The Purpose of Quality Control
a. Ensure the highest quality of work and extend
the service of life of any structure
b. Check and regulate the use of construction
materials and to economize on the cost of
construction
The Quality Control Procedures
1. The Selection of Materials (Location
Information)
a. Raw
- Soil, sand and bank or river gravel (w/
little or no processing)
b. Processed
- Washed/manufactured sand, crushed Quantity stated in the program of works is the basis of
rock and gravel (w/o changing their minimum testing requirement for each project (shall not
properties) be the only basis of number of testing)
c. Manufactured
- Bituminous materials, cement, paint,
structural reinforcing steel bar
d. Combined
- Bituminous and Portland cement concrete
( partly or totally manufactured)
2. Handling and Storage of Materials
Should be placed in a safe place protected from
contamination or action of water and accessible
to the project site
3. Sampling and Testing of Materials
Proper sampling is indicated in AASHTO and
ASTM. QC requires proper Testing construction
method and workmanship
Construction Quality Control – A Joint Effort
Inspection
A PROMPT action to assure compliance and minimize
neglect of requirements
Two-fold Program
1. Quality control by the builder/contractor
2. Quality assurance by the owner
Construction Quality Control
A system which involves the joint but independent
efforts of the owner and contractor to achieve the level
of quality (check and balance system)
Contractor Quality Control
Builder’s task to regulate, test, and inspect his
procedures, equipment, materials, and manpower
Owner Quality Assurance
Owner’s task to verify that the contractor’s quality
control system is functioning and that the competed
parts of the structure are of the specified quality
Quality Control Program
- First Step: Preparation of the plan or program by
the contractor
- Includes provisions on how the work should be
inspected and;
- The quantity, amount, and nature of testing work to
be done (random testing, indicates whether a
project laboratory will be set up to facilitate testing)
Minimum Testing Requirement
