Traditional Monday Flag Raising Ceremony;
b) Memorandum from CAMANAVA City Police Station dated October 15,
2018;
c) Memorandum from PSSUPT ATTY BENJAMIN H SILO JR, Chief
District Directorial Staff of Northern Police District (CDDS-NPD) sated October
24, 2018 with subject Composition of Parading Elements re; Traditional Monday
Flag Raising Ceremony;
d) Attendance Report dated October 24, 2018;
e) NAPOLCOM Memorandum Circular No. 2016-002; and
f) Memorandum from C, DPRMD-NPD dated November 1, 2016 with
subject Order to Explain:

2. This pertains to above-cited Memorandum directing the undersigned to submit

written explanation after failing to attend as Member of Parading Elements in the
Traditional Monday Flag Raising Ceremony on October 15, 2018, 6:00 a.m. at NPD
Headquarters.

3. In view of the foregoing, the undersigned has no intention to defy any

implementing rules and regulations of the organization. In fact on October 15, 2018, the
undersigned attended the said Traditional Monday Flag Raising Ceremony. As matter of
proof, the photograph of his appearance is hereto attached for your ready reference.
Furthermore, the undersigned signed the Attendance right after the ceremony, as
manifestation of his good faith and perfuming his duties and responsibilities as police
officer. (Hereto attached is the copy of the Attendance Report dated October 15, 2018).

4. In view hereof, the undersigned is humbly appearing before this office

respectfully submitting this written explanation and that in the interest of justice and
equity, it is most respectfully prayed that any administrative sanction that may be
imposed against the undersigned be set aside.
