VIRGINIA BEACH, Va. — A longtime city
employee opened fire in a municipal build-
ing in Virginia Beach on Friday, killing 12
people on three floors and sending terrified
co-workers scrambling for cover before
police shot and killed him following a
“long gun-battle,” authorities said.
Four other people were wounded in the
shooting, including a police officer whose
bulletproof vest saved his life, said Virginia
Beach Police Chief James Cervera. The
city’s visibly shaken mayor, Bobby Dyer,
called it “the most devastating day in the
history of Virginia Beach.”

Man gets 27 years prison for
starting blaze in Santa Cruz

SANTA CRUZ — A Northern California
man convicted of intentionally starting a
2017 wildfire that destroyed two homes and
injured several firefighters in the Santa Cruz
mountains was sentenced to 27 years in
prison.
Marlon Coy, 56, was sentenced Thursday
and ordered to pay more than $2 million to
reimburse the California Department of
Forestry and Fire Protection for battling the
blaze and to cover undetermined damages to
six property owners, KSBW-TV reported .
Authorities say witnesses saw Coy start
the fire on Oct. 16, 2017, near a rural prop-
erty in Santa Cruz County after a dispute at
the junk-littered property he shared with his
girlfriend. The fire destroyed that property
and a nearby home.
Coy used a can of gasoline to light a
campsite on fire, according to court docu-
ments. As campers were fleeing the burning
property, they allegedly saw Coy ignite
more fires along the hillside.
Coy was first arrested after he was spotted
stealing from evacuated homes, officials
have said.
It took firefighters 10 days to contain
the blaze that scorched over half a square

support of LGBT people to mark LGBT Pride Month. His
tweets come one week after his adminis-
tration moved to revoke newly won
health care discrimination protections
for transgender people.
That move was the latest in a series of
actions by the Trump administration that
aim to reverse gains by LGBTQ
Americans in areas including the mili-
tary, housing and education.

Judge says Missouri clinic can keep providing abortions

ST. LOUIS — A judge issued an order
Friday to keep Missouri’s only abortion
clinic operating over the objections of state
health officials, delivering abortion-rights
advocates a courtroom victory after a string

become the first state without an abortion

while insisting that it first needed to inter-
view several clinic physicians who had been
reluctant to talk. Planned Parenthood said
two staff doctors agreed to interviews, but
that others who are contractors or no longer
work at the clinic would not talk.
The fight over the clinic’s license comes
as lawmakers in many conservative states
are passing new restrictions that take aim at
Roe. Abortion opponents, emboldened by
new conservative justices on the Supreme
Court, are hoping federal courts will uphold
laws that prohibit abortions before a fetus is
viable outside the womb, the dividing line
the high court set in Roe.

Dorothy Wexler
January 10, 1923 – May 20, 2019
Loving wife of David Wexler passed away peacefully at age 96 on May 20 in San
Mateo. Dorothy was born on January 10, 1923.
Dorothy was the caring mother of Richard Wexler and Sallye Errecart. She was also
the loving grandmother to Danny and Scott Errecart as well as Kevin and Kristina
Wexler.
Growing up in SF California, Dorothy was the sister of predeceased Harry, Beverly,
Marilyn, and Phyllis. She was a homemaker until her children left home. After that
time, she assisted her husband Dave in his law practice for over 20 years. Dorothy
and Dave were also founding members of Peninsula Temple Sholom in Burlingame.
Dorothy cherished her family time including all the time they spent in Lake Tahoe,
watching football every Sunday, and listening to Barbra Streisand.

Ann E. Carey
October 28, 1957 – May 19, 2019
Ann E. Carey, the beloved daughter of the late Honorable
Robert E. Carey and Mrs. Helen J. Carey, was born October
28, 1957 in Palo Alto, California, and lost her long battle with
cancer on May 19, 2019 surrounded by her family and close
friends.
Ann grew up in Atherton, where she attended Convent of
the Sacred Heart High School. A top athlete, Ann competed as
a member of the NCAA Varsity Diving Team at Stanford University, where she also
earned a Bachelor Degree in English. She received a teaching credential from the
University of California, Berkeley, and earned an MBA at Santa Clara University,
graduating with Honors.
After teaching 3rd grade at Nativity Elementary School and working at the High
Tech startup, AG Associates, Ann ultimately, became a Development and Investment
Real Estate Manager.
Throughout her life, Ann enjoyed traveling, playing golf, swimming, and diving.
She was a woman of deep faith who loved spending time with her family and friends.
She had a kind and gentle soul, a thoughtful and loving heart, and was always giving
to others.
Ann is survived by her mother, Helen; her brother, Robert Jr. (Kay); and her brother
Thomas. She was a proud aunt of her two nieces, Michelle and Elizabeth.
A Rosary will be held at 7:00 p.m. on Monday, June 3, 2019 at St. Denis Church
(2250 Avy Avenue, Menlo Park). Funeral Mass will be celebrated at 11:00 a.m.
on Tuesday, June 4 at St. Denis. In lieu of flowers, the family suggests a donation

Biden, Harris friendship faces the test of a campaign

WASHINGTON — Nearly a year after Beau
Biden died of brain cancer, Kamala Harris was
still grieving. Speaking at the California
Democratic Party’s convention in 2016,
Harris spoke of Biden’s family as one that
“truly represents our nation’s highest ideals,
a powerful belief in the nobility of public
service.”
She then praised his father, Joe, saying the
then-vice president “has given so much to
our country and on top of everything he has
accomplished, he gave to us my dear friend,
Beau.” Joe Biden later took the stage, calling
Harris among the “great friends” he and Beau
had in California.
Harris and Beau Biden formed a close
friendship during their time as state attor-
neys general — Harris in California and
Biden in Delaware. It was that relationship
that drew Harris closer to Joe Biden and has
come into focus now that they’re both vying
for the Democratic presi-
dential nomination.

