SUGGESTED GOALS AND OBJECTIVES OF A SCHOOL CRISIS MANAGEMENT

PLAN

1. GOALS:

● To increase the security of the staff and students.

● To minimize the damage and loss.

● To return the school to its normal functioning level as soon as possible by diminishing as much
chaos and confusion as possible.

● To provide the necessary counseling to assist students and staff, who are emotionally affected by
the crisis, to deal with the trauma.

2. OBJECTIVES:

● To outline a predetermined plan of action which will be used to respond to emergencies or


disasters.

● To establish a group of specifically selected and trained individuals who collectively have the
knowledge, skills, and sensitivity to act as crisis management specialists.

● To develop an information sharing system to contain rumors and prevent escalation of the
crisis.

● To utilize district and community resources and create a partnership with parents following
crisis events.

● To provide guidelines for responding to the media during a crisis.

● To outline stress management and debriefing procedures for crisis workers.

FUNCTIONS OF THE SCHOOL CRISIS RESPONSE TEAM

1. Develop the plan before any incidents occur.

2. Prepare the staff for what to expect and provide training for them to fulfill their designated
roles.

3. Inform district and community resources about your crisis plans and their possible
involvement.

4. Develop a mechanism through which all team members can be gathered together
immediately to implement the plan.

5. Periodically review the plan to accommodate changes in attendance, number or location of


handicapped students, staff changes, addition of new programs, a change in building structure, or
changes in the community that would affect building safety

The mechanism to notify all crisis response team members to gather immediately is:
(It is recommended that a code not be used but a straight forward announcement be made over the intercom. An additional comment indicating a
Lockdown situation may be needed.)

class after a second warning will be directed to leave the Crisis Response Team

Isolate witnesses from key players. A Crisis Response Team
member or other designated adult should remain in each Assistant Principals
office with each student. Police assistance in this matter
anticipated.
Evaluate situation and make recommendation to the
Associate Superintendent regarding the necessity to Annette Ziegler/APs
temporarily close the school and transport the students.

Debriefing Session
Purpose: The Crisis Team will learn from experience, vent feelings, bolster morale, prevent burnout,
and foster teamwork. It is not to gather information and interrogate.

To Do List
Set debriefing meeting: 1) After event occurred, 2) At the end of the day, 3) When the crisis is resolved (if
takes more than 1 day).

Have each participating describe his/her experience of the day and his/her role in the containing the crisis.
Ask what team members need from each other to make their jobs go more smoothly.
Review what went well. (Note: Crisis work puts a strain on people. Compliment and acknowledge people
of their efforts).

Analyze problem areas and decide how those areas can be corrected. Crisis plan may need to be revised.
Provide follow-up services for those affected the most (as this can result in PTS).
Look for burnout in crisis workers and allow those to remove themselves from the team (i.e. if they are too
close to the victim, witnessed the event, major stress in personal life, etc).
Signs of burnout:
* feeling apathetic, sad, anxious, guilty, helpless
* physically tired, nervous, loss of appetite
* has trouble sleeping, headaches, stomach pains
* difficulty concentrating or making decisions
Support teams members:
* provide refreshments
*encourage breaks throughout the day
* participate in debriefing sessions
* allow compensatory time for after-hours work
* recognize contribution verbally and in writing

Definitions
Highest degree of concealment. All interior classroom doors are locked. Lights
should be off and all people should be silent. Persons are away from windows
Lockdown and out of sight from the door. No one is allowed to leave or enter the building
(as determined by law enforcement). No one is allowed to leave or enter a
locked room. Law enforcement would assume command of the site, depending
on the nature of the crisis.
Example: Intruder, School Shooting.

Second highest degree of concealment. All exterior doors and interior


classroom doors are locked. Windows and blinds must be closed. Teachers

Staff To-Do List

Lockdown
Listen to principal's announcement "This is a message to all staff.
We are starting lockdown procedures immediately. Repeat- we
starting lockdown immediately." Email may be sent as well. Staff
(If safe), check the hallways and direct all students, staff, visitors
into your classroom. Staff
Help direct students in hallways into rooms. Move into a room to
assist the other teacher. Assist those students with special

Direct students to sit quietly on the floor away from windows and
out of view from the doorway. No talking. Implement Drop/Tuck Teachers
procedures - students sit on the floor, tuck their heads on their
knees, and cover their head with their hands/arms.
Do NOT leave the room for any reason. Do NOT open the door
for any reason. If fire alarm is activated, do NOT evacuate unless Staff
fire or smoke is visible.
Check your email for a possible message from administration as
to what is going on and what to expect. If email is down, please

Intruder/Hostage
An unauthorized person enters school property:
Politely greet intruder and identify yourself Staff

If intruder's purpose is not legitimate, ask him/her to leave. Staff
Accompany intruder to exit or call for an administrator to escort
the person out of the building.
If intruder refuses to leave:

Walk away from intruder if he/she indicates a potential for Staff
violence. Be aware of intruder's actions at this time (where
he/she is located, whether he/she is carrying a weapon or
package, etc).
Witness to hostage situation:

Call 911 immediately. Give dispatcher details of situation. Staff
Notify building administrator(s). Building administrator may wish
to evacuate rest of building if possible. Staff
