Dear Candidate,
Based on the result of the All India Competitive Examination for Admission to 25% Seats in Doctoral Degree Programmes of
accredited Universities under ICAR-AU system [SAUs/SVUs, Central Agricultural University, viz. CAU, Imphal, 4 Central
Universities (CUs) having faculty of agriculture (BHU, AMU, Viswa Bharati and Nagaland University) except the 4 ICAR-Deemed-to-
be-Universities (DUs), viz. IARI, IVRI, NDRI and CIFE which will fill 100% of the seats through their own separate national level
entrance examination] and the award of ICAR-SRF(PGS) in Agriculture & Allied Sciences for Academic Session 2016-17, this is to
inform that you have qualified for the counseling to be conducted by Agricultural Education Division of the ICAR. Based on the
counseling, you are likely to be recommended for admission in the Sub-subject (opted by you at the time of application/examination) in
the University of your choice, subject to fulfilling of the prescribed eligibility requirements of that University and availability of seat at
your merit rank and category. The University will place the candidates in accredited colleges only. The counseling of OBC candidates
will be done along with the candidates of General category at their overall merit rank. The SC/ST candidates who do not wish to
take admission in their respective reserved category may opt for counseling with General + OBC category.
In order to attend the counseling, it is essential to fill up the Counseling Proforma provided to the qualified candidate (copy
enclosed) and submit the same at the time of counseling, duly filled in and signed, along with self-attested photocopies of the required
undermentioned certificates to the counseling committee. The Counseling Proforma must clearly mention the Sub-subject opted by the
candidate and 6 choices of Universities preferred by him/her for admission. In case, all seats in the opted subject at a desired university are
exhausted by the time the candidate reaches counseling desk, he/she shall have the option to provide fresh choice of universities, wherever
seats in that Sub-subject are available. The preliminary checking of certificates for ascertaining the eligibility of candidature on the basis
of photocopies of certificates submitted by the candidate will be done before counseling. However, their eligibility for admission will be
based on final re-checking of documents by the officials of admitting University at the time of provisional admission during counseling.

Accordingly, you are required to appear for counseling at A.P. Shinde Symposium Hall, NASC Complex (ICAR), Dev Prakash
Shastri (DPS) Marg, Opp. Todapur, Pusa, New Delhi-12 (on the East Patel Nagar to Inder Puri road) as per schedule indicated [Please
see the attached Counseling Schedule, timings and Location Map]. While reporting for counseling, you must ensure that all the eligibility
conditions, as specified (especially on pages 12-16) in the AICE-SRF(PGS)-2016 Information Bulletin (IB) available on the ICAR
website (www.icar.org.in), are fulfilled in toto including completion of the degree, OGPA/CGPA/percentage marks scored in Master's
Degree examination, etc. (Equivalence between OGPA and per cent marks, where needed, will not be acceptable).
It may be noted that ICAR/Universities will NOT be held responsible for denial of admission to non-eligible candidates. Please
bring the following original documents with you (also see IB for other details) along with self-attested photocopy of each certificate:
1) Proof of date of birth - High School/Class X/Matriculation certificate.
2) All Certificates and Mark sheets, grade reports in original, related to UG/Bachelor's degree.
3) All Certificates and Mark sheets, grade reports in original, related to PG/Master's degree.
4) The candidates who do not have the Degree/PDC, have to mandatorily produce a certificate from the Registrar of the concerned
university specifically indicating that the candidate has fulfilled all the requirements for the award of Masters degree
including thesis submission and completion of viva-voce and his/her Final OGPA/Percentage of marks at the end of final
semester/year along with mentioning the likely date of issuance of PDC/Degree. [Refer Information Bulletin, page 22, Item
No. iii(d)].
5) Domicile certificate in case of candidates from States/Union Territories, viz. Andaman & Nicobar Islands, Arunachal Pradesh,
Dadra & Nagar Haveli, Daman and Diu, Goa, Lakshadweep, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura for
UPS categories.
6) In case of candidates from SC, ST and non-creamy layer of OBC categories, original certificates as per Central Govt.
requirements and issued by Competent Authority.
7) Medical certificate in case of Physically Challenged (PC) candidate issued by Medical Officer of any Government Hospital
along with description of the kind and the degree of disability.
8) Copy of the e-admit card and counseling call/invitation letter from ICAR downloaded from ICAR's website (in original).
9) Sponsorship Certificate/Declaration by Employer of the Candidate (for in- service candidates).
10) Valid registration certificate under IVC Act, 1984 (for the postgraduate candidates having graduated in BVSc & AH degree
programme)
11) Three recent and clear passport size colour photographs same as uploaded at the time of submitting online application.
12) Authority letter/Undertaking in the prescribed format (Annexure-XV of the IB), if the candidate is personally unable to attend
the counseling.
Registrars of all the associated accredited Universities (as listed in the Counseling Proforma) have been invited for your counseling and
granting admission. The candidates should note that having 4/5/6 years' UG degree and 2 years' PG degree with thesis work are the
essential requirements for admission to doctoral degree programmes in the Agricultural Universities.
The candidates having passed with 3 years' UG degree programme are not eligible for Ph.D. admission through AICE-SRF(PGS)-2016.
ICAR will not be responsible for denial of admission by the AUs to candidates without these qualification(s). Moreover, as the exact title/
nomenclature of the degree programme may vary from one university to another, the candidates, before seeking admission and
depositing provisional admission fee, are advised to positively enquire about the nomenclature of degree programme from the
concerned University representative at the time of counseling. For confirming the admission, you will be required to deposit part
admission fee of Rs. 2,000/- (non-refundable), in cash, positively with the Registrar of the concerned University for which the receipt
should be collected by you. Also, your original certificates will be required to be deposited with the Registrar. In case of late reporting by
the candidate for counseling due to any reasons, he/she will lose claim for admission due at his/her rank. However, such candidates may
be considered for admission at the time of late reporting, on the same day, against leftover seats.