few are as complex — and
potentially awkward —

They’ve bonded over their deep love and
admiration of Beau Biden and a sadness over
his loss that lingers four years after his
death. But signs of tension that could strain
the relationship have already surfaced.
Her campaign, for instance, has resented
talk that she would be a perfect running mate
for Joe Biden. After a recent New Hampshire
town hall, she pointedly joked that Joe
Biden would be a great running mate because
“as vice president, he’s proven he knows
how to do the job.”
Yet while many candi-
dates in the race have
derided Joe Biden’s high-
dollar fundraisers and past
policy stances, Harris has
largely refrained.
If they share the stage at
one of the upcoming pres-
idential debates, their
Kamala Harris approach to each other
could be further tested.
Given their past history, some Democrats
doubt Harris and Joe Biden will swing too
hard against each other — at least early on.
“In this instance, I have to believe that
when you’re talking about someone having
lost their child and someone who lost a
friend and a colleague, I think that creates
respect, not rancor,” said Democratic strate-
gist Karen Finney.
Representatives for Harris and Joe Biden
declined to comment for this story.
But those who worked closely with Beau
Biden and Harris on a number of issues while
they served as attorneys general said the two
quickly developed a rapport and a level of
trust. They came to rely on each other as
sounding boards, according to the aides,
who spoke on the condition of anonymity
in order to candidly describe their relation-
ship.
During negotiations with banks during the
foreclosure crisis, one former Harris aide said
she talked or texted with Beau Biden daily —
and sometimes more frequently. The aide
described a close partnership between not
just Beau Biden and Harris themselves, but
between the two staffs despite the fact that
their offices were located on opposite ends of
the country.
For a moment this week, Beau Biden’s
memory seemed to suspend the rancor of pol-
itics. On Thursday, Harris marked the fourth
anniversary of his death by tweeting a photo
of herself with Beau Biden, saying “you
couldn’t find a person who cared more deeply
for his family, the nation he served, and the
state of Delaware.”

Issues with the ‘adversity score’

I
n early May, The Wall Street
Journal reported the College
Board would be adding an “adver-
sity score” to its SAT testing. It has
been reported the score will range
from 0 to 100 and attempt to quantify
the amount of hardship a student has
faced. Factors such as race, income
and the socioeconomic conditions of
the student’s area will be factored into
an algorithm known only to the
College Board to create the score.
This move by the College Board is
the most transparent move yet by
testing agencies and admissions
offices to replace merit-based admis-
sions with a system engineered to
ensure equal outcomes. The new addi-
tion to the test undermines the value
of the exam and fails to actually solve
the problems that motivated the cre-
ation of the “adversity score.”
The SAT has been a key part of the
college applications process for
almost a century. The test’s value is
entirely based on its objectivity,
every student regardless of race, gen-
der or age is given the same questions
and scored in the exact same way. The
test’s sole purpose is to assess a stu-
dent’s potential to perform well in
college courses. The reason why the
test is still almost universally used by
admissions offices is that it provides
a standardized way of assessing stu-
dents of vastly different backgrounds.
Other aspects of the application
process, such as grades and activities,
vary greatly based on a student’s past.
For instance, some schools and even
individual teachers grade students on
vastly different scales. It is impossi-
ble for colleges to compare the intel-

The creation of the “adversity
score”  is likely an attempt by the
College Board to appease universities
that have become increasingly disil-
lusioned by standardized tests due to
concerns raised by social justice
activists, who see inequities in per-
formance as reflections of problems
with the test itself. Several schools,
including the University of Chicago,
have announced in recent years that
submit standardized test scores.
However, by attempting to head off
this loss in business, the College
Board is failing to recognize the con-
tinued need for an objective measure

Unearned bonus

they still want to give him a bonus
(“Transit district head gets bonus” in
the May 20 edition of the Daily
Journal). For what? Doing the job he
is overcompensated for? That is
unwarranted and probably unlawful.
Both transit system he oversees lose
money and he is always hounding
taxpayers for more. They are also los-
ing riders despite unprecedented
employment. He made a bad bet on
the high-speed rail, and stuck us with
an unnecessary, expensive and disrup-
tive electrification project, which was
to pave the way. I can’t believe he
still has a job.

How low is low?
I
’ve been looking at U.S. Census Bureau data for
Redwood City. Because the most recent census occurred
in 2010, its count of 76,815 residents is well out of
date. However, the bureau’s website also contains more
recent estimates based on data from an American
Community Survey. By 2017, when that survey was taken,
Redwood City had grown to an estimated 84,368 residents,
an increase of more than 10 percent since the 2010 census.
All of those people need somewhere to live. In 2010, the
census found a total of 29,167 housing units (apartments,
single family homes, condominiums, mobile homes and the
like) within Redwood City. By 2017, that number was an
estimated 30,898. Together these show an increase of
roughly 1,750 housing units, at a time when our population
increased by 7,800 people. Even considering that most
households consist of more than one person, we clearly
haven’t been building homes fast enough to accommodate
demand.

