CONSTITUTION AND BY-LAWS

Article I
NAME AND INSIGNIA

Section 1.
NAME OF THE ORGANIZATION
The official chorale group of the Polytechnic University of the Philippines – College of
Engineering shall be named as Koro Agsikapan (KA).

Section 2.
LOGO/INSIGNIA
The logo of Koro Agsikapan shall be identified by the following:

Omission of the word or the emblem could be done as suggested by the publicity
committee, and approved by the Lead Set.

Article II
AUDITION AND SELECTION PROCEDURES

Section 1.
MEMBERSHIP AND COMPOSITION

Auditions are open to all bona fide students of the College of Engineering.

Section 2.
ELIGIBILITY AND STATUS OF APPLICANTS
• Must be in to volunteerism and must have interest in choral music.
• Must be willing to rehearse as long as his schedule doesn’t interfere with the
schedule of rehearsals set by the officers.
• Must be officially enrolled at the time of application.

Section 3.
DUTIES AND OBLIGATIONS OF MEMBERS

• All members must obey all policies stated in this Constitution and By‐Laws.
• All members must show commitment to the organization.
• All members must give his/her timetable to the Secretary by the time the
schedule has already been finalized and disseminated in their Student’s Information
System (SIS) for the setting of rehearsals.
• All members must be able to cope and memorize the given music sheet as fast
as he/she could. Audio support will be provided by the piece custodian.
• All members must be present in every performance of the group unless he/she
made a report of absence to be submitted to the Secretary.

Article III
ORGANIZATION AND ADMINISTRATION

Section 1.
COMPOSITION OF THE KORO AGSIKAPAN LEAD SET
The Lead Set of Koro Agsikapan is composed of the President, Vice President,
Secretary, Treasurer, Auditor, Conductor, Piece Custodian, Costume Custodian,
Instrumentalist, Public Relations Officer, Publicity Manager, and Business Manager.

Section 2.
SELECTION OF NEW OFFICERS
All positions must be selected by appointment process, held annually on the last month
of the university’s academic year (see Art. IV: Appointment of Officers and Terms of
Office).

Section 3.
DUTIES AND RESPONSIBILITIES OF OFFICERS
1. The President shall have the following powers, duties and responsibilities:
• To preside all meetings and activities except when he designates one of his
co‐officers to take his position as presiding officer.
• To act as the overall coordinator of all activities inside and outside the
organization.
• To enforce all policies passed by the officers.
• Responsible for any mistakes, faults and achievements the group encounters.

2. The Vice President shall have the following powers, duties and responsibilities:
• To assist the President in all proceedings, works and activities.
• In the time of temporary absences or permanent disability of the President, he
assumes the powers, duties and responsibilities of the latter.
• To accept the resignation of the President with quorum decisions of all officers.
• To perform such other functions and duties prescribed by the President.

3. The Secretary shall have the following power, duties and responsibilities:
• To take down all the minutes of every meeting and shall provide a copy to all
person concerned.
• To prepare communication letters needed by the group and coordinates with all
the reports furnished by other officers.
• Responsible for keeping all records and documents of the organization.
• In-charge in checking the attendance of members and officers in all
organizational meetings.
• To perform such other functions and duties prescribed by the President.

4. The Treasurer shall have the following power, duties and responsibilities:
• To be responsible for all financial matters of the organization.
• To keep a complete record of all the receipts and disbursements of the
organization.
• To release fund with the approval of the majority of the officers.
• To act as a liaison officer between the organization and the concerned party with
which the fund is deposited.
• To perform such other functions and duties prescribed by the President.

5. The Auditor shall have the following power, duties and responsibilities:
• To audit the financial and material assets of the organization and see to it that all
disbursements and financial aspects of the treasurer are properly covered with receipts
and are in accordance with generally accepted procedures.
• To render a monthly and annual financial report to the officers.
• To perform such other functions and duties prescribed by the President.

6. The Moderator/Conductor shall have the following power, duties and responsibilities:
• To teach the sections of the music sheet to the right group of singers during
rehearsals.
• To demonstrate the appropriate way of singing the piece to enhance the quality
of the sound.

