AN ORDINANCE ADOPTING A BLOOD TYPE REGISTRY SYSTEM

IN THE CITY OF ILOILO

WHEREAS, Sec. 448 of the Local Government Code of 1991 (RA7160) states that
“The City, consisting of more urbanized and developed barangays, serves as a general-
purpose government for the coordination and delivery of basic, regular, and direct
services and effective governance of the inhabitants within its territorial jurisdiction”;
WHEREAS, Sec. 16 of the Code mandates local government units such as the City of
Iloilo to endeavor to exercise the powers are necessary, appropriate or incidental to the
efficient and effective governance and those which are essential to the promotion of
the general welfare;
Whereas, the general welfare embraces the function of promoting the health and safety
of the people, and the availability of blood in emergency or crisis situations is vital in
saving lives;
WHEREAS, the adoption of a Blood Type Registry System will be very beneficial in
times of disasters, emergencies and especially during outbreak of diseases needing
blood and blood product transfusions;
WHEREAS, subject to the provisions of Rule XXIII of Local Health Boards and in
accordance with the standards and criteria of the Department of Health (DOH),
provision on health services which include the implementation of programs and
projects on primary health care, maternal and child care and communicable and non-
communicable disease control services and access to secondary and tertiary health
services shall be implemented;

NOW THEREFORE, BE IT ORDAINED BY THE SANGGUNIANG


PANGLALAWIGAN OF ILOILO CITY THAT:

SECTION 1. TITLE. This ordinance shall be known as, “AN ORDINANCE


ADOPTING THE BLOOD TYPE REGISTRY SYSTEM OF THE CITY OF ILOILO
(Blood Type Registry Ordinance of Iloilo City)”.

SECTION 2. PURPOSES. This ordinance shall provide a local mechanism by which


RA 7719, otherwise known as the “National Blood Services Act of 1994”, be realized
in the City of Iloilo for the promotion of public health and safety.
Consistent with the policy of the state, this ordinance aims:
a. To provide and promote a comprehensive blood type registry in the entire
City of Iloilo to readily identify possible blood donors;
b. To inform the public of the need for a comprehensive blood type registry
for the availability of blood donors especially during emergency or crisis
situations;
c. To mobilize all the sectors of the community to participate in activities to
make the blood type registry program operational and sustainable.

SECTION 3. SCOPE. This ordinance shall be applicable to all constituents of Iloilo


City.

SECTION 4. DEFINITION OF TERMS


a) Blood Typing Registry – a file, document or book containing the blood
type list of Iloilo City constituents who voluntarily registered their status
therein;
b) Blood Typing -the process of classifying blood into blood groups through
laboratory tests.
c) ABO Blood Typing/Direct Blood Typing– blood sample is mixed with
antibodies against type A and B blood, and the sample is checked to see
whether or not the blood cells stick together (agglutinate). If blood cells
stick together, it means the blood reacted with one of the antibodies.
d) City Blood Type Resgistry Council – refers to a non-profit, multi-sectoral
group whose members come from government and private sectors in the
local community committed to support the blood typing registry program.
e) Anti Serum - A serum containing antibodies.
f) Blood Type Card- a card containing the blood type of individuals duly
signed by a medical technologist and pathologist of accredited partner
hospital or medical laboratory and noted by the city mayor.

SECTION 5. CITY BLOOD TYPE REGISTRY COUNCIL. A City Blood


Type Registry Council shall hereinafter be established, through an Executive Order to
be issued by the City Mayor, following the policies and guidelines issued by the
Department of Health, to be composed of:
Chairperson - City Mayor or his duly authorized representative
Vice Chairperson - City Health Officer, in ex-officio capacity
Members - Chairperson, SP Committee on Health
All Punong Barangays, Iloilo City
Red Cross Coordinator
Representatives of partner universities and colleges
Representatives of partner private hospitals
Representatives of partner medical laboratories