fully address the market. By far
the majority of what is being
built today is “market-rate” hous-
ing. These are priced according
to what the building owner or
manager determines that they can
obtain from the market at large.
Because our area has a large num-
ber of high-wage workers, many
of whom can afford high rents
and prices, they are the ones who Greg Wilson
are targeted when pricing most of these new developments.
There are a great many lower-wage workers in cities like
Redwood City, however, and until recently almost no one
was building new housing they could afford. To address that
laws requiring developers of multi-family housing to either
pay into a fund intended to create housing for lower-income
folks, or, increasingly, to set aside a percentage of the units
in an otherwise market-rate development for those not at the
upper end of the earning scale. The result? Projects like the
recently approved Broadway Plaza, which will include 400
market-rate units and 119 affordable units. Of those 119
affordable units, 95 will be for households at the low-
income level, 12 for households at the very-low-income
level, and the remaining 12 will be reserved for extremely-
low-income households.
If you are wondering what an “extremely-low-income”
household is, you aren’t alone. It is one of a set of cate-
gories calculated from local wages and household sizes by
the U.S. Department of Housing and Urban Development
(HUD), the California Department of Housing and
Community Development, and San Mateo County. How
large a given household is, and how much it takes in annual-
ly, determines if that household qualifies for affordable hous-
ing and at what level.
The category income limits are calculated based on some-
thing called Area Median Income, or AMI, adjusted for fami-
ly size and for areas of unusually high or low family income.
For Redwood City, the Area Median Income is the median
income of comparably-sized households within San Mateo
County. For 2019 the AMI for a family of four has been
determined to be $136,800.
The three most common categories are “low” (80 percent
of the AMI), “very low” (50 percent of the AMI), and
“extremely low” (30 percent of the AMI). As an example,
consider a two-member household that takes in $100,000
annually. According to the tables for 2019, they fall into
the low-income category (which ranges from $64,501 to
$103,350 for a family of two). Given that, we then consult a
second table that specifies the maximum affordable rent pay-
ment given an income category and a count of the number of
bedrooms. This table aims to ensure that our household’s
rent is no more than 30 percent of their income. In our
example, the table states that, for a one-bedroom apartment,
our household would pay $2,423 monthly.
This is all well and good, but just try to find an available
apartment that has been designated for a low-income house-
hold. Fortunately, Redwood City housing projects approved
since May 2018 must make 20 percent of their units afford-
able at a predefined set of income levels (small projects can
instead pay an impact fee), and they must remain affordable
for 55 years. Thanks to this, our hypothetical couple should
someday have a chance at one of Broadway Plaza’s 95 apart-
ments for low-income households.
Redwood City still has a long way to go in providing
enough affordable housing, especially at lower income lev-
els. But thanks to a handful of recently approved housing
projects, Redwood City is finally starting to align its large
population increase with the until-recently small increase in
housing stock. The 2020 Census may still be a bit too early
to fully reflect this trend, but it should at least show that
we’re on the right track.

Stocks end rocky month lower

Wall Street is no fan of Tariff Man.
The stock market stumbled Friday to its
first losing month of 2019 in May, primari-
ly due to President Donald Trump’s decision
to broadly wield his tariff powers, first
against China over trade and then against
Mexico over immigration.
During stocks’ month-long slide
investors wrestled with the potential impact
that the U.S.’s escalating trade war with
China could have on corporate and econom-
ic growth. Friday’s losses came after Trump
announced plans via Twitter to impose tar-
iffs on Mexico in a bid to compel the
nation’s third-biggest trading partner to
crack down on migrants attempting to enter
the U.S.
The move shocked investors and spurred a
broad sell-off that sliced more than 350
points from the Dow Jones Industrial
Average. The selling left the benchmark
S&P 500 index 6.6% lower for the month,
and up 9.8% for the year so far.
“Clearly the markets were blindsided and
completely caught off guard,” said Cliff
Hodge, director of investments for
Cornerstone Wealth.
It was only a month ago that the S&P 500
hit a record high and underlined its claim as
the longest bull market for stocks on
record, at more than a decade long. The mar-
ket had climbed steadily through 2019 amid
rising investor confidence that a deal with
China was at hand and that the Federal
Reserve would not tip the economy into
recession by raising interest rates too
aggressively.
But when the first weekend of May arrived,
Trump’s tweet threatening more tariffs on
China upended months of calm in the mar-
ket. Investors are now preparing for a much
longer and messier resolution to the global
trade war than they were expecting just a few
weeks ago.
The trade conflicts have also clouded the
global economic outlook, with many econ-
omists now forecasting U.S. growth to
weaken in the coming months. That’s likely
to weigh on corporate profits this year.
“What you had over the last few days real-
ly is an increase in global uncertainty, and
the economic data has been poor and weak-
ening,” said Tom Martin, senior portfolio
manager with Globalt Investments. “With
rising costs as a result of tariffs and rising
uncertainty, that’s definitely going to have a
damper on earnings.”
The S&P 500 index fell 36.80 points, or
1.3%, to 2,752.06. It’s the first time the
S&P 500 has dropped for four straight weeks
since autumn 2014.
The Dow lost 354.84 points, or 1.4%, to
24,815.04. The Nasdaq slid 114.57 points,
or 1.5%, to 7,453.15. The Russell 2000
index of smaller companies gave up 20.04
points, or 1.4%, to 1,465.49.
Major stock indexes in Europe also fell.

