Inter-Frequency Distance Based Handover

Distance-based inter-frequency handover applies in multi-band hybrid networks


where cells on a certain band cover relatively large areas and overshoot coverage
occurs while neighbor relationships are missing.

band F1 is used to cover the urban area and band F2 is used to cover the
suburban area. If there are few obstacles in the overlapping area between the
urban area and the suburban area, the RF signals from an F1 cell may be able to
travel a long distance (typically three times the distance between sites), causing
overshoot coverage to an F2 cell. The triangle area in the UE moving direction
indicates overshoot coverage.

When distance-based inter-frequency handover is enabled, the UE can be handed


over to Cell B or Cell C in time to avoid service drops. The precision in the
estimated distance between the UE and eNodeB is about 100 to 150 meters.

This method can be applied in order to get coverage of L2100 in certain distance when drive test held from L1800
coverage.

Inter-Frequency Distance Based Handover
Triggering and Stopping of Inter-Frequency Measurement
Distance-based inter-frequency handovers are triggered by the eNodeB based on the distance between the eNodeB and
the UE.

The eNodeB keeps monitoring the distance to all UEs. Upon detecting that the measured distance to a UE exceeds the
threshold specified by the DistBasedHO.DistBasedHOThd parameter for 10 seconds (which is a fixed value), the eNodeB
delivers the measurement configuration for event A4 to the UE.

While the measurement for a distance-based inter-frequency handover is being taken, if the eNodeB detects that the TA
value reported by the UE is less than or equal to the DistBasedHO.DistBasedHOThd value for 10 seconds, the measurement
is immediately stopped.

Inter-Frequency Measurement
Before delivering the measurement configuration related to event A4, the eNodeB checks whether a measurement gap has
been activated. If the measurement gap has been activated and includes other measurement gaps, the eNodeB does not
reconfigure the measurement gap. Otherwise, the eNodeB activates the measurement gap.

Parameters in the measurement configuration for distance-based inter-frequency measurement are the same as those for
coverage-based inter-frequency measurement.

HUAWEI PCI Self Optimizer SON Feature Description
•PCI self-optimization is implemented on the U2000, and users need to create a PCI
self-optimization task on the U2000 before performing PCI self-optimization. After
the task starts, the U2000 performs PCI self-optimization analysis for eNodeBs based
on the reported PCI conflict information. Within a PCI self-optimization period: If the
U2000 reassigns a new PCI to the conflicting cell, the U2000 will output the PCI self-
optimization suggestions.

•If the U2000 does not reassign a new PCI to the conflicting cell, this cell will continue
using the old PCI, and the U2000 will not output the PCI self-optimization
suggestions.
The reassigned PCI takes effect to resolve the PCI conflict only after it is delivered to
the eNodeB. After the U2000 delivers the reassigned PCI, the cell will automatically
reset for the PCI to take effect. To prevent service drops, the eNodeB proactively
hands over online UEs to other cells by reducing the cell pilot power before the PCI
change.
PCI self-optimization applies even when some eNodeB engineering parameters are
not configured and the bandwidth is compressed.

Pain Point: Manual check of PCI problem really difficult to be manage, SON PCI can help to
self optimize PCI Conflict issue.

This function adaptively adjusts the time sequence for downlink scheduling to improve the initial transmission scheduling performance in
heavy-load scenarios. In heavy-load scenarios, the initial transmission scheduling success rate increases, and the values of the counters
such as the number of downlink scheduled UEs, downlink PRB usage, and downlink throughput in a cell may increase. The CPU usage on
the user plane may also increase.

Preferential Allocation of High-Frequency Resources


If preferential allocation of high-frequency resources is enabled for a cell, RB allocation for downlink scheduling can start from the high end
of the cell's frequency range. Preferential allocation of high-frequency resources reduces downlink interference on the low end of the cell's
frequency range by allowing RB allocation for downlink scheduling to start from the high end of the frequency range.

MCS Index Selection Optimization for Downlink Paired UEs with Small-Amount Data Transmission
If the amount of downlink data to be initially transmitted is small for paired UEs, the transport block size (TBS) selected for the initial
transmission may be greater than the amount of data to be transmitted. To resolve this issue, MCS index selection optimization for
downlink paired UEs with small-amount data transmission is introduced. This function is controlled by the
MM_DL_SCH_AND_MCS_OPT_SWITCH option under the CellMMAlgo.MMAlgoOptSwitch parameter. When this option is selected, the
eNodeB selects a small MCS index while maintaining the number of allocated RBs. This reduces transmissions of invalid data and the
number of retransmissions and increases the average downlink throughput of paired UEs.

When this function is enabled, each time the eNodeB receives a CQI value from a UE, it determines the difference between the reported

and then applies filtering to the adjusted CQI and the previous filtered CQI. If the difference is small, the eNodeB directly applies filtering to
the reported CQI and the previous filtered CQI. If the network has moderate or heavy loads in the downlink (for example, the downlink PRB
