Phases of the National eHealth Program
Phase Time Frame Description

Phase 1 Short-Term
2013 – 2014 Standardize and Connect
Focus is on the establishment of governance and foundations, and provide basic connections to start
information sharing across the health sector.

Phase 2 Medium-Term
2015 - 2016 Transform
Continuing innovations to develop and implement defined national eHealth solutions.

Phase 3 Long-Term
2017 - 2020 Maintain and Measure
By this time eHealth has been established and need to be maintained and sustained, continuously measured
in terms of performance, and ongoing innovations and updates need to be managed.

Early detection of disease spread: Story of
FASSSTER
• Monitoring diseases is a critical
public health concern in PH
• Diseases spread quickly,
especially during disasters and
emergencies
• Limited human, medical
resources
What are the gaps?

Difficulty in disease Lacking in real-time Sparse application of

monitoring health information disease modeling
aims to address these gaps through:

Localized disease Real-time disease Integrated GIS

modeling and surveillance and mapping and reports
simulation platform forecasting generation
Disease surveillance can be improved.
● Department of Health (DOH)
employs with PIDSR system.
○ Philippine Integrated Disease
Surveillance and Response

● It uses little to no prediction or

forecasting measures.
○ Mainly used for reporting

PIDSR Conceptual Framework

29
Monitoring can be faster with FASSSTER.
● We can create epidemics models.
a. Vast amounts of historical data is
available

● FASSSTER is a web-based
syndromic surveillance system FASSSTER is a national
that integrates health data disease monitoring tool.
sources for:
a. Designing disease models
b. Predicting the spreading
c. Visualizing epidemic progression

30
Health data is crucial to disease modeling.
FASSSTER accesses anonymized health data from electronic medical
records and the Philippine Integrated Disease Surveillance and Response
system.

Twitter (Infodemiology)
• Collect tweets in real time through
compiled keywords of symptoms and
related terms
• Algorithmically select health-related
tweets
• Visualization, Correlation, and
Regression
An SMS service is now
available.
• The service is built on Tugon, an SMS
reporting system.
• Can be used on any phone that can send
SMS.
• Allows users to send commands to a
service number for:
• Registration
• Reporting cases
• Receiving information
The online dashboard for the SMS reporting service. The SMS service uses
disease codes based on SPEED shortcodes.
SMS Reporting
● To report via SMS use the code:
○ POST <DISEASE CODE> <COUNT>
● To search for the available disease
keywords, send:
○ FASSSTER DISEASE

Important (data) points to ponder:
• Contribution of eHealth Systems in Big Data and Data Science
• Balance between continuing service amidst transition and change
• Policies
• Workflow
• Leadership
• Team
• Constant innovation
• Greater need for PPP
• Coverage
• Need CHAMPIONS
• Success stories start with SMALL (not BIG)