Union warns Disney World fire department is understaffed

Firefighters for Walt Disney World’s private
government say they’re understaffed and
that poses a safety risk as the Florida theme
park resort grows even bigger with this
year’s openings of a new Star Wars land and
air gondolas.
“We just don’t have enough firefighters
on property to make these families and vis-
itors safe,” said Timothy Stromsnes, presi-
dent of the Reedy Creek Professional
Firefighters, Local 2117, which represents
the firefighters working for Disney’s pri-
vate government.
The administrator for that local govern-
ment, the Reedy Creek Improvement
District, disagrees and accused the union of
airing concerns in the media to increase
pressure as it negotiates a new contract. The
firefighter’s contract expired at the end of
last year.
“Safety is of utmost importance, which is
why we are always focused on the district
being a safe place and are confident we pro-
vide appropriate levels of fire and medical
services, ” Reedy Creek Improvement
District administrator John Classe said in
an email Wednesday.
He wouldn’t comment further.
Disney World spokeswoman Andrea
Finger said the safety of guests and employ-
ees is a core focus of the resort.
At any given moment, 32 Reedy Creek
firefighters are working a 24-hour shift on
the 25,000-acre (10,117-hectare) Disney
World property. But that’s not enough for
the number of people who visit the theme
park resort, said Stromsnes, adding that
there should be an additional 16 firefighters
on a shift, at a minimum.
By next year, Disney World is forecast to
have as many as 143,000 guests each night
at its more than two dozen hotels and up to
153,000 daily visitors at its four theme
parks and two water parks.
Add a workforce of more than 70,000
employees, and the resort, which is the
geographic size of the city of San
Francisco, could host anywhere from
215,000 to almost 360,000 people on any
given day, according to planning docu-
ments from the Reedy Creek Improvement
District.
That’s roughly on par with the residential
population of Pittsburgh, St. Louis or
Cincinnati.

out of U.S. President Donald Trump’s threat to slap coercive
tariffs on all imports from Mexico.
The sudden announcement caught observers on both sides
of the border by surprise and prompted President Andres
Manuel Lopez Obrador to dispatch his top diplomat to
Washington for talks seeking to head off the proposed tar-
iffs.
Obrador said Mexico won’t panic over the threatened
hike, but economists and those whose livelihoods depend
on the trade relationship worth hundreds of billions of dol-
lars a year worry that stiff duties could have dramatic, nega-
tive consequences and potentially spark a trade war between

through almost every economic sector in the U.S. Friday,
hammering American companies that sell automobiles or
run railroads, grow vegetables or create medical devices.
Trump vowed to slap a 5% tariff on all Mexican imports
on June 10, just over a week away, and raise those tariffs to
25% by October, “until the Illegal Immigration problem is
remedied.”
Whether it’s avocadoes on a taco or a new Chevrolet
Blazer SUV in the driveway, if the tariffs go into effect,
Americans could feel it.

PARIS — The main suspect in the bomb-
ing last week in the French city of Lyon that
wounded 14 people had pledged allegiance
to the Islamic State group, France’s counter-
terrorism prosecutor said on Friday.
Remy Heitz said in a statement the 24-
year-old man has admitted making the bomb
and depositing the device in front of a bak-
ery. He will be brought before an investi-
gating judge.
The suspect, identified only as Mohamed
Hichem M., was arrested on Monday. He
arrived in France on a tourist visa in August
2017 but failed to leave again. Police did
not give his nationality but some French
media reported that he was Algerian. He was
unknown to police services before the inci-
dent.
He was handed preliminary charges Friday
of attempted murder, criminal terrorist con-
spiracy and manufacturing, possessing and

“Revenue that could be used to help that
whole Bayfront could be important,” she
said.
She also noted the proposal to build ath-
letic fields is flawed because allowed uses
are limited by the requirement to preserve
sensitive open spaces and seasonal wet-
lands.

suspect until the end of last year also
helped investigators establish he had an
interest for “jihadi thesis and IS’s activi-
ties.”
The police probe also established that the
suspect had ordered online a pack of 20 bat-
teries corresponding to those that served to
remotely trigger the device.
“There are very specific rules on what can
and can’t be done out there,” she said.
Regarding the proposal to preserve the
entirety of the site as wetlands, Colson said
she questioned the financing plan to make
the vision for the site sustainable.
Looking ahead, Colson said she believes
city officials will hold off on discussing the
future of the property until the state agency
has closed the window for proposals and
started to identify preferred alternatives.
She noted though Burlingame officials
have been underwhelmed by the process,
and are feeling a little disregarded by their
counterparts at the State Lands Commission
who control the property.
“That has been a frustration for us,” said
Colson, regarding the process of working
alongside the State Lands Commission.
But regardless of the merits of the variety
of proposals, Colson said she is hopeful
some development begins soon because the
state of the property currently is unsightly,
unsafe and unsuitable.
“The status quo is completely unaccept-
able,” she said.

Origi have been the unlikely heroes for
Tottenham and Liverpool in the Champions
League this season.
They kept alive their team’s hopes of
winning the European title with crucial
goals and decisive performances. Without
them, the English sides probably wouldn’t
have made it to Saturday’s final in the
Spanish capital.
But despite helping their teams reach the
final at the Wanda Metropolitano Stadium,
both may miss out on playing in the match
because of the return from injuries of Harry
Kane and Mohamed Salah.
Tottenham manager Mauricio Pochettino
will have to choose between the in-form
Moura and the recently injured Kane, while
Liverpool manager Jurgen Klopp will have
to sit Origi or rearrange his attack to leave
him in the lineup along with Salah.
Neither coach gave anything away on
Friday.
“If Pochettino says his exact lineup, call
me and I will tell you our lineup as well,”
Klopp said. “If not, then I thought I’d keep
at least a few question marks open.”
Pochettino kept quiet.
“It’s not going to be easy to take a deci-
sion,” he said. “We are going to take the
best decision to try to win. It’s so painful
when this type of game arrives and you can
only use 11 players from the beginning.”
Moura has been starting since Kane hurt
an ankle ligament in the first leg of the
Champions League quarterfinals. The
Brazilian scored the hat trick that allowed
Tottenham to come from behind and beat
Ajax 3-2 in the second leg of the semifi-
nals, helping the English club overcome a
1-0 home loss in the first match. The hat
trick included a stoppage-time goal that
sealed the comeback and the team’s first-
ever final appearance.

