Custodian of Records
The Office of N.C. Senator Jay Chaudhuri, District 16
North Carolina General Assembly
16 W. Jones Street, Room 1121
P.O. Box 1007
Raleigh, NC 27602

Dear Custodian of Records for the Office of N.C. Senator Jay Chaudhuri of District 16:

Under the North Carolina Public Records Act, G.S. §132-1. et al., I demand to obtain digital copies of all
electronic records (i.e., public records in digital form) that Chaudhuri made or received from January 1, 2014
to the present day this request is furfilled -- in Chaudhuri’s capacity as a public official both in the NCGA and
other public service.

Quoting from the “Guide to Open Government and Public Records” brochure prepared by A. G. Roy Cooper’s
Office, “Public records include materials written or created by the government and its employees. They
also include materials written or made by private people or companies and submitted to the government,
regardless of whether those materials were required or requested by the government or whether they were sent
to the government voluntarily at the private person’s initiative. Public records include paper and electronic
documents, emails, papers, letters, maps, books, photographs, films, sound recordings, magnetic or other
tapes, electronic data-processing records, artifacts, or other documentary material, regardless of physical form
or characteristics.” The A.G. has made it clear that social media such as Twitter and Facebook are considered
electronic records.

Hence, I am demanding all emails sent and received during those dates whether to Chaudhuri’s government
issued email account, or to a private email account Chaudhuri may have maintained, e.g. Jay.Chaudhuri@
smithmoorelaw.com, in which communications occurred that fall into the scope of a “public record” as well as
those of his legislative assistants or private legal secretary -- I also demand a complete copy of Chaudhuri’s
social media accounts for the dates requested such as Twitter ( https://twitter.com/jay_chaudhuri ) and Facebook
(e.g., https://www.facebook.com/JayForNC ). A digital copy of the Facebook account can be easily created:

(1) Click at the top right of any Facebook page and select Settings.
(2) Click Download a copy of your Facebook data below your General Account Settings.
(3) Click Start My Archive.
(4) Save this file on your computer, make a copy.

I am also demanding copies of Chaudhuri’s calendar, if kept in digital format, and a copy of all phone
logs. I am demanding uncertified copies of the digital records be made for free. Again, the “Guide to Open
Government and Public Records” brochure prepared by A. G. Roy Cooper’s Office states that “for uncertified

copies, agencies may not charge fees that are higher than the actual cost of making the copy. “Actual cost”
is defined as “direct, chargeable costs related to the reproduction of a public record... actual cost may not
include costs the agency would have incurred if the copy request had not been made. That means that under
most circumstances, fees may not include the labor costs of the agency employees who make the copies.” I
will provide a remote server “dropbox” for the Custodian to upload the requested data -- or delivery a USB
memory stick.

If there are any hardcopies of public records (i.e., paper based records like letters, even if sent to Chaudhuri’s
home address, if they are demeaned to be a “public record”). I would like to make an appointment to inspect
these physical documents in person at the NCGA -- no fee can be charged in such a case. The North Carolina
Public Records Act, G.S. §132-1, requires that the Custodian respond to and fulfill this request “as promptly
as possible.” If the Custodian expects a significant delay in responding to and fulfilling this request, please
contact me with information about when I might expect copies or the ability to inspect the requested records.
If any records are redacted or withheld, please cite each specific exemption: why a decision was made to
withhold information and how I might appeal if we cannot come to an agreement. Also know that any attempt
to conspire to evade my request, e.g. alter/hide documents, is a criminal act, and I will not hesitate to file NC
Bar complaints if unethical behavior is discovered in an attorney.

Please know that I have sent test communications to Chaudhuri’s office in the past to ensure quality control
of the Custodian’s response -- I look forward to full cooperation. However, I have, in past years, had great
difficulty obtaining public records in a timely manner, and know that I expect all records to be transmitted
to me (or made available to inspect) as soon as possible, yet no later than Friday, July 15 at 5pm. Shortly
thereafter, I am planning to proceed to litigation immediately to request a court order to compel release of the
documents in State Court pro se -- without requesting an intermediate step of filing an official complaint with
the A.G.’s office as I have little confidence in Cooper’s impartiality based on his refusal to defend HB2, a clear
violation of his sworn oath. Know, that I am an MIT-educated North Carolina native, and I have experience
in pro se litigation. In plain English, please take my request seriously and do not attempt to delay responding
until after the November election. Hence, I would urge the Custodian to comply with my demand willingly,
thus adhering to our state law as a matter of principal and without delay and obstruction! The last thing
Chaudhuri’s campaign needs is to be dragged into court this Fall with the publicity that will bring. I would
prefer you communicate with me via email: napier@alum.mit.edu. Thanks in advance for your help!

Sincerely yours,

Napier S. Fuller

P.S. This information is not being sought for commercial purposes, but rather to increase an understanding
about who is influencing Chaudhuri and who Chaudhuri is seeking to influence. I am greatly concerned about
the undue influence of the LGBT lobby and Chaudhuri’s sycophantic support of “child trannyism” as a new
Civil Right: from the mass of data, I hope to find the identity and contact details of those that support this
outrage: I will be using computer algorithms to cull the digital data, and I have extensive experience in this
field.

P.S.S. Pope Francis has made it clear to the 1.3 billion faithful, that transgenderism is demonic as it seeks
to make an insidious evil, the castration of minors, a Civil Right enforced via the police power of the state.
Chaudhuri’s advocacy of this barbaric practice makes him a prime target for an intense, asymmetrical response
by the faithful. For background, I was received into the Roman Catholic Church at Stanford in 2006, and I
am one of many that are heeding the Roman Pontiff’s clarion call to join in the “battle to preserve the roots of
mankind in the greatest challenge our world has faced since its origins: the fight to protect the human family,
the first cell of the life of the Church and every society. This is not an ideological war between competing
ideas; rather this is about defending ourselves, our children and future generations from a demonic ideology
that denies human nature and wants to cut off entire generations from God.” (See full text of Pope Francis’s
emissary, Cardinal Robert Sarah, a speech made on May 17, 2016 in Washington, DC: I was there in person).
