible to participate in the Inter-University
tournaments for the actual length of such graduate course/ studies.
l Only students, who are less than 25 years of age as on first July of the academic year
in which the tournament is held, can participate.
l Students shall not be full-time employee of Public or Private sector as the case may
be.
l A student shall not be allowed to represent more than one University during a single
academic year.
l Provisional admission to a course or University shall not make the student eligible to
represent the University.
l In case of a student migrating from one University to another, his/her migration case
will be considered eligible only after his/her admission in the new university is
regularized and he/she is admitted as a bonafide student by the new university.
l No Objection Certificate(NOC) is mandatory to be eligible for participation for those
students, who received or receiving stipend/ financial support for pursuing
excellence in competitive sports as career from Public or Private Sector to support
their studies, as the case may be.
Note:- As per existing practice, the comments and queries with regard to the
Revised Eligibility Rules received from member university, if any, will be
reported to the next Sports Board Meeting for consideration.

3 As per the existing practice, the Videography of matches will be mandatory during
National/Zonal University Games:2016-17 from the quarterfinal stage onwards, with a view
to maintain absolute transparency in technical conduct of all the competitions, so as to
enable talented athletes/sportspersons to emerge as “True Champions”, for promotion of
competitive
FISU Eligibility Rules for participation of Students in International University Games
Eligibility Rules for International University Games:
The eligibility criteria for selection of Indian Universities team to participate in the World University
and related tournaments will be according to the FISU eligibility rules published in the
website www.fisu.net . The clarification about the FISU eligibility rules can be obtained
from the email: championships@fisu.net
The existing FISU rules are as follows:
a. Students who are currently officially registered as proceeding towards a degree or diploma at
a university or similar institute whose status is recognized by the appropriate national
academic authority of their country.
b. Former students who have obtained their academic degree or diploma in the year preceding
the event.
c. Be a national of the country they represent.
d. Be at least 17 and less than 28 years of age on January 1st in the year of the event. In case of
Basketball and Football the upper age limit is 25 years.
Further, the FISU has clarified that there is no restriction on the students who are studying in
Open University system or Employed; provided they fulfill the above four conditions.
Hence, the eligibility criteria for the candidates attending the selection trials for the Indian
University Team Selections for the World University Championship will be as per FISU rules only.
The restrictions imposed in the eligibility rules for participation of students in National University
Games are not applicable in case of participants in World University/ World Universiade/ World
University Championships/Asian University Championships.