Siakam goes from small pond to NBA’s biggest stage

TORONTO — The path to the best NBA
Finals debut in seven years began in
Cameroon and has stretched from New
Mexico to the suburbs of Toronto.
Pascal Siakam had to emerge from some
small settings before he could reach the big
time.
That made Siakam’s 32-point perform-
ance in Game 1 even more impressive. The
players who often stand out this time of
year are the can’t-miss prospects who
seemed destined for greatness from the time
they were kids.
Siakam hadn’t even started playing bas-
ketball by then.
But there he was Thursday night, shoot-
ing 14 of 17 from the field to spark
Toronto’s 118-109 victory over Golden
State.
“I’ve never seen anything like that
before,” Raptors coach Nick Nurse said.
“That’s a pretty big stage for a guy to put
that kind of performance on, almost with
any background.”
It was the most points in an NBA Finals
debut since Kevin Durant had 36 for

Siakam was way down at No. 27 in the
2016 draft. Golden State’s Draymond Green
— a second-round pick — said there’s a dif-
ferent level of admiration for players who
have played themselves into starring roles
from what are considered supporting spots.
“You come into this league and there’s
really no space for you,” Green said. “You’re
essentially someone who kind of comes in
— I mean, you can be out in a year, you can
be out in two years, you can be out in four
years. And to gain that respect and to, as I
said before, become one of those guys, I
think it’s special. Siakam has done that.”
The 6-foot-9 Siakam was already a good
athlete, having played soccer as a boy in
Cameroon. But it was his desire to become a
good basketball player that’s kept him in
the gym long hours to make up for his late
start in the game.
He took part in a Basketball without
Borders camp in South Africa in 2012 at 18
and was soon on the way to the U.S. to
embark on a basketball career. He ended up

grand slam capped a six-run outburst in the
first inning and the Baltimore Orioles out-

point into making him into the person he

“Thank God I had the support of my team-
mates and coaches in college that helped me
go through it. But it was definitely one of
the toughest moments in my life, and not

think that’s one of the advantages for me. I
know I have so much to learn. I have to
grow. It allows me to look at my mistakes
and evaluate them and try to see how I can do
better.”

deputies arrived, the confrontation quickly
escalated, and Wang Tased Okobi multiple
times.
San Mateo County, which has continually
declined to discuss the case and did not
respond to requests for comment Friday, has
retained outside counsel with the firm
Conrad & Metlitzky to represent it.
An attorney with the firm, Warren
Metlitzky, provided a written statement that
read: “The county recognizes the tragic
nature of this unintended loss of life, and its
impact on everyone involved and on the
community. The county intends to defend
itself in federal court against these claims
and will not litigate the matter in the press.”

announced in March he would not pursue
criminal charges against the five involved
deputies, identified as Wang, John
DeMartini, Alyssa Lorenzatti, Bryan Watt
and Sgt. David Weidner.
An internal review, which would deter-
mine whether the deputies acted within
department policy, is ongoing, and the
Sheriff’s Office has declined to provide a
timeline for its conclusion. San Mateo
County Deputy Counsel David Silberman
declined to say whether he would release the
internal review at its conclusion, as required
under a new transparency law that took
effect in January.
The Sheriff’s Office issued a false state-
ment immediately after Chinedu Okobi’s
death, saying that Chinedu Okobi had
punched a deputy before he was hit with a
Taser.
Chinedu Okobi’s sister, Facebook execu-
tive Ebele Okobi, wrote a long Facebook
post in November after she was allowed to
view video of the encounter. She accused the
Sheriff’s Office of lying, but the Sheriff’s
Office did not correct the false statement
until March.
Virginia. The building where the attack took
place is in a suburban complex miles away
from the high-rise hotels along the beach
and the downtown business area.
Virginia Gov. Ralph Northam said in a
statement he was devastated by the
“unspeakable, senseless violence,” and is
offering the state’s full support to survivors
and relatives of the victims.
“That they should be taken in this manner
is the worst kind of tragedy,” the governor
said during the news conference.
The White House said President Donald
Trump had been briefed and was monitoring
the situation.
Megan Banton, an administrative assis-
tant who works in the building where the
Sheriff’s spokeswoman Detective
Rosemerry Blankswade said at the time that
the Sheriff’s Office conducted no internal
investigation and did not interview the
involved deputies until after the criminal
investigation was complete.
Despite that, the deputies returned to duty
as of Oct. 31 and Weidner was assigned to a
contentious county Board of Supervisors
meeting where Chinedu Okobi’s family and
friends attended in protest.
Burris again reiterated that the video con-
tradicts the version of events initially
described by the Sheriff’s Office, including
that Okobi was “running in and out of traf-
fic” as the initial justification for the stop.
In the video, Okobi was walking on the
sidewalk when first approached by Wang.
“Police did not have reasonable suspicion
or probable cause to believe he committed a
crime,” Burris said. But despite the lack of
justification for the initial stop, when
Okobi continued walking, Wang called for
backup on an emergency code.
“What was the emergency?” Burris said.
“They were like a pack of wolves on him.”
Burris has called for a moratorium on
Taser use in San Mateo County, as Okobi’s
shooting happened, said she heard gun-
shots, called 911 and barricaded herself and
about 20 colleagues inside an office, push-
ing a desk against a door.
“We tried to do everything we could to
keep everybody safe,” she said. “We were all
just terrified. It felt like it wasn’t real, like
we were in a dream. You are just terrified
because all you can hear is the gunshots.”
She texted her mom, telling her that there
was an active shooter in the building and
she and others were waiting for police.
“Thank God my baby is OK,” Banton’s
mother, Dana Showers, said.
At a nearby middle school, friends and rel-
atives were reuniting with loved ones who
were in the building when the shooting hap-