SECTION 6. ROLE OF CITY BLOOD TYPE REGISTRY COUNCIL:


a) Formulate the system for data collection from partner private hospitals,
medical laboratories and barangays;
b) Schedule the direct blood typing activities in the barangays;
c) Spearhead the conduct of direct blood typing activities;
d) Prepare annual budgets necessary for the implementation of plans and
programs;
e) Be responsible for the completion, operation and maintenance of the
registry;
f) Draft policies and guidelines necessary to ensure sustainability of the
registry;
g) To update the Registry System at least on a quarterly basis;
h) Perform other functions necessary to realize the objectives of the program
SECTION 7. ROLE OF PUBLIC HEALTH WORKERS. Personnel of the City
Health Office, City Health Board, City Population Program Officer, are enjoined to
actively support for the development and update of blood type registry program of the
city.
The City Health Office shall serve as repository of the Blood Type Registry and be
primarily responsible for the distribution of updated lists to the barangays on a regular
basis.

SECTION 8. ROLE OF THE BARANGAYS. All barangays of the City of Iloilo


through their respective Barangay Councils particularly the Chairperson of the
Committee on Health and the Barangay Health Workers (BHW) are likewise enjoined
to fully support the program, particularly in the conduct of community education,
information dissemination and mass blood typing activities.
It shall be the responsibility of the Barangay officials to facilitate the physical set-up
of any blood typing activities conducted in their locality, in close coordination with
the CITY BLOOD TYPE REGISTRY COUNCIL as provided for under Section 5
hereof.
The Barangay shall also facilitate the updating of the Blood Type Registry by
including this in one of the agenda of their regular session every 3 months, and submit
any data gathered to the City Health Office.

SECTION 9. PARTNERSHIP WITH PEOPLE’S ORGANIZATIONS, NON-


GOVERNMENT ORGANIZATIONS, PRIVATE ENTITIES, AND
GOVERNMENT INSTITUTIONS, ASSOCIATIONS AND GROUPS. For purposes
of a comprehensive blood type registry, partnership, coordination and linkages shall be
established with the various people’s organization, non-government organizations,
schools, private and government institutions, associations and groups in the city.
The city council shall grant the local chief executive authority to enter into
Memorandum of Agreements with the Philippine National Red Cross, universities and
colleges, and other private entities like hospitals, medical laboratories, drug supply
stores willing to support the successful establishment of the program;

SECTION 10. BLOOD TYPE DATA GENERATION. Blood types of Iloilo City
constituents shall be generated from data provided by partner organizations such as
but not limited to:
a) Hospitals;
b) Medical clinics or laboratories;
c) Philippine National Red Cross (PNRC) - Iloilo Chapter;
d) Universities and colleges
e) the barangays where direct blood typing activities may be conducted as
provided under Section 13 hereof
The City Government, through the City Health Office shall design and provide the
necessary forms to be accomplished by constituents who are willing to enlist their
blood types in the registry to make sure that their rights relative thereto, if any, are
accordingly protected;
Hospitals and medical laboratories operating in the city shall campaign with their
patients and clients, particularly city constituents, to enroll in the blood type registry
program consistent with their noble mission of helping patients and savings lives;
Universities and colleges located in the city shall consider including blood typing as a
requirement for enrollment of new students; the cost being minimal as compared with
its benefits to students and the public in case of emergency and crisis situations;
The PNRC Iloilo Chapter shall support the program through blood type data collection
consequent to their conduct of blood donation/extraction activities and encourage
donors to enroll their blood type in the registry program;
Barangay birthing centers shall likewise require pregnant women undergoing pre-natal
care to have blood typing test, and encourage their enrollment in the registry program;
The City Government, through the City Health Office, shall provide partner
organizations with templates (Word-file, etc) to be accomplished or other appropriate
tools to facilitate reports, processing of blood type data and their entry to the registry;
Reports or lists with details of blood types, on at least a quarterly basis, shall be
submitted to and compiled by the City Health Office, who shall be responsible for
their processing and consolidation.