7. The Piece Custodian shall have the following power, duties and responsibilities:
• To arrange for the music sheets needed by KA for the rehearsals.
• To provide the needed audio support for faster memorization of the appropriate
sections of the piece to the right group of singers.
• To demonstrate the sections of the music sheet to the right group of singers in
the absence of the moderator.

8. The Instrumentalist shall have the following power, duties and responsibilities:
• To act as an accompaniment if called upon rehearsals and performances.
• To assume the duties and responsibilities of the latter in case of his absence.

9. The Costume Custodian shall have the following power, duties and responsibilities:
• To provide appropriate costume designs needed by KA during performances.

10. The Public Relations Officer shall have the following power, duties and
responsibilities:
• To assist the President in all activities to his official duty as designate
representative of the organization in all meetings and assemblies called upon by outside
organizations.
• To act as official representative in the organization’s external affairs.
• To coordinate with all officers for plans, projects and activities.
• To perform such other functions and duties prescribed by the President.
11. The Publicity Manager shall have the following power, duties and responsibilities:
• To create advertising and publicity materials needed for promotion of the group
and its activities.
• To manage the official social media accounts of Koro Agsikapan and will serve
as its administrator.
• To perform such other functions and duties prescribed by the President.

12. The Business Manager shall have the following power, duties and responsibilities:
• To coordinate together with the Public Relations Officer for plans, projects and
activities.
• To perform such other functions and duties prescribed by the President.

Article IV
APPOINTMENT OF OFFICERS AND TERMS OF OFFICE

Section 1.
RULES GOVERNING APPOINTMENT

• The general appointment of the officers shall be held annually on the last month
of the university’s academic year at such place may be determined by the majority of
the Lead Set.
• The appointment will be led by the outgoing president.
• Canvassing shall be determined by majority of the agreeing members. Any tie
scores shall be broken by a recount. In case of another tie, the outgoing president shall
decide between the tying candidates.
• Disqualification shall be resolved by members of the group.

Section 2.
TERMS OF OFFICERS
• Newly-appointed officers of Koro Agsikapan shall hold office a week after the
election.
• All officers may be re‐appointed provided that they meet the criteria set by the
officers.

Article V
REHEARSAL SCHEDULE AND VENUE

Section 1.
REHEARSAL SCHEDULES
• The rehearsal schedules of Koro Agsikapan must be set as soon as the
schedules are consolidated to set the official days available for full efficiency of the
group, provided it will not interfere with the member's class schedule.
• Rehearsal schedule will vary per semester of the Academic Year of the
University.
• The time for rehearsals must be set as soon as the time the schedules of the
members are done consolidated per semester by the Secretary.
• The minimum time of rehearsals must be of one (1) hour minimum and three (3)
hours maximum prior to the starting time set by the officers.

Section 2.
REHEARSAL VENUE
The rehearsals must be held around the CEA Building, as long as letters of permission
are being provided by the group, and signed by the concerned persons.

Article VI
AMENDMENTS

Section 1.
PROPOSAL TO AMEND THE CONSTITUTION
A proposal to amend the existing Koro Agsikapan Constitution and By-Laws shall be
made in the form of writing a resolution by the author/s. Any revisions or amendments to
the constitution shall be proposed by the author/s to the Koro Agsikapan Lead Set and
approved by the Adviser.

Section 2.
CONFIRMATION OF THE AMENDED CONSTITUTION
Amendment to any provision of the by-laws shall be accepted through a referendum
made by the current members of Koro Agsikapan. Final count of the vote in favor of the
amendment shall reach the population’s quorum; otherwise considered as null and void.

Section 3.
EFFECTIVITY OF THE AMENDED CONSTITUTION
Newly amended constitution shall be made effective on the first day of the following
semester of the university’s academic calendar from the date it was amended. It should
not be revised again within a span of three (3) years from the date of its effectivity.

Section 4.
CREATION OF THE IMPLEMENTING RULES AND REGULATIONS (IRR) FOR THE
AMENDED CONSTITUTION

The author/s of the constitution amendment shall provide the Implementing Rules and
Regulations (IRR) of the amendment and be posted publicly on the first day of the
following semester of the university’s academic calendar from the date it was amended.

Section 5.
RULES IN AMENDING THE CONSTITUTION

Any section or article of this constitution can be amended, provided it will not invalidate
any incorporating rule that might affect the constitution’s integrity.