He said it appeared the deputies were not
trained in proper use of Tasers, as Wang
deployed one seven times, despite that mul-
tiple deployments of Tasers can increase the
risk of cardiac arrest.
Ebele Okobi said at Friday’s news confer-
ence that the decision not to prosecute
“shocks the conscience.”
“It should not be that a human being can
be killed, can be violently killed, can be
tortured to death with impunity,” she said.
Ebele Okobi extensively described the
pain of her family, how her mother had to
watch her child “brutally executed” on
video.
“Imagine being told that the life of your
child doesn’t matter,” Ebele Okobi said,
adding that if the deputies had taken similar
action against a dog, more would have been
done about it.
Douglas said Chinedu Okobi’s daughter
lives in Nashville, but that she spoke to her
father regularly and he had traveled by bus
to visit her last summer. Then, she had to
travel back to San Mateo to attend his funer-
al.

Dexter Fletcher’s glossy, glit-
tering Elton John blinged-out
biopic “Rocketman,” a shiny
sequin of a movie, it doesn’t
lack for sparkle. Like its
flamboyant subject, it’s a
movie outfitted to the nines in
dazzle and verve, even if it’s
gotten all dressed up with
nowhere to go but the most
conventional places.
Almost slavishly sealed
within the hermetic bubble of
the rock biopic, “Rocketman”
will, justifiably, draw plenty
of comparisons to its opening
act: last year’s Freddie
Mercury tale “Bohemian
Rhapsody.” They’re both
about larger-than-life figures,
each gay icons, with a preter-
natural talent for hooks and
spectacle. Fletcher also
helped steer “Bohemian
Rhapsody,” subbing for the
departed Bryan Singer. The
two movies even share a vil-
lain in music manager John
Reid (Aiden Gillen in
“Bohemian Rhapsody,”
Richard Madden here).
And Elton, like Freddie,
churned out unassailable,
everlasting earworms sung
round the world. Favoring
melody over meaning, the
uplifting music of both comes
big-screen ready. Their songs
were movies, in Technicolor.

Celebrities branch out with podcasts of their own

NEW YORK — Topher Grace has added a
lot of skills to his portfolio over the last
few weeks.
He learned to beatbox. He officiated a wed-
ding with “Shazam!” star Zachary Levi, and
even tried telemarketing.
He’s doing it all for a new role, but it has
nothing to do with acting: Instead, he’s try-
ing different things in his recently launched
podcast called “Minor Adventures with
Topher Grace .”
“It really is more fun for me than anyone
else,” said Grace.
“Tig Notaro came on and we did livestock
auctioneering,” he recalled. “I was so bad at
it. But, upon listening back I realized, ‘It
really doesn’t matter if I’m good or not. In
fact, it’s kind of better if (the adventure) is
outside of everyone’s comfort zone.”’
Grace is among the growing number of
celebrities who are branching out to host
their own podcasts. Notables including
Lena Dunham, Chelsea Handler, Alyssa
Milano, “Power’s” Omari Hardwick and
“Queer Eye” star Karamo Brown are among
those who’ve launched
their own approximately
hour-long, weekly shows
this year.
And Katharine
Schwarzenegger hosts a
podcast about rescuing
pets.
For some, it’s a way to

medium where they are
traditionally known.
Hardwick’s podcast, on the subscription-
based Luminary Network, is called
“Poetics.” It’s dedicated to poetry, which is
one of his passions. At the end of each
episode, Hardwick’s guests must create orig-
inal prose inspired by their conversation. It
requires guests to dig below the surface and
come up with prose based on their emotions
and experiences.
“We just kind of talk about their journey,
their life and when they found a pen ... and
where they see themselves going from that
point on, ” said Hardwick. Guests have
included Method Man, Big Daddy Kane, pro-
ducer Rodney Jerkins and Dave East.
Others are using podcasts to call attention
to things they care about.
Milano was looking
for a way to bring atten-
tion to people who dedi-
cate their lives to making
change, but who aren’t
famous.
“There are so many
people on the ground that
Chelsea fight every single day ...
Handler and the only reason why
I get (media) interested is
because I’m an actress, and that’s great,”
said Milano.
But, she wondered, “How can I use that
platform to empower others to make a dif-
ference?”
Milano’s new podcast, “Sorry Not Sorry,”
attempts to highlight those change seek-
ers. She speaks to activists including
Manuel Olivier, a father who lost son
Joaquin in the 2018 school shooting at
Marjorie Stoneman Douglas high school,
and (hash)MeToo activist Tarana Burke.
Lauren Conrad, who gained fame as an
MTV reality star but later branched out to
write books, design clothes and take on
other projects, has added podcast host to her
list with “Asking for a
Friend, “ which features
experts in various fields
dishing on their work.

she’s worked with in the
past.
“I felt like this was a
very cool opportunity to

said.
Grace also appreciates how a podcast
allows for a space to share more of himself,
but still in a controlled environment. He’s
rarely appeared in tabloids and was never a
paparazzi favorite.
“I started to realize, ‘Oh this is a way that
I can share something that I love doing in
my free time, but still I don’t have to talk
about anything I don’t want to talk about,
like family stuff.” (For the record, Grace
does mention his wife and baby on the
show, but everything is on his terms.)
Others like to use podcasts as a way to
share their talent of getting others to open
up.