No claim/compensation for problems encountered, if any, or cost incurred in attending the counseling will be entertained by the ICAR/
Universities.
Fellowship would be granted only when the candidate seeks admission after counseling and pursues Ph.D. degree in an AU other than
the AU from where he/she has completed Bachelor's or Master's degree as indicated in the Information Bulletin. Ragging in the
Universities, in any form, is a criminal offence and has been strictly banned. Please note that this letter is for information to call the
candidates for counseling and does not, in any way, guarantee the admission.

The reporting time for the qualified candidates will be 30 minutes before the specified time for counseling
1.    Counselling  will  be  offline  (personal  appearance)  only.  Candidates  who  have  qualified  AICE‐SRF(PGS)‐2016  are  advised  to 
accordingly book  their  journey  tickets  to  New  Delhi  for the counseling. 
2.   The SC/ST candidates who do not wish to take admission in their respective reserved category may opt for counseling along with 
General + OBC category. 
*3.  Such  candidates,  if  any  will  be  allotted  the  seat  and  University  in  case  any  seat  remains  unfilled.  Their  counseling  will  be 
undertaken only after the counseling is over for all the candidates who had reported on scheduled date and time. Mere  reporting 
for  the  counseling  on  this  date  does  not  necessarily  guarantee  the  admission. 
4.      In  case  the  seats  are  exhausted  before  all  the  candidates  called  for  personal  appearance  are  covered,  the  allotment  will  be 
stopped  and  the  Council  will  not  be  responsible  for  the  non‐availability  of  seats  and  non‐allotment  to  rest  of the  candidates  on 
this  account. 
5.    Candidate  will  have  to  deposit  part  admission  fee  of  Rs.  2,000/‐  (Rupees  Two  Thousand  only)  in  cash  and  also  the  original 
certificates  to  the  Registrar  of  the  accredited  University  as  soon  as  the  seat  is  allotted  on  the  day  of  counseling.    The  candidates 
should  note  that  having  4/5/6  years’  UG  degree  and  2  years’  PG  degree  with  thesis  work  are  the  essential  requirements  for 
admission to doctoral degree programmes in the Agricultural Universities. The candidates having passed with 3 years’ UG degree 
programme are not eligible for Ph.D. admission through AICE‐SRF(PGS)‐2016. ICAR will not be responsible for denial of admission 
by the AUs to candidates without these qualification(s). Moreover, as the exact title/nomenclature of the degree programme may 
vary  from  one  university  to  another,  the  candidates,  before  seeking  admission  and  depositing  provisional  admission  fee,  are 
advised to positively enquire about the nomenclature of degree programme from the concerned University representative at the 
time  of  counseling.  Candidate  is  advised  to  take  receipt  of  the  deposits  as  well  as  enquire  about  the  date  of  reporting  for 
registration  at  the  allotted  accredited  AU  from  the  Registrar.  The  balance  amount  of  fee  would  have  to  be  deposited  by  the 
candidate  to  the  University  on  the  date  of  registration  as  prescribed  by  the  University  for  the  purpose.  Failure  to  deposit  part 
admission  fee  and  certificates  to  the  allocated  University  will  forfeit  his/her  claim  for  admission.  Reserved  category 
candidates  must  produce  the  required  certificates  in  original  and  in  the  prescribed  format.  Any  temporary  or  permanent 
withdrawal of original certificates will be governed as per the concerned University rules. ICAR has no objection if certificates are 
returned to the candidate after verification. In case of OBC candidates availing the benefits of reservation in Central Educational 
Institutions/Universities/ICAR DUs, the candidate will be required to produce a Central OBC certificate (Annexure-VIII) issued 
by  the  competent  authority  and  satisfy  following  criteria: 
•  Sub‐caste must tally with the Central list of OBC. 
•  Candidate  should  not  belong  to  creamy  layer. 
The proof of non‐creamy layer shall be verified by the University authority before the admission (Original certificates have to be 
produced).  Therefore,  candidates  while  coming  for  counseling  need  to  bring  with  them  all  the  above  required  documents,  in 
original, as well as photocopies thereof along with part fee in cash and counseling intimation issued by the ICAR. The counseling of 
OBC  candidates  will  be  done  along  with  the  candidates  of  general  category  at  their  overall  merit  rank  for  reserved  seats  as 
applicable at the time of counseling in the Central Educational Institutions/Universities. 
6.   Candidate should note that after allotment of the seat, no refund of part fee will be made in case he/she withdraws admission  for 
any  reason. 
7.    The  reporting  time  for  the  candidates  will  be  30  minutes  before  (8.30  A.M.)  the  specified  time  of  counseling.  In  case  of  late 
reporting by the candidates for counseling due to any reasons, he/she will lose claim of admission due at his/her rank.  However, 
such  candidate  may  be  considered  for  admission  against  leftover  seats  at  the  time  of  reporting.  No claim or compensation for 
problems  (if  any)  encountered  or  cost  incurred  in  attending  the  counseling  will  be  entertained  by  the  ICAR/Universities.  While 
reporting  for  the  counseling,  candidate  must  ensure  that  all  the  eligibility  requirements  for  the  admission  laid  down  in  the 
Information  Bulletin  are  fulfilled  including  the  age  limit,  po sse ssi o n  o f  Degree/PDC,  etc.  ICAR/  University  will  not  be 
responsible for denial of admission to non‐eligible candidates.
