1. Introduction

1.1 Enertech Qatar provides a third party personal certification for Rigger / Slinger, Lifting
Supervisor, Appointed person lifting operations, Basic Scaffolder, Basic Scaffolding Supervisor
& Basic Scaffolding Inspector based on the requirements in the relevant standards.

and has preserved its commitment to provide quality services. The Personnel Certification,
Equipment inspection & certification department was established in 2016 to meet the demand
of personnel certification inspection services of our clients. Qualified and experienced staffs
were assigned to ensure a continuity of quality inspection service.

2. Scope of Certification
A Certified Basic Scaffolding Supervisor is competent to supervise the erection, modification,
dismantling the basic tube and fitting scaffolding structures.

3. Job & Task Description

Basic Scaffolding Supervisor is capable of supervising the erection, modification, dismantling
the basic scaffolding structures (complying TG 20:13 technical guidance based on BS EN
12811-1:2003) such as independent, tower, birdcage within very light duty (load class 1),
light duty (load class 2), general purpose (load class 3) & heavy duty (load class 4) category
as per the standard requirements (designed scaffolds as per the approved drawings).
Independent scaffold means the scaffold with 2 rows of standards having multiple bays with infinite length and
maximum platform height of 50m without engineered design within the duty category mentioned in the table 1
given below & with engineered design above the afore mentioned limit.
Tower Scaffold means the scaffold with four standards and height limited to specific base to height ratio given in
the table 2 given below without engineered design & with engineered design above the afore mentioned limit.
Birdcage Scaffold means the scaffold with multiple rows of standards in lengthwise & widthwise to unlimited
length or width within the specific limit to height and base dimension as mentioned in the table 3 given below
without engineered design & with engineered design above the afore mentioned limit.
Engineered design – any scaffold design created and approved by qualified scaffold design engineer.

Basic scaffolding Supervisor should be able

• To select & properly use the appropriate tools for the job & task.
• Estimate the required components for the job.
• Observe and comply with safe work practice for supervision.
• Conduct tool box talk with the work group prior to start the job.
• Arrange sufficient resources for the job such as tools, materials, fittings, PPE’s
etc.
• Supervise the team to complete the task as per the standard requirements
within the specific time duration.
• Inspect the scaffold prior to handover for inspection and ensure the
compliance with the standard requirements.
• Interpret the scaffold inspection report and supervise the team to modify the
scaffold as per the rectification recommended in the inspection report.
• Report any incident to safety department & other concerned personnel
immediately such as line managers & clients.

4. Required Competence
Certified Basic Scaffolding Supervisor should have;

• Adequate knowledge of mathematics in relation to the certification scheme;

• Language skills - Read, Write & speak English;
• Skills to estimate the required materials for the scaffold as per the job requirements in
compliance with the local & international standards;
• Ability to identify defects and capable of selecting appropriate / suitable tools and
materials for the job & task;
• Good understanding of scaffold drawings;
• Experience as Scaffolding Supervisor of at least 2 years after the completion of Basic
Scaffolding Supervisor Course or equivalent or above.
• Supervisory Skills.

5. Candidate Abilities
• Physically / medically fit for the job & task.
• Must not have Acrophobia (fear of heights)

6. Prerequisites
• At least 24 years of age
• Successfully complete basic mathematics test
• Successfully complete Language skills test - Read, Speak & Write English
• Successfully complete Pre-assessment test - Ability to identify defects and capable of
completing rectification required to meet the standard requirements for the job & task
OR
Have a valid certificate for certified Basic Scaffolder or equivalent
OR
Valid Basic Scaffolding Supervisor Certificate or equivalent.
• Experience as Scaffolding Supervisor at least 2 year after the completion of Basic
Scaffolding Supervisor Course or equivalent or above.
• Medical Disclaimer to be completed at the time of application.

7. Criteria for Initial Certification & Re-Certification process

Candidates will be selected for Initial certification based on the application form & the
supporting documents submitted. Assessment will extend to confirm the validity &
authenticity of the submitted documents prior to carryout actual assessment process.
Applicant must submit a list of his experience in writing about the type & size of the scaffold
job supervised.

8. Assessment Methods & Mechanism for Initial Certification & Recertification

Basic Scaffolding Supervisor assessment method comprises of theory & practical assessment.
Candidates will have to undertake both assessments (theoretical & practical assessment) &
must pass both to be certified for duration of three (3) year.

• Written examination has multiple choice questions (maximum 1 hour).

• It is a closed book exam.
• Only Pen shall be used for the exam.
• This assessment is carried out to evaluate the Basic Scaffolding Supervisor if he meets
the objectives of this certification program.
Note: Minimum 80% marks required to pass
Practical Assessment (maximum 2 days)
• Estimation of components for basic scaffold structure as per the given design
• Conduct tool box talk
• Supervision of Erection & Dismantling of Tower scaffold as per the design
OR
Supervision of Erection & Dismantling of Independent scaffold as per the design
OR
Supervision of Erection & Dismantling of Birdcage scaffold as per the design
Note: Failure will result if, 1 X (major error) or 4 X B (minor error) identified during practical
test.
Recertification
For the recertification, the candidate shall submit latest CV for verification and shall be
subjected to theory & practical assessment as given below.
Re-certification will be valid for the duration of two (2) years.
• Written examination has multiple choice questions (maximum 1 hour).
• Estimation of components for basic scaffold structure as per the given design
• Conduct tool box talk
Note: Failure will result if 1 X (major error) or 4 X B (minor error) identified during practical
test.

9. Suspending, withdrawing or reducing the scope of certification

9.1 Suspension
Enertech Qatar shall suspend the certification of certified basic scaffolding supervisor in
following circumstances
a) Any documented incident identified by Enertech Qatar where a certified personal
found not following safe work practice of the scope of certification scheme.
b) Initial investigation following a complaint from the employer or their consultant / client
with regard to the competency of the certified person revealed that the certified
person found not following safe work practice of the scope of certification scheme.
c) The certified person has voluntarily requested a suspension
d) Not complying with the code of conduct i.e. complying with regulations, including
regulations applicable to nations / regulatory body.

9.2 Withdrawal
Enertech Qatar shall withdraw the certification of certified basic scaffolding supervisor in
following circumstances
• If the certified person is found not complying with the corrective action recommended
by the certification body after the detailed investigation of circumstances a & b under
9.1 within the target time.
• Any misrepresentation or fabrication of documents submitted to Enertech Qatar in
regards to the certification scheme
• Any alteration or duplication of the certification issued by Enertech Qatar.
• Any medical condition sustained which will affect the medical fitness of the certified
basic scaffolding supervisor to fulfill the objectives requirement of the certification
program.

10. Code of conduct

Candidates must observe and comply with the verbal / written instructions given by the
examiner / invigilator during the assessment process. Candidates must comply with the rules
& regulations of the assessment premises communicated through verbal, written & visual
communications by the examiner / invigilator or staff involved in certification scheme process.
Strict compliance with the Health, safety & environments requirements should be observed
from the candidates during their stay in the facility. Candidates shall contact the certification
coordinator to obtain more details about the appeal procedure, examination & assessment
guidelines and general terms & conditions regarding the certification scheme.

Certified persons must comply with regulations, including regulations applicable to nations /
regulatory body.