Just as “Bohemian Rhapsody” can glide
over the origins of “Scaramouche,” we need
no investigations into why that dancer was
so tiny.
“Rocketman” deviates in its rating (R),
its less hesitant depiction of its star’s
homosexuality and, most dramatically, in
casting John’s life across a fantastical
musical tapestry. It’s also quite definitely a
better movie — although one still stuffed to
the gills with clichés and heavily dependent
on the sheer toe-tap-ability of its star’s
extensive back catalog and its lead per-
former.
Here, that’s Taron Egerton, who doesn’t
especially look like John or sound like
John, but he gives a star-making perform-
ance built on charisma and will. Egerton
gives it his all, and if there’s one quality
movie, it’s spiritedness.
On the whole, this is a more-or-less true,
authorized account (John is an executive
producer), but one that frequently breaks
free of stubborn things like chronology and
gravity. In one scene, John — whom rock
critic Robert Christgau once referred to as a
“one-man zeitgeist” — himself rockets
from an arena stage into the night sky and
explodes as a firework. “Rocketman” has
every fiber of its being committed to bur-
nishing the legend of Sir Elton: literally an
exploding star.
“Where there was darkness, there is now
you, Elton John,” the devilish Reid tells
him, shortly before John becomes an $87
million-a-year industry.
Working from a script by Lee Hall,
Fletcher zooms through John’s life, finding
trap doors in his past that fall into lavish
song-and-dance routines. There’s some
“Rocket Man” on a toy piano as a toddler
and a “Saturday Night’s Alright for
eluded me. The next song is rarely more than
a few minutes away. Frequently,
“Rocketman” feels like an ad for a jukebox
Broadway musical. This is a movie yearning
for the stage.
The film works in flashbacks, jumping
off from an addiction group meeting. “My
name is Elton Hercules John,” he introduces
himself before giving a laundry list of
addictions: alcohol, cocaine, shopping.
The story shifts back, naturally, to John’s
childhood (Elton was then Reginald
Dwight), where his withholding parents,
and one of the snottier fathers you’ve seen,
unwittingly mold their son into a desperate
performer and a bit of a clothes horse.
The expected moments of breakthrough
and excess follow in John’s meteoric rise.
The main thread throughout, at least theo-
retically, is his undying friendship with
lyricist Bernie Taupin, a relationship that
outlasts all others. There’s not as much of
Jamie Bell’s Bernie as there should be, but if
sexily menaces the screen in every scene
he’s in.
All of John’s stage theatrics and feathered
costumes, “Rocketman” suggests, are a way
for John to hide from himself, from
“Reginald Dwight.” But any demons that
John might be haunted by are given only
lip service. Maybe Elton couldn’t cope with
reality, but “Rocketman” certainly can’t.
Instead, Fletcher’s movie is primarily one
of metamorphosis, mythically drawn.
Performing “Crocodile Rock” at Los
Angeles’ Troubadour, his feet — and the
audiences’ — achieve liftoff. “Rocketman”
is happiest with its feet far off the ground in
a dreamy pop splendor, with headlights all
along the highway.
“Rocketman, ” a Paramount Pictures
release, is rated R by the Motion Picture
Association of America for language
throughout, some drug use and sexual con-
tent. Running time: 121 minutes. Two and a
half stars out of four.

operating budget or $3.2 million.
The proposed budget includes trans-
ferring $3 million from the general
fund to the CIP, which is well above
the $1.9 million transferred between
those funds in the previous fiscal year.
Nisbet said such a financial commit-
ment to capital made economic sense
this fiscal year, but is too high to be
sustainable and won’t be proposed in
future fiscal years.
“[Three million dollars] might be
the largest general fund commitment
to capital for a long time, maybe
ever,” he said. “That’s not sustainable;
we won’t see that in future years. I
think it’s just the way the capital proj-
ects are moving through the system,
several of them are going to construc-
tion, and we’re in a position where we
can make that recommendation.”

A significant portion of the city’s
budget is devoted to the contract with
the San Mateo County Sheriff’s Office,

“The [Sheriff’s Office’s] proposal
makes a lot of sense, it’s reasonable in

The Sheriff’s Office contract will be
discussed in greater detail at the budget
hearing June 4.

year, but councilmembers are less than
pleased with the city’s 68% occupancy
rate.

hotel tax increase.
Half Moon Bay’s hotel tax rate of
12% is also no longer the highest in
the Bay Area, prompting councilmem-
bers to call for a higher rate.
“I don’t want to be second to San
Francisco [which has a hotel tax rate of
14%],” said Mayor Harvey Rarback.
“We should look into increasing [hotel
tax] to 14%.”
Staff will explore a potential hotel
tax hike and reach out to hotel propri-
etors moving forward and also sug-
gested such a proposal could be on the
November 2020 ballot at the earliest.
The budget also proposes to transfer
$300,000 from the general fund into
the city’s $2. 1 million affordable
housing fund. There will be a study ses-
sion in July to discuss how to priori-
tize those funds in the coming fiscal
year.

