Department of Health
OFFICE OF THE SECRETARY
DEPARTMENT CIRCULAR
No. 2019 - [2953
In line with its continuing efforts in the development of Green and Safe Healthcare
Facilities (or Climate Smart Healthcare), the DOH encourages national and local government
hospitals and other healthcare facilities to seek Green Certifications from Green Building
Rating System/s for their new construction or expansion, repair and renovation projects.
Green rating is a must for facilities with total building areas of 10,000 square meters and
above in accordance with the National Building Code of the Philippines and the Philippine
Green Building Code. Facilities with total building areas less than 10,000 square meters are
recommended to volunteer to get their project sites green rated.
In the National Climate Change Action Plan, the healthcare industry is one of the
service industries committed to reduce its carbon footprint as well as address the adverse
impact of its built environment to human health. Concerned health facilities will need to
integrate in their projects the certification requirements of the selected Green Building Rating
Systems. With the assistance from Health Facility Development Bureau (HFDB), the Green
Hospitals Toolkit may serve also be used as preliminary inspection instrument for climate
change adaptation and mitigation measures in healthcare delivery.