SECTION 11. HANDLING OF REGISTRY. The registry is a vital document and its
custody and care shall be the responsibility of the City Health Office; while similar
copies shall be maintained at the City Social Welfare and Development Office and the
Sangguniang Panglalawigan, Chairman of Committee on Health who should work
closely to handle the Blood Registry Program.

Section 12. ACCESS TO INFORMATION FROM THE REGISTRY. The City


Health Office, City Social Welfare and Development Office and partner hospitals shall
be authorized to disclose information from the registry, particularly on possible blood
donors (blood type, name, address) upon request of any party in need of blood as
confirmed by partner hospitals;
The City Health Office shall provide the necessary Request Form for such purpose;
Every barangay shall be regularly provided with an updated list of the blood types of
their constituents. The Barangay Secretary and the Chairperson of the Barangay
Committee on Health shall be accountable for all documents related to the Blood Type
Registry System;

Section 13. DIRECT BLOOD TYPING - Direct blood typing activities may be
conducted in Barangay Health Centers by authorized medical technologists and other
medical professionals, the process briefly described as follows:
1. Blood is drawn from a capillary at the tip of the index finger.
2. The puncture site is cleaned with a germ-killing product.
3. A sharp needle or lancet is pricked into the index finger.
4. Two (2) separate drops of blood are collected in the glass slide.
5. Then the blood sample is mixed using a toothpick with antibodies
against Type A and Type B blood to see whether or not the blood cells
are stick together (agglutinate).
Result: The blood cells stick together when mixed with,
a. Anti serum A = Type A
b. Anti serum B = Type B
c. Both Anti A and B = Type AB
d. If blood cell do not stick together with Anti A and Anti B = Type O
SECTION 14. MATERIALS FOR BLOOD TYPING - Materials needed for
direct blood typing activities such as glass slides, lancets, Anti sera A, Anti sera B,
toothpicks, germ-killing product (alcohol, lysol, etc.), cotton, disposable gloves and
disposable masks shall be provided by the city government, or by partner private
entities such as drug companies, drug stores, medical supplies store, and the like on a
sponsorship basis consistent with Section 35 of RA 7160;

SECTION 15. MEETINGS OF CITY BLOOD TYPING REGISTRY COUNCIL.


The City Blood Registry Council shall meet every 3 months to update the program and
this will be done together with the Local Health Board meeting.

SECTION 16. BARANGAY BLOOD TYPING REGISTRY COUNCIL. There shall


be a Barangay Blood Typing Registry Council in every Barangay composed of the
Punong Barangay, Kagawad Committee on Health & Sanitation and the BHWs.

SECTION 16. BLOOD TYPE CARD. Issuance of Blood Type Cards during Direct
Blood Typing activities in the barangays shall be the sole responsibility of the City
Medical Technologist and a Pathologist from the Department of Health.

SECTION 17. FUNDING. An initial amount of Php 100,000.00 shall be appropriated


in the general fund to organize and mobilize the City Blood Type Registry Council.
To ensure the viability and continuity of the various activities related to the program
the City Blood Type Registry Council shall, annually thereafter, submit its proposed
Budget chargeable against the Gender and Development (GAD) fund or from the City
Disaster Risk Reduction and Management Fund in preparation for calamities and
disasters.
Each Barangay shall, likewise, appropriate a certain amount in their respective
Budgets which will serve as their counterpart in the blood registry program, also to be
included as part of their programs, projects and activities.

SECTION 17. SEPARABILITY CLAUSE. If any provision of this Ordinance is


declared unconstitutional, the other provisions not affected thereof shall remain valid
and effective.

SECTION 18. REPEALING. All previous ordinances, executive orders, rules and
regulations or parts thereof which are inconsistent with this ordinance are hereby
repealed or modified accordingly.

SECTION 19. EFFECTIVITY. This ordinance shall take effect immediately upon its
approval.