NOTICE OF ADOPTED ORDINANCE
NOTICE IS HEREBY GIVEN that the City Council of the City of San Bruno, California (the “City”) at its regular meeting on Tuesday, May 14, 2019, held a Public Hearing, waived the first reading and
introduced an ordinance of the City Council of the City of San Bruno, establishing garbage & recycling service rates containing a proposed rate of 4.43%, for FY2019-20, as requested by Recology San
Bruno pursuant to the terms of the Franchise Agreement with the City of San Bruno. If approved, the rate increase will be implemented effective July 1, 2019. Then at it’s regular meeting on Tuesday
May 28, 2019, the City Council waived the second reading and adopted that ordinance. A summary of the ordinance is provided below:

UN atomic watchdog raises questions of Iran’s centrifuge use

VIENNA — The U.N. atomic watchdog
said Friday that Iran continues to stay with-
in the limitations set by the 2015 nuclear
deal with major powers, but reported its
stockpiles of low-enriched uranium and
heavy water are growing and raised questions
for the first time about Iran’s adherence to a
key but vague provision intended to limit
the country’s use of advanced centrifuges.
In a confidential quarterly report distrib-
uted to member states and seen by the
Associated Press, the International Atomic
Energy Agency said Iran has stayed within
key limitations set in the so-called Joint
Comprehensive Plan of Action, or JCPOA,
for uranium and heavy water stockpiles.
But while in past reports the IAEA said
Iran’s research and development on enrich-
ment “has been conducted using centrifuges
within the limits defined in the JCPOA,” the
Friday report instead changed the wording to
say it “has been conducted using centrifuges
specified in the JCPOA.”

A centrifuge is a device that enriches ura-
nium by rapidly spinning uranium hexafluo-
ride gas. Under the atomic accord, Iran has
been limited to operating 5,060 older-model
IR-1 centrifuges.
In a footnote, the agency said that “up to
33” more advanced IR-6 centrifuges have
been installed and that “technical discus-
sions in relation to the IR-6 centrifuges are
ongoing.”
Under terms of the nuclear deal, Iran is
allowed to test no more than 30 of the IR-6s
once the deal has been in place for 8 1/2
years. The deal is murky about limits before
that point, which will arrive in 2023.
The head of the Atomic Energy
Organization of Iran, Ali Akbar Salehi, said
last month that Iran had begun installing a
chain of 20 IR-6 centrifuges at its under-
ground Natanz enrichment facility. Iranian
officials say the IR-6 can enrich 10 times
faster than an IR-1.
Iran maintains that it is allowed to install
the centrifuges, regardless of the agree-
ment’s limit on their use for testing. A sen-
ior diplomat who spoke on condition of
anonymity because he wasn’t officially

allowed to comment on the report said the
faster centrifuges were not yet being fed with
uranium.
The diplomat said the technical discus-
sions on the centrifuges were between the
deal’s signatories and Iran, but would not
elaborate. “It is being discussed, and we
report the facts that we see,” the diplomat
said.
“The feed line is under agency seal,” the
diplomat said, adding it was up to partner
countries in the deal to determine whether
the installation was a violation of the
accord.
The nuclear deal is meant to keep Tehran
from building atomic weapons in exchange
for economic incentives. It has been com-
plicated by the unilateral withdrawal of the
United States from the deal last year and
Washington’s increased sanctions, which
has been taking a toll on the Iranian econo-
my.
That has left the other signatories —
Germany, Britain, France, Russia and China
— struggling to come up with enough incen-
tives to keep Iran in the deal.
Earlier this month, Iran announced that if

a way couldn’t be found within 60 days to
shield it from U.S. sanctions targeting its
economy and oil industry, it would ramp up
its enrichment of uranium beyond the purity
allowed under nuclear deal. And about a week
ago, Iran said it had increased its uranium-
enrichment production capacity, though
only of the lower-enriched uranium permit-
ted by the agreement.
In its first quarterly report since those
announcements, however, the Vienna-based
IAEA found Iran continued to be in compli-
ance and also said its inspectors had been
given unfettered access to Iranian nuclear
facilities.
“Timely and proactive cooperation by Iran
in providing such access facilitates imple-
mentation of the additional protocol and
enhances confidence,” the report stated,
referring to the procedure detailing safe-
guards and tools for verification.
The senior diplomat said Iran does have
the capacity to quadruple uranium enrich-
ment as it recently threatened, but that
inspectors would have to wait until the next
report to determine whether they had actual-
ly set that increase in motion.

US acting defense chief calls out China over South China Sea

SINGAPORE — U. S. Acting Defense
Secretary Patrick Shanahan on Saturday
denounced China’s efforts to steal technolo-
gy from other nations and militarize man-
made outposts in the South China Sea as a
“toolkit of coercion,” saying Beijing’s bad
behavior must end.
In his first major speech on the interna-
tional stage, Shanahan mixed sharp criti-
cism of China and warnings of North
Korea’s “extraordinary” threat with vows
that the U.S. will remain strongly commit-
ted to the Indo-Pacific region and is ready to
invest billions of dollars in securing its sta-
bility.
While he didn’t specifically name China
in early parts of his speech, he made clear
who his target was, making pointed refer-
ences to Beijing’s campaign to put advanced

purview of the powerful,” Shanahan said.
His remarks underscore America’s frayed
relations with China, as the Trump adminis-
tration wages a trade war with Beijing,
imposes sanctions on Chinese tech giant
Huawei and approves a weapons sale to
Taiwan, the self-ruled island the Communist
mainland claims as its own territory. And
they reflect America’s new national defense
strategy that declared great power competi-
tion with China and Russia as top priorities.
Shanahan’s speech on Saturday is also
arguably an audition to both the world and
U.S. top leaders in Congress, as his nomi-
nation for permanent secretary has still not
been sent to Capitol Hill by Trump.
And listening closely in the audience were
nervous allies and partners in the region
who are worried about the economic impact
of the U.S.-China trade dispute and the
political blowback of America’s complaints
about Beijing’s rapid progress in hyperson-
ic weapons, nuclear technology and space
launches.
